35 1814 Paragraph 12. Also, in consideration that the expenses incurred for the aforementioned canal cutting do not even amount to half of the sum calculated for it according to our respectful letter of 4 July 1787, and that this is mainly to be attributed to the good conduct which the said Foenander, under the supervision of the Dessave Van Angelbeek, maintained in the management of that work, we have granted to him, as a fair reward for his zeal and untiring labor out of the expenses incurred hereby, as a gratuity of one thousand five hundred rixdollars, to be also charged to the expenses of the aforementioned canal cutting, in order to be refunded to the Company by the owners of the fields in the Giruwais that have been improved thereby. Paragraph 13. We present herewith to Your Right Nobilities a petition from the minister at Gale, Fredrik Willem Capelle, who currently earns f 90 in salary and, on account of the expiration of his term, requests an improvement. Paragraph 14. The Trinconomaale servants have submitted to us the request of the ordinary lieutenant and commander of the artillery there, Johan Schreuder, to be promoted to captain-lieutenant, and of the extraordinary fireworker Jan Christiaan Carel Zelman to be promoted to ordinary fireworker. This recommendation has since been further made to us by the Major and Head of the Ceylon Artillery, Paravicini di Capelli, who thereby demonstrated to us the necessity that the commander of the artillery at Trinconomaale hold a higher rank than lieutenant, because a corps of more than 108 artillerymen is currently stationed there in garrison. We have therefore resolved at today's session to promote both aforementioned servants to the ranks to which they have been recommended, subject to the high approval of Your Right Nobilities. We humbly hope that Your Right Nobilities will favorably approve these our arrangements. Paragraph 15. In the execution of the order to have the servants in this government who have any administration of the Company's funds or goods provide the securities determined therefor, it has appeared to us, among other things, that the commanders of the artillery can hardly comply with this, because they have scarcely any other income than their salary and emoluments, and consequently could not well induce anyone to intercede as surety for them, and their inability also does not permit them to leave their salary standing for that purpose. We therefore take the liberty of respectfully requesting Your Right Nobilities further in this regard, and humbly submitting to the same whether Your Right Nobilities might not see fit at least to exempt the subordinate commanders of the artillery therefrom, and all the more so since in Ceylon there is scarcely any example of deficits in these administrations. 1015 Paragraph 16. We request Your Right Nobilities' permission to retain both companies of Sumanapers here until the Company troops that Your Right Nobilities intend to engage from the Prince of Cimanappers, or else a few other companies, shall have arrived here, because otherwise we will weaken our garrisons too much. Paragraph 17. Likewise, we take the liberty humbly to urge Your Right Nobilities for a party of recruits for the remaining Eastern companies, in order to replace the old hands who are unfit for service, and also to fill the places of the deceased, whereby the companies have been weakened. The gold and silver brought by the ship den Arend for Coromandel, being sent to be forwarded by an armed vessel, we take the liberty humbly to inform Your High Excellencies that the ship 't Slot ter Hooge arrived at Ponnecail on 28 July and subsequently here in the Roads on the 19th of this month, and that likewise the ship den Arend arrived here on the 25th of this month. With both of these ships we had the honor to receive Your High Excellencies' highly respected general and secret Missives of 2 and 26 June, the answering of which we shall, with your kind permission, postpone to a direct opportunity. What has been ordered therein shall serve for our dutiful guidance, while we furthermore humbly thank Your High Excellencies for the grains and other goods highly sent to us therewith. The ship den Arend departed yesterday for Gale to be fitted out there for the home voyage, and following Your High Excellencies' recommendation, we shall further employ as return vessels the ships designated thereto by Your High Excellencies, the Saanstroom and Huijsduin, besides one of the ships expected from the Netherlands. To the same as before. §1 After our respectful letters of 18 July and 28 August last, of which the duplicates accompany this, were dispatched to Palleakatta, the ship de Zaanstroom arrived here in the roads on the 1st of this month, and therewith was brought to us Your High Excellencies' highly respected Missive of 10 July ordered. §2 We now take the liberty to respond to Your High Excellencies' sequentially received revered letters dated 17 and 28 April, 2 and 26 June, and 10 July aforesaid. §3 In the future, we shall leave it to the choice of the masters of chartered ships whether to provide themselves with the required cordage from private parties or to take it from the Company, and in the latter case to ask them of what calibers they desire it. §4 The sending of ships to the opposite coast to collect textiles has also been done frequently in the past; thus, among many other 1017. examples that exist thereof, in the year 1772 the ship Woestduijn was sent to the opposite coast to take in the textile bales of Tuticorin, Ponnekail, and Manapar in order to transfer them to Gale; in the year 1773 the ship Oud Haarlem; in the year 1775 the ship Nieuw Rhoon; and many other ships in several subsequent years. §5 All ships and vessels that have to go from here to Gale must, from the end of May until sometimes late in October, depending on how long the westerly winds continue to prevail, cross over to the opposite coast in order to be able to get windward of the head of Beruwala, and this can thus take place without inconvenience. Moreover, the sloops that we subsequently need for the transfer of the cinnamon and other necessary shipments, if we used them during the southwest monsoon for voyages to Gale, would have to remain lying there without being able to be used for anything else until late in October or the beginning of November. §6 We shall take the order regarding the packet boats for our dutiful guidance, and because we had not yet received the formats promised therewith for the letters, we have provisionally determined, for private letters sent from this Government by sea to places situated in India, the same postage that was set thereon by Your High Excellencies in the resolution of 14 April last sent to us, namely five Indian stuivers for each single-sheet letter, and proportionally for larger ones; however, now that we have received a set of stamps and formats with the ship Trinconomale, we shall make the necessary further arrangements regarding the letters for the Netherlands and the Indies. §7 Although no packet boat has arrived here yet, we have resolved that if the first one we expect arrives in time for it, to dispatch it toward the end of this month. Provisionally, we have determined the departure dates for these vessels in the future to be mid-May and the end of August, of which, according to Your High Excellencies' order, notice has been given to the Gentlemen Ministers at Cochin, Hooghly, Surat, and 37 1018 Paleakatta. Should it appear hereafter that any change must be made therein, we shall do so and have the honor to inform Your High Excellencies of it in due time. §8 Likewise, we shall make use of the aforesaid vessels as much as possible to accommodate the Cape Government with what is requested from there, and request the Ministers there to send us therewith, if it can be done, the things we request from there. §9 We shall, if possible, see to obliging the masters of chartered ships to deliver their rice cargoes to the pier where the cargo boats usually unload, and have also given the necessary orders thereto to the servants at the subordinate offices. §10 Henceforth, we shall send the gold and silver that we receive for Coromandel thither with one of our sloops, as we

When the orphanage was used as a barracks, we had seven companies of the regiment of Luxemburg in garrison here, whereas we have retained only four companies of the regiment of Meuron here; yet not so much this consideration, but rather because in the old ammunition house there is no room to store the iron cannon and the cannonballs, which lie in the open air and thereby suffer very great damage, has prompted us to take the liberty of proposing to Your High Nobilities to use the orphanage as an ammunition house, and the further proposals made on that occasion were made solely in order to be able to do this in such a manner that the one could virtually make good the other. Section 12. The pay clerks have declared that they are in the highest need of the four additional copyists assigned to them in order to be able to supply the pay books, which are required for the chambers of the southern and northern quarter more than previously; we offer herewith to Your High Nobilities a copy of the petition submitted by them in this regard, and most humbly request Your High Nobilities' highly esteemed decision thereon, as well as concerning the additional copyists assigned at the same time to the political secretariat and to the trade office here, according to the communication in our respectful letter of 17 October last, page 655. Section 13. In our respectful letter of 29 December 1787, section 31, we duly informed Your High Nobilities that we had contracted for the 7000 bags of rice from Messrs. Merriea and De Bonvous at 5 rupees per 150 lbs, or 62 1/2 rupees per last. Section 14. We have earnestly recommended to the servants both on this island and on the opposite coast to make every possible effort towards the complete fulfillment of Your High Nobilities' demand for ray skins, but we doubt very much whether the full demand can be met, as the catch of this fish, according to the incoming reports, turns out not to be very large. Section 15. Your High Nobilities' recommendation to refer to the Court of Justice all petitions containing complaints regarding verdicts that are not appealable, shall serve as our guidance for the future; yet we humbly request that Your High Nobilities be so good as to instruct us whether this referral should take place simply and without any qualification, or whether we may, in doing so, annul such sentences whenever they appear unjust to us, and authorize the Council of Justice to admit the parties into a new action. We pose this question all the more because we fear that a simple referral to the Court of Justice will be of no use to the complaining party, because the Court of Justice, as long as its definitive sentence remains in force, will have to adhere to the rule that the power of a judge ceases with the pronouncement of the sentence. Section 16. By our resolution of 26 August last, which is transmitted in extract among the appendices and to which we request permission to refer, we have ordered the elected Galle Commander Sluijsken, while delivering an extract from Your High Nobilities' aforementioned missive of 17 April, to comply with Your High Nobilities' intention as promptly as it can be done. Section 17. Likewise, while delivering an extract from Your High Nobilities' aforementioned missive, we have ordered the Disava Fretz to declare himself specifically on each article of the aforementioned report of Commander Sluijsken, and we shall, as soon as both have complied with these recommendations of Your High Nobilities, give a further account thereof to Your High Nobilities. Section 18. The servants confirmed by Your High Nobilities in their acquired offices and recommended to the Netherlands for obtaining the qualities pertaining thereto, both humbly offer their due gratitude for this. Section 19. One may rightly attribute these things to those injustices which one sometimes does best to endure for a time in order to avoid greater displeasure. Section 22. The comparisons, which we charged the searcher Berghuijs to make, between the provisions of equipage goods supplied to the beacons and sloops belonging here locally, during the five book-years before the latest war, or from the year 1775/6 to 1779/80, and between similar provisions that were made under the administration of the present Equipage Master Andringa, in an equal five book-years, or from 1782/3 to 1786/7, have already come in and are transmitted in copy among the annexes. Section 23. From the report submitted therewith by the said searcher, inserted in our resolution of 7 July, of which an extract accompanies this, it appears that no excesses have been committed in the regular annual provisions, but that they were made in conformity with the existing regulations thereof, and that the majority of these provisions, in the last five book-years, arose from accidental causes, consisting mainly of the following: 1. That spare sails were supplied to the vessels that undertook voyages to Trinkonomale and Koetsiem, which in the first five years only took place with respect to two single-masted sloops, on the voyage to Trinkonomale, which according to the scale of those times were sufficient to supply this place. 2. That the vessels which in the hurricane of the month of April 1786 had lost practically everything, had to be provided anew with sails, anchors, cordage, etc. 3. That the equipage goods in the last five years were more expensive than in the first five years. 4. That in the last five years more vessels were hauled onto and off the shore, and also of larger charters, than in the first five years, and 5. That more anchors and cordage were supplied in place of unserviceable ones than in the first five book-years. Section 24. To this is added that in the first five years we had no more than one two-masted vessel, namely the beacon de Falck, whereas in the last five book-years we have had five two-masted vessels, namely the barks de Liefde, de Jonge Willem Arnold, and de Gustaaff during all that time, the Canneeltuin for two years, and the Hervatting in the last year. Section 25. And it appears from all these indications that, although the provisions necessarily turned out larger due to accidental causes, they nevertheless remained, in ordinary matters, within the determination for each vessel in particular. Section 26. Concerning the complaint of the skippers of the chartered ships, regarding the poor condition of the cables used for mooring their ships in the bay of Gale, the Equipage Master Abo has submitted an address, which is inserted in our resolution of 24 April last, of which an extract is transmitted among the annexes hereto. Section 27. He states therein that he took over the aforementioned cables privately from the former Equipage Master de Pille, and entered them in his books for the Company as manufactured, because there was no stock of them; and further admits to having had them cut down to forward springs of 75 fathoms and aft springs of 100 fathoms on account of the narrowness of the bay, in order to moor so many ships on longer cables, as he was afraid that if the cables were used at their manufactured length, they would come to lie upon one another and become damaged, whereby the ships would have run the risk of accidents. The cut-off pieces were taken in again to the benefit of the Company, and although these cables had been used before, they were nevertheless, according to the testimony of the said Equipage Master, not made any older or worn out beforehand thereby. He further says that the aforementioned skippers had also, without the slightest objection, had their ships moored to them, just as most of them had weathered the bad weather with heavy squalls without parting. Section 28. We did indeed order the officials at Gale to investigate further to what extent the assertions of the aforementioned Abo agreed with the findings, but owing to the departure of the aforementioned chartered ships and because the cables themselves had already become unserviceable through prolonged use, that could not be done otherwise than through a further explanation from Abo himself, and he declared that he could provide no further elucidation than he had done in his aforementioned address. Paragraph 30. We have nevertheless instructed the said Master of the Equipment that in future, in such cases as this, where he claims to have been compelled to use ropes of lesser length than usual, he should not proceed arbitrarily without having given prior notice of the reasons thereof and having requested permission for it. Paragraph 31. We shall await the promised sloop through Your High Excellencies' goodness, and we take the liberty to assure Your High Excellencies that our sloops never lie idle, but continually sail back and forth to provide the subordinate offices with necessities and to collect from there whatever is ready for this headquarters. That the beacon vessel De Liefde needed a major repair was not caused by letting it lie idle for a long time, but by long sailing, as we mentioned in our respectful letter of 26 January; and it must be a copyist's error if it says lying long instead of sailing long, for which in such case we humbly ask pardon. Paragraph 32. We shall henceforth strictly observe the order to let the return ships depart on the appointed sailing days, even if some returns that are still awaited should have to remain behind. Paragraph 33. From the report of the retired head of the Mahabadde, Camlant, transmitted under the annexes, Your High Excellencies will see that all our stock of cinnamon had been sent with our return ships, and that consequently none of it was on hand upon the departure of the ship Berkhout. The cinnamon that was supplied with the ships Hinlopen and De Phenecier pursuant to Your High Excellencies' demand was only delivered after the departure of Berkhout. Paragraph 34. We shall endeavor as far as possible to comply with Your High Excellencies' recommendation to send the cinnamon so timely to Batavia that it can arrive there in the early spring. Paragraph 35. The 4260 bundles of coir that we had shipped in the ship Zeeland had been requisitioned by us from Galle for our own needs. The servants sent us salted coir with the ship De Gouverneur Generaal De Klerk, which is not customary to use here. The ship Zeeland lay in the roadstead here at the same time, and as our Master of the Equipment believed he could estimate that this vessel, taking in the said coir, would nevertheless be able to stow what it had to load at Cochin for Batavia, this made us decide to have the same transshipped into it, in order to be transported with it to Batavia. Paragraph 36. We have requested further clarification from the Galle servants concerning the discrepancies that appear with regard to the linen received, between the report of the Master of the Equipment Abo and the justification of the Captain-Lieutenant of the ship Berkhout, Van Hek, and we shall have the honor to report thereof to Your High Excellencies on a subsequent occasion. Paragraph 37. We have ordered both the Dessave of Colombo and the servants at the subordinate offices to provide two pieces as samples of the various kinds of timber found in each district, and as soon as they are brought together, we shall send them to Your High Excellencies with the description of their quality, use, and prices. Paragraph 38. That the purchases of things brought from outside sometimes turn out rather expensive arises from the difference that exists between gold and silver specie and copper money. Those who purchase these things, for which copper coin cannot always serve, naturally calculate their price on this upon the sale thereof, and we can therefore not negotiate as closely for such things as are brought from outside and, for lack of stock, must sometimes be purchased for the household, as was the case with the timber last year, as one could do if we could pay in silver or gold specie; and through this, these purchases of timber have run somewhat high. Paragraph 39. Since the Ceylon inhabitants can generally sell their arrack at reasonably good prices, and having to follow this market it proves harmless to the Company to use Batavian arrack for the provisions in the household, we shall, according to Your High Excellencies' highly esteemed recommendation, arrange our demands accordingly to promote the discharge of Batavian arrack. The gardens that are leased for arrack we shall also, as soon as the lease period expires, lease again for cash instead of for arrack. The Company will nevertheless suffer no loss thereby, since this arrack, in so far as it is not needed, can always be sold for more than amounts to the money that these gardens usually yield. Paragraph 40. Your High Excellencies' order to distinguish the jungle cinnamon from the garden cinnamon has, regarding the parcel that was sent with the last three return ships to the amount of 4181 bales, been carried out as closely as possible. Paragraph 41. The marking of the bales does not take place bale by bale as soon as the cinnamon is packed, but only somewhat afterwards, sometimes even on the day after the bales have been put into double gunnies; and it would thus not be easily kept free from confusion if one were to have the aforesaid distinctions put on the packaging. Section 42: Moreover, it has occurred to us that it might perhaps be convenient that these particulars be known only to the Company, and for that reason a list has been made of the numbers on the small boards that are ordinarily placed in the cinnamon bales, indicating which numbers are wild cinnamon and which numbers are garden cinnamon. Section 43: This list has been dispatched to the Netherlands, a copy of which accompanies this letter; and we have the honor to send herewith a similar indication of the cinnamon that was sent to Batavia aboard the Phenecier and Hinlopen. We hope that this will answer the purpose. Section 44: We must nevertheless recall here, as we have already had the honor to demonstrate in our letter of 31 January 1785, that among what is reported as wild cinnamon peeled in the Company's territory, much cinnamon is presumably peeled in the gardens or cleared lands, for between these there is no difference other than the bare name. Section 45: However much care is taken in this regard, it is impossible to prevent the peelers from the adjacent woods from sometimes stripping some cinnamon from the gardens or cleared lands. Section 52: To this it must be attributed that up to the present, cinnamon aside, the Company has derived so little from this beautiful country, which, so to speak, is capable of producing everything that the Indies yield. On the aforementioned Colombo return are also listed some gardens laid out by the late Dissave Billing for his own account, and on which the Dissave Fretz has since had work continue. These gardens, alongside some other plantings made by the Dissave Billing, were offered to the Company by his heirs, and, according to our resolutions of 21 October and 19 May last, which accompany this in extract, we had them appraised by a special committee, which assessed the work done there by the Dissave Billing at rixdollars 461.42. Since then, upon delivery to the Captain Lieutenant of the burghers here, Johannes Wilhelmus van Cuilenburg, who had purchased them, they were regauged with the Colombo gauges, and it was actually then that the great difference in the sorts was discovered, of which we informed Your High Mightinesses in our respectful letter of 26 January of this year. His answer has not yet arrived, which we shall have the honor of sending to Your High Mightinesses on a future occasion, and we merely note here that, by our resolution taken for this purpose, we made known to the aforementioned Van Cuilenburg that making this declaration under oath will nevertheless effect no change in the matter, so as not subsequently to dispose of it as Your High Mightinesses shall find proper in due time. § 61. to have such a large quantity struck in stock so that all the subordinate offices can also be supplied from here for an entire year during the navigable season, have given cause to have them minted at Jaffena and Gale as well, and for the same reason we have been obliged this time likewise to have a batch of doedoes struck at Trinkonomale. Paragraph 65. We have already offered to Your High Mightinesses, as samples with the ship the Phenecier, two of the rupees that were struck here in the year 1787, and we are not in a position to give Your High Mightinesses any further report regarding them than that which we have already successively done in our letters of 4 July 1787, 26 January, and 24 April of this year; namely, that from one lb of silver 50 rupees were struck, that consequently each rupee weighs 1/50 lb, and that the silver is of 10 penningen, for the calculation of the weight and stuivers is entirely unknown to us, and we are therefore unable to state it. Paragraph 66. Furthermore, we take the liberty to remind Your High Mightinesses regarding these rupees of that which we reported in our aforesaid letter of 4 July 1787, that they were struck solely for the convenience of the public and without any prospect of profit for the Company, which also suffered no loss thereby, since it paid thirty stuivers to the minter for each rupee he delivered, and issued the rupee again for the exact same price. Paragraph 67. We take the liberty of sending herewith to Your High Mightinesses an extract from our Resolution of the 14th of this month, containing our disposition on the reports of the Gale Commander Sluijsken of 13 February 1788 and 19 March last concerning his views on how the calculation and accounting of the coin species on the Madura coast ought to have taken place, and on the report of the Madura servants of 1 December 1788 showing how the coin species on the Madura coast have been calculated and accounted for, all of which papers we have already had the honor of sending in copy to Your High Mightinesses with our respectful letters of 5 July 1788 and 26 January of this year. Paragraph 68. To avoid excessive prolixity, we request permission to refer to our aforesaid Resolution, and note from it only: Paragraph 69. That it cannot be admissible that, for example, the Tuticorin gold Company pagodas, at the very time they stand to the milled silver ducatons as 66 to 83, would stand to those same silver ducatons only as 66 to 74 1/4. Paragraph 70. This runs directly counter to those truths whose veracity makes itself known of its own accord without the need to demonstrate it: one and the same thing cannot simultaneously be and not be. Paragraph 71. That which we have said above regarding the relation of the pagodas to the silver milled ducaton also holds in the fullest sense with respect to the Dutch guilders. The pagodas cannot, at the very time they stand to the Dutch guilders as 20 to 83, stand to the same guilders as 20 to 74 1/4. Paragraph 72. Such a manifest contradiction, running directly counter to the aforesaid basic rule, namely that one and the same thing cannot simultaneously be and not be, would nevertheless have to be admitted if one, with the Gale Commander Sluijsken, assumed the possibility that 66 gold Company pagodas, at the very time they are equal to 83 silver milled ducatons, would be equal to only 74 1/4 of such ducatons. Paragraph 73. In this manner, they are used alternately in the same calculation, once according to one valuation and then again according to the other. Paragraph 74. The first thing to be investigated in this matter is the actual value of a gold Company pagoda. Paragraph 75. That the Company pagodas, even excluding the salaried mint servants and the maintenance of the mint, actually cost the Company within a trifle of 83 Netherlands stuivers when the gold is calculated at 375 guilders the fine mark, is proven by the mint yields. Paragraph 76. That they likewise cost nearly that amount when the gold is calculated according to the charged price burdened with the agio appears from a report of the examiner, which is included among the annexes. Those that were struck from the gold brought out with the ship the Gouverneur Generaal de Klerk cost, according to this report, even more. Paragraph 77. That it is the intention of Your High Mightinesses' esteemed order, given by circular missive of 8 January 1768 and by a Resolution subsequently taken by Your High Mightinesses on the 15th of the same month, that the pagodas and other coin species, as well as the goods purchased for them, must be entered into the Company's books according to this actual Netherlands value, is pointed out with great clarity by the Madura servants in their aforesaid report. § 79: That the exchange rate of the pagodas, relative to the goods that were purchased with them, has remained unchanged in the strictest sense, and precisely as it was before the introduction of the Netherlands money, is evident from the fact that after the introduction of the Netherlands money, just as many pagodas, and no more, were spent for the same sorts of goods as were spent for them before the Netherlands money was introduced in the books. The accounts, kept both before and after that time, are undeniable proof thereof. § 80. That the Dutch coin species spent on the Madura coast instead of pagodas, and accounted for to the Company according to their Netherlands value at which they were charged, as the Madura servants demonstrate piece by piece in their report, consequently cost the Company no more than the pagodas, instead of which they were spent, would have cost Her Honor. § 81. By spending these species according to their Netherlands value instead of pagodas, the Company was accordingly not disadvantaged. Thus, when the pagodas cost the Company 83 Dutch stivers, it is in the strictest sense all the same to the Company, and makes not the slightest alteration or change in the state of its expenditures, whether it pays in specie with pagodas or instead thereof with other coin species that cost Her Honor just as much and no more. § 83. And when, as at present, the exchange rate is high, so that the pagoda comes to cost the Company higher than 82 Dutch stivers, the spending of other coin species according to their Netherlands value instead of pagodas, in proportion to this lesser or greater dearness, even turns out to be more advantageous. § 84. That the exchange rate of the pagodas relative to goods has remained unchanged is evident from the above. The rate thereof relative to other coin species, or to speak more properly, the rate of these coin species relative to the pagodas, since these are the currency of the country, was indeed never so fixed that it would not now and then have varied more or less, in proportion as one species was sought above another for a time, as occurs throughout the whole of the Indies and even in Europe (though rarely with such great differences as in this country) with all coin species that are not the currency of the country. § 85. This variation, however, has never amounted to so much that it would not be most clearly evident that at all times regard was had to the real and intrinsic value of these coin species relative to the real and intrinsic value of the pagodas. § 86. A report from the Secretary van Zitter, with the statement annexed thereto, extracted from the incoming Tuticorin letters of the years 1757 to 1763, inserted in our Resolution of the 14th of this month, indicates these successive rises and falls. § 87. Therein are compiled 47 Tuticorin reports regarding the relative rates of the coin species, and it appears therefrom, among other things, that according to the average calculation, at that time in the exchange among the public on the Madura coast, the following were equivalent: 13 137/158 Dutch ducats to 23 1/368 new Nagapattinam pagodas 18 127/158 Ducatoons to 12 13/38 ditto ditto 18 127/158 Surat rupees to 5 1317/1520 ditto ditto. § 88. From the aforesaid statement extracted from the Tuticorin letters, it further appears that 1/20 part of a ducat, reckoned at 20 schellings as they formerly did at the Company's establishments, 1/13 part of a ducatoon at 13 schellings, and 13/30 part of a rupee were not considered there to be parts of equal value, which is too obvious to require any special demonstration here. § 91. The resolutions passed by Your High Honors on 26 September and 8 October 1743 are also based thereon; according to the same, the good and current pagodas on Ceylon were permitted to be received on bills of exchange to the Netherlands without agio at 90 heavy stivers, in order to be as equivalent as possible to the ducatoon of 72 stivers, whereas on the other hand the rupees had to be set at 30 stivers with a discount of 9 percent. § 92. How the exchange rate of these coin species, as well as of Spanish dollars and other coins, currently circulates among the public if current, the Madura servants demonstrate behind their aforementioned report, among others from the Madras Courier, in which the relative exchange rate of the coin species circulating in these regions is made known from time to time for the information of the public, and it appears therefrom that the calculation and accounting of the coin species done on the Madura coast according to their Dutch and actual value corresponds with it. § 95. Upon the introduction of Dutch money, it also appeared immediately, when reducing the coin species to their Dutch or actual value, that where the ducatoon had to be reduced by 17 1/2 per cent to be brought to the Dutch value, the pagoda for the same purpose only had to be reduced by 7 1/3 per cent. § 96. It thus appeared that the value of a 1/90th part of a pagoda was not equal to the value of a 1/80th part of a ducatoon, for then the pagodas, as well as the ducatoons, would have had to be reduced by 17 1/2 per cent. § 97. The Indian value for which the Dutch coin species are current among the public at the Company's establishments in the Indies is certainly not founded on the intrinsic and actual value thereof. § 98. The ducats that were formerly current among the public at 120 stivers Indian, and have since, without however having been changed in alloy, been set at 132 stivers Indian, are thereby now, calculated against their Dutch value of 5 guilders 5 stivers 0 pence, fully 25 per cent above the same; and the ducatoons, which formerly did 78 stivers Indian and have since been set at 80 stivers Indian, on the contrary no more than fully 21 per cent above the same. § 99. This was overlooked in the instruction on how one ought to have calculated and accounted for the coin species on the Madura coast, and from this arose the mistake of assuming as equal parts, and consequently 1039. working through one another, parts so unequal in value, as among others are a 1/90th part of a pagoda, which differs from its actual value by only fully 8 per cent, and a 1/80th part of a ducatoon, which stands fully 21 per cent above its actual and intrinsic value. § 100. If Ceylon had been given the Surat rupee as standard coin, which in Indian money stands 25 per cent above the Dutch value with which it is entered in the books and traded, and one wished to calculate the disbursed coin species on the Madura coast according to those same principles, that would again produce a completely different calculation. § 101. One could perform the same operation on the pagodas in specie. One could, for example, say: 66 pagodas are, according to their Dutch value, equal to 82 ducatoons; by multiplying these ducatoons by 80 to stivers, and again dividing these stivers by 90 to pagodas, one would produce fully 421 pagodas; yet anyone easily sees that such a manner of calculation cannot pass, and that one cannot increase one's riches in that manner. § 102. We would do an injustice to the enlightened eye of your High Nobilities if we used more arguments here to demonstrate that a pagoda, which is worth 83 stivers Dutch, relative to the ducatoons is worth 100 23/323 stivers Indian; or to speak in other words, that 80 pagodas must not be calculated as being equal to 90 ducatoons, but to 100 1/3 ducatoons. § 103. With these brief demonstrations, which according to our humble view rest on indisputable grounds, we hope that the calculation of the Gentleman Visitor-General Domis, sent to us by your High Nobilities with the letter of 15 April 1788, as well as the further instruction concerning the calculation of the coin species which we received alongside your High Nobilities' letter of 12 August 1788, may also be considered answered. § 104. Regarding the clarifications requested in this last document, the visitor provides the necessary indications in his report, which is transmitted among the appendices, to which we take the liberty to refer. § 105. Section 107 Thus they were also instructed from here by letter of 5 April 1774: You must inform us how many ducats, ducatoons, and rupees could be disbursed there in the linen trade, and at how much each specie calculated according to the present course by the specie booklet. Section 108 They answered thereto on 18 April of the same year: Gold ducats and silver rupees can well be disbursed here, according to the present course by the specie booklet; thus eighty-three ducats for one hundred and five pagodas, and eighty-three Surat rupees for twenty-four pagodas. Of the ducats we could, at that rate, spend about twenty thousand pieces, and of the rupees about twenty to fifty thousand, but silver ducatoons would not go off as well. Section 114 For this reason, and for what the servants further allege in their aforesaid letter, they have requested us to be exempted from the imposed bail, and we have considered, by virtue of the reasons with which this request is invested, and by virtue of all that is alleged hereinabove, that the immediate posting of bail must be deferred until we shall have received the answer hereon from Your High Excellencies, which we hope Your High Excellencies will favorably accommodate. Section 115 For all these reasons we also hope that Your High Excellencies will favorably accommodate our having considered it necessary to postpone, for the time being and until we shall have received hereon Your High Excellencies further pleasure, making any change on the Madura coast, and the calculation of the coin species according to their Dutch value. Section 116 Anyone can err in good faith, and that ought not to be imputed to anyone in bad part. Section 117 One ought, when one's opinion diverges so far from the general concepts, nevertheless to mistrust it somewhat. Section 118 Commander Sluijsken ought all the more to have done so, since he himself obtained 102 stivers Indian for each pagoda, or the value of 102 ducatoons for 83 pagodas for the linens which he had manufactured on the Madura coast, as appears from his answer to the report of the Madura servants, and that noted in our resolution of the 14th of this month; the Company on the Madura coast paid for 83 pagodas only 100 23/33 ducatoons. Section 119 Commander Sluijsken, who therefore had such particular reasons to doubt his own system, ought therefore not to have treated those matters on such an insidious footing as has occurred, and which gave cause that not only the Madura servants were brought under great suspicion with Your High Excellencies, as if they had shamefully embezzled Company property, but also brought ourselves and also the previous administration, under which the calculation of the coin species was done just as is still done now, under suspicion with Your High Excellencies, as if such shameful practices were tolerated here. Section 120 It grieves us very much that we have had to occupy the attention of Your High Excellencies so long with this matter. For ourselves, we lament the time we have had to spend on this, and if Your High Excellencies should also find that we have been more detailed in this than was perhaps necessary, we request a favorable accommodation for that. Section 121 We would not have been so verbose were it not to clear the honor and good name of the Madura servants from the objections raised against them, and also to clear ourselves from the suspicions that might arise against us therefrom. Section 122 The first undersigned Governor took great pains to set right the former Chief Administrator and elected Commander Sluijsken, as soon as he had read his report of 13 February 1788, regarding his conceived notions, by making him understand, if it were possible, that it does not matter whether a pagoda is divided into 90 parts (if one should also prefer this division) or into fewer or more parts, as long as one only agrees upon its real value relative to other coin species, hoping that he, looking somewhat deeper into the matter, would easily have understood that it cannot be done.

But since he saw that nothing could help, this moved him to bring the said report of the Chief Administrator, however much we from the beginning have perceived the erroneous notions on which it was based, to the attention of Your High Noble, especially since it was requested therein that this might be done, in case the Governor should not agree therewith. We take the liberty, in concluding this, merely to note further from our aforesaid resolution that, regarding the request of the Madura servants for satisfaction concerning the insult which they consider to have been done to them and to the Trade servants by the elected Galle Commander Sluijsken, in the report of 13 February 1788, we have resolved humbly to defer the decision and verdict thereon to Your High Nobles, as we indeed take the liberty of doing by these presents. Section 125. The documents mentioned herein are transmitted under a separate register among the annexes to this letter. Section 126. Commander Sluijsken, at the meeting of the 14th of this month, requested, regarding some remarks that would appear in the answer of the Tuticorin servants, and which His Honour considers to have been formulated improperly, that the judgment thereon might be left to Your High Nobles. Which parts of that answer His Honour has in mind, he has not indicated. And since the same today, for further explanation of his given answers and request made in the aforesaid meeting, has submitted a written address, which is inserted in our resolution of today, we take the liberty to present herewith an extract of this our resolution to Your High Nobles. Section 127. That we had disbursed from the Company's treasury to the Junior Merchant and former First Resident at Mannapaar Keurman the 2000 pagodas, which were expended by him for the renovation of the Company's buildings at Mannapaar, was done pursuant to the condition under which he undertook the repair of these buildings, according to our resolution of 14 June 1785, which was further confirmed by resolution of 31 May 1787. Junior Merchant Augier, who replaced him as First Resident of Mannapaar, and excused himself from reimbursing these 2000 pagodas on grounds of his inability, we could not oblige to do so, because having been sent out expressly to be employed at a cloth-producing office, he was placed in that post, and we consequently could not impose this condition upon him. We have nonetheless now written further to the servants at Tuticorin, to persuade him to it if possible. Section 128. According to Your High Nobles' recommendation, we shall cause Captain de Bellon to restore to the Company the interest that was credited to him for more than one year. Section 129. The ship de Leviathan, which we sent to Cochin at the end of the year 1787, brought from there 312000 lb of pepper and 1977 bags of saltpetre, and with the ship de Negotie the Ministers sent us in December 1787 236 lasts of rice and 500 bags of saltpetre; but since the Ministers, after the departure of these ships, had procured another 1049 bags of saltpetre for us, which had to be here in time to serve as dunnage for the return ships, they employed for that purpose the French snow Notre Dame de Tout les Biens, against the freight of half a rupee per bag. According to Your High Nobles' recommendation, we have requested the Cochin Ministers, if in the future they have to send the returns for the Fatherland by private vessels, to stipulate the transport thereof directly to Galle. Section 130. That we have relented from our first resolution, whereby the damaged sails in the Galle equipment warehouse were charged to the Equipment Master Abo for reimbursement at the sale price, and have allowed him to suffice with paying for the same at cost price, was done upon the representation of the Galle servants, and upon the further declaration of the said Equipment Master, that these sails had become damaged despite all his precautions. We resolved to this all the sooner because it appeared that the white ants had actually been on some of the racks, and it was consequently to be attributed more to an unforeseen accident than to any negligence. Section 131. We have instructed the Chief Administrator henceforth to note the profit in per cent in a separate column when requisitioning cash. Section 132. Hereinbefore we have already noted how it came to pass that we sent a parcel of planks via Cochin to Batavia; but it has not been our intention to request our entire requirement of timber from Cochin in the future without Your High Nobles' authorization. That we asked the Ministers whether they could supply us therewith was done out of a pure consideration of the Company's benefit, in order, if the Malabar timber could be obtained more cheaply, to make the proposal to Your High Nobles to be allowed then to request our requirement from Cochin, as we communicated in our letter of 26 January of this year, Section 290. Paragraph 134 We have instructed the Tuticorin servants, in matters undertaken there on the coast to the detriment of the rights of the Company, to address themselves according to Your Right Honourable recommendations to the Nabob's Agent, Mr. Buchanan. We hope that all such attempts by the native government will largely cease once the ratifications have been exchanged, and in that regard we are only awaiting the reply of Your Right Honours to our secret letter of 24 April last. Paragraph 135 Regarding the mission to the Teuver, we cannot report anything of substance to Your Right Honours as of yet. The Ponnani resident Franken, who was sent for that purpose to Kilkare, had to return fruitlessly because the English Colonel, who on behalf of the Nabob is in command of the garrison at Ramnad, where the Teuver maintains his residence, raised objections to permitting such an envoy without the consent of the Nabob. Since then, at the request of the Teuver, we have sent a native servant to him, but he too returned empty-handed, as the Teuver, or rather his kangele, claimed he wished to make certain proposals that could only be revealed to a member of the Council of Tuticorin, and consequently requested that such a person be sent to Kilkare, where the Teuver would also send someone on his behalf to treat on the matters, as appears from the report of the aforementioned native servant, a copy of which has been added among the annexes. We have since had the Teuver asked when it would be convenient for him that we send someone according to his desire to Kilkare, and we are still awaiting a reply to that. Paragraph 136 We have requested from the Matara servants a specific account of the expenses incurred for the excavation in the Giruwais. Concerning the use and advantage which is to accrue to the Company from that excavation, we have already provided Your Right Honours with a provisional report by our letter of 10 May last, and we shall do so further in more detail. Paragraph 137 To the five kanakapulles who were appointed upon the abolition of the country kanakapulle at Batticaloa, a salary has been allocated of 10 schellings a month. 1046. Paragraph 138 The fief and private real estate of the late Wannia of Karwitte and Nadene have been confiscated for the Company, because he had no living brothers, who alone according to the custom of the land may inherit such properties. Paragraph 139 The medals for the native chiefs who have distinguished themselves in the cultivation of cinnamon have not yet been manufactured; we can consequently not yet state the weight and cost thereof. The large gold ones with the chain will most likely come to cost between 50 and 60 pagodas, and the small ones and the silver-gilt ones accordingly. Paragraph 140 Regarding the provision of clothing to the hospitals at Jaffnapatnam, Tuticorin, Matara, Kalpitiya, Batticaloa, and Mannar, we shall comply with what was prescribed in Your Right Honourable missive of 26 June last, and we shall likewise grant the chief surgeon at Tuticorin a small gratuity for curing venereal diseases. Paragraph 141 The extract sent to us by Your Right Honours from the heading of the Dutch requisition of returns, we have sent in copy to the Tuticorin servants, with the recommendation to exercise all diligence in collecting linens, so that continually the same satisfaction can be given to the Lords Masters in that regard, which their High Mightinesses express therein concerning the good condition in which the linens were brought up to the year 1780. Paragraph 142 We have, along with the sending of the extract from Your Right Honourable missive of 10 July, emphatically recommended to the servants at Galle and Tuticorin to take all possible precautions against any abuses in the shipment of linens, and especially that they are packed dry and properly and do not become wet during shipment, under penalty of compensation by those whom it incumbeth. Paragraph 147 We have also, according to what was recommended in an extract from the minutes of 9 January of this year, renewed the order to send over three expense accounts with each of the vessels departing thereafter for Batavia, precisely and in such manner as has been done until now, and to have recorded, separately from the ship expenses, everything that must be booked to the debit or credit of ship pay. Paragraph 148 The order given by extract from the minutes of 20 January 1789, henceforth to use no more than one-third powder calculated to the weight of the caliber for salutes and signal shots, both on water and on land, we shall duly cause to be complied with in the government. Paragraph 149 We shall also take for our information the order given to the ship officers by an extract from the minutes of the just-mentioned date, not to accept any shipments of linens that have become wet or damp between shipboard and the shore, but to send them directly back to shore. Paragraph 154 With regard to the ships and vessels, we refer, concerning the reasons that led us to cause the ship De Gouverneur Generaal de Klerk, which was sent in the month of June last to Trinconomaale, to remain there until now, to our secret letter of 10 May. These reasons no longer existing at present, we have ordered the Trinconomaale servants to dispatch the same to Batavia as soon as the ship 't Slot ter Hooge arrives there, and this our respectful letter shall thus be conveyed to Your Right Honourables with it. Paragraph 157 The assistant Albert Hendrik Giessler, released from Bengal to Europe, mentioned in our respectful letter of 24 April last, having made a request to us to be allowed to go to Batavia in order, with Your Right Honourables' pleasure, to undertake his home voyage from there, we have permitted him to cross thither with the bearer of this, but with pay written off, and provided that during the voyage he remains at no expense to the Company. Section 160 The head mandor of the crew of Chinese on this ship has complained to our master attendant Andringa about Captain Hartig, as if he had treated him badly and allowed the Chinese to suffer want, as appears from his request, which is included among the annexes. Section 161 Captain Hartig has defended himself against this in an address directed to the first-signed Governor, which likewise accompanies this, and in which he demonstrates with much probability that the complaint of the head mandor is false; and to prove his assertions, the said Captain has submitted a declaration from the senior and petty officers of his ship, which also accompanies this. Section 162 It appears from this declaration that the Chinese have always been well treated, and this is further confirmed by a report from the master attendant Andringa, who conducted investigations on board in that regard, which report is also included among the annexes. Section 163 The first undersigned governor has nonetheless had these matters further investigated judicially by the fiscal, so far as the shortness of time permitted, and we take the liberty of presenting his report, with the annexes belonging thereto, to your High Nobilities alongside this. Section 164 As it appears to us, this is an instigated matter, the main purpose of which, as one hears indirectly, would have been to remain here on shore so as not to delay the ship any longer with a further investigation; we have had to leave it at that; but in order to prevent all bad consequences, we have ordered the servants at Trincomalee to transfer this crew of Chinese to the ship the Gouverneur Generaal de Klerk, and in turn to have the crew assigned to that vessel transferred to this ship. Section 165 On 31 August last, the hooker ship 't Spaarne, commanded by Captain Hendrik Anthonij Stoete, destined for Bengal for the Chamber of Amsterdam and having sailed from Texel on 5 March of this year, arrived in the bay of Galle. According to the report of the said Captain Stoete made to the Galle servants, as appears from their letter of the 1st of this month, which accompanies this in copy, this ship encountered a most severe storm off the reef of Agulhas and thereby sustained great damage, and subsequently also lost a part of its rigging off the Ceylonese coast. Section 166 We immediately ordered the servants at Galle to have the ship taken in hand and to have work carried out on it with all possible effort, to repair its damage and quickly put it in a condition to be able to continue its voyage to Bengal before the turn of the monsoon. According to the report of the Galle servants by letter of the 11th of this month, it could be put in a condition for this in a few days, if the stormy weather did not hinder the work. Section 167 But since it appeared to us from this Galle letter, as well as from a private letter from Captain Stoete, that objection is being made against the voyage of this ship to Bengal because the southwest monsoon is already so far advanced for this year, we have written to the servants at Galle to request a written report from the Master Attendant Abo, the captains of the ships den Arend and 't Spaarne, and the former Bengal chief pilot, who sailed out again on the last-mentioned ship. 1. Whether, in their view, it can safely be undertaken to allow the ship Spaarne to proceed on its further voyage to Bengal as soon as it has been repaired of its current defects. 2. If not, then to give clearly and distinctly the reasons for it, indicating at the same time how long, in their view, the ship ought to remain lying, in order to be able to let it depart for Bengal with peace of mind. Section 168 This report has not yet arrived, and as soon as we receive it, we shall take such disposition regarding the ship 't Spaarne as we find most conducive to the service of the Company. Section 169 The Amsterdam ship Trincomalee, destined for this Government, arrived at the Ponnecail roadstead on the 2nd of this month, and here on the 9th thereafter. It sailed from Texel on 28 February with 328 souls, and arrived at the Cape of Good Hope on 25 May with 328 souls. From there it departed again on 19 June with 358 souls, and had 17 deaths along the way, so that it arrived at Ponnecail with 341 souls, among whom are the junior merchant Pieter Isaak van Tijlingen, 5 passengers, 99 soldiers for our battalion, and 49 recruits for the Regiment de Meuron. Among the national soldiers are 4 officers, namely: Captain Johan Fredrik van Straube, the Lieutenants Salomon Dobberich and Louis Esscher, and the Ensign Wilhelm Fredrik Hendrik Gosewijn Baron van Marcken; and among those for the Regiment de Meuron are two officers, namely Major Gregorius Marak and Captain-Lieutenant Louis Bernard. We only report herewith that there were brought along with it, among other things, four chests of gold for this Government, weighing 1340 marks troy of 18 carats 5 1/2 grains fine. Section 171. Concerning the Colombo cargo delivered at Galle from the ship de Gouverneur Generaal de Klerk, the officials disposed by their resolution of 28 January of this year, which goes in copy among the enclosures, and was approved by our resolution of 3 March following, which accompanies this in extract. We have only made this alteration to the disposition of the Galle officials, that to the ship's officers for the nails which they transported to Galle, and on which the officials had credited no wastage, the usual wastage would be validated, and that what the officers had accounted for less beyond that should be charged to their account at the purchase price. Section 172. By our resolution of 9 March of this year, we disposed of the Galle cargo of this ship delivered here, and we take the liberty humbly to refer to the extract from the said resolution that accompanies this. We only note from it that on a parcel of bread brought from Galle, the officers accounted for 1404 lb less, on which we validated 1 1/2 percent wastage to them, and had the remainder charged to their pay account; and that we likewise imposed upon them for compensation the bar iron and whole leaguer hoops delivered short by them, after deduction of the usual wastage, as well as the shortfall in yield compared to the cost price of 124 lb of iron, delivered here in pieces and ends, and sold by public auction, because the master of the smithy declared it unserviceable for the Company's service; they were also charged for compensation 12 1/6 hoeds of smithing coal, which they accounted for short beyond the stipulated wastage. Section 173. According to the Galle bill of lading, the officers here still ought to have accounted for 2150 straw mats, 120 Samarang slab pieces, and 30 Samarang planks, which had been supplied to this ship when it was to be prepared as a return vessel instead of the ship de Batavier, for the preservation of the cargo and for dunnage in the hold; but as they proved with a ship's declaration that these things were taken off board again and employed on the ship de Batavier when it, having returned in good time from Cochin, was laden for the homeward voyage, we requested further report about this from Galle. Section 174. Hereupon the officials sent us a statement from the master of the equipment Abo, stating that the straw mats for the greatest part had remained on board this ship itself, for division in the hold, in order to keep the laden coir, the sand, and the smithing coal separate from one another, and that some of it had indeed been transshipped into the ship de Batavier, but that it could not differ by more than a couple of hundred pieces. Regarding the slab pieces and planks, the said master of the equipment attested that matters were not as the ship's officers had alleged, as the water bulkhead had already been set athwart in the hold, 5 feet high, and that consequently dunnage planks had remained on board, although he could not state the quantity thereof. Section 175. As the straw mats become unserviceable through use, and are therefore never accounted for, but always written off, we decided by resolution of 31 March last, of which an extract accompanies this, to have the aforesaid 2150 straw mats written off; but regarding the slab pieces and planks, we deemed it necessary to demand a further and more satisfactory report from Galle. Section 176. But since the master of the equipment Abo has not been able to give us any further elucidation regarding this, and it has at the same time appeared to us from the reports received that there is somewhat generous dealing in the supplying of planks for dunnage for the return ships, we decided at the session of 7 July last, as appears from the accompanying extracts from our resolution, because the ship's officers could not be held further liable on that account by virtue of the ship's declaration mentioned hereinbefore, to have the aforesaid slab pieces and planks compensated by the person through whose negligence they may not have been debited to the expense account of the ship de Batavier. We made at the same time, as appears from the said extract, the necessary arrangement to prevent similar errors, as well as generous distributions, for the future, and shall furthermore make a regulation of the planks that may be supplied under ordinary circumstances to each return ship for dunnage. Paragraph 179 Concerning the Galle cargo of the ship the Gouverneur Generaal de Klerk unloaded at Trinconomale, we have received no report up to now, and we have therefore ordered the officials there to provide your High Nobilities provisionally with a preliminary report thereof. Paragraph 180 The finding of the Batavian cargo of the ship 't Slot ter Hooge unloaded here is inferred in our resolution of the 13th of this month, which accompanies this in extract, and to which we much ask permission humbly to conform. We nevertheless note therefrom that the ship's officers have unloaded two barrels of the freight beer here empty in excess of what was received at Batavia. Up to now, an allowance for leakage has been credited here on freight beer, nor has any compensation been made by the ship's officers in case of a shortage; but as it could happen in the future that the consignee of the beer or other goods arriving on freight might come to complain when large shortages or defects are discovered therein, we humbly request your High Nobilities to provide us with orders on how we shall have to act in such cases. Paragraph 181 Among the unserviceable goods mentioned in the aforesaid finding are found 1 copper speaking trumpet, 2 tin speaking trumpets, and 1 whole leaguer, which have been in use for no longer than 3 months; and since one cannot assume with any tolerable reason that these could have become unserviceable in so short a time without some accident, we have instructed the Head Administrator in the future, in similar cases, to inquire into the causes whereby such goods have become unserviceable, and to make note thereof in the finding. Paragraph 182 We have also ordered the Head Administrator to have all goods brought ashore from the ships as requiring repair henceforth repaired immediately and delivered back on board; and if this cannot sometimes be done due to shortness of time, likewise to make note thereof in the findings. Because Captain Kuhn is ill, we have entrusted the execution of Your High Noblenesses' very respected order given by missive of the 2nd of June last past, section 94, to the eldest lieutenant of artillery, Calaad, to whom we caused a copy to be delivered of the report of the said Captain Kuhn dated the 22nd of January last, which we had the honor to send to Your High Noblenesses alongside our respectful letter of the 26th following. Section 7. The further report of the said Lieutenant Erhaad, which is transmitted under the annex of this letter, had not yet arrived at the dispatch of our respectful letter of the 16th of this month. He points out therein that the matter took place exactly as Captain Kuhn reported in his aforementioned statement, namely that during the ordinary inspection of the powder magazine, which takes place twice a week by an officer of the artillery, at the inspection that immediately preceded the inspection carried out in the presence of two judicial members, everything in the looted magazine was found in good order. Section 8. That, according to style and custom, all martavans and barrels in which gunpowder is stored are known by their numbers with the gunpowder contained therein in the ammunition handbook, just as the quantity of powder stored therein is also indicated on the martavans and barrels. Section 9. That because it appeared that the lock of the powder magazine had been forced, a report was made thereof, and that thereupon the judicial commission was appointed in whose presence it was subsequently opened. Section 10. That it was then found that near one of the martavans some spilled powder was lying, and that this martavan was also improperly tied shut. Section 11. That this gave occasion to open this martavan, which was then found to be more than half empty, and that further upon remeasuring it was found that there were 250 lb of gunpowder less in it than there should have been according to the ammunition handbook. Section 12. The Galle servants have submitted to us, by a letter of the 10th of this month, a proposal from the Dissava van Angelbeek regarding the Magampattoo, mentioned at large in a letter written by the said Dissava to the Galle Commander Kraijsenhoff on the 31st of August last, and an accompanying report with various documents pertaining thereto. All these 1057. these papers we take the liberty to send herewith in copy. Section 13. This pattoo is a part of the southernmost shores of that island, which were ceded to the Company in the year 1766 by the Candian Peace. It begins in the west at the river Waluwe, the old boundary line of the Company's possessions on that side, and ends in the east at the river Koubekanoye, where the Batticaloa district begins. Section 14. It extends from west to east for nearly 20 hours in length and is of varying width from two to 5 to 8 hours, according to the survey that was made thereof shortly after the peace, and the entire content thereof is nearly 100 square hours. For greater clarity we take the liberty to send herewith a copy of the map that was made thereof shortly after the aforementioned peace. This land is intersected by five good rivers, the aforementioned rivers Waluwe and Kombekanoij—which latter lies a little further east than the map reaches and consequently is not drawn on it—also included. By repairing the dams that lie in these rivers and the dams that were constructed in former times to retain the impounded river water, and which are for a large part still in a reasonably good condition, the Dissava van Angelbeek points out that 5446 amunams, which can be calculated at nearly 5000 morgens, can be sown. Section 15. We have deliberated over this district in our meeting today, and it has appeared to us that with so good a work, the sooner it is begun, the better. We decided to do so all the sooner by our resolution, a copy of which is attached hereto, because the means which the Dissava van Angelbeek points out in his report to improve this good land—which over time can yield for the Company very many grains and many other useful products without expense to the Company. Section 16. For the execution of this plan, the Dissava van Angelbeek necessarily requires some assistance. Upon his proposal we have consequently decided to appoint the sergeant and postholder of Tangale, Hendrik Brinkman, mentioned in his report, as Resident of the Magampattoo, in order to govern that district under the superior supervision of the Dissava of Matara. Section 17. We have decided here, because the status of sergeant was too minor, to have him transferred to bookkeeper, which makes a difference of only 6 guilders a month in salary. Section 18. The further request of the Dissava to grant the said Brinkman therewith the title and rank of junior merchant, we have decided to recommend to Your High Noblenesses in the most favorable manner, as we take the liberty of doing by these presents. Section 19. Yet we make this necessary request with the more confidence, not only because it is indeed necessary that those who hold command over the natives have a becoming status, but also because this Brinkman is a man, as the Dissava van Angelbeek points out in his report, indeed suited for higher purposes than the low rank in which he has remained until now. Section 20. He has, as appears from his deeds, all the necessary abilities to be of great service to the Dissava in the execution of his plan for the improvement of the Magampattoo, and consequently to help realize this plan within a few years to such an extent that in the course of time it may become one of the most profitable parts of Ceylon. Paragraph 21. It is easy to understand that someone involved in an undertaking such as this has a great deal of traveling and marching to do if he is not to be idle and is to have everything executed under his own supervision. For this reason, the Member of the Council of India, Van Angelbeek, proposed in his aforementioned report to grant to the said Brinkman an allowance of 80 rixdollars per month for the first five matters, and we have also agreed to this, since these expenses will likewise remain free of new charges to the Company, which we hope, as well as the other decisions taken in this matter, will be favorably approved by Your High Nobilities. Paragraph 22. From the aforementioned map it appears that this district on the west side has a much greater width than would strictly speaking belong to the Company according to the treaty, but one finds this almost everywhere regarding the ceded shores, since boundary divisions have mostly not been surveyed there, the particular districts leading out to them having been brought entirely under the Company's obedience. The Kandyans have never raised any objections against this. Paragraph 23. The first undersigned Governor, in accordance with the intention of the Gentlemen Majors expressed in their dispatch of 23 November 1785 and in compliance with Your High Nobilities' order by extract from the minutes of 14 August 1786, produced today in our assembly a certificate from the head bookkeeper of the East India Company at the chamber of Amsterdam, Willem Hendrik Nolthenius, dated 30 December 1788, proving that His Honour is registered in the grand capital ledger of the shares of the same Company as participating for a sum of six thousand guilders capital; and he has furthermore produced an extract of a letter authenticated by the notary S: G: Gouda, written by one G: W: Wachter from Rotterdam on 22 December 1788 to his agent Pieter Berk, proving that for him, after all efforts made at the chamber of Rotterdam for which he sailed out, no shares could be procured. Furthermore, His Honour has made the written declaration regarding the unencumbered ownership of the said shares, which we have the honor to present herewith to Your High Nobilities along with the copies of the aforementioned two certificates. Paragraph 24. In order to provide the detachment of European soldiers now crossing over with the necessary officers, we have, subject to Your High Nobilities' esteemed approval, promoted the sergeants Roch Heij and Meldert Trouw to ensigns, and we humbly request that they may be favorably confirmed in that capacity by Your High Nobilities. The first-named crosses over with the bearer of this letter. Paragraph 25. disposed upon a report from the Colombo trade employees, concerning the debit and credit current accounts of Colombo, Trinconomale and Calpettij, to which we request permission to refer ourselves, taking the liberty to note from it only the following. Section 3: The fish farmer of the Matuaal of the year 1785/6, who is still in arrears of f1455. 13. 8., has now for some years paid nothing toward it, and as the deferral granted to him by our resolution of 7 August 1786, until a certain lawsuit before the Council of Justice here should be terminated, has availed nothing because he succumbed there, we have by resolution of 12 August 1788 ordered the fiscal to proceed further against him and his sureties to summary execution; and even, if necessary, to putting them in chains; however, the fiscal has now reported that nothing more is to be recovered from this farmer nor from his sureties, as they have already previously, both on account of this farm and on account of another farm for which they were sureties, been foreclosed upon, all their goods sold, and they were even shackled in chains for some time. By having these people, who moreover are all elderly folks, shackled in chains again, no advantage would be expected, and we have therefore resolved to request qualification from Your High Noblenesses, as we humbly do hereby, for the write-off of the aforementioned f1435. 13. 8. Section 4: In reduction of the arrears of the linen farmer of the year 1788/9, ducatons 36: 68: 1/2 were received in the financial year 1782/3, and in the financial year 1789/90 ducatons 227: 27: 2, so that this farm under the last of August past was still in arrears of ducatons 4414: 47: 1/4. Since then, through the sale of the goods of the sureties, according to the report of the fiscal, rds 898. 9. 1/2 or ducatons 538: 73. 1/2 have been received, and some real and movable property of the sureties is still to be sold shortly, concerning which we have instructed the dessave and fiscal to carry out all possible investigation to see whether anything more might be recovered from the farmer and his sureties, and at the same time the fiscal is instructed to have the three slaves of the farmer, who on account of their complicity in the murder committed by the farmer are confined in the material house here by a judicial sentence, sold for the benefit of the Company as soon as the term of the confinement shall have expired. Section 5: Notwithstanding our repeated recommendations to the former trade employees here to bring the administration of the Colombo Dessavony to liquidity by confrontation of accounts, this has not happened up to now. The trade bookkeeper Samlant and transfer clerk Hooflant, who entered into the exercise of their duties this year, have excused themselves on the grounds that they have not yet been able to undertake this work, because having had to start the trade books of 1789/90 rather late, they are forced to work on them with all their might in order to be able to finish them in time. Section 7: The trade employees are now further instructed to write off the account of interest annually to the General account, in accordance with the regulation in the instruction of 30 July 1753 sent to us by Your High Noblenesses, just like all other expense accounts.
