638 Sir, The Matjemaraus, which you dispatched, arrived yesterday around four o'clock in the afternoon and brought us the letter of 28 April, which you were kind enough to send to the first undersigned, who immediately made the necessary communication thereof. We are singularly distressed to see that a matter which we believed was entirely concluded with regard to the flag of the King of France—by means of the disavowal of the hasty and imprudent conduct of the Commandant of Oostenburg as well as by the declaration that it had been a misunderstanding, with which the Chevalier du Trévou not only appeared satisfied, without our ever knowing that he had demanded any further reparation, but about which matter there was no longer any question during the remainder of his stay here—has been pushed strongly enough to make it believed that we could have contributed to insulting the representative of their sovereign, to whom this Batavian nation owes so many obligations. We saw only what was necessary: after the cannon shot was fired, we sent for the Commandant of Oostenburg to ask him for an explanation of his conduct, and verbally he maintained that he had not seen the pennant, but saw signals which did not appear sufficient to him in critical moments, because, the English having their spies everywhere, it was more than probable that they would be informed that all French vessels entered with the established signals; that he had hailed the corvette with a speaking-trumpet without receiving an answer, though he believed it to be within earshot; that, not knowing what to think and seeing no flag or distinct mark, the white pennant and the blue flag excepted, he had ordered a warning cannon shot to be fired with powder to prevent its entrance entirely and oblige the corvette to anchor; and that he had at the same time sent an officer from the garrison on board to ascertain the destination of the corvette, which then had its flag, perhaps masked by the sail a few moments beforehand and consequently invisible. The first undersigned spoke of it that very evening to the Chevalier du Trévou, adding that as the cannons were loaded with ball, on the grievous news of an imminent rupture between England and the Republic, he had not taken the public risk of pulling that of the cannon, which however must have fallen very far from the frigate and consequently could not have been intended to cause damage; and as the Chevalier du Trévou seemed satisfied with these reasons, we did not think we should take any other step than to inform the General Government of this island of the event, setting forth the hasty conduct of the Commandant of Oostenburg and his reasons, his order received to continue the duty of the Commandant of Oostenburg, and it is formally certified in writing what he did in the report sent to Colombo. We took this step without ever suspecting that we would receive claims from the chiefs of the French nation in the Indies after the disavowal made by the first undersigned to the Chevalier du Trévou concerning the conduct of the Commandant of Oostenburg, and that officer had only to express his dissatisfaction or sincere disavowal as was done so that honorable and possible means could be sought to arrange everything to the mutual satisfaction and in a manner conforming to the alliance existing between these two nations. We hope, Gentlemen, that this will convince you [illegible] of the first undersigned was always subsequent and contributing, as well as those of you all, to cementing as far as possible an alliance as honorable as it is useful. We further have the honour humbly to submit to your Right Honorable Worships the justification of Captain Baron von Prophalow concerning the firing across the bow of the French little corvette Le Papillon, and since things appear therein that require precise clarification, we have the honour to report: 1. That in the letter of 12 February, copied in haste, the blue flag is stated instead of the white flag at the mainmast head, contrary to the rough draft, and this certainly gives a sort of appearance of having followed orders, and of not having been carelessly hot-headed; however, reading the orders with a little judgment and possessing some knowledge of customs necessary for a commanding officer at a naval station, one should have immediately noticed that the white colour, constituting French property and a token, they do not make single signals from the mainmast head on their ships except under the mark of honour, which is very rare, especially for passing and incoming ships which, showing either the bow or the stern, use their mizen or fore topmast head for that purpose as the most detectable; the more so as several ships had already with

arrived with the specified signals, and were seen from oostenburg as well as frinkonomale, as well as le Pandout and General de Couwaij himself, so that the first signatory would almost have to think that in the conduct of Captain Baron van Prophalon a particular malice was contained, to cause him further unpleasantness, by making use of a clerical error of a copyist in a letter written at night, and about which there had been time enough to ask for clarification, while the first signatory relied on his draft order and suspected no harm. 2. Captain von Prophalou says he saw no flag from the vessel, while many people can testify that the same, coming into sight the day before and since sailing between the pagoda hill and oostenburg, had its flag out; while Mr. Du Jacrom clearly assures having had no reason to strike it, which must also seem improbable to anyone, as it is against all rules that a vessel would fly a pennant without a flag from the flagpole or mizzen yard; it is more likely that the standing sails prevented the flag from being seen. 3. Captain van Propholow repeats having fired a blank shot up to three times, without considering that it was unnecessary to fire a blank shot three hundred paces across the sailing vessel. Mr. du Thevoux and his entire crew testify to having clearly heard the whistling of the ball; and the pyrotechnician Clamat, who had the weekly duty as artillery officer at oostenburg, declares verbatim: That upon the sailing of the French ship le Papillon into the inner bay on 4 April last, with a wrong signal according to the statement of the commander of oostenburg, the Valiant Baron van Prophalou, he was ordered by His Honor to fire a shot, and while all the cannons on the battery were loaded with live ammunition, and the declarant, due to the shortness of time, was unable to have the live shot drawn, although a loading ladle became unfit for that purpose, and the ship in the meantime still approached under the artillery, the declarant gave notice thereof to the aforementioned commander, whereupon His Honor ordered the declarant to train the cannon, and after the declarant had effected this, he was commanded by the Honorable Commander himself to fire. We shall humbly await Your Right Honorable Worships' respected orders on this matter, while the first signatory sincerely assures that in the future he will ensure his orders are drafted, or rather copied, so clearly that no further occasion will be given for similar incidents. Having been ordered by an extract letter dated 23 April from the venerated Government of Ceylon to account for having a shot fired at the frigate le Papillon, I have the honor to reply that after I had warned them 4 to 5 times through the speaking trumpet to anchor, they sailed on quite arbitrarily. Whereupon I found myself compelled to have a blank shot fired a good 300 paces in front of the ship, partly because the ship was unknown to me, since upon entering it showed no flag, making it impossible for me to know of which nation it was, and secondly because by letter of 12 February from the Honorable Chief of Cenden I had a written order that if ships arrived flying French flags, and a white flag from the foretop, and a blue one from the maintop, then not to refuse entry. And since it showed no flag, and the signal was a blue flag from the foretop and a white one from the maintop, I was led to believe that little reliance could be placed on it, whereupon I proceeded to fire a blank shot, but not without orders by letter of 4 February sent to me by Your Honor the Chief, that if a ship would not willingly anchor, on such an occasion one might force it to do so by a blank shot. To the Right Honourable and Commanding Lord Jaques Fabrice van Senden, Senior Merchant and Chief. On the 14th of this month, at half past 9 o'clock, I was summoned to Oostenburg by a lance corporal by order of the Valiant Lord Commandant, Baron von Prophalow. I replied to the said corporal that I still had some private affairs and would come up alone, and leaving my house at half past eleven o'clock and arriving there at the house of the Lord Baron around one o'clock, His Honour presented me with a chair, and after a short while Lieutenant Corman arrived, and a short while after that Ensign Doen. The Valiant Lord Commandant von Propholow read a statement to me regarding the incident of the firing during the inward sailing of a two-masted vessel, and requested me to cosign this statement. Thereupon I answered that I cannot sign the said statement. His Honour asked the reason why, since His Honour's officers were signing, and why not, or whether any lies were contained in it. Thereupon I answered that I can give His Honour no decisive answer on that, Right Honourable and Commanding Lord. Thereupon both officers signed in my presence. For the second time, the Lord Commandant asked whether I would sign or not, to which I answered no. I then offered to recount the incident to tell how it happened; His Honour did not wish to listen to me, asking whether I wanted to make them out to be liars, of which I had even made a report to His Honour in the presence of His Honour and the officers. I wanted to present the previous explanation to His Honour again, whereupon His Honour did not want to listen to me and said in a loud voice that I should make no disturbance in his house, and thereupon offered me arrest. I said at once: at the Lord Commandant's pleasure. Thereupon His Honour said: I must not argue so much, and ordered Mr Doen to place me under house arrest. I thereupon presented my sidearm to the Lord Commandant and said: draw it; and he ordered Mr Doen to take it upon arriving at my room. I went with the said ensign to the Waterpas, and there entered into arrest. On the 18th of this month, around half past ten o'clock, the orderly sergeant of the said company came downstairs into my room, saying: Mr Clamart, Lieutenant Corman sends your sidearm back to you, saying Your Honour is released by order of the Lord Colonel. I answered him that since it is by order of the Lord Colonel, I will accept it, and the said orderly sergeant said that I must present myself to the Lord Colonel. I went thither as quickly as possible, and having arrived late, the Valiant Lord Colonel was asleep, and from there I went to the Valiant Lord Commandant Beupnet to report that I had been released by order of the Lord Colonel, and he ordered me to lay down my sidearm and to go into house arrest, just as before. I accepted His Honour's orders, not knowing what fault I am said to have committed. The incident of the firing on the 4th of April: when the two-masted vessel Papeljoen sailed into the inner bay, between the Kijkende Pot and the Baliesaadbaaij, the Honourable Prophalou was looking every moment through his telescope and said that it was coming inward with a wrong signal. Thereupon the Honourable Prophalow ordered the bombardier to let the artillerymen come up to the battery, and the vessel approached very close to the battery, so that we could hail it, and it was hailed as to what nation it belonged to, by the Honourable Commandant and fireworker Clamart. Having indeed heard a sound, but being unable to understand it, the Honourable Commandant thereupon commanded that a cannon be unloaded of its ball immediately. Two assistants went thither and could not extract the ball. The bombardier himself tried to extract the ball and could not extract it either, and the vessel approached very close. Thereupon the Honourable Commandant was in great distress, thinking that it was an enemy vessel, as it was sailing inwards with a wrong signal, and the Honourable Commandant wanted to have another cannon unloaded, but time not permitting it, in his passion he asked the fireworker Clamart whether he could account for a ball. Thereupon I answered: according to Your Honour's instructions, as Your Honour has read aloud to us in the presence of the Honourable Corman and Ensign Doen, Your Honour can proceed, as there are balls in abundance here. Thereupon Ensign Doen offered to go on board to see what nation it is. Ensign Doen went on board with a lance gunner and 3 assistants, and that vessel approached very close. Thereupon the Honourable Commandant ordered to fire, but first asked again whether he could account for a ball. I said: Sir, have patience. Thereupon he ordered me: I will re-lay the cannon so that the ball does not fly towards the vessel. Thereupon I, along with two assistants, re-laid the cannon, straight towards the inner bay into the mountains, with an arced shot so as to injure no one and also not to let the two-masted vessel notice.

The one I have the honor to make to you at this moment is founded upon an event that I could not prevent since you had not spoken to me of your new orders, and furthermore for the safety of French vessels which, coming here with the confidence of long-standing custom, find themselves forced to take a dangerous anchorage in this season of the monsoon shift and may perish on the coast during the night if a violent wind should arise. It is very true that each nation has the right to establish in its territory the policy that suits it best, but it would not be just to require that foreign ships be forced to take a dangerous anchorage in a critical season, especially at the entrance of a port where it is infinitely difficult to communicate from the outside to come seek the permission of the Commandant to enter the roadstead. With this ship we had the honor to receive your Noble and Honorable Excellencies' most esteemed letter of 19 September last, and according to the recommendation made therein, we shall duly cause the state's frigates Zephier and Havick to be provided with all necessities when the same arrive here. Meanwhile Seen [illegible] 684 Meanwhile, we most humbly thank your Noble and Honorable Excellencies for the gold and other goods sent to us with the ship Trinkonomale. The ship's and surgeon's journals of the aforementioned vessel have been examined here by specially appointed commissioners, and according to the reports received thereof, everything was found to be proper and in order. The captain of this ship has stated in a report, which is also included among the enclosures, that he encountered nothing unusual on the voyage, and also that the provisions received in the Netherlands for the crew of his ship were all very good and proper. The consumption account of the provisions and the inventory of the ship's necessities have been properly adjusted here, and based upon the report received thereof from the inspector Berghuijs, inserted in our Resolution of 21 October last, an extract of which is presented to your Noble and Honorable Excellencies among the enclosures, we have decided to have the ship's officers here account for the remaining provisions, ship's clothing, and Mexican dollars, but on the other hand to have written off from the inventory the ship's necessities that were consumed on the voyage and discharged here ashore. Also, upon the indication of the aforementioned inspector that this ship completed its voyage in less than five and a half sailing months, we have, by our aforesaid Resolution, decided to allow the ship's officers to be provided with the premium of one thousand five hundred guilders Indian currency fixed for that by their High Excellencies. On 31 August last, the hooker ship 't Spaarne, commanded by Captain Hendrik Anthonij Stoete and destined for Bengal, arrived in the bay of Galle. According to the report of the aforementioned Captain Stoete made to the officials at Galle, this ship encountered a most severe storm on the edge of the reef of Angules and thereby sustained great damage, and also subsequently lost a portion of its rigging along the coast of Ceylon. While they were working with all their might at Galle to repair this ship from its sustained damage, in order that it might continue its voyage to Bengal to Bengal before the turning of the monsoon, it appeared to us from a letter from the Galle officials, as well as by a private letter from Captain Stoete, that objection was made against its voyage to Bengal because the southwest monsoon for this year was already far advanced. We therefore instructed the officials at Galle to request a written report from the master attendant Abo, the captains of the ships den Arend and 't Spaarne, and the former Bengal chief pilot, who sailed out again with the latter-mentioned ship, to ask whether it could be undertaken with safety to have this ship continue the voyage to Bengal as soon as it should be repaired from the sustained damage, and if not, to state the reasons thereof, and until how long the ship ought to remain at anchor. In the report that they submitted, they declared that the ship 't Spaarne could not then depart for Bengal without exposing itself to danger, and that it ought consequently to remain at Galle until the coming month of December; and with this advice our master attendant, Captain Andringa, and the captains on the ships de Zaanstroom [illegible] have also concurred.

We have therefore decided to let the said ship remain in Gale until the month of December, in order then to proceed on the voyage to Bengale, and have immediately given notice thereof to the Gentlemen Ministers there. Regarding the carpenters' work, repairs, and provisions that were made to this vessel in Gale, we refer to the incoming reports from the special commissioners who inspected the ship and its rigging and sails, and to the sworn declarations of the ship's officers themselves, which are transmitted in copy among the appendices, along with the copies of the resolutions taken thereupon by the Gale officials on the 12th and 15th of September last. As this ship required a supply of provisions, the officers in Gale accounted for their consumption on the outward voyage. This account has been examined, and the report received concerning it has been inserted into the Gale resolution of the 8th of this month, which has been approved by us and accompanies this in copy. The provisions received in the Netherlands, for consumption on the homeward voyage, we have allowed to remain on board. The ships den Arend and Zaanstroom, designated by us for the first consignment, are now departing, consigned to your Right Honorable Chamber. The ship den Arend arrived here from Batavia on the 25th of August last, and, after only the brought spices were unloaded from it, we dispatched the same on the 27th following to Gale, in order to be put in condition there for the homeward voyage. Upon inspection by special commissioners in Gale, such defects were discovered in this ship and its rigging as appears from the incoming reports and sworn declaration thereof, which are transmitted in copy among the appendices, together with a copy of the Gale resolution of the 29th of September last, whereby authorization was granted for the repair of the aforesaid defects. The consumption accounts of this ship were examined in Gale, and the report received concerning them was inserted into the Gale resolution of the 5th of this month, which was approved by us, and also accompanies this in copy. The ship Zaanstroom arrived here from Batavia on the 1st of September, and after it unloaded its cargo here, the same was sent on the 1st of October to Tutukorijn to transport the secured linens to Gale, where it arrived on the 24th following. The repairs and carpenters' work that were found necessary for this ship upon inspection in Gale are mentioned in the incoming reports and sworn declaration thereof, which accompany the appendices of this in copy, and there has also been attached the transcript of the resolution which the Gale officials took on the 30th of October last to have this properly provided for. The consumption account of this ship was examined in Gale, and the report received concerning it was inserted into the Gale resolution of the 8th of this month, which was also approved by us, and is transmitted in copy among the appendices. These two ships are each manned with between 75 and 80 hands, a few discharged men included therein, as the Gale Master Attendant Abb has declared that they could not make the voyage to the Netherlands with fewer crew. The Gale officials have been ordered to have a generous lower tier of saltpeter placed in these ships, and for the further lading of each ship we have designated, more or less, 1500 bales of cinnamon, and as many packs of Surat and Madurese linens and cotton yarn as they could conveniently carry, with the necessary pepper for dunnage. We furthermore take the liberty to refer ourselves most humbly in that regard to the documents which the Gale officials will have the honor to offer to Your Right Honors. With these ships we have granted passage to the following persons, namely: To the Captain-Military Mattheus DeTriveaux de Boissimon, with retention of wages and baggage, as he has served out his contract. To the Captain-Lieutenant of Engineers Antonij Iohannes, together with his wife Hendrina Otmar, and an adopted little daughter named Johanna Hendrina Bonnet, aged 8 years, provided the customary passage and board money are paid for both of the latter. And as the said Iohannes's contract as Captain-Lieutenant has not expired, we have allowed him retention of the Lieutenant's wages which he earned when their High Mightinesses, at his request, by letter of the 4th of September 1784, permitted him to repatriate directly from Ceilon. To his son, the Cadet of the Artillery Michiel Iohannes, with wages written off, as his contract has not been served out. To the former Surgeon of the Regiment of Luxemburg, Jan Hendrik de Leijris. To the Sergeant Iean Louis Drot Rigoleij, and the soldier Iean Pierke Sollier, both of whom had been assigned to the Regiment of Meuron. Also sent home now as incurable is the Cadet-Bombardier Pieter Ekeboom, who is afflicted with the falling sickness, and therefore requested, in order to promote his recovery, to be permitted discharge to Europe, as Chief Surgeon Kloprogge, who has treated him, declared that the curing of his ailment is very uncertain in these regions. Further returning now is the former Sailor Jozeph Herbes, who was condemned by the Council of Justice of this castle to be sent to the Netherlands as a harmful subject, working for his food.

The findings regarding the 22 chests of cloves that were unloaded here from the ship den Arend are inserted into our Resolution of 25 September of last year, an extract of which is included among the appendices, and to which we humbly refer, since these chests properly maintained their gross weight, and therefore nothing is to be noted concerning them. Regarding the rest of the Batavian cargo of this vessel delivered at Galle, the officials disposed thereof by their resolution of 17 October of last year, which accompanies this in copy. We approved this Resolution by our Resolution of 27 October following, which is attached as an extract among the appendices, and in which we made only these alterations: that the sack unaccounted for, instead of being credited to the officers, as was erroneously stated in the Galle resolution, shall be compensated by them to the Company, and that the rice unaccounted for would be compensated to the Company by the officers at 1185 rixdollars per last of 3000 lb, being the price for which the captains of the Batavian ships sold their private rice here this year. Regarding the findings on the delivered Batavian cargo 692 delivered of the ship de Zaanstroom, we disposed by our resolution of the 5th of this month, an extract of which is included among the appendices. Because among the 11 chests of cloves brought by this vessel, there were 5 that had a large deficiency in gross weight, the same were opened and weighed net in the presence of a Judicial Commission, and 134½ lb fewer cloves were found therein than the invoice dictates. According to the Report of the aforesaid Commission, which is inserted into our resolution, there was a hollow or empty space in the cloves of each of these 5 chests, without the mats that lay in the chests on top of the spices being visibly damaged, however. The remaining 6 chests, which were short by only ½ to 2 lb in gross weight, have since also been opened and weighed net in the presence of a Judicial Commission, and a deficiency of only 12 3/8 lb was found therein, thus 146 5/8 lb less on the entire consignment. We conducted a most careful investigation to discover the cause of the large deficiency in the first-mentioned 5 chests. That unfaithful handling took place regarding the same cannot be doubted; however, we were unable to detect anything that could give any cause to suspect any foul handling on board the ship or here on shore, and especially nothing that could bring the officers under the slightest suspicion in this matter. From the customary sworn statements, it appears not only that all these chests left the ship in good condition, but also that both during the shipment at Batavia and during the discharge here, the hatches of the lighters with which they were sent to and from the ship were properly sealed, and although it also appears thereby that one of the chests fell open here during the unloading from the lighter, that could only have caused the deficiency of this single chest. We have nevertheless, however much it appeared to us that the ship's officers in this matter are above all suspicion, in order to comply with the order enacted in the regulation of debiting and crediting, caused the aforesaid deficiency to be charged to their pay accounts, and validated to them only the wastage of one percent stipulated for shortages. With this ship was brought here 694 a leaguer of French wine, which had been brought from the Netherlands to Batavia for this Government per the ship Handellust, and upon the opening of its bunghole here, olive oil was found floating on the wine, and the wine was therefore judged undistributable. The captain declared that he had to receive this leaguer of wine unopened at Batavia, and it also does not appear from the Batavian bill of lading that this wine was tasted there; nevertheless, to comply with the aforesaid regulation, we decided to have this leaguer of wine sold, and to have the lower yield thereof than the purchase cost charged to the pay accounts of the ship's officers. We also received with this ship 2 leaguers of Dutch vinegar, which were likewise brought to Batavia with Handellust and, according to the statement of the captain, taken over by him unopened; and in one of these leaguers, olive oil was also found floating on the vinegar here; but since the vinegar is not spoiled on that account, we decided to have it purified of the oil, and to employ it for distribution in the Household; solely to make good the loss that will occur during this purification, we did not validate to the ship's officers on this leaguer the wastage that would otherwise have accrued to them according to the regulation. From this ship were delivered here 7532 lb of wet and lumpy rice, certainly caused by leakage and heating in the hold, and to comply with the order we decided to have it sold publicly, 695 sold, and to have the lower yield thereof than the purchase cost, burdened with 50 percent advance, charged to the pay accounts of the ship's officers. On 25 barrels of tar, which were brought to Batavia with Handellust and from there to here with this ship, upon gauging performed here, 181 kannen of ullage was found.
