Discourse of the Director regarding the inquiry into the reasons for the long voyage of Straalen. Tuesday the 24th of March 1789. In the morning; absent Captain at Sea and Master of Equipage Pieter Levien to the anchorage of the ships, and Junior Merchant Heyning due to occupation in the service. Although the order which the Director declared to have issued for sending up the journals of the ship Straalen has not yet been complied with, His Honour believed that notwithstanding this, a beginning could be made with the inquiry that ought to take place into the reasons for the long voyages of that ship and why it missed the Ganges at a time when foreign ships which were around the Balasore Roads at the same time with that vessel reached the river, as has already been noted in the Resolution of the 21st of November last and which further appears from an extract produced by him, the Director, from the journal of Captain Langlois commanding the French East India Company ship Le Lambert, of which the translation reads as follows. Insertion of an extract from a French journal concerning that vessel. Wednesday the 15th of October 1788: at 10 o'clock in the morning saw a Dutch ship on our port side steering North 1/4 North East - the winds variable from S.S.E. to S.S.W. - at noon found latitude 18 degrees 49 minutes. The 16th, at 8 o'clock in the morning, threw the deep-sea lead, found 33 fathoms, fresh breeze, overcast sky and rain, set the course to the West with S.S.E. winds - the Dutch ship that was about 1 1/2 miles behind us kept the same course. At 9 o'clock in the morning saw sand to the N.E. 6 to 7 miles from us - kept the same course - found North latitude at noon 20 degrees 36 minutes and Eastern longitude according to the meridian of Paris 89 degrees 24 minutes. Friday the 17th at daybreak saw a Tuscan ship that kept our same course, as well as the Dutchman; that day at 5 o'clock in the evening cast the lead, found 60 fathoms - all three kept the same course. At noon of Monday the 20th of October, found North latitude 20 degrees 37 minutes, longitude 87 degrees 53 minutes, light breeze from the N.N.W. varying from the N.E. and E.N.E., steering W. 1/4 N.W. At 2 o'clock in the afternoon saw a small ship that hailed us at 6 o'clock; he said something about pilot without me being able to understand him; I stood towards him to approach him, which I nevertheless could not; I kept as close to him as possible on the starboard tack; at seven o'clock noticing that I could not get up to him, I had a shot fired with blank powder and put out a light astern, and at 8 o'clock I hauled... to the W.N.W. In the evening the Dutch ship was about 3 miles from us to the S.S.W. steering westward; the Tuscan was in the N.N.E. 4 miles from us and kept N.W. From 9 o'clock in the evening of the same day throughout the whole night calm - I had a light breeze from the N.W. to the N.N.W. The 21st of October at daybreak I saw no ship anymore, light breeze, variable from the N.W. to the North, could not steer the ship. The 22nd almost calm during the entire day. Thursday the 23rd, seeing that the current was constantly drifting me to the South, at a quarter past 1 o'clock I had a kedge anchor put out in 28 fathoms; upon furling the sails I discovered the false point of Palmyras; the latitude found at noon 20 degrees 17 minutes. From that time until Monday the 27th it was constantly calm, except for a land breeze from the N.W. during about 3 to 4 hours a day, which made me set sails, but by which I lost more than I gained; the 27th a stiff breeze from the N.E. and prospect of bad weather, stood out to sea and on the 6th of November in the evening anchored West and East of the first bank in the mouth of the Ganges about 8 miles to the West S.W. of the Balasore Roads, where I found the English pilot. Subsequently, the aforementioned Lord Director further produced the copy translations of two private Bengali declarations, relating to the nutmegs smuggled with the sloop de Meermin mentioned in the resolution of the 11th of this month, which read as follows. Translation of Bengali declaration granted by Ram Lotsjon Tiattoe Raddean residing at kantelparra on the other side of the river. I the undersigned give the following report to the Noble Lord Director. The commander of the sloop arrived from Batavia has let me know through Iaggernaat Tior that he having some 148. 24th March goods for sale, I should come to him to inspect the same. I thereupon came to him aboard the sloop and having asked him what goods he had for sale, I received as answer spices, and upon the further question which spices! the commander answered Nutmegs. I then asked further what quantity he had and at what price it was for sale. He told me One thousand pounds and the price is eighteen rupees per Ceer. I replied that if he would take one gold mohur per Ceer, I might be able to buy it; He was content with this and I thereupon gave him a gold mohur in earnest. I then stipulated that the entire quantity had to be delivered to me at once, but he gave me the answer that he would deliver the same by one maund at a time and that each time at the dispatch of a maund the money for the previous one already received had to be paid in advance. On that condition we agreed and I went home. The next morning after this agreement Iaggernaat Tior came to me and said to me I bring you on behalf of the commander One maund of Nutmegs, come weigh them. I thereupon went with my eldest brother to the house of Tior and saw there a sack with nutmegs. I then consulted 149. 24th March with my eldest brother and he advised me not to take the same. Pursuant to this I said to Tior take these goods back to the commander and ask him for the gold mohur back which I gave in earnest. Thereafter Tior came to me and told me that the commander had not given him back the gold mohur, but had demanded that I should come to him myself and that, if I went myself, I could get the gold mohur back. On the following day my eldest brother went to the river to wash and on that occasion saw three or four persons sitting at the house of Tior; He thereupon asked Tior what kind of people those were and he gave him the answer, this is the commander's sarkar with two merchants to whom the nutmegs that were intended for you must be delivered. My brother, hearing this, said, this cannot happen. These goods were sent for me and must first be brought back aboard the sloop, after which the Captain can do with it as he sees fit. He thereupon placed two of his people at the house of Tior to ensure that 150. 24th March. that this was carried out and returned home. 151. 24th March Translation of a declaration provided by Iaggernaat Teder, one of the rowers who usually transport the goods of the Company's ships hither. I am at all times accustomed to obey the orders of the captains; on a certain evening, the captain of the sloop recently arrived from Batavia gave me a maund of nutmegs to bring them to Cantalparra (on the other side of the river) to the house of Ram Lotjon Sjotto Paaddeaij, brother of Monchor Sjotto Paad deaij, with orders to tell him that those nutmegs weighed exactly one maund; I kept them that night in my house and the next morning gave notice to the aforementioned Ram Lotjon that the Captain was sending him a maund of nutmegs, which he therefore had to accept. One or two days after that date, in the evening at about nine o'clock, I went from my house to the sloop, alongside which I found a pinnace of senhor Ian lying loaded with two chests, and upon which a slave of Mr. Spiegel, aged about 12 to 13 years and of a black colour, stood with a burning dammar torch in his hand. 153 24th March. hand: my master then told me that Mr. Spiegel had a garden at the Bandel, whither I had to bring this, at the same time giving me two rupees with orders, if I found coolies there, to have it carried up, or otherwise to hire coolies for that money. That night I could not have this merchandise transported, but in the morning I went with the mali of the garden to Mirza Salees's Haat (Market) and hired coolies who carried the merchandise up. On another day, with the same pinnace, I brought 3 chests to the garden of Mr. Spiegel, and stored them there, at which time the aforementioned slave was not present, since they said this was unnecessary, as I knew where the garden was: I have brought those goods thither by order of the Captain and his sircar Bodinaat Doearie. After the lapse of two or three days, the sircar of the Captain told me that among those five chests which I had carried away, there was a chest of wine, which I had to fetch back. I thus went thither and found a chest standing outside, which the mali told me that I had to take away, as I did, at the same time asking him what was in the remaining chests. The difference in favor against what was determined must be attributed to the fewer discrete servants here, especially European military personnel, notwithstanding that this account is presently burdened with the provision goods issued to the non-commissioned officers. If the native servants at Cassembazaar and Patna could be reduced, this account would be far below the determination, whereas it now only takes place with respect to Hoegly. Several entries with which the ordinary expenses are charged, and which were approved after the establishment of the memorandum of retrenchment, cause this account to run higher annually than the said Memorandum permits. 10. 8. According to the proportion of extraordinary occurrences, this account rises and falls; at Cassembazaar, even the entire amount designated for it has been saved. 10. 8. The aforementioned cause also applies with respect to the gift account, for when no native prince or other grandee honors us with their visits, or we go to pay such visits to them, or they pass by here, the Company profits immensely from this, as is the case this year at all offices, and has yielded considerable savings in comparison with what was determined for it. Regarding the paid wages, Cassembazaar presents a more favorable showing than Hoegly, being caused by the small number of servants assigned to the former place, and by the greater number at the other place, principally seafaring personnel. Because only the most indispensable repairs were made, this account stands below the determination. Since there are only a few sloops to be found here, the expenses incurred also amount to less than the determination dictates. The further arrangements made concerning the hospital cause that account to run higher than is presently determined for it. The various charges that are brought to the debit of this account cause the same to surpass the determination. Although the expenses of ships present a favorable appearance in comparison with what was determined for them, this is solely to be attributed to the reduced trade and the smaller number of ships in this financial year. The situation is likewise with respect to the ship wages, which increase or decrease according to the number of seamen present. Reasons why the introduction of the examination and comparison of the expense accounts is postponed until the coming year. which more favorable appearance it is hoped will be agreeable to the Noble High Indian Government and will obtain its high approval for the incurred expenses, in which expectation it was approved and resolved to pass the General memorandum of expenses. Pursuant to the order in the recent esteemed missive of the aforementioned High Indian Government dated 18 September 1788, and the resolution taken thereupon on the 3rd of this month, a day should now be appointed for the examination of the aforementioned expense accounts and the investigation of the extent to which the determination by the Memorandum of retrenchment has been met, to which end the Head Administrator was also instructed to provide such light as would be necessary, either by a separate report or by the comparison inserted above, since he demonstrated that the shortness of time does not permit fulfilling this for the present, as, in order to effectuate the same properly, it will be necessary to check all the entries on the particular expense accounts one by one 163. and to compare them not only against the memorandum of retrenchment, but also to trace what has been granted more for various expenses since the establishment of the same than the determination therein dictates, as is the case regarding several items; all of which, in the short time that still remains before the dispatch of the ship, in which moreover a multitude of other businesses must be performed, cannot be done with that accuracy and detail as is required to comply with the intention in this matter; it was therefore, considering this was also so understood by the assembly, and it was likewise comprehended that since this investigation and the comparison to be formed from it must serve as a model for future times, it is in the highest degree necessary that this is not passed over casually or in haste, but that everything is examined, reasoned through, and arranged with proper attention and precision, approved and resolved to tarry with this 24 March. 164. Finding of some spices brought with the ships Resolutie and Eyk en Linden inserted. to tarry with this until after the departure of the ship, to be taken in hand then, and the finding concerning this to be presented to the Noble High Indian Government on a later occasion, in the hope that it will favorably deign to pardon the postponement for this time on account of the cited reasons. On this occasion, by Sea Captain and outgoing Equipagie Master Jacob Fredriks, the soundness of the Memorandum of Barge Freights for the Financial Year 1787/8, as inserted in the Resolution of the 20th of the previous Month, being also sworn to pursuant to the aforementioned, it is understood to maintain this record thereof as well. Comparison of the customary statements of the expenses, charges, and profits here at the main office of that financial year against the previous one of 1786/7, according to which, although the charges were this time ƒ37,819:6:8 less, this office has fallen behind by ƒ37,058:13:8 due to the lower profits to an amount of ƒ74,878:—:—, as appears in more detail from the following: Brief demonstration and comparison of how much the main office has fallen behind in the financial year 1787/8 compared to the previous 1786/7, from the following charges and profits, to wit: The charges of the year 1786/7 amounted to ƒ198,533:7:6. Profits: ƒ403,307:15:—. The charges of the year 1787/8 amounted to ƒ160,713:19:8. Profits: ƒ328,429:15:—. The profits exceeding the charges by ƒ167,715:15:8. The profits being subtracted from each other, it appears that the office has fallen behind this financial year by ƒ37,058:13:8. Or thus: The profits of the year 1786/7 amounted to ƒ403,307:15:—. Insertion of a report from the pilots regarding the safest anchorage for the ship Straalen. to get ready; thus it was resolved to make note thereof, and to send along such of those writings that could not be finished by the very first opportunity. A heavy rope having been supplied to the skipper of Eyk en Linden upon his statement of necessity; thus it was resolved to have the same also charged to his account at the main office, to serve in reduction of freight charges. The pilots having stated, at the requisition of the Director, what in their opinion would be the safest anchorage for the ship Straalen, which had to remain here over the south monsoon, as appears from the following report: To the Right Honorable Isaac Titsingh, Extraordinary Councillor of the Dutch East Indies, and Director of the Company's trade in Bengal, etc. etc. Right Honorable Sir, The undersigned pilots have the honor to serve as a report that, since the ship Straalen, as it cannot arrive here early enough to be dispatched again before coming April, will certainly have to remain here over the upcoming south monsoon; the safest anchorage for the same would be the roadstead of Sucksoor, where it is safely sheltered from the fierce northwesterly storms that usually occur in April and May, and against which it cannot be considered safe at Fulta. 215 8 May Mr. Isaac Titsingh Extraordinary Councillor of Netherlands India, as well as Director of the Company's Trade in Bengal, etc., etc. To the Right Honourable Sir Right Honourable Sir: Pursuant to the order given to us by Your Right Honourable, we the undersigned Pilots, according to annual custom, have repaired to the Company's sloops belonging to this station, and have carefully inspected the same in the presence of the Captain at sea and Master of Equipment Pieter Levien, as well as in the presence of the Master Shipwright Michiel Groenewoudt, and found their defects to be such as we have the honour to present to Your Right Honourable separately below, beginning with: The Sloop de Meermin. This vessel arrived here from Batavia last January, and is a good sailing vessel; yet in order to make the same more suitable for 216 8 May service in the river, it must undergo the following alterations, namely: To place the galley in the fore peak, and to lower the lower deck in the fore hatchway somewhat, while the bulkhead should be moved back a little to have more space in the hold. There being no air scuttles in the cabin, two must therefore be made; it is also necessary to enlarge the scuppers in order to have sufficient water drainage, and that the gun ports on the deck be closed and caulked. On the main hatch, new coamings or covers must be made, and the carlings around it raised against the rushing in of the water that falls on the deck. The windlass is unserviceable, for which a new one is required; and the hawseholes being worn out, they must be fitted with bushes and sheet lead. The entire sheathing is so eaten by worms that it will be necessary to remove it in order to put a new sheathing around it; and on that occasion it will also be necessary, for greater sturdiness of this vessel, to 217 8 May furnish the same well with bolts and other ironwork. Both pumps are defective and the pump tools unserviceable, for which new ones are required. The mainmast, which leans forward, must be set somewhat aft, and the chainplates altered accordingly, while the bowsprit, being too low, should be stepped somewhat steeper. Upon lifting out and examining the said mast, we found it rotten and water-soaked at the bottom near the step and in several places, wherefore we have condemned it, as well as the main topmast, the topsail yard, the jibboom, and the flagpole, which can no longer serve on account of their poor condition. The standing rigging is good, but the bow, forecastle, and water stays, as well as the forestay and backstays must be renewed, as well as the running rigging, which is mostly worn out. Of the sails, it will be necessary to supply this small vessel with a new foresail, two topsails, and a jib, and to enlarge or alter the remainder. The yawl, with a little carpentry and caulking, can 218 8 May be brought back into good order. All these defects having been repaired, the vessel must also be breamed, caulked, and greased, and provided with what is necessary, in order to be employed for cruising. The Sloop de Goede Trouw. Of this vessel, the sheathing is somewhat damaged by worms, thus requiring some repairs to be made thereto. On the gunwale, new washboards should be made, and a water rail across the edge of the forecastle to prevent the sea from washing in. The stern shutters must be renewed. New bushes are needed in the hawseholes, which must be lined with lead against the chafing of the ropes; while a new knee is required at the stem to support the cutwater. The windlass will need to be provided with cleats and chocks, and new coamings made on the main hatch through which the ropes pass. Among the spars, the fore- 219 8 May mast and main topgallant yard were found unserviceable, for which others are required. The standing rigging is still good, except that new ones are required for a jib stay and topmast backstays, as well as for the greater part of the running rigging. The sails must be altered, but in place of the foresail, the main topgallant sail, and the outer jib, which are worn out, others must be procured. The yawl must undergo some carpentry. Further passing over some minor matters, this small vessel must be breamed, caulked, and greased as usual, after which it will be in condition to cruise. The Sloop de Patna. The outer sheathing of the same is noticeably attacked by worms, so that it will have to be repaired for the most part. Both quarter galleries must be torn down, and the sloop cut down at the stern by fully two feet, because it is too high and catches too much wind. It was resolved to have all the defects discovered and described therein on those small vessels remedied, so far as nothing might have already been done by order of the Honorable Lord Director. It having already been taken into consideration in the previous year to have examined in the trade books of this office which of the ongoing entries found therein can be settled and thus, in order to prevent an unnecessary expanse, could be struck from the same, 222 8th May the same, but through the illness and subsequent death of the bookkeeper Jacob Coenraad Kaizen, whom they intended to employ for this purpose, this having had no result, it was resolved, upon the proposal of the Honorable Lord Director, to have that work taken in hand now and to appoint for this purpose the member of this assembly, the junior merchant and pay bookkeeper Johannes Cornelis Heyning, and the bookkeeper and auditor Hendrich Albrecht Dolle, in order to examine the said books with the greatest precision and to submit in a detailed report the distinct entries appearing therein that are to be considered superfluous and useless, and can thus be struck from the same by a proper settlement, adding everything that can serve toward a necessary elucidation in this regard, 223 How the order concerning the compiling of alphabetical indexes to the standing orders can be fulfilled here. in order then to dispose thereof as shall be deemed advisable.
