Petition of the Captain of the ship De Phenecier. By circular has been reviewed the inserted petition from the Captain of the ship De Phenecier, Lourens Cornelisse. To the Right Honorable and Highly Esteemed Lord Willem Jacob van de Graaff, Ordinary Councilor of the Dutch Indies, Governor and Director of the Island of Ceilon with its dependencies. Right Honorable, Highly Esteemed, and High-Commanding Lord! The undersigned, captain of the ship De Phenecier lying here in the roads, takes the liberty most kindly to request Your Right Honorable to allow a few more fathoms of firewood to be supplied, either here or at Gale, as it is certain that with the ordinary allocation of supplies the voyage, should it suffer the least delay, cannot be completed. Because of the numerous castes that are on board among the sepoys, and the likelihood that cooking will take place almost the entire day in the ships' galleys, the ordinary allowance for 307. The 6th of March 1789. a ship of 150 feet is 2 fathoms per month, which for 5 months would be 10 fathoms. The 170 soldiers, calculated on the same basis as the 100 heads of the crew, 17 fathoms. For the soldiers who must go to Gale, 2 fathoms. Totalling together 29 fathoms. If Your Right Honorable would kindly order an extra supply of 20 fathoms, the undersigned hopes and trusts that he will be able to manage therewith. After reconsideration of the same, it was approved and understood to have the goods mentioned therein written off to the account of gifts. Furthermore, an address inserted below from the often-mentioned Honorable Chief Administrator was read: To the Right Honorable, Highly Esteemed Lord Willem Jacob van de Graaff, Ordinary Councillor of the Netherlands Indies, Governor and Director of the Island of Ceylon, with its dependencies. Right Honorable, Highly Esteemed Lord. Recently, a draft was drawn from Surat upon the account of the undersigned, amounting to 39589 1/3 ropias, which were received there by the native merchants from the Company's treasury, to be repaid here again to the Company by him; and for which sum also properly goods have been brought here, proper lease is paid to the Company, the public and everyone accommodated for an ordinary price; and on which grounds he therefore also humbly requests that he may be granted permission to settle the aforementioned draft in copper coin and credit notes, all the more because of the impossibility of obtaining silver money, and the Company itself pays out in nothing other than copper coin and credit notes. I remain with respect, it stood below, Right Honorable, Highly Esteemed Lord! Your Right Honorable, Highly Esteemed very humble servant. Signed P. Whereupon deliberation having taken place, it was taken into consideration that although similar bills of exchange have repeatedly been drawn by the Surat ministers, in which one thought no difficulty should be found as long as there was no such notable difference between the copper coins and the silver money as that to which it has now risen, all the more as the goods purchased therewith, besides serving for the notable convenience of the community, also yielded the usual import duties to the Company; nevertheless, the great difference that currently exists on Ceylon between the current price of gold and silver specie coins and copper money makes it too precarious to dare to consent to it further. And it was therefore approved and understood to present the aforementioned request of the Honorable Chief Administrator Sluijsken to the Honorable Supreme Indian Government, and in the meantime to have the amount of the aforementioned bill provisionally accepted into the Company's treasury in copper coin, on condition that the Honorable Sluijsken shall be obliged to bind himself 320. Report from the Honorable Dissave regarding the further farming out of the fishery of Berberij. Deliberation and decision thereon to bind himself, should Their High Mightinesses disapprove thereof, to deliver gold or silver specie in place thereof, or else to pay a reasonable agio for it, according to the pleasure of Their High Mightinesses. Also read a report from the Honorable Dissave Fretz, containing that because the fish farmer of Berberij had paid no more than 300 rixdollars toward his lease sum of 1200 rixdollars, and the term granted to him to furnish the remaining overdue funds had expired fruitlessly, His Honor had put the said fishery up for auction again, and that the same had been struck off to a Moor for the last six months of this fiscal year for 370 rixdollars. And after deliberation, it was approved to confirm this further lease, and consequently to order the head of Kalutara, if the previous leaseholder cannot provide other sureties within twenty-four hours after receipt of this order for the prompt payment of the entire lease sum, then to place the new leaseholder in possession of the lease, and from the previous 9 March 1789 321. 9 March 1789. It is indeed true that thirty, forty, and more years ago, indeed possibly as long as the Company has existed, no more has ever been paid than at present, and everyone has always had to be content with it. But times have changed so much since then that even the first necessities of life and maintenance in general have become fully two-thirds more expensive. House rent, among other things, is so exorbitantly high that an officer at present, however frugally he wishes to manage, 9 March 1789. 323. 9 March 1789. cannot get under a roof for less than 8 to 10 rixdollars; and this immediately amounts to a third, indeed more, of everything an ensign or lieutenant has as monthly income, including the three rixdollars for servants' allowance. Rice, the foremost of all necessities, especially deserves Your Right Honorable Excellency's notice; for however small one tries to arrange one's household, one must count at the very least six rixdollars for that monthly consumption, and thus at most no more than ten rixdollars remain. Now the question is how one can clothe oneself and pay the other necessary expenses from that, to say nothing of those who are burdened with a wife and children. Another no less heavy burden is that one must pay 30 to 35 percent more than previously for the linens required for one's clothing, since the merchants naturally make the buyer pay the premium they must pay for gold and silver currency. In passing, we shall further remark that previously every subaltern officer received six pieces of Chinese linen annually for the moderate price of 33 and a half stuivers, which, although not much, was nevertheless sufficient for the undergarments one needed in service during that time of the year. We further bring to Your Right Honorable Excellency's attention the great difference between the pay of the officers of the Regiment de Meuron and ours, theirs being about half as much again, and they are furthermore exempt from various extra duties, consisting of annual commissions at the Company's armory, stables, and elsewhere. These are roughly the principal points that we thought necessary to present respectfully to Your Right Honorable Excellency, and which we have detailed only slightly because such minor matters might easily escape the notice of Your Right Honorable Excellency, who is burdened with so many more essential duties, 324. 9 March 1789. however observant one may be. It having been made known by the master stonecutter Christoffel De Zilva by petition that the rebuilding of the Dutch hospital here, assigned to him according to the resolution of the 24th of August 1786, has been completed, and that besides this work he had also been obliged to have some other repairs carried out in between upon the orders given to him for that purpose, both at the dwelling of the chief surgeon and at the hospital, whereby he had to employ some additional laborers and materials than were granted to him by the resolutions of the 24th of August and the 16th of June 1788 for the benefit of the new buildings 327. Report and specification concerning the rebuilding of the hospital from the master of works Hendriksz. of the hospital; requesting therefore that not only these additional laborers and materials might be validated, but also that the sum of one hundred rixdollars, which he still has due from the Company of the contract wage of 400 rixdollars, be paid. 330. Resolution thereon. Resolution on the request concerning five cellarets with laban oil. And whereas it appears therefrom that, beyond the work actually contracted for, the master carpenter has performed several additional tasks, which notoriously required more workers and materials than were allocated to him for the contracted work, it is approved and understood to validate for him these additional workers and materials expended, and to pass the same as furnished by the Company and already written off successively; and furthermore not only to have paid out to him the remaining contract sum still owed to him, amounting to one hundred rijksdaalders, but also to grant payment for the 442 large and 9580 small kapok stones supplied by him for the aforesaid work over and above the agreed 168000 kapok stones, at the prices determined therefor. Upon the petition submitted to that end by Mrs. the widow of the late former Coromandel Governor van Vlissingen, it is approved and understood to instruct the Honorable Chief Administrator to receive from Her Honor and transfer into the Company's warehouse five cellarets filled with laban oil, in order to be shipped to Batavia at the first opportunity, and there to be delivered to the Masters of the Orphanage for the benefit of the estate of the said late van Vlissingen. Jaffanapatnam Business concerning the representation of the Jaffnapatnam servants to allow the unsold remaining supply of bacon and meat from last year to be sold at the current rate by public auction. Resolution thereupon. The Jaffnapatnam servants having, by letter of the 26th February last, presented the request of the Mannar servants to be allowed, in order to prevent spoilage, to sell by public auction at the current rate 255¼ lb meat and 149¼ lb bacon, which remained unsold there from the supply of last year. It was approved and agreed to write to the servants at Jaffanapatnam to summon the aforementioned meat and bacon to Jaffanapatnam, or, if the same are not needed there, to send them back hither, if in either case that can take place without apprehension of spoilage, but otherwise to have the same sold by public auction: and it was likewise agreed to instruct the servants henceforth not to requisition a greater quantity of bacon and meat for Mannar than is necessary for the household there or can be consumed, under penalty that whoever makes too large a requisition shall be held liable for whatever was requisitioned in excess without necessity. 338 The 9th March 1789. Galle Business concerning the resumption of a Galle resolution regarding some packages of linens that became wet, which were sent on board the ship Berkhout. Deliberation and resolution thereupon. There was reviewed by circulation a Galle resolution of the 13th February last, whereby the servants decided to have aired and dried 43 packages of linens, which in a lighter, among a quantity of 153 packages sent on board the ship Berkhout, but through the slow reception on board became wet upon the onset of a rain, and to charge the damage that might truly fall upon them to the Captain Lieutenant on the said vessel, Zacharias van Hek, for compensation, as well as, because of the imminent departure of that ship, to give notice thereof to the Honourable High Indian Government. After deliberation, it was approved and agreed to confirm the aforesaid resolution, with this alteration however, that the junior merchant de vos shall for now continue in the Landraad and the orphan chamber, since the junior merchant Francke has previously been permitted to remain here. The Tuticorin servants communicated by letter of 19 February that Colonel Meertinsz has answered them that it is in utter impossibility to permit an emissary of the Company to the Theuver without prior knowledge of the Nabob; and that the regent of the Theuver, upon their letter written to him, verbally declared to the Residents at Kilkare that he and the Theuver had had the imprudence to request an emissary of the Company without prior knowledge of the aforesaid Colonel, who, upon learning this, declared he could not consent thereto; and that, as nothing was left but to ask permission of the Nabob for the Theuver to receive a commission from the Company, or to recall the bookkeeper Francken, who had stayed at Kilkare all this while, they, the servants, have consequently recalled said Francken. Rations In Rice for the above-mentioned 71 heads of Sinhalese, namely: 1 Aratchi: 3 Parras 2 Kanganies at 1½ parras each: 3 Parras 68 Privates at 1 parra each: 68 Parras, making 74 Parras. 27 heads Elephant attendants, namely 1 Pantiaratchi and 7 Mantiles each 2 parras: 16 Parras 1 Kangany, 1 Duraya, 1 Ulevale and 10 Cornacs each 1½ parras: 19½ Parras 10 Grass-cutters and 1 Dekkunkare each 1 parra: 11 Parras 4 Ox-drivers at 1 parra each: 4 Parras, making 50½ Parras. Together 102 heads in Rice: 113½ Parras. In Salt for the aforementioned persons at 1/24 parra for each parra of rice: 4 19/48 Parras. In Arrack for the aforementioned Europeans and Easterners, being 56 heads, at 1 mutsje per man per day for 24 days comes to: 134 Kanns. Ditto for 102 heads of Sinhalese as above, at 1 mutsje per man per day, comes for 24 days to: 244 Kanns. Ditto for 216 heads who on the free days as well as during the nights throughout the entire month bailed the water out of the moat, at 1 mutsje per man: 21 3/5 Kanns. Thus distributed to 373 heads in total during the entire month of February last: 397 1/8 Kanns. Note: as of the first of February last, the remaining money for which the undersigned was accountable amounted to: 857 Rds. 24½ stivers. From which being deducted the above-mentioned standing amount of: 613 Rds. 45 stivers. There was read a petition of the mestizo Francisku Perera, whereby he makes known that before the Court of Justice at Jaffanapatnam he lost a certain lawsuit against the heirs of the Captain of the Burgher militia Johannes Speldewinde, and that finding himself aggrieved by the decision of that judge, he is obliged to appeal therefrom, but that through ignorance he had let the fatalia appellationis expire; requesting therefore to grant him relief against the lapse of time, in order to pursue his case before the Court of Justice here. There were read two letters written under the dates of the 16th and 19th of this month to the Governor by the English merchant James Christie, currently held in civil custody for private debts, containing a request that the Court of Justice of this castle may be ordered to return his seized papers to him, or, if that could not be done, to send the same to the government of Madras, under whose protection he belongs. Whereupon, having deliberated, it was approved and agreed to deliver copies of the two said letters to the aforementioned Court of Justice, with orders to take the accompanying request of Mr. Christie regarding his papers into mature consideration, and to show all possible regard for it, as well as to serve this government with a report as soon as possible as to whether or not it can be complied with, in response to the aforementioned letters of Mr. Christie. 572 The 24th of March 1789 Renewal of the order to send the cash accounts before the middle of the following month. Decision on the request of the former Ensign von Brauenhoff. Resumption of a three-monthly finding of the Senior Administrator. It was approved and agreed to renew the order sent in the month of February 1757 to the subordinate offices, to send hither two short accounts or statements of the monthly expenditures and receipts of the large and small cash accounts, each separately, at the latest before the middle of the following month, and to write a circular to the officials ordering them strictly to comply with this order henceforth. On the request of the former Ensign Christof von Brauenhoff to restore him to his former rank, and moreover to permit him to depart for Batavia: it was approved and agreed to deny the first part of his request, and consequently only to allow him to travel to Batavia as a passenger, at no expense to the Company, aboard one of their Honors' ships. There was resumed a finding of the Senior Administrator, inserted below, concerning various goods handled both in the administrations here and brought from various places from the 1st of September to the end of November 1788, together with an accompanying list, likewise inserted below, of goods found unfit in the said three months. Finding on the following parcels within the period of three months, calculated from the 1st of September to the end of November 1788: both handled in the aforementioned administrations and brought and delivered by various vessels from the subordinate offices; as follows: In the Trade Warehouse Nutmegs. According to annexed Certificate No. 1: one chest No. 36 brought hither from Batavia with the ship Den Phenecier in October 1788, weighing gross 153 3/8 instead of 153 3/4 lb; tare 45 1/4 instead of 47 lb; which should contain net: 80 lb. More: - Less: 2 1/8 lb Percent: - Yet upon opening, found of good: 74 1/6 lb of decayed: 3 1/16 lb Total: 77 1/4 lb Cloves. According to the said certificate, there should be in the same chest: 30 lb. Yet found of good: 28 1/2 lb of dust and siftings: 5/8 lb Total: 29 1/8 lb Less: 7/8 lb Percent: 3 percent 5 These shortages, along with the decayed nuts as well as the dust and siftings of cloves, must be charged to the detriment of the profit account, after the decayed parts and dust and siftings shall have been sent to Batavia, in compliance with the respected order contained in their High Excellencies' resolution of the 17th of June 1765.
