1285 The 14th of December 1789. Tuticorin-related Subsequently, the members of the meeting who were present at the passing of the aforementioned resolution of the 16th of August 1786 were requested by the governor to be pleased to state, in accordance with the appeal that Mr. Sluijtken makes to them, what they can still remember of what Mr. Sluysken says regarding his opposition, as he says he made, against the aforementioned resolution; as well as regarding what he says to have requested, to have a chest of guilders for testing, whether the same could not be issued at a higher rate than 83 pieces for 20 pagodas; and they have answered thereto in writing as follows: The Honorable Raket declares that he is now no longer able to remember this. The Honorable Fretz, who was not present at the passing of the resolutions of the 16th and 24th of August, but was only introduced as Disava of Colombo on the 26th of July 1787, has declared that in a certain meeting of the Council of Policy, of which his Honor cannot specifically remember the date, but in which the shipment of guilders to the opposite coast was decided, Mr. Commander Sluijsken, by way of argumentation, declared himself against the shipment of the guilders to the Madura coast, while saying that the same could be issued much more advantageously on Ceylon, and that his Honor was also of the opinion that on the Madura coast they could be issued at a higher rate than eighty-three pieces for twenty pagodas, as also that his Honor then said something about a chest of guilders, without his Honor being able to state specifically whether Mr. Sluijsken finally requested it, as it seems to him; but that this was conversational and not a decisive statement, which, in the decision on whether or not to send the guilders at a time when they were in Tuticorin in need of money for the cloth trade, was not taken into consideration; that the governor thereupon answered Mr. Sluijsken that his Honor could inquire whether the guilders could be issued at a higher rate on the opposite coast, which was also accepted by Mr. Sluijtken. That this runs directly counter to those axioms the truth of which makes itself known by itself, without it needing to be demonstrated, because one and the same thing cannot be and not be at the very same time. That what has been said hereinabove of the relation of the pagodas to the silver milled ducatons also exists in the fullest sense with regard to the Dutch guilders, because the pagodas, at the very same time that they stand to the Dutch guilders as 20 to 83, cannot stand to the same guilders as 20 to 74¼. Dat de koers der pagooden, relatief tot andere geld spetien, of om beeter te sptreeken, de koers deezer geld spekien relatief tot de pagooden, wijl die de munt van 't land zijn, wel nimmer zoo gefereerd, geweest is dat ze niet nu en dan min of meer zoude hebben gevarieerd, na maate dat de eene spe„ „tie boven de andere voor een tijd gezogd wierd, zoo als dat door geheel jndien„ en zelfs in Europa, schoon zeldzaam met zoo groote verschillen als hier te lande plaats heeft met alle geld spetien, niet zynde de munt van 't land. 1292 The 14th of September 1789. has never amounted to so much; that it would not appear most clearly that one has at all times paid attention to the real and intrinsic value of these coin species, relative to the real and intrinsic value of the pagodas. That the successive rises and falls of the exchange rate of the coin species appears from a report of the secretary of the council, with the annexed statement drawn from the incoming Tuticorin letters of the years 1757 to 1763, inserted hereafter. That therewith 47 Tuticorin reports concerning the relative exchange rate of the coin species have been compiled, from which among other things it appears that according to the average calculation at that time, in an exchange rate among the public on the Madura coast, the following were equal: 18 19/1380 Dutch ducats with 23 1/168 new Negapatnam pagodas. 18 19/188 ducatoons with 12 3/88 new ditto. 18 17/188 Surat rupees with 5 1/152 ditto. The 14th of December 1789. coin species have been issued and accounted for by the servants on the Madura coast against the value which they generally held on the Madura coast, especially in the years indicated above, and that even the ducatoons were issued notably higher. That it furthermore appears from the aforesaid statement drawn from the Tuticorin letters, that 1/20 part of a ducat calculated at 26 schellingen, as they formerly did on the Company establishments, 1 17/18 part of a ducatoon at 13 schellingen, and 1/50 part of a rupee, were not held there as equal-valued parts, which is too apparent to require a particular demonstration here. That thereon also rest the decisions taken by Their High Excellencies, by resolutions of the 26th of September and 8th of October 1743, according to which the good and current pagodas on Ceylon were permitted to be received on bills of exchange to the Netherlands without agio, at 90 heavy stivers, in order to be as equal as possible to the ducatoon of 72 stivers, and on the contrary the rupees had to be set at 30 stivers, with a rebate of 9 percent. That consequently the remitters of money on bills of exchange to the Netherlands had to lose 6 stivers on the ducatoons which circulated among the public for 78 stivers, a rebate of 9 percent, whereas on the contrary the pagodas were accepted for 90 stivers, money for money. 1295. The 14th 7ber 1789 brought to the Dutch value, the star pagoda for the same purpose only had to be reduced by 7¼ percent. That it thus appeared that the value of 1/90 part of a pagoda was not equal to the value of 5/80 part of a ducaton, because otherwise the pagodas, as well as the ducatons, would have had to be reduced by 17½ percent. That the Indian value for which the Dutch specie coins are current among the public at the Company's establishments in the Indies is certainly not founded upon their intrinsic and real value. That the ducats, which formerly were current among the public at 190 Indian stuivers, and have since been set at 103½ Indian stuivers without having changed in alloy, thereby now stand at over 25 percent above their Dutch value calculated at 5 guilders 5 stuivers, and the ducatons, which formerly went for 78 Indian stuivers, and have since been set at 80 Indian stuivers, on the contrary stand not more than over 21 percent above the same. That this was overlooked in the instructions on how one ought to calculate and account for the specie coins on the Madura coast, and that from this arose the error of assuming as equal parts, and thereby processing together, parts so unequal in value, as among others are 1/40 part of a pagoda, which deviates from its real value by only over 8 percent, and 1/8 part of a ducaton, which stands at over 21 percent above its real and intrinsic value. The 4th of xber 1784 That if Ceylon were given the Surat rupee as standard coin, which in Indian money stands 25 percent above the Dutch value with which it is entered in the books and traded, and one wished to calculate the specie coins disbursed on the Madura coast according to those same principles, that would again yield an entirely different calculation. That one could even perform the same operation on the pagodas in specie, as one could, for example, say that 66 pagodas according to their Dutch value are equal to 83 ducatons, and by multiplying these ducatons by 80 stuivers and dividing these stuivers again by 90 pagodas, one would yield over 73 pagodas, but that everyone easily sees that such a manner of calculation cannot pass, and that one cannot increase one's riches in that manner. What appears here in the report of Mr. Sluijsken, that the Lord Commander Raket will probably wish to make known whether His Honour never reflected upon these transactions, and what the reason may be that this representation was not made much earlier, seems somewhat mysterious and to imply assumptions that affect the reputation of Mr. Falck, during whose time Mr. Raket was chief administrator. And because the assembly deems itself obliged to preserve the memory of this worthy Minister of the Company unblemished, a further explanation hereof was requested from Mr. Sluijsken, who replied that his statements only related to the reasons that Mr. Raket, for as much as it concerns himself, might have had, but that they have no relation to the late Lord Governor Falck. 48 12 The 14: September 1789. wherein subordinate servants certainly cannot consider themselves insulted when clarification of their actions is requested; yet it is quite another thing to accuse them flatly, as has been done here, of having acted recklessly. — This discovery is based on this. These Tuticorin reports began in August 1757 and ceased in March 1763; in so far as they are still available, they have been compiled together in the statement attached hereto, and it appears therefrom that the highest price for which the aforesaid coin species were exchanged consisted of the following, namely: A new Nagapatnam pagoda in January 1762: fanams 20 ¾. A Dutch ducat in December 1761: fanams 26 7/8. A silver ducatoon in December 1761: fanams 15 ¾. A silver Surat rupee in December 1761: fanams 6 1/8. Or, calculated on average: A new Nagapatnam pagoda: fanams 18: 1/1300. A Dutch ducat: fanams 23: 13/368. A ducatoon: fanams 12: 7/8. 1312. The 14th of September 1789 The undersigned have the honor hereby to submit to Your Right Honorable the Company's debtors and debit current accounts, as well as the accounts that were found to be running in credit upon the closing of the trade books of this government for the year 1787/8, and request Your honored disposition concerning the one and the other. To the Right Honorable Sir, Willem Jacob van de Graaff, Ordinary Councilor of the Dutch Indies, Governor and Director of the Island of Ceylon with its Dependencies. Right Honorable High-Commanding Sir. The debtors and Debit Current Accounts, namely: The Merchant and Trade Bookkeeper, as well as Receiver of the Company's Domains, Mr. Mattheus Petrus Raket, for what the following farmers are still in arrears for the account of the year 1787/8: Namely: Joan Rodrigo Sanga Pulle, fish farmer of Mutwal, providing as sureties Matthees Pieries Teweraijen, Siman Moergappa, Caveel Rodriga, Koespoe Moettoe, and Adam Brietve, Chetties and residents here: 440:8¾ Rds., ƒ1455:13:8. By resolution of the 7th of August 1786, the said farmer and his sureties, who have no other possessions for the settlement of the arrears, were granted a postponement until the lawsuit of the farmer against the widow of Michiel Jurie Oudaatje, which was pending before the Court of Justice, shall have been determined. And since this granted postponement has contributed nothing since toward the reduction of the arrears, which remained just as large, the Honorable Fiscal was ordered, by resolution of the 12th of August 1788, to proceed further against the farmer and his sureties, unto the execution of distress, and even if necessary to the chaining. Upon the report of the Fiscal Vollenhoven that this farmer and his sureties have already previously been foreclosed upon and chained, and also that his expectation of the lawsuit mentioned here against the widow of Michiel Jurie Oudaatje has turned out badly, because he succumbed therein, and that consequently nothing more can be recovered either from him or from his sureties, who are likewise all poor people, it was, in consideration thereof, and because no benefit is to be gained by having them chained again, approved and resolved to request authorization from the Honorable High Indian Government for the writing off of the remaining debt reported here opposite, amounting to ƒ1455:13:8. For the account of 1783/4: In reduction of this arrear, according to permission granted by Ceylon resolution of the 31st of March 1787, 25 Rds. per month or 300 Rds. per year is paid off. Anthonij Gomes, former schoolmaster, arrack farmer of the Castle, under the suretyship of the Lieutenant of the Burgerie, Johannes Wilhelmus van Cuijlenburg, and Louis Gomes, native of this place: 1890 Rds., ƒ6237:--:--. This postponement was granted because he actually suffered a very considerable loss through the supply of arrack to the Company during his lease period at 20 Rds. the leaguer, at a time when the price among the public was 50 Rds. and sometimes even more. Regarding this debt, it was reported by the Honorable Fiscal Vollenhove on 14 September 1789: Carried forward: 2331 ducats 8 stivers 3/4 farthings, or 7692 guilders 13 stivers 8 farthings. That pursuant to the recommendation in the resolution of 12 August 1788, the property of the sureties of this farmer has already been sold, yielding 898 rixdollars 9 1/2 stivers, which are yet to be collected; that there are still to be sold by the Honorable Dissave two houses and some movable property of the three sureties here, which are in the country; that his Honor has furthermore discovered that two houses and a garden belonging to these people are mortgaged to the Orphan Chamber for less money than they are worth, and also that the surety Jenedien Malken Sinne Kasie concealed a piece of land and four slaves; and it is accordingly approved and resolved to recommend to the Honorable Dissave and the Fiscal, as far as it concerns each, to have the aforesaid real estate, slaves, and movable property sold without delay and to have the proceeds counted into the Company's treasury in reduction of the arrears, provided that there shall be credited to the Orphan Chamber, whose mortgage is far below the value of this lease, out of the proceeds of the property mortgaged to it, that which it must have thereon. And it is further resolved to order the Honorable Dissave and the Fiscal to cause a meticulous search to be made whether anything more can be recovered from this farmer, his participants, and sureties, finally qualifying the Honorable Fiscal, as soon as the time of confinement of the three slaves of the farmer Beeling, who were judicially punished for their complicity in his crime, shall have expired, likewise to cause them to be sold publicly for the benefit of the Company. As of the end of August 1787, the arrears of this farmer amounted to 3596 ducats 34 1/2 stivers. Since then, or in the book year 1787/88, according to the Ceylon resolution of 14 February 1788, paid from the Company's treasury on his account, while all the 1000 pennings received for the benefit of his estate had already been counted into the said treasury, namely: To the second visitator of Sohsten as former secretary of the native estate chamber: 276 rixdollars. To the town messenger Ledulks, for vendue dues: 70 rixdollars 25 stivers. To the head of the Moors, Katta Lebbe Audoe Lebbe, for debt: 199 rixdollars 4 stivers, totaling 545 rixdollars 29 stivers, or 4141 ducats 63 1/4 stivers. Deducting what was recovered in the said book year 1787/88 by the Honorable Fiscal Schreuder and accounted for in the Company's treasury: 36 rixdollars 68 1/2 stivers. Thus, the arrears as of the end of August 1788 were as stated here at the side: 4104 ducats 74 3/4 stivers. Pursuant to the Ceylon resolution of 17 January 1784, there has been placed on this account in the trade books the buy-out amount of 12 leagers of arrack api, which the aforesaid Beeling enjoyed from the Company's dispensary in the year 1784 and did not pay for: 540 ducats.
