68 The 9th of June Anno 1789: The hawseholes: In the same the lead is broken and worn out, as also on the one on this side on the outside a piece of wood 2½ feet long and 1 foot wide has come away and must, along with other new lead, be inserted and provided. According to the statement of the commander Trijtag the pumps must be hoisted, one on the port side being broken, as also the buckets are wanting as they draw much air when pumping; also, for keeping the same in order, two new baskets must be made at the lower ends. The waist is broken on the port side, for which a plank 17 feet long 1 ditto wide, likewise on the starboard side a patch 2 feet long must be inserted. The ladder in the main hatchway is also somewhat broken, and for its repair a new side plank is needed. The main top, the rim of the same being broken all around, and a new one must be made in its place. On the hatch over the galley 2 planks are broken, for which one of 5 feet long must be inserted for both, as also for the cable tier hatch a plank of ditto length must be inserted for the broken one. Several cleats are broken and missing to a number of 15 pieces, which are urgently needed to secure the running rigging and must be made. Likewise 15 pieces belaying pins, as also four pieces handspikes, which being broken and missing others must be made in their place, two capstan bars for the capstan and the ordnance. Forward around the bow on the port side the gunwale is damaged and broken, for which a piece of wood 6½ feet long is needed. Furthermore, nothing can be surveyed on this keel bottom until the same has been scraped and breamed, yet here and there, according to the report, some small patches must be inserted. The boat A sail thwart 6 feet long 1 foot wide and 3 inches thick must be made new, as the old one is completely broken. The 9th of June Anno 1789: A small piece of wood needs to be inserted into the chain-wale at the top of the backstay on the starboard side, to prevent further rotting and crumbling of the same, and ditto ditto piece of wood in the main chain-wale in the same manner. Two pieces of chocks need to be made on the forward part of the large crossbeam, one on each side, against the chafing of the cat-stopper lines when the anchors are catted. The lead in all four hawseholes is loose and broken and needs to be renewed. An opening has also been found in the main chain-wale on the port side, for which a patch of one foot of wood is required for repair. The gutter cover on this side is also 6 feet long, broken and decayed, and needs to be repaired. To act and proceed in accordance with the contents of the aforesaid report regarding the abovementioned vessels specified therein, with further orders to this official to give notice as soon as the vessels are in such a condition that they can also be examined from the outside, as well as when all the repairs and provisions, for which authorization was granted above, shall have been accomplished, in order that the same commission may inspect whether everything has taken place according to order and authorization, and thereof provide their report and findings. However, since on the one hand experience over the past two years has taught, and is further confirmed by the report mentioned above, that the Report of the late Commander and Master of the Equipment, the late Ian Diederik Schrijver, dated 20th August 1780, and recommended for compliance by Their High Noble Excellencies' venerated Resolution of the 25th of that month, which designated what equipment goods are necessary and sufficient for a two-masted bark, etc. in a full year, cannot well be complied with at this place, and thus can be of no application or utility, however useful and beneficial the same may be at other places and establishments of the Company, considering that by that report many articles are allowed which here are either not necessary and required at all, or not in such quantities, while others are further fixed at such a small quantity that it is impossible to manage here with them, as for example among others: 75. A request made by the Banyan merchant Maccendas concerning a claim against the late head of Brootchia, Bouquet. delivered by the owner of the same lodge. And thirdly, a sum of one hundred and fifty rupees, being the amount paid by him to a master shipwright in Bombay for producing a drawing with a mold or model of a pilot boat, such as are made there for the river of Bengal, and as was requested by Their High Nobilities in separate letters to the Director dated 23 October 1787. A memorandum having been submitted of the palm-cloths presented by the Commander according to local custom during the current book year 1788/9, at the heathen Diwali or New Year's festival, at the sale of merchandise, the contracting of tenders, and other extraordinary occasions, to the amount of 1860 Rupees; it was agreed to have the same paid out of the treasury, the excess amount of 180 Rupees compared to the gifts given in the preceding book year having been occasioned by those presented on the occasion of the death of various immediate relatives of the brokers, and the marriage of one of the same. The Banyan merchant Maccendas Sinkerdas has represented to the assembly how he, on the 10th of May 1778, advanced to the then Junior Merchant and head of Brootchia, Jacob Sgermann Bouquet, a sum of six hundred and thirty-nine Rupees, on a bond and subject to the payment of three quarters of a percent interest per month, of which bond or promissory note he produced the original, being of the following content: I, the undersigned, acknowledge having received from the Banyan merchant Makkendas the sum of six hundred and thirty-nine Rupees at three-quarters percent, which I promise to settle promptly. Underneath was written: Souratta, the 10th of May 1778. Was signed: J: S: Bouquet. Lower: his seal stamped in red wax. That the said Bouquet at his death, which occurred on the 25th of August 1779, remained indebted to him for this sum with the interest from the 10th of May 1778 until the day of his death, which amounts to 74 Rupees, making together with the principal debt 713 Rupees. And that it was solely due to his journey or pilgrimage, which he had undertaken shortly before the death of the aforementioned Junior Merchant to Kashi Benares, and his resulting absence, that he did not submit his claim at that time alongside the Brootchia creditors. Requesting that the aforementioned sum of 713 Rupees may be paid to him from what the frequently mentioned Junior Merchant Bouquet still has to his credit with the Honorable Company. Whereupon, having deliberated and taken into consideration that the aforementioned claim of this Macendas Sinkerdas bears every possible sign of authenticity, being written in the own hand of the aforementioned Junior Merchant Bouquet, which is completely known to the Director and the members of this assembly, Monte, Wiardi, Meijer, and Roeff, and sealed with his signet; while upon examination of the list of the native creditors of Bouquet, which was drawn up after his death by the then Second Resident at Brootchia and present Fiscal Meijer, and sent hither with the letter of the 12th of October 1779, and paid pursuant to the authorization of this assembly by the resolution of the 25th of the aforementioned month, it appears that he is not found among them and thus has notoriously remained unpaid, of which his long absence may very likely be the cause; and that Their High Nobilities' standing orders in letters of the 9th of July 1715, 12th of August 1732, 11th of September 1737, and 31st of July 1762 dictate that in all insolvent estates preference must be given to the native creditors, as has also been constantly observed here and always approved by the highly mentioned authorities, besides the fact that no further creditors have come forward against Bouquet; So it was approved and agreed to have issued and paid out of the treasury to the aforementioned Maccendas Sinkerdas, in exchange for the original promissory note, the sum of 806 guilders, 1 stuiver, and 8 penningen, making 671 Rupees, 35 [illegible], being as much as the frequently mentioned Junior Merchant Bouquet stands credited in the Company's trade books, and to notify him that he must rest content with this. Subsequently was submitted the following Report from the members of this assembly Roeff and Lijnis, who by resolution of the 9th September last were commissioned to inspect the pay books of this Directorate of 1788/9. Honorable Respected Sir, Gentlemen. Pursuant to Your Honorable Respected's honored order of the 9th of this month, we the undersigned, as express commissioners, went to the pay Bookkeeper Meijer, and had him produce the pay books kept in the past financial year 1788/9, which we examined most accurately and found as we have the honor to present here below and overleaf, namely: The deserters to be mentioned are, on account of their desertion, in arrears for the following, which has been settled on the Honorable Company, namely: Jacob Rossel, soldier, for ƒ 3: 18: and Joachim Inaas, soldier, for ƒ 21: 6: —. The gunner's mate Tjert Jan Kruijff, who died on the ship Sparenrijk, whose estate was sold on that vessel, and the proceeds received and accounted for by the Curator Ad Litem Meijer; namely: At the time of decease this person was in debit in the book of the said vessel for ƒ 14: 18: 11. The balance, see statement of account attached behind the extract of Enckhuijzen, was counted into the petty cash box from the same: ƒ 52: 5: 10. From which the above being deducted, the same was in credit in these books for ƒ 37: 6: 15. 112 2 October Anno 1789: Marginal Decisions taken in the Council of Policy at Surat Friday 2 October Anno 1789 The adjacent shortweights, for the reasons mentioned in the text, together with their cost price, are to be written off in the trade and warehouse books to the debit of the profit account. The adjacent shortweight, together with its purchase cost, is to be written off to the debit of prior years' profits, benefits, and losses. These 457¼ lb to be written off to profit and loss, but the 105 lb crowns, dust, and powder of cloves are to be transferred to damaged spices for further accounting. To the Right Honorable Abraham Josias Sluijsken, Director and Chief Ruler of this Directorate, together with the Council. Right Honorable Ruling Sir, Gentlemen: Upon a memorandum drawn up under date of the last day of August of this year by the junior merchant and warehouse master Egbert Nicolaas Waardi, submitted to me the undersigned, and hereunto annexed, regarding the parcels of merchandise remaining as balance on 1 September Anno 1788 and since brought from Batavia by the Company's ships Sparenrijk and Berkhout, and of which sales were completed during the course of the financial year 1788/9, I have the honor most obediently to report to Your Right Honorable: First: That the parcels of quicksilver and vermilion brought here from Batavia in Anno 1785/6 per the Diamant, being unsalable here, were sent back to Batavia in accordance with the resolution of 5 November last, and the following shortweights were found on both: namely, 10¼ lb or ½ per cent on the received 2044 3/8 lb quicksilver; 1 lb or ½ per cent on 198¾ lb vermilion; which are permitted for allowance according to the General Regulation. Second: On the cloves brought here in Anno 1787/8 per the ships De Geregtigheid and Sparenrijk, shortweights, as well as dust, powder, and crowns of cloves, were found, namely: 1448½ lb or 4 1/8 per cent on 35002 lb in ship and warehouse shortweight on the delivery from De Geregtigheid over a period of 33 months, or since 9 August 1786 when weighed out to the ship's officers at Batavia until 10 May of this year when the entire parcel was disposed of; 457¼ lb on the delivery from Sparenrijk found both in shortweight and unsalable; namely: 105 lb in crowns, dust, and powder, and 352¼ lb or 1¾ per cent on 19996 lb in ship and warehouse shortweight over a period of 31 months, or since 21 November 1786 when weighed out to the ship's officers at Batavia until 26 June of this year when the entire parcel was disposed of. 113 2 October Anno 1789: dust of cloves with its costs to be written off to profit and loss and transferred in quantity as above mentioned for further accounting. And against that: The adjacent surplus of 84¼ lb cloves and 35¾ lb nutmegs in favor of the profit account in the books. These adjacent shortweights of 249½ lb Japanese bar copper, 62¼ lb Banka tin, and 8½ lb elephant tusks, as they do not exceed the permitted allowance, to be written off to the debit of the profit account. 248½ lb cloves, 4¾ lb nutmegs, and 46 3/8 lb mace to be written off to the debit of the profit account after the commissioners who assisted in the receipt, garbling, and weighing out have taken the formal oath before the Council of Justice regarding their faithful handling of both these and all spices mentioned in this document. It was subsequently approved and agreed that the adjacent shortweights... These found 40 lb crowns, dust, and powder found on the parcel of cloves received here in Anno 1787/8 per the Honorable Company's ship De Geregtigheid and now weighed out: 40 lb crowns, dust, and powder, which, being undeliverable, is stored with the damaged spices.
