418. 13th October: And finally, through an error, also to have the proposed transfer rectified. this was taken from the pay books and must be transferred and settled ashore under the ultimate of August. Birsjoe Bhor was credited under the ultimate of August 1788 for accrued interest with ƒ525:— although he currently has no capital to his credit with the Company in his name. It is likely that a confusion of names occurred here, as Birsjoe Hissor, according to Journal Page 107 under the 7th of March, was credited on account of saltpetre for the amount of three bonds with fr: 11237:6/25 in capital, Page 154 for interest on a bond of fr. 3237:6 7/25, and the unaccounted two bonds, or fr: 8000:-:-, make up precisely that sum of which the accrued interest was brought in favor of the first-mentioned person; thus, this could be remedied by a transfer. Herewith we believe to have met the intention of the Right Honourable and Respected Council, and we have the honour to be, with complete high esteem. Since, according to a communication from the Honourable Director, a sum of 20000 rupees was offered for bills of exchange to be granted on Europe, and in this respect, consideration was given to the inconvenience in which they already find themselves regarding the necessary funds, and must certainly get into even further due to the loss of the considerable cargo that went down with Belvlied, and by the uncertainty whether a second ship with a further supply of merchandise is to be expected from the Head Office, to which is also added the absence of the European ship, of which not the least news has yet been received, and thus it is unknown whether it 420. 13 October is to bring any relief; so it is resolved to make use of this offer and thus to accept those 20000 rupees for bills of exchange into the treasury; Item, to publicly sell the goods still on hand on the 28th of this month. For the further relief of the monetary need, and because it is judged to be the best time for it now, it is, on the proposal of the Honourable Director, also resolved to have sold at public auction for cash the few spices and further merchandise and wet goods still on hand that are in the warehouses and dispensaries, provided that, according to custom, notice and advertisement thereof be made in the Calcutta newspapers for the 28th of this current month, it being left for a further occasion to determine at what prices to let the various goods go. 13 October Considerations of the Chief Administrator on a statement of account received from Paleacatte regarding provisions supplied to Straalen. The provisional Chief Administrator Johan Wilhelm Salomon van Haugwitz, having provided by way of a report in the margin of the statement of account received in July last from Palliacatta regarding what was supplied on the Coast of Coromandel for the benefit of the ship Straalen and its crew, amounting to the sum of ƒ5086:4:8 and dated in Castle Geldria the 26th of January 1789, giving his considerations as to how it ought to be dealt with, as appears from that document.

To the Honorable, Valiant Sir 13th October: Memorandum of what has been charged by the subordinate offices of Bimilipatnam and Jaggernaikpoeram to this Main Office on account of the ship Straalen, which same is, by order of the Honorable, Respected Mr. Nicolaas Fadama, Governor of the Coromandel Government with its jurisdiction, charged again herewith at Hoegly in Bengal, in order to act properly as seen fit by the Honorable, Highly Respected Mr. Isaac Titsingh, Extraordinary Councilor of the Dutch Indies, and Director of the Company's important trade and business, alongside the Council there: namely From Bimilipatnam The undersigned is of the opinion regarding the adjacent account that however much the expenses of this office may also increase, the assumption of such costs as were incurred in other places in the service of a ship bound hither, the same ought nevertheless to be accepted here, the account of ship expenses being debited with the provisions and ship necessities, but the disbursed monthly wages being charged, as far as practicable, to the ship's pay account, since the pay bookkeeper indicates his doubts concerning the received muster rolls in a separate report; Having further the honor to be. Honorable, Valiant Sir and Respected Councilors, The undersigned pay bookkeeper has the honor to show how, upon the arrival of the ship Straalen, there was delivered to him a specification dated Gale, 24th December 1788, concerning the disbursement of one month's pay to thirty soldiers who came out with that ship, to the amount of 87 rix-dollars and 24 stuivers, amounting to ƒ 280:—:— in pay money, of which, since no more than 16 of those men arrived here, and the following remained behind there: Hendrik Groothuise, Corporal Bernardus Pylman, Soldier Christiaan Gysberts, Soldier Godlieb Rentssler, Soldier Gerrit Jansse, Soldier Hes Moss, Soldier Johan Nicolaas van Berg, Soldier Johannes Grieven, Soldier Johan Hendrik Rohlfs, Soldier Johan Pieter Jacobse, Soldier Marten Swart, Soldier Philip Andres, Soldier Willem Snyder, Soldier Willem Luiden, Soldier no more than ƒ149:— could be debited to their accounts: so that what was received by those remaining there, to the amount of ƒ131:—, should, with the approval of Your Honorable Valiant and Respected Lordships, be charged back to Gale, in order to be placed on the accounts of the recipients. Besides this Gale specification, there were 13th October handed to the undersigned on the 4th of the past month of August—thus five months after the closing of the outward voyage book of Straalen—two copy memoranda dated Jaggernaikpoeram, 4th January 1789, and one copy account dated Bimilipatnam, 30th November 1788, the first amounting to ƒ 202:—, the second to ƒ58:2:8, and the third to ƒ 2092:6:8, in order to debit the pay accounts of the persons specifically named therein, which also, with regard to the first, amounting to ƒ 202:—, took proper effect, since the necessary original statements thereof were sent in due time alongside the ship's book and were received here with Straalen as annexes to the same. However, with regard to the other two, the undersigned, believing that he can do nothing therein without a special authorization, has the honor to point out how burdensome it would be to accept here for accountability expenses which, although incurred with good intentions, are nevertheless not suitable to be charged to the account of earning monthly wages: partly because there is only a certain regulation regarding the drawing of the same, and partly because the

1:26. having duly inspected the documents, including the question would be whether the Company indeed validates it, at least in Bimilipatnam they even seem to have doubted it, given the lack of a distinct specification and roll for debiting as is customary. - The memorandum amounting to ƒ 58:2:8 appears to be expenses incurred for the maintenance of ten common soldiers earning ƒ 12, 11, 10, 8, and 9 per month, and payment on average or of each in particular is not more than ƒ 4:10:— for what was consumed, besides ƒ 13:2:8, which should further be distributed among these 10 persons for the 10 porras of rice supplied to them as rations, all upon the formal request of the Captain of Straalen, Gerardus Masson, as the memorandum dictates. The third account is for the hospital stay days of 97 heads in the aforesaid Bimilipatnam Hospital, charged with 2384 fanums or, according to the calculation of the dabboeses, at ƒ 547:—. Assuming now that these are the consumed monthly wages, and that the payment for this consumption could take effect, then the undersigned nevertheless remains in doubt as to how he should act with the further expenses that, amounting to ƒ 1545:6:8, are reported in addition to have been consumed by the sick in the Hospital, and whereby the account overall, as said, has risen to ƒ 2092:6:8. The ledger would have to be reopened and the pay-office administration book, almost ready for closing—in which the soldiers who arrived here have already long since been transferred—altered throughout, and what would be the most improper of all, ship pay would be confused with land pay, thus causing the Trade and Pay books to fall into discrepancy; wherefore the undersigned, most respectfully offering this information by way of elucidation, submits for the consideration of Your Right Honourable and Worships the charging of both these accounts, namely that of ƒ 58:2:8 and that of ƒ 2092:6:8, directly to the debit of the account of ship expenses, to which he believes these charges properly belong, being of the humble opinion that, since the maintenance and cure of the aforesaid persons, had they remained on board, would undoubtedly have been at the expense of the Company, they also seem to have the same right to relief from such expenses as had to be incurred on their behalf, yet through no fault of their own, at a place to which they were transported, as on this occasion they cannot be regarded otherwise than as having still been on their outward voyage. Decision on both these writings: Thus, after reviewing both these writings and deliberating thereupon, in accordance with the proposals made therein, it was approved and agreed to carry the charged sum—after deduction of ƒ 242:8, leaving ƒ 202:—:— pay money for which, according to the report of the pay bookkeeper, the recipients could still be debited—to the charge of the account of Ship Expenses, and specifically of the ship Straalen; thus, upon the departure of that vessel, specific note thereof shall be kept on its expense account for the further esteemed decision of the Honourable High Indian Government; furthermore, to backcharge to Galle that which, according to the report of the pay bookkeeper, was supplied to fourteen soldiers remaining there and mentioned by name in his report, to the amount of ƒ 131:—:—, and among other items charged from there hither. The said ship Straalen having been duly inspected by special commissioners, before the Captain at Sea and Master of Equipage Pieter Levien and in the presence of the Master Shipwright Michiel Groenewoud, as appears from the report thereof received today, reading as follows: To the Right Honourable Master Isaac Titsingh, Councillor of the Dutch Indies, as well as Director over the Company's Important Trade and Concerns in the Kingdoms of Bengal, Behar, and Orixa, etc. No. 8 Right Honourable Sir, In compliance with Your Right Honourable's most esteemed written order, we, the undersigned special commissioners, have proceeded on board the Company's ship Straalen lying at anchor here in the Culpee Roads, and have inspected the same before the Captain at Sea and Master of Equipage of this directorate, Pieter Levien, and in the presence of the Master Shipwright M. Groenewoud, thoroughly both outside and inside, as well as its entire rigging and spars, and found the same—as we have the honour to present in writing to Your Right Honourable below: The ship is quite tight and strong without any defects worth mentioning. The spars are also all sound and good, except the mainmast and a studdingsail boom, for which a new one is required. The rudder must be provided with a new post, and the hawseholes lined and provided with lead. In the hold, some ribs must be set in the deck, as well as several pieces in the ceiling. The galley under the forecastle must be entirely repaired. The boat must be provided with some minor repairs, and the skiff with a new bottom and caulked. This being all that we have been able to discover on this vessel, we deem the same to be fully capable, after it shall have been properly caulked, greased, and provided with these aforementioned repairs, to

That the just-mentioned Dirk Brengman on the 17th of March of the year 1785 within this colony made a will before the First Sworn Clerk Teunis van den Broeck, whereby, after the bequest of a great number of legacies, he appointed as his sole and universal heir his mother, named Anna de Rosairo, together with and alongside the testator's three natural children named Rita Cornelia, Cicila, and Louis Brengman, each for an equal share; That the petitioners, upon settling and balancing the estate, found that the legacies bequeathed by the aforementioned testator amount to circa two-thirds of the estate vacated by him, so that for the old mother, already approaching the edge of the grave, of the late aforementioned testator and his two natural children, as one of them, named Rita Cornelia, is already deceased, no more will remain than a couple of hundred rupees more or less, a sum far too small to support from its interest an old woman who in truth deserves everyone's compassion, and two children, of whom the eldest has only reached 19 years. Reasons why the resident at that office requests an increase of native servants' monthly wages. and no objections having been raised against either of them, it was resolved to pass both of them. From a letter of the provisional resident at Patna, Boomgaardt, dated 2 September last, in which, regarding the reduction of the monthly wages of the native servants at that office ordered pursuant to the resolution of 28 May of this year, he represented that the sum of fr: 125:-:- per month stipulated for that purpose is quite sufficient for the present while no trade is being conducted; but that among the reduced servants there are two linen sorters and one gunny writer, who have always been designated as sercars and are absolutely necessary if trade should be resumed, both to inspect the assortments in the aurungs and at that office itself; on which account, and because these persons have 455 13 October served the Company already for many years, he has persuaded them, so long as there was nothing to do, to be content with fr: 12:-, with the request on that ground to be allowed to retain these three persons instead of the permitted sercar, to the amount of fr: 23:4:-, being fr: 6:2:- more than the stipulation; adding further thereto as an urge that they are very necessary and skilled persons for its service whom, in case an allocation of linens should take place, he would not be able to obtain again, as the English, who are very fond of Dutch servants because of their skill, would gladly employ them and would even be willing to give higher monthly wages, bringing forward as proof thereof that the opium contractor has immediately taken into service one of our head sorters, and the one of the Benares opium has taken the other, so 156 13 October and why it was refused him. 460. inquiry into the illicit trade in even were it at f7: 2: 8: the @, being the price for which they were sold in Ao 1788, the velvets, if they cannot fetch the stipulated percentage in cash, also to be tried for bonds, as well as the dyestuffs, the copper wire, Russia and Morocco leather, item the mirrors, and to let the latter go if they fetch 50 per Cent above the invoice price, since they are damaged here and there and it is to be feared that the spots in them will spread even further, and finally the pantry goods, which on account of drying out and the dreaded spoilage can no longer be kept, to be disposed of for whatever they will fetch in cash: The Fiscal of this Directorate Adrianus Gerardus Krayenhoff presented to the table a report accompanied by various annexes specified in the appended register, reporting on the investigation conducted by him, pursuant to the resolution of 11 March last, into the importation of a parcel of nutmegs by the sloop de Meermin, which had arrived here shortly before from the capital, the result of which was namely: that it is most clearly established that the master of the said sloop, by the name of Jan Gerrit Drees, has made himself guilty of the illicit trade in spices, by an importation of four or five cases of nutmegs, which contained a quantity of 1000 pounds, that the same were not imported into this Colony, but were discharged from on board under the name of wine and brought outside our Jurisdiction to the Bandel, and likewise sold there, without the officer having been able to learn to 462. 27 October report whom, or where those spices have since ended up or whither they have been transported; thus also falls away the suspicion that the same might have been sold here or that any of our inhabitants took part in that illicit trade; he, the Fiscal, finally declaring that on the aforementioned grounds he would find himself obliged to institute a Criminal Action against the said Jan Gerrit Drees if he were still in Bengal, but that this being made impossible by his departure with another sloop to Ceylon, he cannot at present perform his duty in this matter, as everything appears more fully from the report itself. 463. Before discussing what was performed by him, the Fiscal, in tracing this illicit trade, he requests permission briefly to cite the contents of the aforementioned declarations, with what appears to him most probable in that regard. In the 1st place, that of Boddinaat Poerkattij, marked No. 3, which person served the master of the Sloop, named Jan Gerrit Drees, as a servant, and thus ought to be circumstantially informed of everything and able to testify, it was said that among other goods brought by his Master there had been two cases with five to six maunds of Nutmegs, which, according to what can be inferred from this testimony,

1166. 27 October to make, were brought here into the Colony and sold to a European, without him knowing of any more; while in the meantime it is fully proven by the statements of Iaggernaat Goer, Haantjoe, Tono, and Roenoe, to be found in the register under Nos. 4, 7, 9, and 11, that he did have knowledge of five more chests that were taken to Bandel and stored in the garden of the Free Citizen Joachim Spiegel. What reasons have now moved him to give this manifestly false testimony the undersigned has not been able to discover; for since he acknowledges the substance of the matter, namely the importation of the spices, he thereby also declares his master to be guilty. The only thing that he, the Fiscal, can assume in this matter is that Boddinaat knew that those two chests brought here contained wine, but noticing that his master was in danger of being discovered, or indeed at the latter's instigation, was induced to make this false statement, in the hope 467 27 October the hope that the undersigned, misled by his testimony, would focus all his attention on tracing them, and by doing so would be diverted from the investigation of the remaining chests that were taken to Bandel and actually contained spices; in which view the undersigned was all the more confirmed because that lad immediately made himself scarce and, despite all efforts made, could not be found, so that no further clarifications could be demanded from him in this regard. However, the testimony of the rower Jaggernaat Ieoer, mentioned under No. 4, bears marks of sincerity, as it agrees with that of the manjhi Tonoe and the head mali Bolloram, declaring that in two trips five chests were taken by him from the chaloup and brought to Bandel, of which he subsequently brought one back, in which the servant or sarkar of Drees said wine was packed, while the mali of the garden told him that there were nutmegs in the others. The 468. 27 October The matter which appears under No. 5, or the statement of Ram Lotsjon Tiattie Paddeaij, residing at Kantelparra on the east side of the river, provides very strong evidence against the Commander Dries, since it is established therein that he learned from him in person that one thousand pounds of nutmegs had been brought by him, which he also offered to him for sale; that he actually bought them at 16 rupees per seer, and to confirm the agreement gave a gold mohur as an earnest; but that he afterwards, on the advice of his eldest brother, withdrew from the purchase and sent back a maund of nutmegs already delivered to him by Drees, whereupon he also received back the amount of the earnest money in rix-dollars. And since the main substance of this statement agrees completely with what Jaggernaat Ieoer states in this regard, one cannot with any semblance of reason even doubt the reality of that occurrence. After 469 27 October After presenting these depositions, he, the Fiscal, considered it necessary to hear the persons named therein, as he then also lawfully did, as appears from the following statements obtained from them, namely that of: Ioseph Roselje, in whose warehouse, according to the testimony of Poddinaat Poerkattij, the two chests with spices were brought, marked No. 6, in which he says that among the goods bought by him from Drees and among those of the Master Attendant Levien, who had rented his house, two wine chests belonging to the said Drees were, at the latter's express request, stored in the warehouse, and that some time thereafter they were taken away again without his knowledge and without him even suspecting that they contained anything other than wine; and since no indications are found anywhere that the said Roselje was in any way involved in this matter, the undersigned believes that one can safely give credence to his testimony in this, the more so because, as said before, it is 470. 27 October probable that those chests were actually filled with wine. Paantjoe, an enslaved person belonging to the citizen Joachim Spiegel, approximately 12 to 13 years old, and lent by the same to Drees, confirms in his statement, to be found under No. 7 in the register, also the truth of what the aforementioned Jaggernaat Ieoer stated regarding the transport of three of the chests from the chaloup to Bandel, and also that the servant of Drees, Boddinaat, who is here called Ram, also made that journey and thus had knowledge of the additional spices brought, of which he, as said before, claimed ignorance. To pay and hand over two thousand equal rupees annually, and this under suretyship, so that, in case of an unexpected summary execution, the house should not yield the bound sum or whatever should be found to be in default thereon, the said fund shall be kept indemnified against all costs and damages. The Danish missionary John Zachariah Kiernander, who has resided in this colony for some time, having shown by request that he has instructed certain young persons in the English language and the principles of the Christian religion, and has now been requested to confirm them in the covenant entered into with God at their baptism, which would be proper to be performed publicly in the church in the presence of the congregation, and thereby give them the opportunity 487. to attend divine service there regularly on Sundays or any other day of the week; with a humble request, for that reason, for favorable permission so that he may perform divine service in that language in the church here on such day and hour as shall be judged most convenient and most suitable for the listeners, without hindering the service conducted in the Dutch language; it is resolved, as this is regarded as a praiseworthy zeal which may be of great benefit to the congregation, the majority of which commands the English language sufficiently to find edification and awakening by attending a divine service conducted in the same, and it also not being without precedent that similar persons in former times have conducted 488. service in the church here, to grant that request, and since Sunday appears to be the most suitable day, also to designate the same for this purpose; provided, furthermore, to that end, that the Dutch service, which presently begins at 9 o'clock and ends at 10 o'clock, shall be brought forward by half an hour and in the future be allowed to begin at half past eight and end at half past nine, after which a start can be made at ten o'clock with the service in the English language. By a missive received on the 24th of this month from the ministers at Ceylon, dated the 4th of the recently passed month of September, serving as notification, as their Honors state, according to the promise by letter of 5 August which, however, has not yet arrived here, that the departure days of the packet boat to the Cape for the coming year are set for mid-May and the ultimate of August; also being communicated that the European ship Spaaren destined for this Directorate has arrived in the Bay of Gale, having suffered great damage through having endured the most severe storm, as appeared more circumstantially from an enclosed extract of a Gale letter of the 1st of that month, which among other things also contains that that keel has 34 chests of silver bars in it, so it was resolved to make this note of one thing and another, with the addition that, through the non-receipt of said letter of 5 August or of any other letters or papers from elsewhere, one is hitherto ignorant of the destination of those packet boats, and concerning the ship Spaaren that one hopes for a speedy execution of the orders given by the Ministers to enable that keel to continue its voyage, because the relief of silver in it is at present most urgently needed here and is therefore anticipated with the greatest longing. Appearing before me, they said that the crew lacked everything, and wished to remain ashore for a few more days, with a request for some money to purchase necessities. I ordered that they had to go on board, promised them that they would receive two months' pay there, and could come ashore in shifts. Upon my expression of regret that they had experienced such a severe voyage from Batavia, I received in answer: That they had had good weather; that a squall indeed occurred at times, but that this happened on all voyages; that they had constantly sailed along the coast with a free wind; 508 that the tack of the foresail had not even been hauled taut for a full twenty-four hours. Astonished to hear this after having read the submitted journal of Montanje, I said that squalls and scant winds occurred constantly throughout that journal. Remarks regarding which the Company has profited on one and the other, and which have already been accounted for under the ultimate of August, it is understood to keep a record thereof and to have the submitted account a uso inserted into the daily register. Whereas, however, it was shown by that report, and it appears from the annotation booklet of the received tolls kept and submitted alongside it by the fiscal, that these were levied not only on merchandise, but also on provisions and necessities, even on insignificant matters, which it was never the intention to make subject to impost, and the continuation whereof must tend to the prejudice of the Company and cause this institution to appear ridiculous and highly oppressive to the public; it is therefore, further awaiting 518. 19 November Order to the fiscal regarding this. awaiting that one shall shortly, through the receipt of the Batavian lease conditions requested from Their High Nobilities, be enabled to make the necessary regulations for the public leasing of these tolls, deemed good to order the fiscal, who until such time is charged with the collection thereof, to demand or levy no tolls on any beverages, provisions, or other things whatsoever, which appear to be intended for the own need of the importer or exporter, even if the same were declared or specified among other items, and thus, in the collection of this impost, to limit himself to such goods as are essentially to be regarded as merchandise, and which, by quantity and quality, can hardly fail to be distinguished 519 19th November Receipt of letters and papers from Ceylon treating of the establishment of packet boats, regarding the dispatching of letters with the same. distinguished from such as are declared to be intended for own convenience or use. The letter of the Ceylon Ministers of 5 August last, cited in the resolution of the 27th of the previous month, serving to communicate the decision of the Gentlemen Masters to employ packet boats for the reciprocal conveyance of letters and papers from and to the Indies, having since arrived here, and extracts from the minutes of what was resolved in the Council of the Indies on 17 February and 14 April of this year having been received alongside it, annexed with extracts from the plan regarding the employment of those packet boats, the one and the other containing regulations and orders regarding the letters of private individuals, which henceforth must be dispatched therewith or otherwise with the Company's ships, under 521. Provisional arrangement regarding this. under payment of a fixed postage or postal charge according to the size thereof, and it being understood after resumption thereof that, although detailed orders will certainly be received with the first letters to arrive from the Capital as to how to act in this Directorate in that regard, private letters subject according to that arrangement to postal charges, the collection and payment whereof will have to take place here, might nevertheless be brought in the meantime or before the arrival thereof, whether with the European ship that is daily expected or in any other manner; and it being deemed necessary for those reasons to make a provisional arrangement in this regard; it is, after deliberation hereupon, approved and understood, 1st. to charge the secretary of this meeting as postmaster, 521 19 November upon the arrival of such letters, to take the same into his care and have them delivered to the owners upon receipt of the postage that, according to the stamps thereon, shall appear to be payable for the same. 2nd. because no other coin circulates here than the Sicca rupee, which is commonly reckoned by the public at 30 stuivers; which does not permit such a payment between the schellingen and guilders to be made as took place at the Capital, to determine with regard to the postage, that for six stuivers shall have to be paid one quarter Sicca rupee, for twelve stuivers one half ditto, for one guilder twelve annas, and so forth.
