The Colonel of the Regiment of Luxembourg, the Knight de Meaudre, for as much as he is in arrears regarding an assignment drawn in triplicate under date of 20 August 1784, charged to the Noble Directors at the Assembly of the Seventeen and to the benefit of the Prince of Luxembourg, Brigadier of the troops of His Most Christian Majesty, amounting to 25000 French livres or the value thereof in Dutch current money, in order to be accounted for here by the said Knight de Meaudre in the Company's treasury at 105 French stuivers per piastre with 4761 19/20 to be accounted for, being 3750: 3 rixdollars, 12375 florins 2 stuivers 8 penningen. This entry is settled in this financial year in accordance with the Ceylon resolution of 29 December last, out of the monies that have been collected by the sequestrator here from the proceeds of the remaining goods of Messieurs Hugonet, de Bas, and La Roche. The 14th of December 1789: Carried forward ƒ249723. 12. 8. 535 Concerning this, the honorable revered disposition of the right honorable: The Senior Merchant and Dessave of the Colombo Dessavony, the honorable Cornelis de Cock, for 768 lb. of Ceylon coffee beans, entered in the month of February 1783 at Kalutara according to the monthly account as purchased and sent hither, which, according to the statement of the Hulftsdorp consumption bookkeeper, was received by the said honorable Dessave, but not accounted for, thus his account was debited with - - - - ƒ110: 17: 8. Decision on the request: Upon a petition from the Honorable Chosen Commander and Outgoing Head Administrator Sluysken, it was approved and agreed to qualify him to purchase 2000 lb of packing yarn from private individuals at 12 stuivers per lb, in the absence of stock with the Company, both for the making of gunny sacks and for the baling of cinnamon. There was read a report from the Honorable Fiscal Vollenhoven regarding the conducted investigation, with the appendices belonging thereto, concerning the judicial inquiry conducted upon the complaint of the head mandoor of the gang of Chinese stationed on the ship 't Slot ter Hooge, stating that the captain of said vessel had mistreated him and had let the Chinese suffer shortage. Whereupon, having deliberated, it was taken into consideration: That said captain, in his defense, showed with great probability the falsity of that complaint. That [illegible] 1355. The 14th of September 1789. That it appears from a declaration granted by the upper and lower officers of the ship at the requisition of said captain, that the Chinese have always been well treated. That this also appears from the report of the Equipment Master Andringa regarding the investigation conducted by him on board the ship concerning this matter. That although the Chinese, during the judicial inquiry, declared contrary to their statement before said Equipment Master, it also appears clearly from their inconsistencies that it is a fabricated affair. Decision thereon: It is therefore, in order not to delay the ship any longer with a further investigation, approved and agreed to send the papers relating to this matter to Their High Mightinesses, and, to prevent all bad consequences, to write to the officials at Trincomalee to exchange this gang of Chinese upon the arrival of the ship there for those of the ship De Gouverneur-Generaal De Klerk. Resumption: There was read a petition from Captain-Lieutenant Brohier, stating that the Court of Justice had postponed his request to execute a deed of the house sold by him to the Honorable Raket. 1356. A petition from Captain-Lieutenant Jean Brohier, whereby he gives to understand that, following the referral of this Government by resolution of the 10th of May last, he addressed the Court of Justice of this Castle to obtain a deed executed in the name of the Honorable Chosen Head Administrator Raket for the house mentioned in the aforesaid resolution, which he had bought for the account of the English merchant Thomas Johnson and resold to the said Honorable Raket; but that notwithstanding the petitioner had offered, for the reassurance of the said Court, to bind himself to be answerable in case the English merchant Dixon should in time object to this sale in so far as his share is concerned, on the grounds that his name is recorded alongside that of the aforementioned Johnson on the purchase deed of this house, the said Court nevertheless thought fit to suspend the decision on the petitioner's request until the aforementioned Dixon should first have been heard on the matter. 1357. Decision thereon: Since the petitioner must be ready to depart from here upon the first order, and the Honorable Raket constantly demands from him to have the deed of the aforementioned purchased house, for which his Honor has long since paid, the petitioner therefore requests that the repeatedly mentioned Court may be ordered, upon the obligation offered by the petitioner, to grant the requested deed of the house to the Honorable Raket. Further, there were resumed, approved, and signed the general and secret letters that have been brought in readiness to be sent to Their High Honourables, the former with the ship De Gouverneur Generaal De Klerk and the latter with the ship 't Slot ter Hooge. And it is also understood to order the officials at Trincomalee to dispatch the first-named ship as soon as the ship 't Slot ter Hooge shall have arrived at Trincomalee, and subsequently also as quickly as it can be done, the ship 't Slot ter Hooge. 1360 Insertion of the address of Mr. Sluijtken regarding various points mentioned in the reports on the coin species. The Honourable Commander-Elect of Galle Sluijtken has served the following address regarding the verbal clarifications given by him upon the adoption of the aforementioned resolution, on various points that appear in his reports on the coin species: To the Right Honourable, Greatly Respected Mr. Willem Jacob van de Graaff, Ordinary Councillor of Dutch India, Governor and Director of the Island of Ceylon with its dependencies. Right Honourable, Greatly Respected, High Commanding Lord! It pleased Your Right Honourable Great Respect on the 14th of this month, before the meeting, to put to me such questions as are set down one after the other below; and I have also, The 16th September 1789. 1361 The 16th September 1789. in order to obey most dutifully as I recall, answered each question in such manner as is shown alongside it; but lest anything might have slipped from me at that moment, or something thereof might have escaped the memory of the secretary, I therefore request that the same may be entered into the resolution in such manner as the questions and answers are set down below. I further requested, having at that moment declared myself on the question posed, that there might now likewise be taken into consideration certain expressions by Mr. Mekern, both against me personally and regarding the Head Administration, and that the decision on both matters might subsequently be brought to the attention of Their High Honourables. 1: I had to declare myself positively about the appeal of the Tuticorin officials, especially regarding the linens contracted out by me at Manapar. Answer: All linens that I had made at Manapar for the Honourable Company, for the service of the Company, were paid in pagodas to the Resident Keunman at Tuticorin itself, and those that I had sent over for my private household use were paid by me here in the current coin species at 102 stivers the pagoda. 2: To declare whether it was my intention to accuse the Tuticorin officials of having issued the guilders higher. Answer: By accusing the Tuticorin officials of perfidious dealings, I would make myself very responsible. And I merely assume, therefore, that incorrect transactions took place in the calculation of the guilders. Hereby I still persist, and this I have assumed from the beginning. 3: To state wherein the objections against the resolutions of the 16th and 24th August 1786 consisted, and what objections there still are against them now. Answer: That the guilders should have been issued higher than 83 for 20 pagodas, or indeed entered into exchange and been settled as I had indicated in my address dated the 19th March 1789. 4: Whether the objections against the issue of the guilder at 83 for 20 pagodas were not first made after the [illegible] Answer: At the moment I cannot recall when I actually [illegible] my misgivings against the [illegible]
