The peace which according to Your Honour's letter of 12 November was to be concluded at Tomoehi between those of Poncca and Tondano, through the extraordinary bitterness of the parties having been unable to reach its full conclusion earlier than on 10 Dec. last within Your Honour's Residency, after Your Honour, assisted by the commanders of the cruising and expedition fleet the Honourable van Lutzouw and associates to attain this, had to overcome many obstacles and endure very many unpleasantries from the side of the Tondaners, and the entire cruising fleet has been detained for so long to the noticeable detriment of the Company, we must take comfort in and keep in memory all the contempt shown from the Tondaners' side toward the Company and insolences committed by those of Kakas and Rombokken until finally the time shall come that we, without exposing this main office to famine, undertake a fitting retaliation. Having to thank Your Honour's shown deference to our orders that we have again been provided with rice, and regarding which we do not wish to withhold the well-deserved praise from Your Honour, Your Honour must however apply his utmost efforts and contribute everything that is indeed useful to make the peace among the natives lasting; we being not disinclined to the write-off requested in Your Honour's general letter of 16 December of what was expended on the peace work, although we must suspend that until, beyond the already reported 2 pieces Guinea cloth ordinary bleached the quantity of gunpowder and arrack that was given away on the aforesaid occasion shall have been reported by Your Honour. as also we approve the sending back of the aforementioned auxiliary troops, with the remark nevertheless that, after the display of the abovementioned Instruction made to you by Worm, the contents of which showed that nothing more was to be feared there, this might and ought to have taken place via Parigie and together with the Galowet den Arend, as it could still have been navigated at that time, and as you are well aware of our desire to be thoroughly informed regarding the state of affairs there, for which we in the past year, because of the unexpected return of the Fakier Kadie who was sent thither by us, but recalled by you on his route for fairly good reasons, had to act in vain. it being meanwhile certain that the Commander on the Galley den Arend, the Sub-Lieutenant Jan Carel Worm aforesaid, although also as chief over the cruising fleet in the absence of the first Commissioner, the Naval Lieutenant Michiel Vrijmoet aforementioned, might have been regarded by you as obliged to comply with your requisition for the delivery of two corra-corras for conveying letters to Amoerang, without being requested to do so, as you have mistakenly done, whereas you had only needed to issue a written order for the said delivery, since it is at the same time true that all Company vessels sent from here thither being directly consigned to you, the employment of the same, as a matter of course, remains deferred to you, even though they may belong to an expedition and cruise, as is the case here, and the chiefs commanding them, which is not precisely applicable to Vrijmoet or Worm, might be higher in quality and have rank above the resident, provided, as already said, the orders are given in writing, and the consequences arising therefrom thus remain the responsibility of those who give them, while the chiefs of cruise and expedition fleets, whether they are higher or lower in rank than the residents, must in case of attack or planning of military operations always proceed communicatively with the latter, which we have caused to serve as a standing order for the information of the naval officers. Copy No. 36. has conducted an inspection; and which the kings are willing to cede to the Company with ease, we shall await the report of the said officer, meanwhile ordering you to leave the fortifications both inside and outside Gorontalo in statu quo. However, with respect to the annoyance expressed by you concerning the representation made to you that your report regarding the abandonment of the little fort Leijden by the former king of Limboto, Nackie, immediately after our men had withdrawn from it, was found to differ from what had been understood in that regard from the former Commissioners on the cruising fleet, but about which it now subsequently appears that they were not well informed, we reply in writing that we reserve the freedom to address reproaches to you as often as we believe we can do so with good reason, leaving you the freedom to exculpate yourself, nevertheless taking care that this is done in relevant terms consistent with the respect you owe to us. For the rest, it is indeed just as disgraceful for the honor of the Company's arms whether the aforementioned king, or rather the walapulu Toffik with a few Gorontalese, continued to hold a fort until the enemy was chased away by the cruisers, which Baijer and his men testified they could no longer defend; it remains for us an enigma not easily solved why the enemy's zeal to make himself master of that fortress abated after it was kept occupied by cowardly Gorontalese, when it ought to have fallen into his hands at the first assault. Furthermore, we command you to keep a watchful eye on Poanilie, who fled to Passir with Radja Limboea, and on the Quandang Bugis who departed with the king of Tontoli, from where they can reach Dondo, Palo, Parigie, and Mouton. As no report was made to us by the Honorable van Lutzouw concerning the importance of Quandang to Gorontalo, as you supposed he would have done, we are nonetheless reassured regarding the breaking up of the first-mentioned post by the declaration made in the meeting by the Gorontalese kings that they have the capacity to defend their place of residence from that side against enemy attacks; we must, however, confess to seeing no opportunity, without considerable inconvenience, to assist Their Highnesses with the 200 muskets requested for that purpose. Likewise, there is not always, and particularly now no, opportunity to have the Bay of Tomini surveyed for illicit traders by sending 2 pantjallangs and 1 galliwat thither, which you say the kings request, however much this necessity is also argued by citing the news that arrived at the coast from Todjo that the notorious Poanilie and Dain Masora, who are currently at Mondono (just before, Poanilie had fled to Passir), have orders from the king of Boni to gather all the Bugis together and place them at Limboenen, with further orders that, if the Mandarese do not wish to yield that place, then to use force, which would generally cause the Company to receive no more gold; no such dispatch of cruising vessels can take place for the present, owing to the poor condition of the pantjallangs and galliwats returned from the coast and Quandang, which all require repairs, and the last-mentioned vessels must be sent back to the capital of the Indies in order to be preserved from total decay; while the Lanun seen before Quandang after the departure of the cruisers are not much to be feared, as they very probably belong among the defeated, who are thus not in a position to inflict great damage. Meanwhile, we must note as a great blunder that, while the cruisers were still present at Quandang, you did not see to the demolition of the benteng which the former king of Limboto, Nackie, and associates, so firmly settled on remaining there, have thrown up, and which they may now very likely wish to use to add force to their presence. The outcome having shown that your residency was not visited in a hostile manner on the south side, although it may nonetheless be true that this was the intention of Poanilie and his adherents. and Bintaoena have brought in many complaints against the same in the presence of Sub-Lieutenant Worm concerning the murdering and wounding of some of their subjects, while at the same time two Dutch burghers left the Qual and went missing, along with some Gorontalese. An investigation having been made, the chiefs of those auxiliary forces demonstrated in a report that the aforementioned accusations have been stirred up in order to cover up thereby the unfriendly conduct both of the kings and of your Honour, they, the chiefs of the first-mentioned, having received the gift, an affront to a native, of water buffaloes without ears and tails, while to the Alfurs initially only 40 lb of rice was provided, and ultimately from your Honour for rations they received no more than a little dry Copy No. 36 dry sago, whereas your Honour nevertheless did not fail to report hither that proper rice had been furnished to them. Of which report we send your Honour a copy in order to justify yourself satisfactorily before us on the same.
