after our missive of 14 March of the past year, of which a duplicate most humbly accompanies this, we had the honor to receive via Ceylon Your Right Honorable Noble Worships' very respected letter of 31 December anno 1788, accompanied by the extract from Your Highest's general letter to Their High Nobles the Noble High Indies Government, dated 4 December of the just-mentioned year; as well as the extract from the demand for return cargo for this year, also the plans of the established packet boats along with their enclosures; and further extracts relating to the said vessels; as well as nine wooden forms, and four copper stamps, 235. stamps, concerning private letters and packets, along with such further papers as are recorded on the received register. 12. With respect to the first-mentioned extract, we take the liberty respectfully to refer to our general advices now departing to the aforementioned Their High Nobles, of which a copy accompanies this, hoping that the answering of the items appearing therein concerning Coromandel may satisfy Your High Noble High Worships. 13. While we most humbly assure Your High Noble High Worships with regard to the demand for return cargo that we shall employ our utmost capacity to satisfy it, so far as our funds will permit. We shall also observe the order regarding the dispatch of private letters per the packet boats as closely as possible; just as we have already introduced the stamping of private letters. § 5. 14. Having herewith answered Your High Noble High Worships' aforementioned respected letter as concisely as possible, 236. we let this be accompanied by such papers as relate to the completed collection, the sale of merchandise, and the merchants' arrears in the most recently concluded financial year 1788/9, however with the exception of the Jaggernaikpoeram and Bimilipatnam answered demands and the accounts of the merchants of the first-mentioned office, because we have not received them up to now. § 6. The absence of those papers therefore prevents us from formally submitting the state of the accounts of the merchants of Jaggernaikpoeram to Your High Noble High Worships in the report of the collection; for which we ask humble excuse; and we shall, in the event that they should unexpectedly be in arrears, take care and ensure that the same are cleared as soon as possible; as we have already left the consequences thereof for the account and responsibility of the chiefs. This small matter we considered necessary to note beforehand in this letter. 17. With regard to the completed collection, we hope that Your High Noble High Worships will kindly be pleased to pardon what has remained unfulfilled of the respective demands, since the causes why the same could not be met are so weighty that we remain persuaded that Your High Noble High Worships, in accordance with Your Highest's equity, will judge us free of any dereliction of duty. 18. The reasons are principally the prevailing shortage of money with which this Government has had to struggle since its re-establishment. § 9. Thus one has had to resort to merchandise in order to provide the same to the merchants on delivery. § 10. The trade goods that are provided to them are cloves and Japanese bar copper. The small supply of nutmegs and mace indeed facilitated the sale of the cloves as long as the same lasted; but once the nutmegs and mace were sold out, there was no longer any demand for the cloves, as a result of which the same cause a loss of 30 percent at Bimilipatnam, as the merchants of that factory made known to us in their petition of 6 February of this year. 238. § 11. The Japanese bar copper has fallen so greatly in value due to the heavy influx of Swedish copper that the price thereof is recorded at Jaggernaikpoeram at up to 12 percent and at Bimilipatnam at up to 20 percent below the Company's price. § 12. Nevertheless, although we had to struggle with these inconveniences, we brought the collection of linens to a number of 840 packs, of which 181 for Europe and 659 packages for India, so that toward the fulfillment of both petitions of the year 1788/9 a number of 1644 bales is still lacking. § 13. Of these, a number of 449 packs were dispatched to Batavia per the ship Slot ter Hoge; of which: for Europe . . . . . . . . . . . . packs 86. for India . . . . . . . . . . . . . . packs 363. remained behind and still arrived after the departure of the just-mentioned ship . . . packs 391. makes for the whole collection . . . packs 840. The reason for this deficiency of the Bimilipatnam merchants is attributed by the chiefs to the sharply increasing dearness of the linens, caused by the heavy purchases of the foreign nations for cash, while one must come to market there with very little money and unwanted merchandise. § 17. The merchants also state in their earlier cited petition that the English pay 300 Rupees for a bale of 40 pieces of coarse Guinees, whereas the Honourable Company, after deduction of charges, gives only 240 Rupees for it. § 18. Thereby those people suffer an important loss, and these are the causes of their falling into debt to the Honourable Company. § 19. Notwithstanding this, we have made our utmost indignation known to the chiefs, and ordered them to ensure that these arrears are settled as quickly as possible, and announced that this debit is left to the accountability of their accounts. § 20.
