157 The 26th of March 1789. Right Honorable, Highly Esteemed, High Commanding Lord. Your Right Honorable's most humble and obedient servant was signed J. F. von Meybrink, in the margin: Jaffanapatnam the 1st of March 1789. Whereupon deliberation was held, taking into consideration that the slight profit which the Company has hitherto derived from these stud farms, and the annual loss of a good number of foals, is not only to be attributed to a lack of good and sufficient food during the dry season, but also to the ignorance of the overseers in handling these animals; and that should the Company hereafter derive any considerable profit from these stud farms, it is then very necessary to provide for this, for which purpose the proposals in the aforesaid report, and the indications in the treatise submitted alongside it, appear very well-founded, useful, and necessary; but that one has reason to fear that the execution of all these regulations regarding the treatment of the horses will occur only very defectively unless these matters are managed by a knowledgeable hand, it has been approved and agreed upon the proposal of the lord governor to 458 The 26th of March 1789. Continuation. entrust the aforementioned Lieutenant von Meybrink with the management of the horse stud farms, as it is hereby entrusted to him, both in the Wannij and on the islands of Delft and the Two Brothers, with full qualification to freely and unhindered make all such arrangements and alterations regarding the same as he shall find necessary and serviceable for their improvement, giving full notice thereof to the Jaffnapatnam servants, who shall send all his reports, with the addition of such considerations as they shall deem necessary, to this government; and which servants, as well as the Captain Land-Regent of the Wannij, shall be recommended, as they are recommended hereby, to provide immediately to the aforementioned Lieutenant and Overseer of the Stud Farms von Meybrink, according to their ability and as quickly as possible, all that he may request of them for the service of the stud farms. Furthermore, taking into consideration that it is not only equitable that the servants who faithfully do their duty with skill and zeal are properly rewarded for it, but that this government also considers that it must have the most favorable influence on the Company's interests when the servants, while promoting their private interests, simultaneously promote the interests of the Company, it has in consideration thereof been approved and agreed to humbly propose to Their High Mightinesses whether Their High Mightinesses might not approve, during the next ten years, for the encouragement of him, von Meybrink, and as a reward for the care and trouble that he will apply to the flourishing of the stud farm, to grant him as a bonus half of the net profit that the Company will henceforth enjoy from the stud farms over and above what it enjoyed from them from 1773/4 to 1785/6, being 15 financial years, during which time no more than 280 horses came from there, both for sale and for the stables, and thus, taken on average, only nineteen horses annually. Furthermore, to give the aforesaid von Meybrink the assurance that during the period of the aforesaid 10 years, beginning on the 1st of December next, he will not be removed from this post without his request, unless he should give lawful reasons for it, 460 Decision thereon. and that this arrangement shall in no respect be disadvantageous to him in his advancement as a military officer. Finally, considering that even if Their High Mightinesses favorably approve the aforesaid proposals of this government, the aforementioned von Meybrink can have little or no benefit from it during the first 3 years, and that he nevertheless in the meantime needs to be enabled to recoup the expenses that he will naturally have to incur to go inspect the stud farms from time to time, and to stay there for some time as may be necessary, it has been approved and agreed to have 500 rixdollars disbursed to him annually from the Company's treasury during the first 3 years, to be deducted later from the aforesaid bonus; and an extract of this resolution shall be sent to Jaffanapatnam to serve for the information of the servants and to govern themselves accordingly. 461 The 26th of March 1789. Business concerning Gale. Petition of the free merchant Franchell, seeking to be granted the beneficium cessionis bonorum regarding his debt to the Company, upon which condemnation has been passed. What Franchell declared on another occasion. There was read a petition of the free merchant Johannes Franchell, wherein he makes known that the Council of Justice at Gale has condemned him to satisfy his arrears to the Company, and likewise demonstrated that he, through the loss of two vessels and other exceedingly great and manifold misfortunes, which have entirely deranged his affairs, is utterly disabled from being able to satisfy his great and pressing debts; requesting therefore that he may be granted the beneficium cessionis bonorum. However, since the aforementioned Franchell has on another occasion declared that some of his friends wished to assist him with 3000 rixdollars toward the settlement of his debts; and the city head surgeon here, Frans Wolkers, as surety for the aforementioned Franchell, has undertaken to pay to Their Honors, within the time of 18 months, that which he, Franchell, after deduction of the aforementioned 3000 rixdollars, and of the amount of the arrack and the sailcloth which, according to the resolution of the 8th of May last, were accepted in reduction of his arrears, still owes to the Company, and in the meantime to pay for it 462 The 26th of March 1789. Deliberation and decision thereon. the interest of half a rixdollar per month. After deliberation, it was approved and agreed to accept the aforementioned offer of the head surgeon Wolkers, yet so that it shall not be considered in any respect that any alteration has been made, or any change has been introduced to his aforementioned suretyship, and that the servants at Gale shall be written to, to inform the aforementioned Franchell of the aforementioned offer of the head surgeon Wolkers, and at the same time to set him a term of 14 days to deliver the aforementioned 3000 rixdollars, and to ask security for the delivery of the aforementioned quantity of arrack, if it has not yet been delivered, and as soon as he, Franchell, shall have satisfied that, to have an account made up and forwarded hither, showing how much he, Franchell, after deduction of the aforementioned 3000 rixdollars and of the amount of the aforementioned arrack and sailcloth, still owes to the Company; with further orders that if the aforementioned 3000 rixdollars are not counted into the Company's treasury within the aforementioned term, the fiscal is then to be ordered to proceed with the execution of the judicial condemnation obtained. Resumed. 463 Resumption of a Gale resolution containing various decisions. Having resumed a Gale resolution of the 20th of February last, containing the decisions of the servants: 1. To request this government, if possible, to provide the Company's warehouses there with a good quantity of Tuticorin coarse linens, Japan copper, spices, and other merchandise in demand elsewhere, not only to make the annual profit account of that Commandment much more considerable from the advantageous sale thereof, and thus also to make the burdens more bearable and acceptable, but also, due to the lack of specie current elsewhere and country produce designated for private trade, to be able to procure rice therewith for the relief of the needy community. 2. To demand a further accounting from the Master Attendant Abo regarding the ropes of lesser length supplied to the chartered ships the Vrouwe Johanna, the Drie Gebroeders, Josephus the Second, Susanna, and the Fortuijn, than are usually employed for mooring ships. 3. To ask qualification from this government in order to be allowed to send back hither a piece of broadcloth which, sent among others to Gale from the cargo of the ship the Gouverneur The 26th of March 1789. 464 Continuation. Falck, was found there to consist of two pieces sewn together in the middle and broken out in spots; together with two sermon books by Van der Kemp, which were sent from here to Gale unstamped. 4. Henceforth to have the committee of outside regents of the diaconate orphanage there rotated annually, and to have this rotation take place by turns by the wives of the council members. 5. To inform this government that the Orphan Masters here have refused to pursue a certain claim of the estate of the late Gale Master Attendant Botgard, which is administered by the Gale Orphan Masters and on their behalf has already been instituted before the Council of Justice of this castle, against the bookkeeper here Hendrik Joan Idé; with the request to compel the Orphan Masters here to do so. 6. To approve the request, proposed by the Scholar-archal assembly, of the inhabitants of The 26th of March 1789.

Continuation. from the village of Midigamme, who until now had to send their children to school in Balligam, to be allowed to establish a school in their own village at the expense of the collective inhabitants of the said villages. 7. To request authorization from this government to charge forward to Koetsiem the bombs that were brought by the ship Veere and have already been sent to Koetsiem, and to be allowed to write off that which was found to be less in comparison with the homeland invoice recently received from Koetsiem. 8. To bring under the attention of this government the request of the superintendent of the korle of Schuler, that the right to purchase coir, which the master of equipage exercises, may be restricted solely to the coir that is offered for sale in or around the ropewalk, and that the further purchase of that yarn may be left solely to him, the superintendent, with the prohibition of all private purchasing by the inhabitants, undertaking nonetheless to provide the private individuals who need coir for the account of the Company, with the representation at the same time that the privilege of 466 The 26th of March 1789. Deliberation and resolution thereon the superintendent of the korle to purchase coir has never extended beyond the service of the Company, and with the request that the freedom of purchase and sale, which the inhabitants have had from all times and for which they pay certain duties to the benefit of the diaconate poor of the native poor-house, may be continued as the only means they still have to buy rice from foreigners. To note that the servants' requisitions for merchandise are always fulfilled according to the stock, and to recommend to the Honorable Chief Administrator to continue henceforth to fulfill the requisitions for merchandise as much as possible. 2. To leave the piece of cloth, having been received as such from the Netherlands, to the accountability of the Gale warehouse keepers for the invoiced sale price, and likewise the aforesaid two sermon books, to be used there for distribution, or to be sold. 3. To recommend to the Council of Justice of this castle to settle as soon as possible the lawsuit initiated by the Orphan Masters here, as substituting for those of Gale, against the bookkeeper Ide. 467. The 26th of March 1789. Continuation. 4. Before disposing of the request made on behalf of the inhabitants of Midigamme to establish a school in their village at their own expense, to have the servants investigate whether all, or at least the majority of the inhabitants of that village, have agreed to this request. 5. To authorize the servants to write off the missing bombs from the cargo of the ship Veere, and to be allowed to charge what was sent from it to Koetsien hither, for further invoicing to Koetsien. 6. In consideration of what was alleged in the report of the superintendent of the korle, that permission for private individuals to purchase coir in the country results in the natives not being able to be held to deliver only good and sound coir to the Company, because they can always dispose of the bad goods that are rejected by the Company to private individuals, 468: Resumption of a Gale resolution containing some proposals to leave the purchase of coir in the Gale korle on the old footing, and as was prescribed to the servants under the letter of the 30th of October 1765 among others, that is, that all purchases of coir shall be made for the account of the Company in the country by the superintendent of the korle, and in Gale by the master of equipage, as has always been customary, and on the other hand to prohibit private purchasing, and to let them be accommodated from the Company's warehouses with as much coir as they shall request and can be spared without inconvenience, at thirty-six stuijvers the bundle of 24 lbs, with the freedom to transport this coir bought from the Company loose, or to have ropes or hawsers laid from it according to their choice, but that what is usually paid for the export of coir or coir ropes shall henceforth be paid out from the profits enjoyed from the sale of the coir made in the aforesaid manner to private individuals; and 7. To approve the further resolutions of the servants mentioned herefore. Resumed was a Gale resolution of the 27th of February last, whereby the servants resolved The 26th of March 1789. to 169 The 26th of March 1789 Continuation propose to this government: 1. The request of the junior merchant and pay bookkeeper Nicolaas Bernandus Martheze, considering that he has already served the Company for 51 years and has now held an office for 14 years which brings him, besides his salary, only a very meager income, to grant him 300 rds from the outside arrack lease, just as was granted to the fiscal in the year 1784, as a means of subsistence; and therewith to propose to this government that the lessees of the lime-kilns, the alphandiga, or other considerable leases may be imposed to pay the said amount over and above their lease sum, for the benefit of the aforesaid pay bookkeeper, as collector of the Company's domains, just as is done here for the benefit of the fiscal and of the receiver of the Company's domains; and 2. The request of the former first warehouse keeper Conradi and of the acting second warehouse keeper de Moor, to be relieved from the compensation imposed upon them by resolution of this government of the 12th of May last, for 25 water carafes with stoppers and 153 printed books.

Taking into consideration that, due to the prolonged indisposition of the Honorable Pay Bookkeeper Holst, and because three of the members of this assembly also hold a seat on the Court of Justice of this castle, the judicial matters brought to the disposition of this government have often had to remain without decision: It is therefore, upon the proposal of the Honorable Governor, approved and agreed by majority vote to release the Honorable First Warehouse Master Reintous—who, by virtue of the resolution of the 12th of October 1785, holds a seat as a member on the aforementioned Court of Justice—from the same upon his request submitted to that end, and to leave his place on the said court vacant until a further opportunity. Memorandum of such shortage as the captain of the ship the Phenecier, the Honorable Laurens Cornelisse, in the transport from here to Beruwala of one hundred fifty-nine thousand pounds of Cochin rice, according to the annexed report dated the 15th of this month, accounted for too little there; which is therefore submitted in all respect by the undersigned Dissave of the Colombo Dissavany to the Right Honorable Willem Jacob van de Graaff, Ordinary Councillor of the Dutch Indies, and Governor and Director of the Island of Ceylon with its dependencies, in order to obtain thereon His Right Honorable's esteemed disposition. 2759 lb. Cochin rice, accounted for too little as above in the transport of 159000 lb., calculated at 1 3/4 percent shortage. 1537 pieces of gunny sacks, which were not noted on the bill of lading, were also handed over with the aforementioned rice at Kalutara, according to the above report. In consideration of the fact that this certainly must have occurred during the calibration and equalization of those weights, and that in any case they were not found to have been falsified in their weight, it was approved and understood to let the matter rest as a concluded affair, with the recommendation nevertheless to the Assizer not to supplement the underweight of copper and metal weights with iron in the future. A report from the Trinkonomale administrator Lever was read, stating that the 35000 pieces of coconuts, which, according to the resolution of the 26th of August last, were sent thither with the thonie Hulftsdorp out of the 50000 pieces purchased at Galle, yielded rd=s 548:—:— there. The Galle officials having decided, by resolution of the 25th of February last, to make the tindal of the thonie Hulftsdorp account to the Company, according to his agreement, for certain deficient goods on the thonie Hulftsdorp, but to write off the small thonie belonging thereto, as it was knocked loose and lost with a man in it between the breakers, along with its sail and three oars. 513 The 31st of March 1789. Decision thereon. Summary of two calculative estimates regarding the building of a new and the repairing of the present hospital at Trincomalee. Thereon. 99, that is ninety-nine sod-cutters' shovels. 6, six iron curved coast shovels. 6, six ditto grass-cutters. All the aforementioned handed over for accounting to the master of the smiths: 550 lb, that is five hundred and fifty pounds of scrap iron. Hoping herewith to have complied with the honored order of your Right Honorable, we have the honor, for the rest, to call ourselves with the highest esteem, was underwritten: Right Honorable commanding Lord, your Right Honorable's faithful servants, was signed: J. G. Deibert and J. Carsten; in the margin: Trincomalee, the 16th of March 1789; lower: in my presence, as being authorized thereto, signed: Jacob Gerardus Pieter Fedder, First Secretary.
