Certain Patna draft honored. it is, after resumption thereof, resolved to take note thereof and at the same time to record that the balance of that account amounting to st. 307. 2 has already, by order of the Honorable Gentleman Director, been counted into the Treasury. The Kassembazaar officers, in their letter of the 4th of this month, The Cash accounts under promise of observing all possible economy with the 10000 Sicca rupees allocated to them pursuant to the resolution of 24 March last, for which they have issued bills of exchange that have been duly paid, transmitting their cash and expense accounts for the recently passed month of April, on which, according to the declaration of the principal Chief Administrator, there is nothing to remark; it is therefore resolved to approve and pass the same. By the provisional Resident at Patna, upon the authorization granted to him by letter of the 8th of the previous month, under the 18th thereafter, presented 231. 8 May presented to this assembly, a bill of exchange amounting to f 5000.-.-, to be paid out here after 21 days sight with the customary agio of 2½ percent to the native merchant Jaggernaat Sercaar, of which he gives notice in his letter of that date, it is therefore resolved to accept the same with satisfaction and to have that draft duly paid upon maturity. Pursuant to the latest resolution of the 8th of this month, the public sale of the European merchandise on hand having been advertised for the 29th upcoming, it was given into consideration by the Honorable Gentleman Director under what conditions, whether for cash or for bonds, and at what prices to dispose of those goods, and after deliberation thereon, upon the proposition of his said Honor, it was approved and resolved, first to make a test with the most popular items, such as the corals, the window glass, and some of the dyestuffs, which alone have the prospect of reaching the fixed advance rates, to auction them for cash, and if 233. 5 243 4th August The Honorable Lord Director reports on the reasons reported to His Honor regarding the extraordinary desertion of the crew of the Straalen. The true balance of the Company's small cash account as of today's date is ƒ44258:9: or ƒ735406:12 2/25 in specie. Undersigned, Hooghly ultimo July 1789. Signed, Fk Wieman. Whereupon it was understood beforehand to keep this record. Hereafter, the Honorable Lord Director brought to the knowledge of the assembly that, since the arrival of the ship Straalen in the Ganges, an extraordinary desertion had taken place among the crew of that vessel; and that His Honor, having received information by means of a certain soldier in the garrison that a sailor lying in the hospital was the instigator of this, constantly praising the English service to them and adding that they would immediately find employment at Calcutta and receive a rupee per day Right Honorable Stern Lord Mr. Isaac Titsingh. in daily pay, whereby having inflamed their imagination, he subsequently aided them in their flight, either by taking them outside the fences or conveying them away by water, for which each was obliged to give him two rupees as a reward; he, the Lord Director, had placed that sailor into the Fiscal's hands to conduct the necessary investigation in this regard. That being informed on that occasion that two of those deserters wished to return to the Company's obedience if they were assured that they would receive no punishment for their crime, His Honor had caused the necessary assurance thereof to be given to them, whereupon they also arrived here yesterday. That His Honor, having summoned those persons before him and asked why they had deserted the service of the Company, they had answered that they had been driven to this by 245 by the ill treatment of Captain Masson during the outbound voyage and here in the river, not by beatings or other bad treatment, but by punishing them in the belly through the withholding of rations, so that they received food no more than twice a day and even then so little that they were nowhere near having their fill; that since Captain-Lieutenant Vlugger had the command on board, because the Captain remained behind at Bimilipatnam, until their arrival in the Ganges they had been treated like angels and had no reason whatsoever to complain, but as soon as the Captain came back on board here in the river, everything went on as before; that upon their arrival in the Ganges they had drawn up a letter containing their complaints, signed by all, and had sent it with one of those who went up to the hospital to be delivered to him, the Lord Director, 246 4th August to be delivered, but which letter, during their stay at Calcutta, they first discovered had not been delivered, and that the man entrusted with the delivery had been bribed to withhold it; that, being previously ignorant of this and seeing no improvement, they concluded from it that little relief was to be expected for them; and finally that this was the reason for their desertion as well as that of all the rest of the crew, and that probably those who still remained on board would also run away if no change occurred in this matter. After the aforementioned Lord Director had ended this account, those two persons, named David Landsdouw and Pieter van Bekbergen, were summoned to the assembly by order of His Honor, where they repeated the aforesaid complaints, at the same time referring, in confirmation thereof, to the testimony of the crew that was still on board and stationed on the sloops, 247 4th August To order the Fiscal to conduct an investigation. and stationed, while submitting a list of names of 42 men who were staying at Calcutta or had already entered into service or gone out to sea on various English Company and private ships, with the assurance that all of them, in so far as they were still to be found there, gladly wished to return if they received assurance that they would be treated better. Resumption of the report of the Fiscal concerning It being the report of the Fiscal of this Directorate, Adrianus Gerardus Krayenhoff, already circulated among the members for reading by order of the Honorable Lord Director, concerning the outcome of the inquiry assigned to him at the session of the 24th of March last into the causes of the long voyage of the ship Straalen that recently arrived directly, and the reasons why the same missed the Ganges in the preceding October, accompanied by various documents specified in the index annexed thereto, according to which the long voyage must be attributed to the headwinds in the Channel, the calms under the Equator, and contrary and variable winds near the St. Martin's Islands, and the calms and strong currents at this latitude, without anything appearing in this matter that can be charged to the account of Captain Gerardus Masson, 4th of August then the 250 4th of August but concerning the missing of the Ganges, that the documents in that regard do not appear so favorable, since in the report of the Master Attendants Jacob Fredriks and Pieter Levien, as examiners of the journals, it is indeed explicitly stated that from the St. Martin's Island onward the Captain maintained a wrong course by steering, at the Northern Latitude of 20 degrees 38 minutes, West by South instead of West by North, as the French and Tuscan ships that came in at that time did; in excuse of which it was put forward by the Captain that the ship was unmanageable, and notwithstanding he had caused the rudder to be studded with planks from behind and the keel cleaned as far as possible, all his efforts, both by altering course and otherwise, were nevertheless fruitless, since the wind was too faint, and the current had too much hold on the ship 251 4th of August to work against it; he, the Fiscal, continuing that, by reason of his lack of knowledge in maritime matters, he does not dare to decide to what extent these reasons are acceptable or can clear the Captain of neglect of duty, but that he nevertheless considers himself bound to remark that a discrepancy exists between the report of the Master Attendants, examiners of the journals, and the excerpt journal of the French ship, inasmuch as the latter states that Straalen maintained the same course with it from the 15th to the 17th of October, and determined the westward steering only on the 20th, whereas the former states that this had already happened since the St. Martin's Islands. 255 11th August causes of the long voyage which the direct ship Straalen, recently arrived in this river, had, and the reasons why the same missed the Ganges last October, has the honour, regarding the result of this commission, to submit this respectful report. All the documents serving the matter or which must give the necessary elucidation concerning this case, in particular the judicial depositions of the ship's officers which were made before the Master of Equipment Pieter Sevien, and as far as Nos. 2, 3 and 4 are concerned, also in the presence of Lieutenant Jan Hendrik Bosschen, are specified on a register formed thereof. From the contents thereof, your Right Honourable and Honourable Sirs may observe, if it pleases you, that the said ship Straalen sailed from Texel on 31 January 1788 and three days thereafter was forced by contrary winds to run into the Downs; that, continuing its voyage, it approached Porto Prayo on 23 March, and on account of the many sick who were on board, steered for False Bay on 6 July following. 256 4th August False Bay. On the 22nd of that month it left that roadstead and had a prosperous voyage until under the Line, where it had to languish for some time with calms; subsequently, on 16 October near the St. Martens Islands, it encountered contrary winds and set its course in company with a French ship seen the day before, with variable winds up to 20 to 25 degrees North latitude, as is circumstantially established by the declarations and depositions under Nos. 2, 3, 4, 5, 6, and 7 on the register made known. At this latitude the ship again met with calms, and the strong current carried it to the south. While it now lay thus becalmed, one saw, according to the testimony of Lieutenant Paul Christiaan Schultz, as appears from Declaration No. 2 with which all others agree on this point, on the 20th following, a two-masted small English vessel that crossed ahead of the bow and, as said Lieutenant says, was taken by him and Captain-Lieutenant Hendrik Vlugger for a pilot sloop, wherefore they advised Captain Masson to hail it, in order, if it should not be such a vessel, at least 257 4th August to discover whether their reckoning was correct, since they supposed they were not far from the heads of the Banks; but that Captain Masson rejected this proposal because, having recently /: near the St. Martens Islands :/ corrected his reckoning, he deemed it unnecessary to ask about it, and because he thought that through such questions the pride of the English, which otherwise was already great enough, would only be fostered the more; thus this vessel passed by unhailed, and the following night, as well as the French ship, was lost from sight. The depositions quoted under Nos. 8, 9 and 10 of Chief Surgeon Coenraad Hendrik Ottleben, Assistant Jacob van Spierenburg and Commander Fredrik Carel Borchardt agree in substance with this deposition of Lieutenant Schultz, unanimously avowing that the aforementioned small English keel was taken by some of the ship's officers for a pilot sloop, and Chief Surgeon Ottleben explicitly 258 4th August adding that the Captain had been advised to hail the same, but that the latter had declined this so as not to make the Englishman proud thereby; while meanwhile the depositions mentioned under Nos. 3, 4, 5 and 6 of Captain-Lieutenant Hendrik Vlugger and Sub-Lieutenants Pieter Druwe, Hermanus Scheffer and Pieter Suchsen show that they completely deny knowing the least thing about this circumstance, affirming on the contrary that it is unknown to them, and they have also never heard that any of them took this little ship for a pilot vessel or advised the Captain to hail it, but rather that it was regarded as coming out of the river and intending to go to Pegu; with which Captain Gerardus Masson in his declaration marked No. 7 agrees, with this addition, that he was certain that this vessel could not be a pilot sloop, since it showed no sign of recognition as custom required and as he had always seen practiced during all the time he had sailed the sea; that he was also in too much water to 539 4th August be able to expect a pilot, and had not hailed the oft-mentioned little ship because, having recently corrected his reckoning, he was certain that he could not be mistaken in this. Now, as in these depositions, not to speak of that provided by the comforter of the sick Hendrik van der Heyden under No. 11 which is respectfully added as being irrelevant to the case, such a remarkable difference exists, because they directly contradict each other in a matter that is said to have occurred on deck in the presence of all, and of which discourse everyone must have been aware if not entirely at least in part, the undersigned would have proceeded to examine all these persons on interrogatories, in order to discover the true course of the matter and to ascertain to what extent the Captain, by not hailing that vessel, had made himself guilty of neglect of duty and had been the cause of missing the river, since it appeared very suspicious that the officers actually belonging to the ship unanimously denied that which was related by Lieutenant Schultz

260 4th August ignored what was narrated, whereas the others, not standing in such a close relationship with Captain Masson, mainly agreed with this and thus presented a contradiction that could not be unraveled in any other way were it not that he, desirous to investigate this matter in accordance with his duty as accurately as possible and to place it beyond all doubt, had addressed himself to the Master Attendant at Calcutta with the request that this gentleman would gather the necessary information for certainty and inform him whether that vessel which on the 20th of October passed ahead of Straalen was a pilot sloop or not; the Master Attendant being absent, he received from his Honor's deputy, Mr. William Tomkins, two letters registered under Nos. 12 and 13, which clearly prove that none of the English pilot sloops could have been near the ship Straalen on that day or any of the following days, and that the vessel in question must have been the ship de Stad van Weenen or the snow de Hoop or the Zeepaard, and most likely one of the latter two, as both around that time had sailed from the Ganges 260. 4th August and could easily be mistaken for pilot sloops, as they had essentially been such previously and had not long ago been sold by the Company. Since these letters now, in the humble opinion of the undersigned, leave not a shadow of doubt and indisputably demonstrate that this English two-masted vessel was not a pilot sloop, and thus whether or not it was hailed could have brought about no change in the fate of Straalen, he deemed it unnecessary to raise further motions concerning this and therefore, in hope of your Right Honorable and Honors' approval, let this affair rest there. During the night after passing the aforementioned small vessel, a heavy squall from the North overtook them, which set the ship strongly to the South, while the current also turned and carried it off the shallows, without their attempts to steer North-West and North being successful, for which reason the Captain, according to his letter entered under No. 14 on the Register, 261 2 August and the contents of which substantially agree with the declarations and statements of the ship's officers, both because it was found that the wind was too weak and the current too strong to work against it, as well as by reason of the declaration of the Chief Surgeon that already sixty men were suffering from the scurvy, among whom some found themselves in a very bad state, and furthermore that the entire crew was infected with that disease, so that it was to be feared that, being at sea for another three to four weeks, they would not have a single healthy man left on deck, there being at the same time also only 17 leaguers of drinking water on hand with which one could not be frugal without making the scurvy more dangerous, caused the ship's council to be convened, in which it was decided to head for Bimilipatnam to provide themselves there with what was necessary and then immediately set course again for the Ganges: which then also happened, arriving at that place on the 29th of October. Being here, the Captain immediately gave the necessary orders for the disembarkation of the sick and water leaguers, and knowing how 262 4th August unsafe the stay at that roadstead was, he spared no effort to be ready to put to sea again as quickly as possible, earnestly requesting thereto the assistance of the Chief, Mr. Heshusius, as he intended immediately after receiving the provisions and the water, leaving the sick behind, to depart that trading post and turn the prow to the east. However, he subsequently learned from old people who had resided longer on that coast, and among others from Mr. Dormieux, that the monsoon had already turned and he could quietly wait until the beginning of December, when the currents began to change their course and he would find opportunity to work up along the coast to the Ganges with variable winds; and since the Chief Surgeon Ottleben, on the occasion that the voyage to the east was spoken of, positively declared that the crew was not capable of remaining at sea for so long as they were all afflicted with the scurvy, not excepting the Captain himself therefrom, he changed his intention and decided to tarry that long, meanwhile preparing everything for the voyage in order to be able to depart on the 26th of November, 263 4th August when on the 23rd before, the storm broke through which struck the ship from its anchors the following day, as can be seen more fully in the aforesaid declaration of the Captain as well as in the statement of the Chief and the Second at Bimilipatnam, to be found under No. 15 on the register, and the declarations and statements of the remaining ship's officers. The Captain found himself at the time of this disaster on shore to attend to some necessary business and spared no effort or expense to reach his ship's deck, for which he even put his life at risk; however, when he found that all attempts were without effect and he was forced to abandon his intention, he persuaded a man, through large rewards, to bring a letter on his behalf to the Captain-Lieutenant containing an order to sail to Trinconomale, as appears in detail in all the aforesaid declarations and statements of the officers, as well as in two notarial attestations executed before the Sworn Scribe and certain witnesses there, annexed under Nos. 16 and 17 of this document. 364 4th August the officers and crew being ashore, commenced the journey overland to Jaggernaikpoeram, and having obtained a vessel there with great difficulty, he sailed after his ship, but discovered upon his arrival at Trinconomale that Straale had headed for Punto Gale and had already departed from there again for Bengale, wherefore he also left that place as quickly as possible and, by means of a private shipping opportunity, arrived here several days before his vessel. From the foregoing it appears sufficiently evident that the headwinds in the Channel, the calms under the Line, the contrary and variable winds near the St. Martens Islands, and the calms and strong currents at this latitude are the cause of the long voyage that the ship Straalen has had, without anything appearing that can be charged in this matter against Captain Gerardus Masson, except regarding the missing of the river in the month of October last. The report submitted under No. 18 by the Equippage Masters Jacob Fredriks and Pieter Levien, who examined the ship's journals, does not provide such a favorable testimony, 265 4th August as it is explicitly stated therein that since St. Martins Island the Captain maintained a wrong course by steering West by South at North Latitude 20 degrees 38 minutes, whereas he ought to have kept West by North in order to strike the heads of the Banks in 30 to 24 fathoms with the lead, as according to the Extract Journal of Captain Langlois the French and Tuscan ships, which sailed with him, did, turning the courses West by North and West North West; furthermore, that he ought to have shortened sail when the strong headway of the ship prevented them from getting bottom at 25 fathoms, since in approaching the Bank the lead is the best guide; while they attribute the failure to make the Ganges to the violent current that caused the ship to drift to the South. Against this, the Captain brings forward in his defense that the ship was unmanageable, and notwithstanding that he had the rudder nailed with planks from behind and the keel cleaned as far as possible, all his efforts, both by changing course and otherwise, were nevertheless fruitless, because the wind was too light and the current had too much hold on the ship to work against it. To what extent 266 4th August now these reasons are acceptable and can clear the Captain of neglect of duty, the undersigned, on account of his ignorance in maritime matters, does not dare to decide. He considers himself nevertheless bound to note here that a discrepancy exists between the aforementioned report and the cited Extract Journal, since in the latter it is clearly stated that the Dutch ship maintained the same course with the French from the 15th to the 17th of October, determining the westward steering of Straalen only on the 20th, whereas the report of the Equippage Masters dictates that this had already occurred since the St. Martens Islands. It should also be noted here that the Captain proceeded in a very irregular manner in convening the ship's council held concerning the choice one had to make, among other things on account of the many incapacitated persons, when he found he could not make the river, because as appears from declarations Nos. 8 and 9 neither the Assistant nor the Chief Surgeon assisted therein, although the orders dictate this, and regarding the latter, 267 4th August specifically concerning the 4th Article of the addition to the Instructions for the Merchants and Skippers made in the year 1739, which contains that in case consultations must be held over the needs of the sick, the Chief Surgeon must be called into the ship's council; and that the Captain, attempting to cover up this illicit conduct, had the Chief Surgeon sign a resolution here on shore, just as if this had occurred on board: a conduct that is certainly not free from reproach. This being all that has come before the undersigned in the course of this inquiry; he, in the hope of having hereby complied with the order of Your Honorable and Worshipful, has the honor to make this report thereof and to call himself with deep respect, underneath stood: Honorable, Gallant Sir and Venerable Councillors, lower: Your Honorable, Gallant and Worships' very humble and very obedient servant, signed: A. 269 4th August that the French Captain from whose journal the extract dealt with herein is taken, has testified to the Noble Lord Director that it appeared to him as if Straalen had no intention whatsoever of going to Bengal, and therefore the maneuvers on board there must certainly also not have been as they ought to have been; as well as concerning the failure to hail the vessel which was taken by Lieutenant Schultz to be a pilot sloop, that the assembly would have been better able to judge regarding the submitted letters from the Calcutta Adjutant Equipage Master as proof that it could not have been a pilot sloop, if the letter by which that information was requested had also been produced, and that in general it does not appear sufficient that the obtained depositions which, especially regarding 270. 4th August Order to the Fiscal to have the obtained evidentiary documents verified and sworn to. Insertion of the finding of the cargo of the Straalen. this article of objection against Captain Masson, run pro and contra, have not been collated, which however was regarded as a necessary requirement, which is why, before deciding on this matter, it was resolved to have this defect remedied beforehand and consequently, in conformity with the proposal of the aforementioned His Honour, it was thought fit to order the Fiscal to have the said depositions, in so far as they have been made by persons belonging to the ship's council, collated and to have all the others sworn to, for which purpose the report with all the documents was handed back to him. The finding of the delivered cargo of the said ship Straalen, having been drawn up by the provisional Head Administrator Johan Wilhelm Salomon van Haugwitz and submitted today, reads as follows. Finding 271 1st August Finding of the shortages and defects in the delivered cargo of the ship Straalen according to invoice and dated Amsterdam 1787 Cape of Good Hope the 19 July 1788, and as appears from the reports to be mentioned hereafter, concerning which the undersigned requests the disposition of this assembly and brings to its attention for its information that according to the Extract of the Homeland Dispatch dated 25 September 1770, the officers of incoming ships are responsible for the proper delivery, and upon finding any notable shortage such shall provisionally be noted to their account, with the permitted write-off in the Indies cited below for some of the goods delivered short, to wit: As appears from the report of the Administrators of the Trade Warehouses dated 28 April 1789, in the presence of the ordinary commissioners and in the presence of Captain G. In the Dispensary, according to the report of the Bookkeeper Dubordieux and Assistant van den Berg, the following deficits were found, namely: 250½ cans of Dutch vinegar on 10 half leggers, calculated at 13 1/3 percent, being that which according to the general regulation dated 15 August 1764 is permitted for write-off upon transfer from Batavia to any government or directorship. 104 cans of French wine on 2 leggers, being 13 1/3 percent and the permitted write-off 259½ cans of Cape wine on 5 leggers, being 13 1/3 percent and the permitted write-off 73 bottles on 1000 bottles, being 7 3/10 percent short, broken and leaked out; the said regulation permits only 2 1/3 percent or 27 bottles 1 bottle of Florentine oil broken on 60 ditto, 1 2/3 percent 90 4/5 cans and permitted on 278 cans of olive oil on 6 half aams of oil 6 2/3 percent or 20 1/3 cans, thus short 257 2/3 cans 119 lb edible or lubricating fat short on the net weight of 2 half leggers, being 1 2/3 percent. 276 4 August that we, in accordance with the Company's honored Instruction, tapped off one can of oil from each half aam of sweet oil at the beginning of the voyage, or near the Salt Islands, both for the voyage and for the fort in Bengal, and when the same began to leak during the voyage, drove the hoops tighter, rubbed them with salt water and sand, and made every effort to preserve the aforementioned half aams from further leaking, which we nevertheless could not prevent because the oil sweated through the wood of the entire cooperage, caused by the heat to which they were subjected, and that this is the reason why the aforementioned half aams of sweet oil for the fort here have suffered so much deficit. This above we declare to be the pure truth, being prepared, if desired, to confirm the same with a solemn oath. Done on the ship aforementioned, the 25th of March 1789. 4 August orders of Your Right Honorable Strict and Honorable Worships, the undersigned poor-relief overseers have the honor to inform Your Right Honorable Strict and Honorable Worships that, after having conducted a proper investigation into the ages which the persons maintained by the poor fund have reached, they have found: That Jan Brahee has passed the age of 13 years, and consequently, pursuant to the council resolution of 6 December 1784, whereby it was resolved that boys shall not be maintained longer than until their tenth year, ought no longer to enjoy his maintenance from the poor fund, were it not that, being afflicted by an incurable leprous disease, he will continuously remain unable to provide for himself. While his brother Jacob Brahée, having reached 10 years, the decision is respectfully left by the undersigned to Your Right Honorable Strict and Honorable Worships whether he ought still to remain a charge upon the poor chest, or whether he shall be dealt with in accordance with the venerated resolution of Your Right Honorable Strict and Honorable Worships cited above.
