The 6th of June Anno 1788. to form a specific account and present it to the meeting. The Nabab has several times made a request to the Lord Director that the Warehouse Master may be ordered to satisfy the native doctor Dalmas his claim. With the announcement that upon further refusal he, the Nabab, must care for the interest of his subordinates. It was approved and agreed to order the aforementioned chief surgeon by extract hereof to present to the meeting at the earliest convenience a specific account of the visits made and medicines delivered by him for the service of the wife of the said montobequij, in order to subsequently be sent to the head of the Portuguese nation, Mr. Sacinto Dominques. The Nabab of this city having several times caused requests to be made to the Lord Director that the Warehouse Master Wiardi might be ordered to satisfy the native doctor Jacob Dalmas such claim as the latter claimed to have at the expense of the aforesaid Warehouse Master, on account of medicines delivered to an amount of 457½ Ropij, deducting 100 Ropijen that have been paid thereon, and on account of the 1000 Ropijen promised to him in case of recovery; and this instance having been repeated again a few days ago by the said Lord Governor, with the added announcement that he, the Nabab, upon further delay or refusal, would have to care for the interest of his subordinates; so it was, on the proposal of the Lord Commander, and in consideration that The 6th of June Anno 1788. to refer him with his claim to the Council of Justice. And he making a request thereto, to assign someone to him to serve his case. The Lord Director proposes to the meeting a money negotiation of 75 to 100,000 Ropijen. the decision of all matters in case of meum et tuum does not belong to this meeting, but to the Council of Justice of this Direction; it was thereupon decided to refer the said Jacob Dalmas, with his claim against the Warehouse Master Wiardi aforementioned, herewith to the said Court of Justice, with the intimation to decide therein according to law and equity; and in order to deprive the Nabab of all complaints that the said Dalmas is knowledgeable neither in the Dutch language nor in its laws, to assign to the said Dalmas, whenever he makes a further request thereto, someone knowledgeable in the language who can serve him as attorney and defend his case; and to have notice hereof given to the more-mentioned Lord Governor. Finally, the Lord Director made known to the meeting how His Honour at present, when the moneys negotiated since the restoration of the Direction have only just for the greatest part been refunded and paid off, found himself once again in the necessity of having to propose to the meeting a money negotiation of 75,000 to 100,000 Ropijen, if there is otherwise yet opportunity to obtain it, in order to be able to satisfy the suppliers therefrom The 6th of June Anno 1788. in order to be able to satisfy the suppliers therefrom the second 50,000 Ropijen, and to employ the remainder for the daily housekeeping. Considerations thereupon. satisfy the second 50,000 Ropijen, which according to the contract of tender ought to have been advanced to them before the 1st of this month, and the remainder to be employed for the daily necessary expenses in the housekeeping. And having deliberated thereupon and taken into consideration on the one hand that the amount of the new merchandise brought by the Alblasserdam and the Geregtigheid, to the sales value of ƒ494,295:12, has already been more than completely absorbed by the return shipments etc. sent with the named ships to a sum of ƒ307,734:0:8, by the redemption and restitution of negotiated capitals to ƒ134,341:16, and by what was further paid for Ceylon and for the ordinary charges of the factory. And on the other side that the continuing low price of the cloves, which by the latest import from Bombay, however small it may otherwise be, have fallen again to 550 Ropijen the sack, making 3½9 Ropij per pound, has made it impossible to deliver a single clove during the entire course of this book-year, yea, that there is at present not even any grounded prospect as to when such will be able to happen. The 6th of June Anno 1788. decided to negotiate the aforementioned sum. So that, in order to become capable of collecting and securing the return cargoes requested for the Netherlands, the Cape, and the Indies, one sees oneself brought again into the unavoidable necessity of raising and negotiating the required moneys, if one does not otherwise wish to have the grief of having to let the ships depart again, as in the previous year, with only a portion of what was requested: so it was resolved with unanimity of all the members to proceed with the proposed negotiation of the aforementioned sum of 75 to 100,000 Ropijen, and furthermore agreed to leave nothing unattempted to obtain the same. Thus done, resolved, and decreed in the Dutch Factory of Souratta on the day, month, and year aforementioned. After previous resumption and approval of the last resolution, it was understood to record: That into the service of the Company were engaged on the 16th June last: Ioan Babtistar Cordia of Cedam as soldier, and on the 19th ditto Iacob Rosel of Cabo de Goede Hoop as sailor, both with the wage of ƒ 12: —. per month, and a contract of five years. And that on the 8th of the said month was received by the Lord Director the following letter from the Dewan of the Nabab of Junagur, in answer to his Honor's letter of the 25th April preceding, entered by resolution of the 6th June. Translation of a Persian letter written by the Dewan of Toenager named Dullepje to the Honorable, Worshipful Lord Director Abraham Josias Sluijsken, dated the 27th May 1738, received the 8th June. After the honorific titles: With great pleasure my Lord The Nabab Hametchan received Your Honor's friendly letter, and whereas His Excellency has ordered me to answer it, I take the liberty to assure that when our pirates captured and brought here the vessel coming from Cochin, 99. I hope to write to Your Honor further with the Persian when he returns, whereupon I shall look forward to Your Honor's affection and answer. The 15th July Anno 1788: the aforementioned montotequij having thereby made known that this account did not exist in truth, and to act reciprocally in similar cases against the servants of the Company. dated the 18th of this month, as well as the account of the head surgeon H: sissingh, I have once again for the second time requested Jacques Filip de montotequij to pay that account if possible, who answered me that that account did not exist in truth, for the reason that the said head surgeon did not make so many visits, nor provided so great a quantity of medicines as that account dictates, and therefore was not indebted for more than One hundred Rupees, which he is prepared to pay, until his Excellency the Governor General of Goa shall have ordered to pay more as has been reported. I have used as much diligence as was in my power, but could obtain nothing other than that answer, after reviewing which your Honorable, Respected and Council may act as seems best. The 4th of August Anno 1788. accords with the circumstances that occurred therein, without having to treat the same strictly as a criminal matter, and this out of consideration that the particularity of the case, and especially the excessive drunkenness of the delinquent, which, and by no means an intentional design, brought him to this misfortune, ought and must allow for a mitigation of the corporal punishment otherwise stipulated for such an offense by the laws of the land, and specifically by the article brief, on the one hand; and on the other hand, that at a trading post of so little importance as this, and situated in the middle of a Moorish city, one has no opportunity, and possibly also no authority—it being indeed without precedent—to execute a criminal sentence, but that one would in any case have to wait for the arrival of the ships in October or November next, through which long duration and harshness of detention, as the prisoner cannot be kept otherwise than locked in the stocks, the crime could indeed be considered largely atoned for; Whereupon, after prior attentive reading and examination of 114. The sailor Jacob Roussel of Cape of Good Hope having made a request that, since he has for some time had the misfortune of suffering from a hernia, he may be permitted to change to soldier at his earned wage of ƒ 12:-:- and continuation of his contract, it was approved to grant and record the same. The 24th of October Anno 1788: view also seems to have to be attributed, meant to say that Englishmen and natives who trade from Bombaij to China are now obliged to bring back from there in return larger quantities of camphor, silk, quicksilver, spelter, and sugar than previously, even though they may gain nothing noteworthy on them, and that to substantiate this our humble opinion we have put forward that the English capitalists, making use of this trade to remit their funds to Europe advantageously, or at least with the least loss, were accustomed to give money to these China traders on a very mediocre bottomry, even for what the insurance costs, for the purchase of their cargo, subsequently to be repaid in China to the authorized agents of the lenders, and by these advanced to the Swedish, Danish, English, and Portuguese companies or traders who required funds on bills payable in Europe, whereby the ships often came home with small cargoes and brought few Chinese wares, it appearing that the merchants to China found their account better by this method than by negotiating funds at a bottomry interest of 2 percent per month for 10 months, but that now the trade to China has increased so greatly that in 1787 there were as many as 19 private and 7 Company ships 146. The 24th October Anno 1788:— Respectfully to answer Their High Excellencies concerning the considerations requested by Their same Highnesses regarding the reduction of the price of cloves. the sentiments of the assembly regarding what was to be preferred under the present circumstances, when by means of the nutmegs and the mace one disposed of 300,000 lb of copper, and received immediately thereupon 10,000 ropijen into the treasury in reduction of the same, whereas the 11640 lb of cloves, which according to the regulation should have been added to 4850 lb of nutmegs, would only have yielded 40740 Ropijen, whilst furthermore it was agreed henceforth to conform strictly to the above-mentioned orders in adding 60 lb of cloves to 25 lb of nutmegs and 15 lb of mace. Their High Excellencies requiring the considerations of this assembly as to whether, through the altered state of affairs upon a reduction of the price of cloves (for example to 80 stuivers Indian currency per lb), the sale will noticeably increase, and whether thereby continuously a larger sum would flow into the Company's treasury, and thus simultaneously serve to the benefit of the Society through the reduction of the large stock; it was, after mature deliberation, approved and agreed respectfully to answer the Highly Mentioned Rulers: That this assembly, subject to Their High Excellencies' wiser judgment, is respectfully of the opinion that the reduction of the prices of cloves cannot be advantageous for the Company, 149: The 24th October Anno 1788:— either by stimulating a greater sale thereby or, in the present straitened condition, by continuously causing more funds to flow into the treasury; on the contrary, it is to be feared that it will be disadvantageous. And this because the sale, or properly speaking the consumption of the same, by the price reduction to 80 stuivers—making a difference of 25 stuivers Indian, whereby the price would come to 2 2/3 ropij per lb—will, to the west of India, according to the humble opinion of the assembly, not increase, considering that one does not have here the middle class, which in Europe consists of people who through their crafts, or a small trade, or shipping, have an ample livelihood, and can partake in the abundance of life (by which are understood those things that a person can do without) when they are at a moderate price, but must omit or reduce such when the prices are too high and exorbitant; and the inhabitants consist solely of two classes of people, rich or poor, of which the latter are such that this price reduction is by far not sufficient to make them partakers in the use of cloves; and while the same are used by the aforesaid first class, by the Moors in their foods, principally in their pilaus, and by the Bunyas, and very particularly by the Marathas with their betel, one cannot suppose that this their consumption will noticeably increase through a price reduction continuation f 150. The 24th October Anno 1788:— reduction of 5/6 Ropij per pound, at least not in such a way that such a greater sale of cloves will be able to balance out the reduced price with respect to the profits of the Company, considering that, whereas this Directorate for 30 years may be reckoned to have an annual sale of 45000 lb, it would now indeed have to consume 60850 pounds merely to obtain an equal benefit, and that the consumption would have to be noticeably greater for us than the last-mentioned quantity to benefit the Company; which cannot reasonably be supposed, so that a greater profit on a small quantity, for many well-known reasons, seems preferable to a smaller profit on a larger heap.
