Right Honourable Sir and Gentlemen, At the moment of the decease of the Junior Merchant and Mintmaster Pieter Willem Geeke, the undersigned President of Orphan Masters gave notice to the Right Honourable Commander of this Government, Nicolaas Tadama, of the debt of the said Geeke to the Orphan Chamber treasury, amounting to a principal of 1,500 pagodas, as evidenced by two Orphan Masters' acknowledgments of the 21st of December 1776 and the 27th of April 1777, or, with the interest accrued thereon since the 1st of September 1780, which alone amounts to 765 pagodas, a principal sum of 2,265 old pagodas; with the request to his Right Honour to be pleased, with and alongside the right of the Company—to which we knew that the deceased still had to account for a very considerable sum—also to maintain and protect the right of the Orphan Chamber on the said estate. Hereupon the said Commander not only had the kindness amicably to consent, but also ordered the First Lieutenant of this place, as President of Justice, as soon as the body of the said Geeke should be laid to rest, to have his entire estate, with the exception however of the clothes of his surviving widow and household necessities and provisions, sealed by the Secretary of Justice in the presence of two members and subsequently inventoried, all for the security of the Company and the Orphan Masters. That sealing and inventorying having since taken place, the Orphan Masters take the liberty hereby to repeat their former request that, after the Company, they may enjoy the right of preference in the payment of the debts of the said estate before all other creditors; and this on the foundation of the Orphan Chamber's right. The trade papers and other documents belonging to the general administration of that factory having been accurately examined, the following dispositions and resolutions were taken regarding them: The gift account as of the end of August 1787 having amounted in six months to a considerable sum of ƒ2212. purchase value and ƒ1679 14. sales value more than in the last 6 months of the previous year, it is resolved to order the chiefs to pay half of these extra gifts made—having acted therein without qualification—back into the Company's treasury, under serious recommendation not to act so indifferently in that regard, but on the contrary to endeavor to reduce the gifts annually instead of increasing them, as has taken place in the past trading year; and that, whatever reasons the chiefs advanced for making those increased gifts, the same were nevertheless judged inadmissible by this Council, for which reason they should also be enjoined henceforth to make the gift account as small as could possibly be, because it does not suit the Honorable Company to incur such excessive and unnecessary expenses. 33. The 3rd of March 1789. The memorandum of deficiencies as of the end of August last being found according to order, the write-off to profit and loss was granted, as well as the memoranda of carpentry and repairs performed, both for the jetty, the excavation and cleaning of the washermen's tanks, the filling of the ditches, pits, and wells, and whatever else had fallen into disuse during the storm, to be written off according to order. Next, the letters received from the factory of Bimilipatnam with their enclosures were reviewed, namely one of the 3rd of November, the 24th of the same, the 2nd and 24th of December of the past year, accompanied by all the trade books and papers of the last financial year 1787/1788, whereupon after deliberation it was resolved: First, on the ministers' letter of the 2nd of November of the past year, to accept for information the notified departure of the ship Straalen to Trincomalee, as well as the ample excuses of those chiefs regarding the stay of that vessel there, and to write to them that, as this Council has no sufficient knowledge of those particulars that could have taken place or given cause to base their excuses upon them with reassurance, they for their part still adhere strictly to their missive of the 14th of November of the past year and for the rest leave that matter in status quo. Regarding the pretense of the chiefs that this was a completely unusual case for that factory and that for lack of orders and experience they had not known how else to act in the matter, unless they had refused the ship all assistance and thus made themselves entirely responsible, to express the surprise of the government at their pretended inexperience in such a case, adding that the secunde Dormieux should not be unacquainted with the Company's orders laid down concerning the departure and stay of ships on this Coast. To consider as communicated what was noted along with the departure of the captain of the said ship with the recovered crew members; likewise regarding the sick of the aforementioned vessel remaining there, to write to the chiefs that the same must be sent to Bengal at the earliest opportunity by the first private sea passage—which it is trusted will certainly be available at Vizagapatnam—provided that a moderate price is agreed upon for their passage, and that the maintenance provided is debited to Bengal upon their departure. On the ministers' letter of the 24th of December last, it was resolved to accept as sufficient for this time the reasons given by the chiefs for the non-fulfillment of the textiles still missing from the demand of the past year, to the sum of new Nagapatnam pagodas 13315. 12½, with the earnest recommendation nevertheless to ensure that such does not happen again.

Resumption of a finding of the paddy brought from Jaggernack, showing therefrom that 1094 koenjang was delivered short. Resolution to hold the shortage delivered, after deduction of the valid deduction, accountable to the tindal. Wednesday, the 8th of April, 1789. In the morning at 9 o'clock. Council of Policy. Initially, a finding was resumed of the paddy brought and delivered here from Jaggernackpoeram per the private sloop Simatje, and whereas it appeared therefrom that of 22200 koenjang, upon remeasuring, 21106 ditto were found, thus a shortage of 1094 koenjangs, or fully 4 7/8 percent, it was understood, after deduction of the permitted 1 1/2 percent validation amounting to 333 koenjangs, which must be written off to profit and loss, that the shortage delivered amounting to 761 koenjang from Jaggernackpoeram be noted down for reference, in order to be compensated to the Honorable Company by the tindal of the said vessel. Request made to the Company by the aforementioned merchant for a 15 percent increase on 2 packages of fine handkerchiefs. Promotion of a sailor, the sailor Joseph Begalie, to quartermaster. Owing to the lack of a capable quartermaster, it was understood to appoint as such the sailor Joseph Begalie at the salary of 16 guilders per month under a new contract of three years. Reading and inserting of his petition. Subsequently, a petition having been submitted by the merchant Meddha Wardarassoe Chitty to the effect of obtaining a price increase of 15 percent on two packages of fine Paliacatte Handkerchiefs, the same, after reading, was found to be of the following content: To the Honorable Nicolaas Tadama, Senior Merchant and Governor of the Coromandel Government with its dependencies. Honorable, Worshipful, Commanding Lord, Your Honorable's most humble servant Meddha Wardarassoe Chitty represents with deep respect: That, having been recommended by Your Honorable to collect handkerchiefs of 10 to 8 and red cloths of each sort, he immediately asked the weavers whether they would be able to deliver them, to which it was answered by them that presently the price of oil, yarn, chay roots, etc., was very high in comparison with earlier years, and that one now ought to pay them more on account of wages. That previously a corgie of handkerchiefs had cost only 40 pagodas, and although now even 50 pagodas are given for it, one nevertheless has great difficulty to procure them properly, because many of the weavers have died of famine. That upon the petitioner's persistent request they had declared that, having long found themselves under the flag of the Honorable Company, they would thus undertake to weave the handkerchiefs, provided that they receive 15 percent more for each corgie. And whereas the said weavers will not deliver the handkerchiefs for less, the petitioner most humbly prays Your Honorable to grant this price increase so that he may be able to satisfy Your Honorable's desire to the best of his ability. Below stood: Doing which, etc. Resolution to grant him the requested 15 percent. Signing of the concluded contracts with the merchants here. Which having been deliberated upon, and the content of this petition being taken into consideration during the deliberation concerning this, all the members were convinced of the validity of that which was alleged by this merchant, and therefore it was understood, however reluctantly, to consent herein and to grant the 15 percent price increase, whereby a corgie would then amount to pagodas 284. 4. 68 instead of 240, for which the same had been contracted before the war. The receipt of 4 cases of chintzes; decision to request the accounting thereof from Scheuneman. Proceeding next to the resumption and deliberation concerning the letters and papers received from the outer factories, there first came before us a letter from Nagapatnam dated the 11th of March, received with the welcome arrival of the sloop De Zeerob, accompanying the bill of lading of 4 cases of fine painted chintzes on the demand of 1788, which had remained behind there in the past year. Whereupon it was resolved to write to the bookkeeper Scheuneman there, stating that we expect the invoice thereof at the earliest convenience in order to be able to judge fully the quality of those cloths. vSlingeland The 8 April 1789 Item, to take as communication the reported arrival of a Danish resident at Portonovo, and to satisfy the recently sent demands; on the money request made by the said resident, it is trusted that he will be able to manage with the 2848 pagodas recently sent. Regarding the letters from Portonovo of the 7th and 26th of February last, it was resolved to take note of the reported arrival there of a Danish resident, with a recommendation to our resident to live in good harmony with him; as well as to write to him that this Council will continue to expect the fulfillment of the demands recently sent thither. But with regard to his petition for money, to answer that this Council expects the Resident will be able to manage with the 2848 Portonovo pagodas sent to him on the 24th of March last, and with the unsold merchandise will be able to satisfy the remaining debt of the Company from the concluded collection and cover the monthly household expenses, for he has nothing more to expect from here for the time being, for the reason that this main factory itself is sufficiently short of cash. The 8 April 1789 Receipt of 10 pieces of sample cloths, and Moorises are likewise expected. Regarding the chief's letter from Sadraspatnam of the 20th of February, it was resolved to inform him of the receipt of the sample cloths, adding that we likewise expect at the earliest opportunity the still-missing samples of the Baftas and Moorises, and also, if at all possible, the 2nd and 3rd sorts of all the samples sent over, so that they may likewise be inspected and accepted by us before proceeding with the collection. Regarding the notification from the Chief that the prices of those cloths, in comparison to those before the war, differed by percent, for which the head merchants were inclined to make the delivery and conclude the contracts, and that they had strongly insisted on an augmentation of 12 and thereafter 10 percent, and
