First, the undersigned Governor has received from Mr. de Saint Riveul the letter which, together with the reply thereto, accompanies this in copy, and of which the account given therein pretty much agrees with the servants' report, except that Mr. de Saint Riveul suppresses the aforementioned threat, which appears in his letter written on 23 April last to the chief of Ostenburg, and this letter of his differs further from the servants' report in that he says that the ship the Graaf d'Artois, upon the first shot fired with powder alone, shortened sail, regarding which detail, of which nothing appears in the servants' report, we have requested further clarification from them; meanwhile, it seems somewhat questionable to us that Mr. de Saint Riveul, if this shortening of sail actually occurred, did not speak of this in his letters to the servants, notwithstanding that he notes all particulars therein very accurately. Since then, we have received two more letters regarding this matter from Trincomalee, the one written on the 27th and the other on the 29th of April last, which, with the enclosures mentioned therein, accompany this in copy, and from which we merely note that Mr. Saint Riveul, in his latest letter of 28 April, has noticeably changed his tone, and indeed one seems not to be able to doubt that such a far-reaching deed as to have fired upon Fort Ostenburg at the signal given to the ship the Graaf d'Artois without beforehand requesting any explanation thereof, and thereby to have made the above-mentioned far-reaching threat, cannot be taken by his sovereign other than in the highest degree amiss. We shall dutifully render an account of this incident to the Noble High Respectable Lords Masters and send to Their Excellencies in original all the French letters mentioned herein, which we have demanded from Trincomalee to that end. It is almost beyond doubt that upon the outbreak of a rupture in Europe, the first blow is to be expected at Trincomalee, unless the superiority of the French in the Indies should be large enough to begin with the capital of Ceylon, Colombo, which is not probable, and we have therefore resolved to reinforce Trincomalee for the present, and until one shall be more assured of the continuation of peace in Europe, with the Galle company of Jagers and with another company of the regiment of De Meuron, to which we shall also add forty artillerymen from the Colombo garrison. Concerning the ship the Gouverneur Generaal De Klerk, we shall take it into further consideration whether the news that may arrive in the meantime, and before the same can depart from Trincomalee for Batavia, might make it necessary for us to let the aforesaid ship remain at Trincomalee for some time longer to be used at the entrance of the inner bay, which we take the liberty merely to mention here so that Your High Excellencies may not be uneasy if this ship does not arrive at Batavia in time. To our letter written on this matter to the Government of Pondicherij, we have not yet received an answer; but to the communication given to the Government of Madras that we have decided to admit no more foreign ships into the inner Bay of Trinkonomale, except in case of necessity, that Government answered that it would inform the Commanders of the English ships thereof: a copy of this letter we attach among the annexes hereto. In the beginning of the past month of June, we received from the Jaffanapatnam Commander Raket two extracts from letters written from Tranquebaar to the bookkeeper Scheuneman, and enclosed herewith in copy, reporting that it was recounted that most of the French troops were about to leave Pondicherij, that there was various talk concerning the purpose thereof, but that the common opinion was that it was again aimed at Trinkonomale. France has certainly almost never found itself in such circumstances as at present, which compel it, as it were, to preserve the peace. It is also very improbable that the Governor of Pondicherij, even not counting the consequences that such a step would have in Europe, would dare to leave his Capital uncovered at the visible danger that it would immediately be attacked by the English and lost with a numerous Colony, merely in the hope or with the intention of capturing another place, without even being assured whether they would be able to conquer it. Because 205. Because one nevertheless sees the most improbable things happen, your High Mightinesses will, as we hope, not disapprove that we seek in good time to devise the necessary measures against all unforeseen outcomes. We have therefore, as soon as we received the aforesaid news, given the Trinkonomaale servants such further orders as appear in our secret resolution of the 5th of June and the letter resulting therefrom written to them on the 6th following, both of which accompany this in copy, and to which we take the liberty to refer. From the dates of Scheuneman's reports, your High Mightinesses will see that these movements among the French had already begun before the incident at Trinkonomale with the ship Le Comte de Artois, which is moreover an event of little importance in itself for this purpose. Since then, we have learned nothing of the aforesaid movements at Pondicherij, except only that Scheuneman now further writes to the Commander Raket by a letter of the 2nd instant that it is currently said that the French would send 2000 military men to the islands this autumn, and that the Governor himself was also about to depart thither, that the General Government would henceforth be there, and that no more than 800 Europeans and 1500 Sepoys would remain at Pondicherij. His aforesaid report is attached hereto in copy. Of all conjectures, this one seems to us the most improbable, if it be true, as many other consistent reports assure, that the French have recently received significant reinforcements of troops and ammunition supplies. For the present, and until we are somewhat more certain through further news from the Coast of what the French have up their sleeve, we shall leave the ship de Gouverneur Generaal de Klerk at Trinkonomaale. The The Lord Malabar Governor van Angelbeek, by his secret letter of the 4th of June, which is enclosed herewith in copy, gave us notice of the movements of Tipoe Sultan, and that even the fort Cranganoor had been summoned by a detachment of his troops, with the request that, in case it should come to a war with that prince, he might be assisted with 5 to 600 Europeans from this Government. But since Colombo and Gale, through the reinforcement sent to Trinkonomale, have barely enough garrison as is needed for daily service, we could not promise the Lord van Angelbeek anything other than that we, as soon as the autumn ships have arrived and we are informed of the number of recruits brought with them, would take into serious consideration how far it will be possible for us to assist Coetsjam with some more troops, and we shall furthermore direct ourselves in this matter according as the news that arrives hereafter concerning the French shall permit. The balances of money and grains are stated in the general letter. When we receive the requested copper, we shall do our best to maintain the domestic expenditures; but with the grains we are at our wits' end. Jaffanapatnam and Mannaar have now had major crop failures for almost four years owing to the absence of rain. Batticaloa itself, however much effort is taken with agriculture there, will not yield as much this year as last year for the same reason. On the Coast, as is heard up to now, the crop has also not succeeded well, and in Bengale the prohibition on the export of grains continues still. We

We can therefore hardly count on a notable relief supply of grains other than solely from Batavia and Roetstem, and as far as Koetsiem is concerned, even there, if Tipoe Sultan should carry out his feared attacks against southern Mallabaar, the relief supply of grain that we expect from there could be subject to great uncertainty. We shall try to dispose the Government of Madras to open the way for us so that we may obtain some grain from the Coast. We shall also request the gentlemen Bengal ministers, if the prohibition on the export of grain there continues, to use their influence with the General Government of Bengal to obtain special permission for Ceylon for such private individuals who might wish to bring grain here. We can certainly not foresee that we will have money to pay for this grain, but we shall try to arrange that with bills of exchange on Kootsiem, in the hope that your High Excellencies will have enabled the gentlemen ministers of Mallabaar to satisfy these bills of exchange for us. But all these things depend on so many uncertainties that one cannot rely upon them with that confidence which is necessary in matters of such great importance as these. We are indeed doing everything possible to improve agriculture, and we also have very high hopes for the outcome thereof, if Heaven blesses our efforts, but all those things cannot operate with the speed required to save us for the present. We therefore request in the most humble manner that your High Excellencies will be so good as to employ all possible means so that as much of the requested rice as is in any way possible may also be sent to us from Batavia. We would otherwise arrive in the very greatest embarrassment, for we repeat, all the other ways to provide us with grain are subject to many uncertainties. We commend your High Excellencies and the interests of the Company into God's holy keeping and remain with all respect and fidelity. In accordance with your High Excellencies' order, we have instructed the servants at Tutukorijn to continue to enter into the books and account for the gold at ƒ 278 per mark fine, and likewise to make no change in the alloy of the regular Company pagodas, which was also never our intention, but to have the profit or the loss falling on the minting balanced on the general account, and nevertheless to note in the yields and letters the loss that might be suffered on the minting by a higher valuation of the gold than the aforesaid price, as has been in use for some time, with authorization, on the other hand, to be allowed to reduce the alloy of the fanams in such a way that the Company does not come to suffer a loss thereon, if such can be done without inconveniences. Likewise, we have instructed the Tuticorin Chief that it is your High Excellencies' intention that with regard to the native princes one must act with all modesties and friendliness, and that in the correspondence with the regents all harsh expressions must also be avoided, as much as can be done with the subject matter to be dealt with. To the request made by the first undersigned Governor to the Nabob of Karnatika to share the specifics that might have been presented to him to the charge of the aforesaid Chief, no answer has been given by the same, and we do not think that we are to expect this either; what the Nabob said had been presented to him by his servants may justly be placed among the untruths, not to give it a clearer name, with which the natives are accustomed to help themselves in a shameless manner. If they had legitimate complaints, they would not fail to present them. The contents of the letters and documents sent to us by your High Excellencies regarding the 6th article of the treaty of alliance with the Crown of England, and regarding the commission expected from the Netherlands for the inspection of the fortifications, we shall take for our dutiful guidance, and we have already given the necessary information on the first subject, sending copies, to the ministers at Koetsim, Houglij, Soeratte, and Palliacatte, and have also ordered the servants at Jaffna, Gale, and Trinkonomale to conduct themselves accordingly. 208. from the secret minutes of 11 November 1788 regarding the Spanish vessels that might wish to call at the ports of this Government. In the uncertainty in which we found ourselves regarding the intentions of the French Government at Pondicherry, we thought, upon receipt of the aforementioned instruction concerning what was stipulated in the 6th Article of the treaty between the Republic and England, that as a matter of prudence it was advisable to request the English Government of Madras, should it find any reason for concern in the French movements at Pondicherry, to then take into timely consideration the measures that would be most suitable to keep in the vicinity of the northern part of Ceylon the troops that they might dispatch to us for our assistance, whenever we should make a further request for them. We have also given notice of this to the Supreme Government at Calcutta, and we take the liberty of presenting copies of both these letters to Your High Nobilities herewith. Since then, we have received certain intelligence that the French have embarked a portion of their troops from Pondicherry, who must have passed this Island long ago. Whether these troops have been sent to Mauritius, or whether they have another destination, we cannot say with certainty, but since it appears from this at least that Trincomalee has no trouble to fear from them at present, we have revoked the order given to the officials in accordance with our secret resolution of 5 June, that all foreign vessels wishing to anchor in the Northern Bay must cast anchor at a distance of approximately 400 Rhineland Rods from the nearest shore, in order to prevent this from needlessly giving rise on occasion to disputes with European nations. [illegible] While in our secret letter to the Trincomalee officials of 2 May, which we presented in copy to Your High Nobilities alongside our respectful letter of the 10th following, Your High Nobilities will have already seen that we had ordered them to have the Captain of the ship the Governor General de Klerk, assisted by some of his officers, investigate and indicate on the charts of Trincomalee the places outside the inner bay where ships could lie safely, even in the northern monsoons. This order has been executed, and the aforementioned naval officers, who were also joined by Captain Fornbauer, have indicated in their report and chart which accompany this in copy, that such anchorages do indeed exist, but they point out at the same time that, in their view, it is highly questionable to permit vessels that might harbor evil intentions to anchor there as well in any considerable number. These objections of theirs do not seem unfounded to us. Under earlier orders, however, doing this was always assumed and even designated, and thus the question naturally arises how to act if a squadron requests to enter the inner bay that is larger than may be permitted according to existing orders. This has prompted the Trincomalee officials to write to us concerning the admission of foreign vessels into the inner bay in the secret letter of 25 August last, which is transmitted in copy among the appendices. We readily admit that a middle course seems difficult to find here. When the military commission is here, we will deliberate further on that matter and subsequently take the liberty of consulting Your High Nobilities upon it; but since in the meantime the South-West monsoon was coming to an end, 209. and the order given by us according to the secret resolution of 2 May—to admit no foreign vessels into the inner bay except in cases of extreme necessity—applied only to the present South-West monsoon, we have found nothing better to do than to instruct the officials, by letter of the 3rd of this month, which also accompanies this in copy, provisionally and pending further orders to guide themselves in the admission of foreign vessels into the inner bay according to the earlier orders that were approved by Your High Nobilities.
