27. The 3rd of March Year 1789: whereas previously in Year passato, as appears by resolution of the 21st of February 1788: rop: 131: 17: was granted: such owes its origin to the necessity in which the mentioned employee found himself, to purchase or have made various cordage, which could not be spared, and were not in stock, or had not been delivered, and in what was paid for the making of a set of new sails for the Country's boat, whilst on the other hand what was provided to the said vessels from stock does not exceed the determination, and is even rop:s 885: 4: less than in the past year, now that one has not been obliged to provide any ropes, approved and understood to confirm the aforesaid specification, with insertion of this, and thus to have it paid from the cash balance. Specification of such expenses in cash and supplied from the Company's stock as have been done and paid by the undersigned Equipment Overseer in the repairing, greasing, outfitting and restoring to service of the vessels belonging to this Directorate to be named, in order to have the necessary services from the same in the navigable season, all in accordance with the decision taken in the Council of Policy on the 8th of June 1788, the one and the other consisting in costs as follows. It was resolved to let the same proceed. capital, one will not well be in a position to make the usual advance disbursements before the coming month of May; and that consequently, having spoken with the said suppliers, the same had finally, with much difficulty, allowed themselves to be persuaded to undertake the delivery again this year for the prices previously paid, with the declaration, however, that they, who decided to do so this time out of consideration that they, together with their ancestors, had found their livelihood with the Company for so many years, are absolutely unable to do so further if the kapok continues to rise in price, as is to be feared on account of the continuous and ever-increasing shipments to China and Europe. Wherefore his Honor then submitted to the meeting for consideration whether the same could resolve with his Honor to enter into negotiations with the suppliers and let the contracting proceed. And whereupon, having deliberated and taken into consideration that the prices of the linens will inevitably rise as soon as the English company has contracted with its suppliers, that it is conceivable that the kapok, which is already at 109 ropijen per kandijl, will rise even higher, and that all motives thus militate in favor of an early contracting, it was resolved to proceed with it without delay. 44. 9 March Anno 1789. The company had previously at Broach, with regard to the fully free export from there of such goods as are collected at the aforementioned place and its surroundings, such as savogis, baftas, various nicanis, bherms, corroots, and cotton yarns, the Company shall accommodate the said Suppliers therein; however, in such a case, they must handle and export the goods under another name, and as if belonging to other merchants. Article 6: To the Suppliers an advance shall be made of one hundred thousand rupees as soon as possible, and at the latest fifty thousand rupees by the end of the following month of April, and again fifty thousand before the first of June, and subsequently, considering the size of the contract, as much shall be advanced to them as can possibly be done, in proportion as the goods come in. 7. Also, the Suppliers shall be credited 1½ percent for invoice charges on everything they purchase at Broach, Cambay, and Baroda, or their surroundings, and ordinarily deliver here by water. 8. In return, the Suppliers shall be obliged to bring nothing but sound goods to the bazaar, and if some pieces should occasionally be found among them that are deceptively woven or otherwise extraordinarily bad, the same shall not simply be rejected, but confiscated for the benefit of the Bazaar Commissioners. 9. Also, together with the Commissioners, they must compensate for all such pieces as may occasionally, in well-conditioned packages upon opening in Europe or the Indies, according to solid evidence, be found short, damaged, or unsound; namely, they, the Suppliers, three-fourths, and the Bazaar Commissioners one-fourth of their cost. 10. The Suppliers pledge themselves to bring to the bazaar and deliver all the linens, chintzes, and cotton yarns contracted to them for the Fatherland, the Indies, and the Cape by the ultimate of December next, under this express condition, that the agreed advances are made to them promptly and on time. 11. Should it, however, unexpectedly happen that one was unable to advance as much money as the Suppliers shall require to prepare all the demanded goods, and that some of the same would thus have to remain unfulfilled, in such a case, the Suppliers shall be obliged to give preference to the goods that have been requested for the Indies and the Cape, setting aside those for Europe. 12. All the goods that are not ready on time and arrive later shall remain for the account of the Suppliers, whenever the Council shall judge such to accord with the service of the Honorable Company. 45. 9 March Anno 1789. Forenoon After resumption and approval of the last preceding Resolution, it was agreed to note: That since what was recorded in the resolution of the 3rd March last, there have further been brought in, both at Bombay and here, the following: At Bombay, by a return ship from China, 60 sacks or 10075 lb. of cloves with 1000 lb. of nutmegs which were bought at Cochin; with a Portuguese vessel, 81 chests of cloves; and with a vessel belonging to Surat coming from Bengkulu, Batavia, and Padang, 400 canassers of good sugar, 40 canassers of candy, and 600 small chests of benzoin; furthermore, the day before yesterday, here with a small ship belonging to the Armenian merchant Moucertie, 20 sacks of cloves which are said to have been bought at Malacca; and that on the 9th of this month there was engaged in the service of the Honorable Company as a soldier, at the pay of 12 guilders per month and a term of five years, the person of Judocus Pouls of Axel in Zeeland. The 20th of April Anno 1789: Upon weighing of the spices it being found that one sockel of mace was entirely foul and mixed with sandy dust, which was refused by the merchants. It was resolved by circular consultation to have the same cleaned by a further commission. After the preceding record that, whereas the Judicial Commission, which assists in the presence of the Fiscal in the weighing and handling of the spices, had made known by the following report that, upon the weighing of a remaining sockel of mace, upon opening the same they had found that it was so mixed with dirt and sandy dust that the merchants refused to accept it; on the 31st of March last it was resolved by circular consultation to have the said sockel, in the presence of the Fiscal, cleaned by a further commission from the Court of Justice, in order thereafter to have the good and deliverable mace weighed out to the merchant, and to collect the sand and the impurities in a box or sack. To the Right Honourable Abraham Josias Sluijsken, Director and Chief Ruler of this Directorate, together with the Council. 57: The 20th of April In the year 1789: And the report prepared thereupon by the Chief Administrator. — To report to the Honorable, that they brought the basket to the scale, which according to findings on the delivered cargo of the aforementioned vessel inserted by Resolution of the 9th of December 1700 was recorded as having a gross weight of 50 pounds, and found the same upon gross weighing to be 146 pounds. That they subsequently had that basket opened and found in it primarily much sandy dust mixed with little mace, and indeed to such an extent that the merchant refused to receive that mace, unless the same were first cleaned of its dust and sandiness. We, not being authorized to consent to the merchant's request without special orders from the Right Honorable, have taken a small sample from the basket, which we take the liberty of presenting to the Right Honorable herewith; subsequently having the basket bound shut as well as possible and having it stored in the spice depot.
