376 Last of February 1791: the Havildar regarding the Company's share in the Pulicat toll, treated more extensively in the said Resolution, and this because it was believed he was entitled to demand toll for 19 bales in the year 1785 per the ship De Castor shipped to Batavia on freight in the name of Samier Sultan, and to demonstrate the necessity of concluding that affair, and through his intercession with the Nawab to bring about an order so that the Company might obtain its guarantee, namely by satisfying the prince in advance regarding his own bales; however, the Interpreter having forgotten this, the Honorable Commander had instructed him to make this known to the Armenian, and further to correspond on the matter by letter; Last of February 1791. that pursuant thereto, on the 4th of this month, the Interpreter wrote to the frequently mentioned Samier Sultan as follows: Translation of a Gentoo letter written by the Company's Interpreter Mandalam Wengadasalam Naicker to Mr. Samier Sultan, dated 4 February 1791. After the customary compliments, In the month of January, when I was at Madras, by order of my master, the Honorable Commander, I made known certain matters to Your Honor, but having mistakenly forgotten to confer with you further regarding the affair mentioned below, His Honor has once again ordered me to write such to Your Honor immediately, 377 Last of February 1791. and to deliver the reply to him. On 24 September 1787, Your Honor's agent Badoe Lahib sent 19 bales of linen belonging to you from here to Madras, and also paid the toll money for the export thereof. After that date, or when the Company's ship was about to depart from here for Batavia, the said bales were brought back here to be embarked on the ship for your account, as was indeed done. However, the Havildar, being unwilling to proceed with paying the toll money due to the Honorable Company amounting to the sum of pagodas 1486. 37. 3., claiming repeatedly that one must first pay off the dues that the Sarkar must have for the oft-mentioned 19 bales, the said Last of February 1741. Honorable Commander has instructed me to write to Your Honor that, according to the order received from Batavia, you ought to make that matter known to the Nawab, and endeavor to have it settled, and that the money due to the Honorable Company for toll be paid. I humbly pray Your Honor to bring this about, and to send me your reply per the bearer of this. The letter written by you under date the 14th of this month Ultimo Februarij 1741 to my principal Mr. Shamier Sultan, having been well received, I have made its contents known to his Honor, who has instructed me to state the following to your Honor in answer to the same. On the packs that his Honor sent in the name of other people, the Honorable Company suffers no loss, because their Honors have already enjoyed 20. per Cent in recognitie. When the packs are sent from here or from Nagapatnam by chelingas, they are embarked directly into the ships, and it has never been the custom to unload and weigh them. His 382 Ultimo Februarij 1791. His Honor is not to blame for it, but this is to be attributed to the late Mr. Blaaukamer, who according to the Company's custom had the packs brought ashore, weighed, and shipped off again, for which reason he is also liable for it. My master thinks that it will not be proper to address himself to the durbar in that regard; but if one absolutely wishes to accuse his Honor and demand toll money from him for 13. packs, one is free to do so. All of which having been seriously discussed and considered that the trouble and expense would be in vain to institute a lawsuit over the matter in question with this wealthy Armenian before a tribunal, wholly unfitting for the honor of the Company, and because of his 383 Ultimo Februarij 1791. credit with the Nawab, who is too much devoted to him for anything good to be expected from it, while in addition the order of the late Honorable Mr. Blaaukamer, namely to have the packs that were already on board brought ashore, will always be objected and the blame subsequently laid upon that gentleman, although the Commander, for his part, believes that nothing more is manifested in this than having acted straightforwardly and not being suspected hereafter of having given foreigners an opportunity for the evasion of duties that the country claims for itself; and why his Honor deems it necessary to bring this correspondence before the eyes of the Noble High Indian Government Ultimo Februarij 1791. and to request how one should conduct oneself in the future regarding goods offered by foreigners on recognitie, and otherwise to let the matter rest until further approval of the same, it has been resolved to conform entirely with this. We have, however, most earnestly ordered the said servants to ensure that no bales are left behind. We deemed it our bounden duty to give Your High Nobilities prior respectful notice of this, as well as of the arrival here on the 14th of this month of the national frigates De Zephier and Havik, the naval captains and colonels in the service of the state, the Right Honorable and strict gentlemen Vaillant and Verheull, and the lieutenant colonel, also in the service of the state, the gentleman Grevenstein, who, pursuant to the resolution of Their High Mightinesses of 4 December 1786, were commissioned by His Serene Highness the Prince Hereditary Stadtholder to examine the Company's state of militia and defense in the Indies, having completed their commission here, of the outcome of which we shall have the honor to report further to Your High Nobilities. We also have the honor respectfully to inform Your High Nobilities that the second draftsman arrived here on the 24th of this month from Bengal by the packet boat De Expeditie; the reason for this late arrival is noted in a writing submitted by his honor, which has been inserted into the resolution of the aforementioned date, and of which further mention will be made in our reports by the ship Horssen, with which we shall also treat the result of the business concerning the respected letters from Your High Nobilities, which is to commence tomorrow. Likewise, we must respectfully inform Your High Nobilities, to our utmost regret, that on the 3rd of the past month of August, the marauders of Tipu Sultan, who had fallen upon these lands most unexpectedly, partially plundered Porto Novo, wounded and killed many of the inhabitants, and burned and destroyed several houses. Our Resident Topander, according to his letter of the 5th thereafter, barely had time to flee by sea to Cuddalore, retaining, however, some bales of the Company's linens that were partly ready in the lodge for dispatch hither; but the linens that were at the bleachery and in the dye-houses have all been carried off by the aforementioned band, as the aforementioned Resident Topander assures us. We await a report from the aforementioned Resident as to how matters actually unfolded from the beginning of the movements until the day of his forced retreat, together with a neat statement of the loss that the Honorable Company suffered on that occasion, and we shall have the honor further to elucidate this to Your High Nobilities. We have furthermore, in our meeting of the 15th of this month, heard the captain of the ship Horsen, George Philip Pas, here, and questioned him on what questions were put to him, 1: whether last year, for the lifting of two sunken anchors, 3 cables from the ship's store were not used and broken during the fishing up of the anchors. 2: whether, instead of these 3 broken cables, 3 others from the store here on shore were not issued to the ship. 3: whether the broken cables were accounted for to the Master Attendant here upon his departure, or whether they remained with him on board. 4: whether the aforesaid three cables were absolutely necessary for the fishing up of 2 sunken anchors, and 5: how matters stand with the kedge anchor of 1106 lb, which was lifted out of the ship and in place of which another of 800 lb was allegedly issued. comes to hear, and to learn from him the reason for this unsightly, if not harmful, condition of the copper, on which, moreover, a very considerable shortage has again been found, concerning which the mentioned captain had previously already shown himself to be extremely aggrieved. The answer received from the mentioned Captain Gas to the copper shown to him, and the question asked in that regard, noted at length in the aforesaid Resolution, essentially amounts to this: that he had received the copper at Onrust with satisfaction, without it having been covered with any verdigris or other filth, and that as far as concerns those bars which appear as if eaten away, this owed its origin to the casting of the same underground in Japan, whereby it easily occurred that pebbles or sand grains crept into them, which then created an appearance as if the copper had been robbed of its aspect and infected by rust or some other cause; that as far as concerns the verdigris which now once again appears on the copper, it was mainly, if not solely, to be attributed to the leakage of the arrack, which this time has been extraordinary, caused by the fact that the lower layers of the leagers, pressed by the upper ones, broke to pieces due to their poor condition, as shown by a notarial declaration executed in that regard at his requisition, and thus, as shown by the findings, to the number of 39 pieces have leaked empty and dripped onto the copper; requesting further, concerning the delivery of his cargo in general, to be permitted to refer to a written address submitted to us in the meeting. Now, under the disposition concerning this complaint and the actual state of affairs, whereof a note was kept in the Resolution for the justification of the First Undersigned, while a report in writing has been demanded of the verbal defense of the Warehouse Master De Raeff, we—considering that since in the discharge and storage of the cargo everything has been done that could possibly happen, in proportion to the condition both of the vessels with which one must make do, the inconvenience of the beach, the far distance from the Fort, and the lack of people or coolies to carry up the goods, and the necessary Warehouses or other suitable places of storage for the Company's goods inside the Fort, whereby, as has taken place with the arrack and still subsists with regard to the other provisions goods stored in sheds on the beach, the imported sugar and other articles lie, which cannot otherwise be placed anywhere, and which therefore are exposed there to weather and wind, and insofar as those sheds cannot resist the rough season; having, we say, attentively considered all this, and whereof we, as far as concerns the miserable situation of this place, the Fort, and the buildings in general, shall bring further convincing evidence before the eyes of Your Right Honorables—have had no other way left open to us, after detailing this one and that in this manner and representing it for the discharge of everyone, than to adhere to the orders and regulations with regard to all occurring ordinary or extraordinary shortages and defects upon the delivery of the cargoes by the Company's ships. Regarding the article of the demands itself, we humbly thank Your High Excellencies for the gracious disposition on our demand of the past year. The reason why more than three tons above the calculation of 9½ tons of treasure was requested in the same, occurred in the hope that the supply of money from the Netherlands, or other expedients, might perhaps have enabled Your High Excellencies to provide us with such a more generous supply, Regret that the demand for nutmegs had appeared rash. The unsaleability of the other spices serves as a reason for excuse. in order thereby to have some supply on hand and to begin and continue trade vigorously with ready money, as would be desirable, so long as the sale of merchandise hinders us so considerably, partly because the spices do not turn out as they are desired, and in addition the prices, especially of the cloves and the Japanese bar copper, are too high to dispose of them as quickly as is necessary. We also learn with deep regret that last year the demand for nutmegs appeared rash to Your High Excellencies. As an excuse on that account, we are obliged on the one hand to reiterate the difficulty, if not impossibility, of selling the cloves separately at the fixed prices, although we acknowledge that lowering them generally seems unadvisable, unless, as in Bengal, some considerable quantity could be sold separately, so as not to remain encumbered with such a large remainder, and not, as now happens for the sake of the stock, to have to excuse the cloves. For, according to the determination by Your High Excellencies, by circular resolution of 28 December 1787 regarding the proportion of cloves in the sale of the other spices, we would, in order to clear the remainder that is now on hand here and at the subordinate offices, have to calculate the demand for nutmegs and mace as follows: At Palliacatta for 56707 lb cloves, 23628 lb nutmegs, and 1417 lb mace Jaggernaikspoor for 22973 lb ditto, 9572 lb ditto, and 5743 lb ditto Bimlipatam for 14328 lb ditto, 5970 lb ditto, and 3582 lb ditto Thus for 94008 lb ditto, 39170 lb ditto, 23502 lb ditto Insertion of the provisional demand.
