The 9th of June 1788. has been received, why this assembly, by resolution of the 25th of February, qualified them to assist the farmers with a 1/4th part of the revenues of the latest harvest, as well as to state conscientiously what loss the farmers of the gates had actually suffered, whereas from their letter of the 16th of April of this year it appears to the contrary that the former have been enabled to cultivate the lands without any noteworthy assistance, and the farmers of the gates do not even wish to state the loss they claim to have suffered, and thus according to those servants' own opinion the compassion of this Council is undeserved, with a serious recommendation for the future to refrain above all from troubling this assembly with unfounded reports, but first to investigate the truth of a matter accurately, and communicate it in positive terms, in order to prevent that resolutions should be taken at this table not in accordance with the true state of affairs. Regarding the servants' question of how to act to obtain the douceur of 3 per cent on the linen collection granted by Their High Noble Excellencies, it was resolved to reply that this statement is still awaited from Batavia, after receipt of which the necessary instructions will be written to them. As the chiefs have already made a start with having bricks baked for the buildings granted to them, it was resolved to note this, as well as to accept it for communication, adding that the news of the complete erection is awaited one of these days. The servants' request for authorization to charge to the calculation the coolie wages incurred in cutting and transporting the palm trees from the forests was resolved to be granted, noting however that since the palm trees blown over in the storm of the previous year will be used for the woodwork of the buildings instead of those that would otherwise have had to be purchased, they may thus charge the resulting labor wages for clearing, etc., on those trees instead of the purchase of palms entered in the calculation, which item is hereby canceled. And the demonstrated necessity for deepening the washermen's tank at Palicol was resolved to be approved for its excavation, provided that no more be charged for it than the estimated Pagodas 60 to 80, with the recommendation to observe the utmost economy in that regard. Upon the chiefs' nomination by letter of the 6th of May of this year, it was resolved to accept as merchants in the Trade of the Honorable Company at that factory: Bengaar Wenkana, Bangaar Narsaaija, Tepakka Wenkana, Sollassa Narsaija, Jannanie Narsimoeloe, and Pattiaal Wenkateezelam, in trust upon their earnest assurance that these are the best and most capable inhabitants of Palicol, with a serious recommendation to take care above all that they do not get into arrears with the Honorable Company, but to guard against it with all diligence, adding that if, unexpectedly, the contrary should occur, all the loss that the Honorable Company might suffer thereby will be charged directly to their account and responsibility. Regarding the debt of the five merchants excluded from the trade of the Company, it was resolved to note that the chiefs had been written to in order to try to keep the Honorable Company free of loss, and for that purpose it was indicated as a suitable means to encourage the new merchants to take over that debt, but that this attempt should not have been made before the linen collection was again flourishing, and they have thus been far too premature in making this proposal to the newly proposed merchants, with the recommendation to make use of it at a favorable opportunity, and the order to let that debt item of the former merchants remain carried forward on the Palicol trade books in the meantime. the 10th of June 1788 Regarding the commercial papers of the said office, on which reproaches have been made, letters dated the 19th and 29th of February, the 20th of April, and the 9th of May, together with the annexes belonging thereto, were exhibited in order to take the necessary decisions thereon. And it was initially understood and noted, concerning the commercial papers, that from none of the factories are such erroneous and untidy papers received as from Iaggeraikpoeram; and although the secunde De Ravallet was already so emphatically admonished and seriously reproached in the last letter sent on the 24th of February for his inattention in drafting the commercial papers, he seems to take little notice of this. Wherefore it was resolved seriously to the 10th of June 1788 recommend to him to pay his utmost attention to discharging his entrusted post with all zeal and accuracy, as nothing is more unpleasant to this Council than continually having to reproach him, adding further that the patience of this Government is beginning to run out, wherefore they wish to admonish him seriously for the last time to observe his duty, as in default thereof perceptible corrections will be proceeded with. Having viewed the specification account for the month of August last, it was understood to note that the same errors have been committed therein that were remarked upon in the letter of the 24th of February; namely the 10th of June 1788 that just as in the specification account of the end of February 1787, too much had already been charged, now again was charged to the account: for wrapping cloth: pagodas -. 10. ¾. for bookbinder's wages: pagodas -. 12. for wax candles: pagodas 1. 12. -. Wherefore it was understood to demand of those servants to reimburse the pagodas 2. 10. ¾. charged under the three mentioned items into the Company's Treasury. Furthermore, it being remarked that under the head of Carpentry and Repairs the following items were again erroneously charged, namely: 1st. The making of a new chelinga, the repair of which the 10th of June 1788 was ordered in the cited letter of the 24th of February to be placed under the expenses of sloops and lesser vessels, so that the construction of a new chelinga belongs on the said account. 2nd. The erection of two pardals for the use of the washers at Gollepaliuw and Iaggernaikpoeram, which must be written off to ordinary expenses. 3rd. For the coolies who daily serve in the warehouses, which should have been written off to the expenses of merchandise at pagodas 1. 4. - and not pagodas 5. 18. -. Thus it was approved and understood to order the chiefs to place each of the cited items the 10th of June 1788 on its proper account, and to grant them authorization for the writing off, except for the fanams which were charged too much for the coolies serving in the warehouses, which must be refunded. Likewise, the sewing wages of two flags and a pennant were erroneously placed under expenses of merchandise at pagodas 2, which was also ordered in the said letter to be placed under ordinary expenses; wherefore it was resolved to order those servants once again to carry this into effect. Regarding the memorandum of the incurred expenses for the transfer of the linens from the Company's warehouse, which was completely ruined by the storm the 10th of June 1788 and inundation of the 20th of May, into the house of the Batjouwaars, it was reported that many items are stated therein that are entirely improper, such as the killing of mad dogs, the burying of corpses brought in by the storm, and the like, considering that the linens saved from the storm ought not to be burdened with such items; besides which the sum of pagodas 142. 10. ½. charged for this is too exorbitant. Thus it was approved and understood to write to the chiefs to remove the cited items from that account, and to pay back the overcharged amount of pagodas 47. 13. ½. into the Treasury, as the 10th of June 1788 no more than pagodas 94. 23. - can be validated in the account for that. Having viewed the memorandum of provided rations and double board money to four persons sent thither on a commission, it was observed that the master carpenter Willem Ysbrand Bleeker has been charged at the rate of 6 reals per month with pagodas 2. 9 5/8, thus amounting for 8 months to a sum of pagodas 38. 10., whereas he, both here and at Nagapatnam, has never enjoyed more than 4 reals per month at pagodas 1. 14. 2/5, making for 8 months pagodas 25. 14. 2/5, thus over-provided pagodas 12. 19. 2/5. Thus it was approved and understood to note that amount against Iaggerraikpoeram per memorandum, and to deduct the over-enjoyed real from the master carpenter Bleeker.

The chiefs having charged in the expense account of the month of January to the account of the Honorable Company: 12 pagodas for 8 months warehouse rent for the rice and other provisions, with which the late Governor Willem Blaaukamer presented the poor inhabitants of Jaggernaikpoeram, 103. 10 June 1788. when they were brought into the utmost distress by the storm of 20 May: it is approved and understood to inform the chiefs in significant terms of the surprise of this Council concerning their self-interested conduct, it being an unheard of and absurd matter to charge warehouse rent for a gift given, with the further addition that, whereas this affair is now entirely private and the amount entered is of too small a value to detain them further on this matter, they are only ordered to debit that small sum of 12 pagodas by separate memorandum to the account of the present Governor here, since His Honour has taken that upon his own responsibility. And regarding the expense account of the month of January of this year, it being observed that for the house in which the clerical work is performed, house rent has been entered for 19 months at 4 pagodas per month, amounting to 76 pagodas, which should be 72 pagodas for 18 months, since for the month of September 1786 in the account of that month the house rent was already brought to account, it is understood to order the servants to have the excess amount charged, namely 4 pagodas, reimbursed into the treasury by the person whom it concerns. 10 June 1788. The 11th of June 1788. [illegible] of the Surgeon Schlumpf, on account of his credited 10½ months of salary, drawn up because those books are at Batavia; this payment being made in conformity with the resolution of this Council of the 7th of January of this year, whereby the Second De Ravallet was directed to present to this meeting a secretarial declaration under the offer of an oath that during his presence on this coast he had enjoyed no salary nor remitted any, which has been complied with. The said servants having also transmitted an attestation on behalf of the Surgeon Johan Peter Schlumpf regarding 10½ months of salary which he claimed was due to him from the Company at the transfer of Jaggernaikpoeram to the English in the year 1781, upon the advice received thereon from the pay bookkeeper Joan Daniel Simons, whereby it was shown that the said Schlumpff is credited in the pay books for ƒ 279:19:15, it was approved and resolved to authorize the chiefs to pay the aforesaid sum of ƒ 279:19:15 from the Company’s treasury. The salempores, as well as the damaged pieces, shall as before be kept safely in the Company's warehouses until it appears upon the closing of the accounts to what extent the merchants have accounted for the merchandise received in advance, in order that, in case of any remaining arrears, those rejects may be packed up and sent over for their account and risk to be placed at the disposal of the Government of Coromandel. On the other hand, the linen sorting rejects, which visibly could not reach third sort in washing or are otherwise unacceptable due to lack of length and breadth, shall immediately be returned to them to be delivered back to the weavers, and good linens are to be provided in their stead. [illegible], as well as pag: 4. to the smith Johannes Weeber, who have arrived there from Bengal with a private vessel after a long voyage and various disasters. After the conclusion of the business of the respective factories, the provisional Governor presented to the table of this meeting a memorandum of credit sent hither by the Surat Ministry, The 11th of June 1788 dated 3 April 1787, amounting to f 584. 19. 8., concerning the share of the merchant and Chief of Sadraspatnam Willem Hendrik van Bijland, as former Surat paymaster, in the gratuity granted by the Lords Majors on the linens sold in the Netherlands. Furthermore, having been produced a memorandum of credit dated 31 March 1788 amounting to ƒ 2607:11:— namely: on account of the outstanding claim of the junior merchant Pieter Willem Seeke for delivered honorary garments from the Ceylon Government amounting to ƒ 1689. 4. as well as for that charged to the account of the officers of the ship Java on account of spices under-accounted for amounting to ƒ 919. 7. Total ƒ 2607. 11. so, with respect to the first entry after deliberation, it was resolved to credit the junior merchant Seeke in the trade books for ƒ 1689. 4. —, as well as for the last entry to the officers of the ship Java. That for the Second, Dormieux, furthermore, by statement of the last of February of that year, was entered 10 months and [illegible] days of wages which had remained standing still, from 1 September 1780 until 20 July 1781, when that office passed over to the English. That both of them subsequently enjoyed their full wages until the last of August 1786, but since then had left them standing. Yet that afterwards, according to the pay statement of the last of February 1787, 5½ months of wages were issued to the Chief Vrijmoet, from 1 September 1786 until mid-February 1787, as he passed away on the 21st thereafter. That the latter therefore has nothing due from the Honorable Company, but the Second, Dormieux, alone has his pay due since 1 December 1786. The undersigned respectfully requests Your Right Honorable to be furnished with His Honor's highest disposition regarding this, so that he may proceed with the closing of the pay books for the financial year 1786/7. First, the Governor produced in the assembly the statement of the surpluses and deficits of merchandise found, as well as worn-out and unusable goods, discovered on the ultimate of August 1786 in the respective administrations of this Head Office, and revealed upon the confrontation of the inventory taken on the 8th of August 1786 against 195. June 1788. The 23rd. against the Paliacatte trade books. Resumption and disposition thereupon. Whereupon, after resumption of the aforementioned statement, it was approved and decided to dispose thereof as will be noted in the margin of the short extract following below. Surpluses and deficits of this short extract. Surpluses: 2¼ lb of cloves, and 7 7/16 lb of spelter, as well as Deficits: 78 7/8 lb of cloves, and 5 7/8 lb of nutmegs, resulting from the fact that greater amounts were discovered surplus and deficit than those with which the chiefs of Jaggernaikpoeram charged the accounts of the ship's officers of the vessel De Both for the lots delivered there, as shown by the findings of the 8th of December 1785. For which reason the same were credited to the Indian Head Settlement of Batavia for rectification by memorandum of the ultimate of January 1786, in order that the account of the ship's officers could be credited and debited there. That since these items, as ought to have been done, were not charged from here to Jaggernaikpoeram for the discharge of this Head Office, that is still to be done at cost price, with 78 7/8 lb to be credited at cost price for that lot; to be written off to profit and loss; accounting: 78 7/8 lb of cloves and 5 7/8 lb of nutmegs, deficit to credit, and and against this the said item to the debit of 1/8 lb of cloves, surplus to debit, instead of the 78 lb of cloves and 10¼ lb of nutmegs mistakenly written off to the debit of the Honorable Company by them at the closing of the books of the financial year 1785/86, which must be taken up in the new books of 1786/87. Yet the remaining 5 5/8 lb of nutmegs are to be written off to profit and loss, just as on the other hand: 2 7/8 lb of cloves deficit on 422 lb, or ½ per cent, 7 7/16 lb of spelter also deficit on 12,170 lb at 1/16 per cent, which, although charged from here on the bill of lading, they failed to calculate the validation for at Jaggernaikpoeram, should be written off in the books of this Head Settlement to profit and loss. The Governor further remarked June 23, 1788. that although the price of sugar now offered was lower than that of last year, when it was sold for Pagodas 16 the bahar, yielding then an advance of 85½ percent, whereas the current offer calculated no more than 71 7/8 percent, it was very likely that it would fall even further, on account of the opulent supplies arriving at Madras, and that, moreover, the ship expected daily from Batavia was awaited, with which a good supply of that sweetness being brought, one would become as though glutted with it, and make trade slower. 213.
