892. that the delegates, in order to assist their memory, need only take in hand that document which forms the subject of their conversation at that time beforehand, to prevent that, if occasionally through great insolence the paper should be snatched from them by the French, no more falls into their hands than the article which shall then immediately be under discussion. 3) In order that what the delegates are charged to say orally at article 3, in so far that they are to leave to General Conway, or whoever the French Commander might otherwise be, for his account and responsibility all the events that shall flow from and be the consequences of his refusal, of whatever nature they might be, to cause this to be put in writing, to be handed over by the delegates, after they shall have ended their commission and when they consequently stand ready to go from on board, to General Conway or whoever else may be the Commander, in order that it may always be evident that such a declaration or protest was made to him. 4) That although after the first article of the aforesaid instruction it is not said what to do if the French General, handling the matter in the tone as stated in this article, meanwhile continues sailing on without minding the request to anchor at the place indicated to him, it goes without saying that the delegates must then proceed to make to him the very same announcements as are contained in the preceding articles. Furthermore, it having been taken into consideration that it is indeed not probable, but nevertheless could happen, that General Conway, or whoever commands the French force, came ahead alone or accompanied by a single frigate, that in such a case one or also a couple of captured ships would not be an acceptable motive, on account of the safety of the place, to require of them to anchor at a greater distance than usual from the fort, and that nevertheless, by allowing him to anchor according to his pleasure, the same inconveniences could arise as have been pointed out hereinbefore, which must be avoided. It is therefore further approved to charge the officials: 1) In order that, should this case happen, to send then to General Conway, or whoever flies the flag, a delegation on board in the manner prescribed, to inform him that this Government has ordered them that all foreign ships, none excepted, wishing to anchor in the Northern Bay, must come to anchor at a distance of more or less 400 rods from the nearest shore, and that in order to indicate this anchorage, they have caused three tonies to be placed there. 2) In order that the officers who perform this mission, and to whom an authentic copy of the letter inserted hereinbefore must be given, which they can show if necessary to General de Conway or the commanding officer or even allow them to take a copy thereof, be recommended that they must add thereto in the friendliest and most polite manner that they, the officials, being responsible for all events and for the absolute execution of the intention of the orders of their superiors, cannot therefore dispense with having him requested to be pleased to anchor at the place where the aforesaid three tonies are placed, and further to add thereto all such other reasons as can serve to mask the true intention, as for example: that they, the officials, presume that that order was given by this government, among other things, to prevent desertion. 3) That if this does not help, and that General Conway or the commanding officer nevertheless should wish to sail on, then the aforesaid delegated officers must add that, should he sail further than the demarcated place, the officials would not be able to dispense with employing the means in their power to fulfill accurately the orders of their superiors, and that if this disguised language also cannot help, the officers of the commission then subsequently must frankly do what is prescribed in the above-mentioned instruction. 4) That upon the authentic copy of the letter inserted hereinbefore, which, as already said, must be given along to the Commission, there must be set at the foot thereof a resolution which the officials must take in their meeting, dated as many days after the 24th May as were necessary to receive that letter, of this content: That by virtue of the order contained in a letter from the Ceylon Government of the 24th May, they, the officials, have approved and understood to place a beacon indicating the distance at which the ships wishing to anchor in the Northern Bay shall have to come to anchor, and which they shall not be permitted to pass, and that they, the officials, have to that end resolved to have three tonies placed at this spot. And as one cannot foresee all the particulars so as to be able to instruct the officials thereon, it has been approved to leave to the discretion of the officials what further will have to be observed, according as the circumstances shall advise, and also to arrange accordingly the execution of the order given in this matter; in the trust that they collectively will do everything that can be expected of men of honor, to defend courageously the honor of the flag in the places entrusted to them. written, having made a request in their secret letter of the 17th to be informed how far the mere offering of a token of resistance can and must take place, if, for example, Monsieur de Saint-Ruveul or others, after a second or even a third warning shot had been fired, were to reply all at once with all their artillery, or were to reply in the future, since it is not probable that such a step having been taken, it would rest there on their part, and in the meantime the servants would not willingly see the flag entrusted to them insulted, the fortifications violated, and the garrisons left unavenged. Thereupon it was deliberated and taken into consideration that the instruction written to the servants—namely, to refrain from actions from which greater inconveniences could arise for the safety of Trincomalee and Oostenburg than those which one seeks to prevent and cannot actually prevent, and that when these are matters that can be repaired afterwards and which cannot be averted without putting oneself in imminent danger, it is then more advisable, after having merely made a token of resistance, to leave the judgment and the decision thereon to the high sovereigns, rather than to endanger the safety of the forts of Trincomalee and Oostenburg—self-evidently, as is also very apparent from the circumstances under which it was said, extends only to such undertakings as might be made outside the reach of the cannon of the aforementioned forts, such as, among other things, the landing of troops, to prevent which, even in open war, one goes no further than the size of the garrison permits and can be done without risking too great a part thereof; and that consequently the aforementioned instruction has not the slightest application to the defense of the forts. And it is therefore approved and agreed, in accordance with this remark, to reply to the aforementioned question of the servants. Lastly, out of apprehension whether the French, if an attack against Trincomalee is indeed being prepared by them, might perhaps wish to begin by making themselves masters of the Inner Bay, it was approved and agreed to authorize the servants at Trincomalee to moor the ship De Gouverneur Generaal De Klerk in the mouth of the Inner Bay, and to that end to write to the servants at Galle to provide that vessel with 18 cannons of 18 pounds, with their carriages. And it is furthermore approved to give notice of these instructions to the captain of the aforementioned ship, Wouter Jakobsen, and to the Batticaloa Chief Burnant, who is about to return to Batticaloa on that vessel, by a letter addressed to both of them, which they will be ordered not to open until they are out of sight of Galle, and in which they will further be recommended: 1. And after deliberation, it was approved and understood to qualify the Honorable Chief Mekern to notify Mr. Buchanan that the ratification of the contract provisionally concluded with him, Buchanan, as the Nabob's envoy on the 7th of July 1788, has already been received here from the Honorable High Government of the Indies, and to inform him therewith that this Government is ready to exchange the same against the ratification of the Nabob as soon as that which is necessary shall have been arranged, in order that the Company, according to the 10th article of the aforesaid contract, may retain without interruption the full and undisturbed enjoyment of its trade and all its privileges in the lands of Madure and Marrua, in that same manner and on that same footing as it has had them for many years, and concerning which, as well as concerning the remaining part of the treaty, it was declared by the 11th article that the High Contracting Parties have agreed that the sense and true meaning thereof shall be observed by each of them in the most well-meaning and unforced significance of the words. Honorable Sir shall have received, will proceed to guide himself according to the intention of the 12th article of the aforesaid contract, which states; that until the ratifications thereof shall have been exchanged, the articles contained therein shall be deemed by both parties to have their full force and value, provided that the same is likewise done on the part of His Highness the Nabob, 4th) in order, after this shall have been concluded, subsequently to point out to Mr. Buchanan that by the 11th article of the treaty, the High Contracting Parties have pledged their good faith, if any disputes should arise concerning the trade of the Company etc., to mutually use and employ in the most well-meaning manner the most capable and powerful means to remove them and to do justice without any delay; and that the occurrence at Manapaar, and the continuation of the trade carried on by Verwijck in the lands of Marua, are both things that directly fall within the scope of what was stipulated by the aforesaid article of the contract. 5th) Furthermore to add thereto that, whereas to the complaint regarding the occurrence at Mannapaar no answer has yet been received from His Highness the Nabob, he, the Chief, now further in the most emphatic manner reclaims concerning the same the effect of this article, as well as the effect thereof regarding the abovementioned trade which Verwijck still continues to carry on in the Marrua lands. 6th) That if there should be any other matters concerning which the Chief shall find that, simultaneously with the aforesaid two articles, the effect of the 11th article of the Treaty can and ought to be reclaimed, this is left deferred to his prudence and good discretion. 7th) In order that, if Mr. Buchanan on the contrary is inclined, in accordance with the proposal now further to be made by him, the Chief, to settle the aforementioned points before the actual exchange of the ratifications takes place, to then begin with those points that are not subject to contestation; with the freedom nevertheless to act herein according to the circumstances, and therefore, whenever he might deem this necessary, to propose to Mr. Buchanan all the points together, or as many of them as he shall find convenient. 8th) In order that, if he finds that Mr. Buchanan already seeks to employ ambiguities concerning what shall constitute the first point of his negotiation, which mean nothing nor establish anything, and from which one can therefore deduce that it is not his intention to settle these matters to the reasonable satisfaction of the Company, to then only keep the negotiation somewhat dragging on for that matter and to inform this Government of his findings, strengthened with his considerations regarding the probable outcome of this negotiation. his declaration has been submitted, but that he also maintains that this accusation is false and made solely out of malice against the aforementioned superior, because the latter had written to Goa against him, and that he has expressed his regret for this and begged for forgiveness. Thereupon it was deliberated and taken into consideration that it is very evident that the accusation against the superior is fabricated, since the priest Rodrigo otherwise would only have had to maintain his allegation, because one could not demand of him to prove such conversations as he said he had had with the superior; and it was therefore approved and understood, in order not to cause unnecessary unrest and commotion through further investigation, to have him, Francisko Rodrigo, transported to Cochin at the first opportunity and put ashore there, with the explicit prohibition never to return to Ceilon on pain of punishment. And it was furthermore understood to give notice to the aforementioned Roman priest by way of an extract from the minutes of this resolution, to serve as proof that he has been wrongfully accused. To satisfy the order of this Government given by secret letter of the 2nd of this month from Trinconomale, there has been received the report inserted below from Captain Tornbauer, indicating the things that, in his opinion, must be done without delay to the fortifications of Trinconomale and Oostenburg, and the coolies required for that purpose. To the Right Honorable, Highly Esteemed, High Commanding Lord, Willem Jacob van de Graaff, Ordinary Councillor of the Dutch Indies, and Governor and Director of the Island of Ceilon. Pursuant to Your Right Honorable's respected order containing that, after the undersigned shall have specified how many laborers ought to be retained at the fortifications both at Trinconomale and Oostenburg in order, in accordance with the command of Their High Mightinesses, solely to do that which cannot be postponed and is absolutely necessary: the undersigned has the honor to report to the same that, except for some traverses, the covered way of Trinconomale is palisaded, and work only remains to be done on the two parapets, which according to the provisional design have been laid out along the two bays, and on their banquettes, which will likely be finished in the coming month of November. Furthermore, on the north side of Trinconomale, at a distance of about one hundred rods, there is a large tank with various heaps of rubble that have resulted from the demolition of some leaseholder warehouses. The completion of that which belongs to the provisional design seems all the more necessary, because with the execution of a new design of fortification, years will pass before the same is completed, during which time the fort must always be in a state of defense. The leveling of the rubble heaps and the filling of the tank is just as necessary for the present fort as well as for the fort that may be built. The mountain of Oostenburg ought, in the opinion of the undersigned, to be cleared on both sides of the woods with which it is overgrown, not only because this is necessary in and of itself, but also at the same time because otherwise the commission will have difficulty forming a clear idea of the situation in front of Fort Oostenburg. On the left slope of the mountain this has already been done for the most part, up to about 100 rods away. Likewise, it seems necessary to make use of this interval for the further lowering of the bare mountain, of which a good part has already been worked off. From whatever viewpoint one considers the bare mountain, it will have to be lowered, even if one assumes that the commission deemed it necessary to construct a work upon it, because this work could not lie higher than the front of Oostenburg lies. At the entrance of the water-level battery, a wall was raised before April, the foundations of which had already been laid before the last war, with the aim of sheltering the houses with it. This wall, of which the last two feet have already been begun, the undersigned requests permission to complete, so that it may not be damaged by the rain. The undersigned further requests permission to complete an earthen parapet with two traverses, which has been started behind the wall of the battery at the entrance of the water-level battery, because without it, neither soldiers nor cannons can be placed in this battery. Aan den ingang van het water pas, is voor de appril een muur opge¬ haald, waer van de grond muuren reeds voor den laatsten oorlog gelegd zijn; met oogmerk, om door de zel„ ve de huisen te dekken. Upon the deliberations held concerning what was communicated by the Tuticorin servants in their letter of the 27th October last regarding what occurred with the Paravas, mentioned in the general resolution of today, it has been approved and agreed to write to the said servants, beyond what was approved in a public letter, by a secret letter as follows: That after the incident that began on Sunday the 16th August, detailed at large in their aforesaid letter of the 27th October, regarding the Paravas, they ought at least to have given an answer to the written address that was presented to them about three weeks before the dispatch of their said letter, before proceeding further with activities which, however much they occurred with pious intentions, they nevertheless knew from the aforesaid incident and from the abovementioned address were so very displeasing to the greater part of these people. That this hasty step should especially not have been taken at a time when the chank diving and the inspection of the pearl banks were at hand, during which any unrest with these people causes notable inconvenience, and which two activities have also now been the principal motives for the steps taken by the servants, both with the Landregent and with Mr. Buchanan and with these people themselves, of which it would certainly have been better had they not needed to take place. That this Government hopes that this will have no further consequences; and, further referring to what is now being written to them in the public letter, it relies for the rest on the servants' good management and circumspection, deeming it unnecessary to enumerate here all the inconveniences that can arise from such things 940. when they are not speedily brought to an end. That this Government leaves it deferred to the servants' discretion to make known to the Paravas what is written in the public letter, either verbally or in writing, and that they may even do so by a public publication on behalf of this Government and in its name, if matters should be in such a state that they find this necessary. That a clear declaration that henceforth no one from among the Paravas will be admitted into the Reformed doctrine must not be made, but that for the rest the servants may make such alterations in the wording regarding what is written in the public letter as they shall, for good reasons, deem necessary according to the circumstances of the time. That they must immediately send back the half-company of Malays that is being sent over, according to what is written in the public letter, when the Paravas, as this Government trusts, return quietly to their homes, since here we are even in need of men. That should they nevertheless find that it may be of service for the further promotion of tranquility that this half-company of Malays be kept at Tuticorin for a time, this may be done. That one seems to be able to count on the Paravas being satisfied with the answer as prescribed in the public letter. That it is best to overlook, so far as it can be done with any decency, the ill treatment they have inflicted upon their so-called apostate co-religionists as an act of savagery and as a consequence of their blinded zeal. That nevertheless these mistreated people may be quietly assisted. That if among these, or among those who have remained at Tuticorin, there are such persons of whom the servants think it would be good for the further promotion of tranquility that they remove themselves for a time out of the sight of their old co-religionists who are embittered against them, these people could be sent to Ceylon for some time; that here, from the funds collected for them, care will be taken of them. That this Government thinks it may conclude from these trials that there is not much hope that the propagation of our religion on the Madura coast will make great progress. That trying this further with the Paravas would once again stir up the minds of these people, and as for 941. the heathens, besides the fact that experience shows that those who convert to Christianity are generally the meanest sort of people who have nothing to lose, and generally do so for reasons foreign to religion, it could also easily serve to embroil the Company in difficulties with the country's government. That nevertheless, in order to do nothing in this that would be too conspicuous, it is best that the Reverend Meijer return on account of his still ongoing indisposition. That the proponent and the two seminarians can be sent back hither afterwards, either together or as found most convenient by the servants, as can also the schoolmaster of Kalpitiya, who will himself desire to return to his home. That the latter may even travel via Mannar. That all the expenses that have been incurred in this matter, or are still being incurred, must be charged hither. That regarding the ceremonial of the heathens with the suri pot, the arrangement made in that regard must be maintained as far as possible.

Dat deeze overhaaste stap voor al niet hadde moeten geschieden in een tijd dat de sjankos duijkerij en de visitatie van de paarlbanken op handen waeren, waer bij alle onrust met dit volk van merkelijke ongeleegendheid is, en welke beide ver- rigtingen ook nu geweest zijn de hoofd zaekelijke beweegreedenen, tot het doen„ der door de bedienden gedaene stappen, zoo bij den Landnegent als bij den heer Buchanan en bij dit volk zelve, waer van het reeken- lijk beeter geweest waere, dat ze niet had„ den behoeven te geschieden. Dat deeze Regeering hoopt dat dit geene verdere gevolgen hebben zal; en zig voorts gedraegende aan 't geen hij hun bij de publieke brief tans word aangeschreeven, zig voor 't verdere verlaat op der bedien- den goed beleid en omzigtigheid, het onnoo- dig agtende om hier optetellen alle de ongeleegendheeden, die uit diergelijke din„ gen 940. gen kunnen ontstaan, wanneer ze niet spoedig worden ten eijnde gebragt. Dat deeze Regeering het aan der bedienden beleid gedefereerd laat, om het geene bij de publieke brief word aangeschreeven, alleen mondeling dan wel schriftelijk aan de parruassen te doen bekend maeken, dat ze dat zelfs moogen doen bij een publieke publicatie van weegen deze Regeering en uit derzelven naam, indien de zaeken zodanig mogten gesteld weezen dat te dit nodig vinden. Dat een duidelijk verklaaring, dat men voor- taan niemand uit de parruassen in de gerefor„ meerde leene zal aanneemen, niet mag worden gedaan, dog dat voor 't overige de bedienden nopens 't aangeschreevene bij de publieke brief in de bewoondingen zulke verandering mogen maeken, als ze om goede reedenen na tijd omstandigheid zullen noodzaekelijk oordelen. Dat ze de halve Comp: Maleijers die overge„ zouden word, volgens het aangeschreevene bij de publieke brief, ten eersten moeten te rug zen- den, wanneer de parruassen gelijk deeze Re„ geering vertrouwd, gerust ten hunnent keeren wijl men hier zelfs om volk verlegen is. Dat zoo ze nogtans mogten bevinden, dat het ter meerdere bevondening van de mist, van dienst zijn kan dat deeze halve kompenie Maleijers te Jutukonijn een tijd lang wond aangehouden, dat mag geschieden. Dat Dat men scheijnt te mogen staat maeken, dat de parruassen zig zullen houden voor voldaen met het antwoord zoo als het bij de publieke brief is voorgeschreeven. Dat het best is de quaede behandeling die ze hunne zoo genoemde „ geloofs genooten aangedaen „ afvallige hebben, zoo verre het eenigzints betaamelijk geschieden kan door de vinger te zien als een woest bedrijf en als een gevolg van hun ver= blinde ijver. Dat niet te min deze quaelijk behandelde luijden onder de hand wat kunnen worden te gemoed gekomen. Dat zoo er onder deeze of onder de geene die te Jutukonijn gebleeven zijn, zulke zijn, waar van de bedienden denken dat het ter verdere bevondering van de nutt goed zij, dat ze een tijd lang zig begeeven buiten het gezigt van hunne tegens hun verbittende oude geloofs genooten, deeze menschen voor eenigen tijd naer Ceijlon zou„ de kunnen worden gezonden; Dat men hier uit de voor hun ingecollecte penningen, voor hun zal doen zorgen. Dat deeze Regeering denkt, uit deeze genomene proeven te moogen besluiten, dat 'er niet veel hoop zij, dat de voort planting onzer veligie op de Madunesche kust groote vordering maeken zal. Dat met de parruassen dat verder te appro „probeeren op nieuw de gemoederen van dit„ volk zoude gaande maeken, en wat de 941. de reijdenen aangaat, behalven dat de bevinding toond, dat die geene die tot het Christendom overkomen, doorgaan is het ge meenste zoort van volk dat niets te verlie„ sen heeft, en dat doorgaans doen om reedenen die aan den Godsdienst vreemd zijn, dat ook ligtelijk konde strekken om de Compenie met de slands Regeering in moeijelijkheid te wikkelen. Dat nogtans om in deeze niets te doen dat al te opzigtelijk zoude zijn het best is dat de predikant Meijer uit hoofde van zijn nog altijd voortduurende onpasselijkheid terug komt. Dat de pro- ponent en de twee seminanisten nader- hand; het zij tezaemen dan wel zoo als dat bij de bedienden meest Convenent, zal wor- den gevonden, na herwaerds kunnen wor- den terug gezonden, gelijk ook de meester van kalpettij die zelve verlangen zal weer ten zijnent te keeren. Dat deeze zelfs over Manaer kan gaan. Dat alle de ongelden die in deezen zijn gedaan, of nog gedaan worden, na rer- waerds moeten worden aangereekend. It has been approved and agreed to cause the ratified contract received alongside their High Noble Lordship's secret missive of 10. September of the past year, concluded here last year with the ambassador of the Nabob of Karnatika, to be exchanged as quickly as it can be done, after the arrangements required herein have first been made so that the Company may undisturbed enjoy especially the effect of its privileges in the cloth trade. Regarding their High Noble Lordships' recommendation to use all possible frugality with rice, and thus for the present to discharge the great multitude of hired hands to whom the same is furnished, and to temporize with their work in the cinnamon gardens and elsewhere until convenient times: it has been approved and agreed that there shall be demonstrated more fully to their High Noble Lordships the great importance of this work, and how much it interests the Company that the same, as far as possible, be continued undelayed. It has been agreed to send an extract from the aforesaid secret missive of their High 943. Noble Lordships, insofar as it concerns the approval of the conduct observed by the servants of Trinkonomaale and the orders issued by this Government on the occasion of the unlicensed entry of the French Company ship Le Comte de Artois into the bay of Oostenburg, to Trinkonomaale, with the recommendation to govern themselves accordingly in similar cases until further orders. Their High Noble Lordships' recommendation to have a most accurate investigation made of such places in the bay of Trinkonomaale where foreign ships could have a safe anchorage, it has been agreed to take for due information, and to postpone the execution thereof, pursuant to the secret resolution of this Government of 25. September of the past year, until the arrival of the gentlemen of the Military Commission dispatched by their High Mightinesses to survey the state of defense. It has been approved and agreed, pursuant to their High Noble Lordships' recommendation, to request at the first opportunity the honored approval of the Lords Majors regarding the orders given by this Government, pursuant to the secret resolution of 4. September of the past year, to the servants at Trinkonomaale concerning the inner bay of Oostenburg. Concerning their High Noble Lordships' consideration whether the stationing of a single ship at the entrance of the aforesaid inner bay might not be of noticeable benefit, it has been agreed to deliberate with the awaited gentlemen of the Military Commission. Furthermore, there having been read an extract from the secret minutes of what was resolved in the Council of India on 21. September of this year, with the extract received therewith from the secret Home missive of 15. December 1788, containing an earnest recommendation, with 944. the sacrifice of all private interests and particular aims, to redouble all efforts and to work with all sincerity for the promotion of the company's interests, under penalty of punishment, and not only to inform all Company servants of this, but also to appoint or nominate no one to posts for which a knowledge acquired through diligence and practice is required, other than those judged on that account to be truly competent for it: The Lord Governor thereupon declared himself to be very ready to fulfill this serious recommendation to the utmost of his ability, and further exhorted the members likewise each to observe this in his own sphere, which having been accepted by each and all, it was subsequently resolved to send copies of the aforesaid extracts to the servants at the subordinate offices for their information and likewise to regulate themselves accordingly. We had the honor to receive Your High Nobilities' most honored secret dispatch of the 10th of September of this year, along with the ratified contract sent to us therewith. The ratification on separate sheets, which we received along with Your High Nobilities' respected dispatch of the 27th of November 1788, we take the liberty of sending back herewith. By a secret letter, written on the 12th of November to the Right Honorable, Highly Respected Lords Majors, a copy of which is enclosed herewith, and to which we request permission to refer, we have sought, in the best possible manner, to comply with Your High Nobilities' most respected orders given to us with respect to this contract in the aforementioned dispatch of the 27th of November 1788. By this same letter we have also given notice to Their Right Honorable, High Respectabilities, while sending the original letters and proofs, of what occurred at Trinkonomale with the Lord de Saint Riveul. We shall take the instructions in Examined J. J. With respect to the dispatch of the return ship the Batavier, having deliberated in our meeting of the 19th of January past, we have taken into consideration: That the disastrous voyages which the Ceylon return ships, which in the two most recently preceding years departed after the appointed sailing date, have had, made it a point of the greatest reflection for us as to how to act in this regard in the future; that however much the resolutions taken by us from time to time to detain the ships after the appointed time were taken with the best intentions, these misfortunes are nonetheless very emphatic warnings against it; and that also Your High Nobilities, however much Your High Nobilities have been so good as to favorably pass these resolutions of ours, for the reasons given for them, nevertheless on all occasions have been pleased to recommend to us with the greatest emphasis to let the return ships depart on the appointed sailing date. That if the Surat ship had departed before the end of December, it would undoubtedly have been in Galle before the end of the month of January; but that if it only departed with the spring tide, which set in during the first half of January, it would probably, as in the past year, again be very late before it arrived at Galle. That if the Surat ship did not arrive at Galle before the end of January, it might sometimes happen 947. that after having waited several days for it, one would nonetheless be under the necessity of letting the ship the Batavier depart without the Surat returns, and thus fruitlessly expose to greater danger the remaining cargo, which according to the ordinary invoice price amounts to so much, that even if one only sets one percent for the greater risk, this already amounts to a substantial sum, and may perhaps even exceed the interest on the cost price of the Surat goods, if they must remain lying over here for a year or at least ten months. That these remarks were of so much greater weight concerning the Madurese linens, which were then still expected, as the Surat goods exceed these in value. Section 2. We have therefore, as appears from our resolution taken on that day, which is enclosed as an extract among the annexes, resolved that it should be written to the servants at Galle, as was also done on the same day: That most likely, more or less as many bales from Suratta for the fatherland and the Cape would be brought as in the previous year, and that we are counting on another 200 bales from the Madurese coast; but that it could happen that the Surat ship

Januarij J:o Leeden, hebben we daar bij in overweeging genomen: Dat de rampspoedige rijsen, die de Ceijlonsche retour scheepen en „ retour scheepen, welke in de twee Jongst voorgaande Jaaren, naa den bepaalden Zijldag vertrokken zijn„ gelad hebben, het voor ons een poinct maakte van de grootste bedenking, hoedanig daar in voor den aanstaande te handelen; dat hoe zeer ook de besluijten door ons nu en dan genomen, om de scheepen naa den bepaalden tijd aantehouden, genomen zijn met de beste oogmerken, deeze ongelukken niet te min zeer nadrukkelijke waarschouwingen daar tegen zijn; en dat ook uwe Hoog Edelheeden, hoe zeer ook hoogst de zelven zoo goed zijn geweest, deeze onse besluijten, om de daar van gegevene reedenen, „gunstig te passeeren, nochtans bij alle geleegend„ herden, ons met de grootste nadruk hebben ge„ lieven te recommandeeren, om de retourschee„ pen op den bepaalden Tijldag te laaten ver„ trekken. That if nevertheless the Surat ship with the Linens expected from that directorate, or the sloops due to come from the opposite coast, whether both or either of them, arrived in the Bay of Gale at the latest by the 31. of January, the linens brought therewith should then be loaded into the ship the Batavier with the utmost haste, and all possible speed be made therewith, since this could detain the ship no more than one, or at most two, twenty-four-hour periods; and that it went without saying that this had to happen all the more if the Surat ship or the Madura sloops were in the bay before the 31st.
