With regard to the large one thereof, from which in front the row of short front piles that were driven there in 1781, and should have served to preserve the outermost piles of the same together with the revetment from the worm, were for the greatest part washed away while the wharf was in English possession, that not only the original first revetment of the same that was made in the Year 1773, for the length of fifty-four feet, calculated from the corner of the Bulwark at the stone stairs, but also even the newer revetment set against it in Anno 1781 to protect against the worms, having been entirely eaten up and consumed by those water-insects, the last high drainage and unusually strong current was able to tear away many pieces of the worm-eaten planks, and to undermine and carry off the earth between the First and second row of piles down level with the lowest water, while the

57 The 17th of March Anno 1788. continued The assembly is of the opinion that the small piling work could still be repaired with moderate expenses. the worm has settled into the front row of piles in such a way that, although none of them have broken off completely up to now, they cannot last much longer, and above all cannot offer any strong resistance; and whereby now also the second row of piles, after the earth will have been washed away from before it from time to time, will be exposed to the fury of that so harmful worm. And with respect to the small bulwark, that the row of small piles which were placed before it at the time the directorship was taken, principally after that end which was not yet finished previously, are largely washed away, and the inner revetment over a length of 36 feet has likewise been consumed by the worm, and the piles themselves are very much damaged, though by no means as much as the great bulwark has caused, and before this there is no more than 2½ to 3 feet of water, whereas for the latter, even when the water is at its lowest, there is indeed 7¾ to 8 feet of water. Hereafter the assembly having returned, and the deliberation being resumed, the Director and all the Members, after a mature consideration, were unanimously of the opinion: That the latterly mentioned or small piling work is currently to be repaired with moderate expenses, and also to be kept for some years still in a decent state, 7. 58. But of the other or great one, it would be fruitless. if one repeatedly, as must also happen now, causes the revetment eaten up by the worms to be provided with new planks and makes tight the falling holes, which, considering that at low water there is no more than two feet here, and moreover this small piling work is covered by the great bulwark against the strong currents and drainages, can very well happen. However, as to what concerns the same great bulwark, that the experience of 15 years, since it was erected, has more than abundantly taught how all repairs which may be expended upon it for restoration with timber works are merely temporary and of no long duration, since neither the new revetment of planks placed before it in 1779 of the thickness of 2½ inches, which, according to the resolution of this assembly of the 14th of December of the aforementioned year, cost Ropies 3759. 7. –, nor the row of short piles placed before it since 1781 for a sum of Ropias 4877½, have been able to preserve the original or first revetment of the piling or bulwark and the first row of piles themselves from being entirely eaten up by the worms 59. 69. The 24th March Anno 1788:— as well as the long ditto are to be woven somewhat finer, and that the chelassen are to be made up in sorts in papers according to the old custom and without any alteration. Article 4: For the delivery of all the aforesaid goods, the suppliers shall be paid the same prices as were agreed upon for them at the last contract on the 12th July 1787. Article 5: If it should happen that it was not found feasible to allow the suppliers to enjoy again this year these privileges and prerogatives that the Company formerly had at BrootChia, namely with respect to the duty-free export from there, the Company shall accommodate the aforesaid suppliers in that regard, such as savogesjes, narrow bleached Baftas, black Baftas, Niguaniassen, Scherm, Corroots and Cotton Yarns; however, in such a case, the suppliers must handle and export the goods under another name, and as if they belong to other merchants. Article 6: An advance payment shall be made to the suppliers of one hundred thousand Rupees, as soon as possible and at the latest fifty thousand Rupees before the end of the following month of April, and another fifty thousand before the first of June; and subsequently, in view of the size of the contract, as much shall be advanced to them as can possibly be done, according to how the goods come in. Article 7: The suppliers shall also be credited 1½ percent for invoice charges on everything they purchase in Brootchia, Cambay and Sinodera or thereabouts and ordinarily bring here by water. Article 8: In return, the suppliers shall be obliged to bring nothing but sound goods to the bazaar, and if at times any pieces among them should be found to be deceptively woven or otherwise extraordinarily bad, the same shall not simply be rejected, but confiscated for the benefit of the bazaar commissioners. 16 70 The 24th March Anno 1788:— commissioners. Article 9: Together with the Commissioners, they shall also make good all such pieces as may at times, according to solid testimony, be found missing, damaged, or defective upon opening in well-conditioned packages in Europe or the Indies, namely the suppliers three-fourths and the bazaar commissioners one-fourth of their cost. Article 10: The suppliers oblige themselves to bring to the bazaar and deliver by the last of December next all the linens, chintzes, and cotton yarns contracted to them for the Fatherland, the Indies, and the Cape, under this express condition, that the agreed advances are made to them promptly and on time. Article 11: If, however, it should unexpectedly happen that they were unable to advance as much money as the suppliers will need to prepare all the demanded goods, and that some of the same should therefore have to remain unfulfilled, in such a case, the suppliers shall be required to give precedence to the goods demanded for the Indies and the Cape, setting aside those for Europe. Article 12: All the goods that are not ready on time and arrive later shall remain for the account of the suppliers whenever the Council shall judge this to be in accordance with the service of the Honorable Company. The 8th of April Anno 1788: Presents given by the Lord Director. To have the amount thereof paid out of the treasury. Proposal of his Honor to the council regarding the offered price of Rupees 14. for the benzoin. Consideration regarding this. Summary and specific account of the Lord Director having produced in the council a memorandum or specific account of such presents as necessarily had to be given by his Honor since 1st September last, on the occasion of the pagan Diwali festival, sale of merchandise, also contracting etcetera, according to the custom of the country, amounting together to a sum of Rupees 1680: it is approved and agreed to have the same amount paid out of the treasury. Whereupon the Lord Director presented to the council how for the benzoin, which was brought here in Anno 1786 with the Diamant, his Honor finally being offered Rupees 14. per maund, making 40½. rupees per 100 lb, subject to a deduction of 1½ percent brokerage, and ¾ percent for prompt payment, he, the Lord Director, thought he ought to submit to the consideration of the council whether now to dispose of the same for that offered price, or rather to send it back to the Capital at the first opportunity; and regarding which, having taken into account on the one hand that the price now offered for that item far exceeds those prices which have been fetched for it since the year 1759, as the 100 pounds were sold in 79.
