2475 believed that Tutukorijn, as long as one only has to fear roving bands, ought not to be abandoned, but should be put in a state to defend itself against them, and that if this Government would be pleased to grant authorization to repair the small entrenchment which was constructed in 1780 and attaches the church to the fort, of which a part is still standing, this would give the said fort greater strength, and also sufficient room to shelter as many people as would be needed for defence, since the church can then serve as a barracks, and the open space still provides room to shelter more people; but that the curtain wall of the fort between the bell and the flag bastion is bad, and will eventually have to be renewed, and that to remedy this defect as much as possible, if it appeared that matters were serious, a dry ditch could be made in front of these two bastions and the curtain wall, with a glacis on the outside, whereby storming the place would also be made more difficult; and that the garrison of Tutukorijn also ought for the present to be reinforced at the least with: 1 Second infantry officer 1 Sergeant 1 Corporal 12 European privates 1 Artillery officer 2 Gunners, and 12 Assistants. And. And that the place furthermore ought to be provided with such ammunition and ordnance goods as are detailed more extensively in the said separate letter: Which having been deliberated upon, it was, although one cannot yet suppose that the undertakings of Tipu Sultan will go as far as the rumors mentioned in the aforesaid separate letter seem to predict, nevertheless deemed proper and agreed to approve that the Honorable Chief Mekern provisionally issue such orders as are necessary to protect the Company from damage; with the recommendation, however, to conduct everything that is done in this regard in as inconspicuous a manner as possible, and only in proportion as incoming reports and circumstances advise it, provided that the work in the meantime proceeds insofar as one finds with any reasonable prospect that it can be done with safety, and that therefore the immediate gathering up of the remnants of the factories is not hastened unnecessarily, especially not concerning things that could cause much sensation and talk, but in the meantime to keep everything as much as possible on such a footing that the packing up can take place upon the first reports that shall, in His Honor's view, make it necessary. And it was furthermore agreed to authorize the said Honorable Mekern to be allowed to have the small entrenchment, which was constructed at Tutukorijn in the year 1788, repaired according to his proposal, but to leave 2476 postponed for the present the decision regarding his proposal for the repair of the curtain wall between the bell and flag bastion and the making of a dry ditch with a glacis on the outside of the said two bastions and curtain wall. Furthermore, it was resolved to send the ammunition and ordnance goods requested in the aforesaid letter to Tutukorijn, with a simultaneous written instruction to the Honorable Chief Mekern to return them immediately as soon as His Honor shall find that they are no longer needed there; but to decline the sending of the requested troops, because they cannot be spared here for the present. And the Governor further communicated to the meeting that His Honour had initially detained the ship Vreedenburg, destined for Koetsiem, here for some time, because all the successively received private reports unanimously denoted that Tipu Sultan, after his attack on the lines of Travancore had failed, remained quiet, and as it seemed, out of respect for the English, did not dare to continue hostilities, and His Honour therefore considered it advisable to await further reports from the gentlemen Ministers of Koetsiem, so that this ship, which was otherwise so needed to transport the annual papers and the goods requisitioned by Batavia thither, should not make an unnecessary voyage to Koetsiem; but that His Honour, having since received a letter from Mr. Buchanan dated 30 January last, in which he wrote that the Government of Madras had received positive orders from Lord Cornwallis to regard all attacks of Tipu Sultan on the lines of Travancore as the beginning of hostilities against the English, and that the movements of the English troops towards the frontiers of the country of Tipu Sultan indicate that they are ready for an offensive war, had judged it unnecessary to detain the aforementioned ship any longer or to send it to Koetsiem, and had therefore dispatched the same to Galle in order to be prepared for the voyage to Batavia, since His Honour believed he might reasonably conclude that Tipu Sultan, as long as he has to fear an attack from the English, would not have dared to venture an assault on Koetsiem, because this city is currently so well provisioned that the siege thereof would have delayed him considerably. Which having been deliberated upon, it was taken into consideration how necessary it is that the ship Vreedenburg be dispatched promptly to Batavia, not only for conveying the linens, coir, etc. requisitioned by Their High Mightinesses, but also especially to transmit to Their High Mightinesses the necessary reports concerning this Government, since the lack of both could place them in considerable inconvenience; but that, on the other hand, it is also certain that the consequences thereof cannot be so great and dangerous as those which withholding this ship from the voyage to Koetsiem might cause, if that city by misfortune should happen to fall into the power of Tipu Sultan, who is known as a most cruel tyrant, who in his fury spares no one. And it is therefore, and because it must be deduced from the urgent request of the Malabar Governor Van Angelbeek that Koetsiem, owing to the slowness of the English, is not yet completely out of danger, approved and agreed to recall the ship Vreedenburg from Galle and to send it thither as soon as possible with the rice purchased for Koetsiem pursuant to the resolution of the 18th of this month, with a request to the gentlemen Ministers that, if this ship can be spared there without inconvenience, they will promptly send the same back hither, or if it is necessary that the same should remain there for some time, to inform this Government promptly thereof; and it is also agreed, in the latter case, to employ the bark De Liefde to convey to Batavia the letters and as much of the goods on hand as the same will be able to carry. Read by circulation was a drafted secret letter to be dispatched to the Jaffna Commander Raket and the two members of the Jaffna Council, who by resolution of 16 February last were commissioned to attend the leasing of the fishery on the Mannar and Arippu pearl banks, wherein it is prescribed to them: That the auction of the banks must take place in old Porto Novo pagodas, and to be paid in that specie, or else in other gold or silver species according to the exchange rate they shall have relative to these pagodas on the day that the payment takes place. That even though no one might bid anything for the fishery by incremental bidding, the same nevertheless, after it shall have been put up for bid once or twice as usual, must be knocked down by Dutch auction in Porto Novo pagodas, at such a sum as they shall find necessary according to the circumstances of the matter, and that this sum must rather be taken somewhat too high than too low. That they, if there is no one who bids higher, may allow the fishery at the Dutch auction to drop down to twenty-five thousand old Porto Novo pagodas, and if they believe they have any prospect that it can be of service, even down to twenty thousand pagodas, and that the lease must then be suspended. community has departed, must invite those who have been sent on behalf of the Nabab to oversee the tonies granted to him during a fishery according to the treaty, and who will undoubtedly be in Manaar at the time the lease takes place, and present to them: 1) That notwithstanding a few or at most three banks, and sometimes even a single bank, formerly yielded one hundred to one hundred fifty thousand pagodas, and even more, no one was found who now wished to lease all the banks together, none excepted, for the small sum for which they were held back. 2) That it was not possible to let the leasing go lower without visibly exposing the banks to damages that cannot be compared with a smaller sum that a reckless undertaker, willing to run the risk thereof, might sometimes want to give for it, and that one therefore trusts that the conduct held in this matter will convince them in the most complete manner that the reports made to the Nabab regarding the richness of the banks are pure fictions. That if this does not convince the envoys of the Nabab, and should they still harbor any doubts whether the sum for which the lease was held back could not be lowered a bit further, or if they should make any objections against the condition that the payment must be made in pagodas, the commissioners must ask them what they themselves would want to give for the fishery, and that if they make an offer for it large enough to be a point of deliberation in this matter, it is then delegated to the commissioners to take, with the advice of the commissioners for the inspection of the pearl banks, the Captain-Lieutenants Groenander and Brohier, who in such a case must be summoned for a single day and night from Condaatje, such resolutions in that regard as they shall judge, after finding out the state of affairs, to serve the best interests of the Company; whether to have the banks auctioned again, or simply to answer the people of the Nabab that the sum offered by them is too small to constitute a point of consideration in this matter, and that they must therefore consider the business concluded. 2480 gemeente vertrokken is, die geenen die van weegens den Nabab gezonden zijn, om de directie te houden over de tonies, die hem, volgens het tractaat, bij een vissche„ „rij zijn toegestaan, en welke ongetwijffeld ten tijde dat de verpachting geschied, te mannaar zullen zijn, bij zig moeten verzoeken, en aan dezelve voortehouden. 1:) Dat niet teegenstaande een paar of ten hoogsten drie banken, en zomtijds zelfs een enkelde bank eertijds honderd tot honderd vijftig duijzend pagooden, en zelfs meet gedaan hebben, 'er niemand gevonden is, die tans alle de banken met malkanderen, geene uijtgezonderd, heeft willen pagten, voor de geringe som, waar voor ze zijn opgehouden. 2:) Dat men, de verpachting niet laager heeft kunnen laaten loopen, zonder de banker zigtbaarlijk bloot te stellen aan schaadens, die niet in vergelijk te brengen zijn, met een geringer Som, die een roekeloos onder= „neemer, die 't halard daar van zoude willen loopen, daar voor zomtijts zoude willen geeven, en dat men mitsdien vertrouwd, dat de gehoudene directie in deezen hun op de volkoomenste wijze zal overtuijgen, dat de berichten, die nopens de rijkheijd der banken aan aan den Nabab zijn gedaan, Loutere verdigtsels zijn. Dat zoo dit den afgezondenen van den Nabab niet overtuijgd, en er bij hun nog eenige twijffe lingen mogten overschieten, of men niet de som, waar voor de pagt opgehouden is, nog wat zoude kunnen laaten afloopen dan wel, wanneer te eenige objectien maaken mogten teegens de conditie, dat de betaaling moet geschieden in pagooden, zij gecommitteerden hun moeten afvraagen, wat zij zelve voor de visscherij zouden willen geeven, en dat zoo ze daar voor een bod doen, groot genoeg om in deezen een poinct van de liberatie te kunnen zijn, het dan aan hun gecommitteer= „den word gedeffereerd, om met advies van de gecom= „mitteerdens tot de visitatie der paarlbanken, de kapitain Luijtenants Groenander en Brohier, die in zulken geval een enkeld etmaal van kondaatje moeten worden ontbooden, daar omtrent te moogen neemen zodaanige besluijten, als ze naa bevinding van zaaken, in gemeede zullen oordeelen te strek= „ken ten meesten dienste van de kompenie; het zij om de banken nog aens te doen opvijlen, dan wel om aan de luijden van de Nabab een voudig te ant= „woorden, dat de door hun geboodene Som te ge¬ „ring 2481 „ring is, om in deezen een poinct van bedenking te kunnen uijtmaaken, en dat ze daarmeede 't werk moeten houden voor afgedaan. Secret Resolution, Taken in the Council of Ceylon, Read was a letter, written by the English General Government in Bengal under the date of 26 February last, to the Governor, in reply to the letter which, pursuant to the secret resolution of 9 January last, was written from here to the English Government at Madras, containing among other things that the aforesaid General Government has decided not only to give resolute assistance to the King of Travancore against Tipu Sultan, but also to secure compensation for Travancore for the insult done to him by Tipu Sultan, and that the same Government, being informed of the insulting manner in which Tipu Sultan has behaved against the Governor of Cochin, and of the intentions which he seems to have against the Company's possessions on the Malabar, has promised, in case Tipu Sultan should go so far as to attack Cochin in revenge for the tokens of friendship which the Company might give to the English Company or to its ally, the King of Travancore, to do everything possible to assist the Company, as well as to obtain for the Company in a peace negotiation a full satisfaction for the damage that it might suffer thereby. Whereupon having deliberated, and taking into consideration that this very emphatic promise, and the serious measures which the English General Government declares it intends to put into effect on behalf of Travancore, make it, in the view of this Assembly, now more than ever a point of the greatest reflection whether the Company, when the English actually take action, ought not also to do something on its part on behalf of Travancore if he should claim the assistance promised to him by the Company in the contract; but that in this case, this Government can do no other than communicate its considerations to the ministers at Cochin, who alone are competent to judge thereon, and, seeing things there up close, can otherwise best perceive what the Company in

Whereupon, having deliberated and taken into consideration: 1. That it is not uncommon in matters such as these that things take on greater or lesser weight in the eyes of the principal actors, in proportion to the importance that one seems to attach to them. 2. That as long as no extraordinary measures are employed, things can still settle into tranquility without public uproar. 3. That until then, one always still retains the ability to overlook this or that action, but that as soon as one proceeds to the appointment of a Commission, the instigators of such work, who otherwise could still turn back without great fear, naturally become afraid of the consequences of what they have already committed and which must become further apparent when it comes to an extraordinary and solemn investigation, and that these persons consequently acquire thereby, as it were, a new interest in keeping the people stirred up by them together and animating them more and more. 4. That for this reason this Government from the very beginning, as appears from the Resolution of the 21st of this month, has been and still is of the opinion that one ought first to observe the situation with the uprising of a faction of the Matara inhabitants, which began in the Kandebodapattu and has since spread to the adjoining areas, before proceeding to the sending of a Commission, in order to be able to try in the meantime whether the insurgents could not be brought to tranquility in a less sensational manner, through the intercession of the native chiefs. 5. That also the Honorable Dessave of Matara, who, seeing the situation up close, can best judge whether the sending of such an extraordinary Commission is advisable in these circumstances, not only declined the offer made to him for that purpose by the Galle servants, but that it was also already apparent to the Galle servants from a letter written from Matara on the 19th that in the Gangaboda Pattu things were again as good as at rest, and that in the Weligam Korale things also seemed likely to settle down. 6. it had already appeared from their writing that this Government considered the dispatch of such an extraordinary commission, at least for the present, to be premature. 2496 For the further promotion of this objective, I even sent my Mahamodliaar of the gate to the Honorable Dessave of Mature shortly after the reports of these disturbances were received here. According to a letter from the Dessave of Mature written on the 19th of this month, the weather was also then in the Gangebadde Pattoo as good as settled in quietness; in the Belligam Korle it also looked reasonably well according to that letter, and therefore the decision from Galle to send a commission to Mature was all the more disapproved from here. Yet before the order not to send it was received in Galle, the officials had already caused this commission to depart. Upon the issuing of the aforesaid order, it was at the same time instructed that if the commissioners should also have already departed, they were to be instructed in writing that they had to suspend their commission and remain in Mature until further orders. The Galle officials also did this, yet they at the same time instructed the aforesaid commissioners in writing—whom they knew had already departed from Mature to the mutineers—that if they were already with the mutineers when they received this order, they should then proceed to accomplish their charge, instead of instructing them in writing, as ought to have been done, that in such a case they had to see to it that their commission was broken off in the most fitting manner. This written instruction, directly contrary to the intention of the aforesaid order, was taken extremely ill in the Council of Ceylon on the 25th of this month, and the Galle officials were also informed of this in writing. Yet because it seemed, from a Galle letter of the 29th and the enclosures sent therewith since received, that the proceedings of the aforesaid commissioners were soon about to arrive at such a state that it was questionable whether it would not be somewhat conspicuous to make too hasty a change therein, it was therefore thought best to acquiesce in the further written instruction of the officials made to the commissioners according to the aforesaid letter, namely to conduct themselves in the execution of the order to suspend their commission according to the circumstances of the time. Your Honours will find the further course of this matter in the letters received from Galle with the enclosures and the letters written from here to Galle, which are herewith handed to Your Honours. From the same, Your Honours will see that since the above-mentioned report of the Dessave van Angelbeek, matters have actually worsened. 2497 I do not necessarily mean to say that this must be imputed to the sending of a commission from Galle to Mature, yet it is not uncommon in matters like this that things take on a greater or lesser importance in the eyes of the ringleaders in proportion to the interest that one appears to take in them. As long as no extraordinary means were employed, things could still settle into quietness without a clamour. One could appear to ignore many things, and the ringleaders could still turn back from their intention without great fear of the consequences; but when it became known in Mature that a Galle commission was about to arrive, these bellwethers obtained a new personal interest in keeping the people stirred up by them together for their support, and in animating them more and more. It is for this reason that I thought it would be better, for the time being, to leave postponed the decision on the request of the Honorable Dessave of Mature submitted by the Galle officials by letter of the 21st of this month, made in the name of himself and his headmen by a letter of the 19th prior thereto, to send to Mature a commission either from the Political Council or from the Council of Justice in Colombo, to conduct a rigorous investigation in order that it may appear who are the cause of this rebellion, and so that the guilty may be punished as an example to others. Herewith the Dessave, as Your Honours will see from the aforementioned letter, further requested that the commission to be appointed might at the same time be instructed to conduct a rigorous investigation into his conduct during his administration in Mature, and to investigate the complaints that might come in against him with all accuracy, conscientiously and most strictly. Then, because matters have noticeably changed their appearance for some days, as I have remarked above, this has moved me to make the proposal to the Council for the appointment of such a commission earlier than had otherwise been my intention, upon which proposal Your Honours were both appointed thereto in the Council of Ceylon on the 26th of this month. As much of the complaints of the inhabitants in the Maturese Dessavony as is known thus far, Your Honours will find with the Galle letters and enclosures. Whatever may still be received in that regard after Your Honours' departure to Mature will be sent after Your Honours. This rebellion is undoubtedly stirred up by a party of restless fellows. Nothing has ever become known to me of any discontent among the inhabitants of Mature, and much less that they should have any reason to complain, both during the time that the first mentioned in the heading of this, the Honourable Dessave Fretz, was in Mature, as well as during the time that the Honourable van Angelbeek has since been Dessave of Mature. It would be very desirable if one could discover the ringleaders of this affair, and especially if one could get them in hand. It would presumably bring about that the great multitude, which generally runs along without knowing what they want, could soon be brought to peace. Moreover, that would be of a very favourable influence for the future, for the curbing of a party of insolent fellows, who only stir up the people in order thereby to advance their personal intentions. The means to restore peace are the first with which Your Honours must occupy yourselves. In this, Your Honours must take care, as much as is in any way possible, that it happens in a manner that does not compromise the honour and esteem of the Company. I repeat it, it would be very desirable if one could get some of the principal ringleaders into hands, in order subsequently to have them punished according to their deserts as an example to others; yet if Your Honours find this not to be possible without making the unrest last even longer, then it will be best to act as if one does not know them, so that the fear of punishment may not be a cause for them to continue in their wrongdoing. The employment of Your Honours' efforts towards the restoration of peace is therefore the first thing that I must recommend to Your Honours with great emphasis. For the furtherance of this, it is necessary to record with all accuracy the complaints that the inhabitants might have, and to investigate to what extent they are well-founded. If matters are in any way disposed thereto, it is good to admonish the insurgents with emphasis that in the meantime each go peacefully to his house; since a few are enough to present to Your Honours the complaints they think they have. Concerning the hearing and investigating of the complaints, I leave it fully deferred to Your Honours to do that, either jointly with the Honourable Dessave van Angelbeek or separately; as Your Honours, according to the finding of affairs, shall find to be most proper and advisable, and to serve most to further the objective of bringing minds to rest. After the complaints shall have been recorded and properly investigated by Your Honours, I authorize Your Honours to settle with equity all such matters that ought to be decided quickly, and as Your Honours shall find to serve the best service of the Company and its inhabitants. Are there matters that can endure delay, and regarding which Your Honours, because of their weight, desire to be instructed separately, these must be presented to me as soon as possible, with Your Honours' considerations as to how Your Honours think they ought to be decided. on the occasion of the recently repeated inspection of the Mannar pearl banks, have been here, kindly informed them that this could not be agreed to, and requested them to remain here during the inspection, as they did until the inspection was nearly finished; but that His Honour has since received a letter from the Nabob's agent, Mr Buchanan, dated the 9th of April last, in which he further insists on this matter on behalf of his master, in such a manner that His Honour deemed it necessary to bring it before this meeting for deliberation. Upon which, deliberation having taken place, it was taken into consideration that already during the settlement of the latest contract, strong insistence was made on the part of the Nabob that his commissioners might also be accepted at the inspection of the Mannar pearl banks, and that on that occasion it was not only demonstrated to Mr Buchanan that this could not be agreed to, but also that, in order to give the Nabob some satisfaction in this regard, he was permitted to let his thonies fish on such banks as the managers of the said thonies should choose during the holding of a fishery on the Mannar banks; that the reasons for not accepting any commissioners of the Nabob at the inspection of the Mannar pearl banks are too obvious for it to be necessary to recount them at length, and that even if there were no other reasons against it than merely the inconvenience of often having to wait for the Nabob's commissioners before starting the inspection, this reason alone is sufficient not to consent to such a request. However, since this has now been insisted upon repeatedly with such persistence, it seems that something will have to be done to satisfy the Nabob in order to obtain what is necessary for the exchange of the ratification, to prevent a multitude of chicaneries that might otherwise hamper the Company's interests from time to time. And it has therefore been approved and understood to humbly submit for the consideration of the Honourable High Indian Government whether it might not be pleased to consent that, whenever the Company sees fit to have the pearl banks of Mannar inspected, it shall give notice thereof to the Nabob, also announcing approximately the time when it is due to begin, and that if the Nabob should then see fit to send two or even three of his servants, so that they might obtain such knowledge of the condition of the banks as might afterwards be of service to them during the holding of the fishery, in their management of the thonies granted to the Nabob for the holding of the fishery, these servants of his shall be permitted, solely in their own persons, to accompany the thonies with which the Company's commissioners put to sea, as it seems this should satisfy the Nabob, because his servants will thereby have the fullest opportunity to know the condition of the banks by their own observation; to which one could also add, for the greater satisfaction of the Nabob, that these servants of his, upon their request, shall be permitted to be present at the opening of the retrieved oysters and even at the swearing of the reports, when even all the found pearls could be shown to them, nevertheless with the express warning that the inspection will not wait for the Nabob's servants and that it will consequently proceed whether they arrive in time or not, and that when the Nabob's servants are present at the inspection in the aforesaid manner, the 9th article of the treaty shall remain unenforced if a fishery is held following such an inspection. The Governor communicated to the meeting that the fishermen and Parruas in the Negombo district have recently caused considerable unrest, alleging that they have complaints about their Headmen, and that some agitation has also been perceived among the inhabitants of Silau; but that upon the arrival in Negombo of a detachment of European and Moorish soldiers, whom His Honour had dispatched thither under the command of the Junior Ensign Trouw, those of Silauw came to their senses and are behaving peacefully; and that the complaints of those of Negombo have been recorded by the Landraad Members Roosmaale, Goeg, and Waga, whose reports are now circulating among the Honourable Members for perusal; but that His Honour, provisionally and until further disposition shall be made concerning this, has placed the fishermen and Parruas of Negombo under the direct authority of the Chief of Panton, and at the same time ordered that the Modliaar and Mohandiram shall not interfere with them until further orders. Whereupon, after deliberation, it was approved and agreed to sanction the aforesaid arrangement and to keep a secret record thereof. 2509 Articles contained in the aforementioned Mandate are not only not detrimental to the interests of the Company, but also that they are in all respects arranged in such a manner that, if the mutineers truly see their interest in this and are willing to give some room to reason, a good effect may be expected therefrom; and that, with regard to the promise made therein of a General Pardon, while it were to be wished that the principal leaders of the mutineers could have been excluded therefrom, this exclusion very probably would not have produced the expected effect. And it is therefore approved and understood to confirm the aforementioned mandate. 2511 Ranzon of the 4th of this month, from which one seems to be able to gather that the assembled inhabitants of the Alloetkorle are spending the requested postponement, granted to submit their complaints in writing, to enlarge their party, the chief of Ranzon writing that they had tried through some emissaries to persuade the inhabitants of Topoe to join them. Hereupon the Lord Governor submitted for consideration the necessity both to bring a speedy end to all these movements and to prevent the spirit of rebellion from penetrating into the other korles as well, and further communicated to the meeting that the Mahamodliaar of His Excellency's gate had offered to go with a party of men to the restless korles and bring the inhabitants to a standstill, and that His Honour had provisionally qualified him to gather as many lascorins and other men as can be brought together from the inhabitants living around this place, to more or less one thousand individuals. Whereupon, having deliberated, it was approved and agreed upon the proposal of the Lord Governor by a majority of votes to send the aforementioned Mahamodliaar, with the men brought together by him, numbering more or less 1000 head, into the country, and to give along to the said Mahamodliaar a mandate, both for the Moetkoer and the Hapittigam korle, containing an admonition that if the inhabitants have any complaints, they may submit them, and that in the meantime everyone shall have to return to his home and conduct himself as befits good inhabitants, with orders to the frequently mentioned Mahamodliaar that if the aforementioned mandate should not have the expected effect, then to penetrate through the Hinakorle into those aforementioned two rebellious korles, and and to do his best to bring the mutineers back to a standstill through kindness, and if that will not help, through force; against which the Honourable Fiscal Vollenhove maintained that the sending of the aforementioned men, among whom His Honour had understood that a party of the lower castes would also be present, might further embitter the mutineers, and thereby make the matter worse, wherefore His Honour declared to be of the opinion that if the mutineers did no other evil than seeking to strengthen their party, one should first allow the granted postponement of eight days, to put their complaints in writing, to expire, before putting other measures into effect against them. Considered regarding the Tuticorin Chief, the Honorable Mekern, who in a secret letter of the 15th of May of the past year repeated the apprehension of an invasion by the troops of Tipu Sultan into the lands of Madura, since he has a considerable detachment of his cavalry stationed at Dindigul, from where he can overrun without any danger the entire flat country of Madura, which along with all rivers remains completely dry until the month of October or November, because all troops have been withdrawn from there and placed with the army, and it is not possible for even the most discerning eye to determine the exact time of the approaching danger; with a request, therefore, for a clear instruction as to how long matters should be observed before breaking up the factory, and whether anything may be ventured for the preservation of the Company's rights and trade, or whether the utmost caution must be employed for the preservation of the Company's money and goods. Having deliberated upon this, and taken into consideration that it is not very likely that Tipu Sultan, if as rumor has it he is being attacked in his own country not only by the English but also by other princes, will be able to undertake invasions into the neighboring lands; and that the interest of the Company likewise does not permit that, merely out of apprehension of such a still very uncertain invasion, its trade be brought entirely to a standstill, or be so altered that others might turn it to their own disadvantage, under such changes as their Honors might find expedient according to the circumstance of the times; but that nevertheless the fortunes of war are uncertain and can sometimes take an entirely different turn than is currently supposed, and that prudence therefore requires that affairs be arranged in such a manner that in the event of an unfortunate outcome, the Company loses as little as possible. And it is therefore approved and understood to defer entirely to the experience and discretion of the Honorable Chief Mekern, to make such arrangements both regarding the dismantling of the factories and in the disbursement of money for the collection of linens, as his Honor shall deem necessary according to the circumstances of the times, in the confidence that his Honor will proceed with all possible caution in this matter, and will especially ensure that no more money is disbursed than is strictly necessary to keep the looms operating. It having further been submitted for consideration by the said Honorable Mekern whether it would not be advisable, in the event of an invasion by the troops of Tipu into the lands of Madura, to send a mission of one or two natives to the army commander to inform him that the Company will observe a strict neutrality, and that the same is therefore expected of him, with the addition of an indication of the Company's possessions. It being considered that an appeal to neutrality, in case the troops of Tipu Sultan should invade the lands of Madura, cannot be made for special reasons relating to the Government of Malabar: It is approved and understood to write to the Honorable Mekern that he may attempt, in such a case, to send a mission of one to two natives to the commanders of these troops, in order to notify them of the places that the Company holds in possession on the coasts of Madura and Marawa, and to request them to give the necessary orders that its aforesaid possessions be left unmolested; without, however, mentioning anything on that occasion regarding the Company's neutrality. these eight prisoners, together with another Sinhalese from the Hina Korle, who had been brought in some days previously and is likewise strongly suspected, were placed into custody with the Jailer, of which it is understood this record shall be kept. There was also read a letter from the English Governor of Madras, Mr. Medors, written on 2 May of the past year to the Governor, containing the communication that he was about to depart in order to open the campaign against Tipoo Sultan; and a letter written by the Council at Madras on the 17th thereof to this Government, containing not only a report that Mr. Medar had actually departed, but also a request to thank the Government of Mallabaar for the attention shown toward the English troops under the command of Lieutenant Colonel Hartlij. And it has been approved and agreed to answer these letters as required, and also to send copies thereof to the Gentlemen Ministers at Koltsiem. Having been received, the reports circulated among the Honorable Members from the Landraad Members Roosmaalecocq and Waaga concerning the complaints investigated by them from the fishermen and Parruas of Nigombo and Topoe, it has been approved and agreed, before disposing thereof, to send these papers to the Chief of Nigombo, van Ranzow, with orders to clear up these reports further, as much as possible, whether immediately or after a delay of some days as he shall deem most prudent, and to add thereto his considerations regarding the complaints appearing therein. And it is likewise agreed in the meantime to recommend the Chief van Ranzow to provide as much as possible beforehand against all such injustices as those about which the aforesaid complainants have aggrieved themselves, until this Government shall have made the necessary provision in that regard. Regarding Jaffanapatnam: There was read a secret resolution of Jaffna dated 29 May of the past year, whereby the servants, at the request of the Palakatsche Ministers for a reinforcement of 50 European and 50 Eastern soldiers, together with their officers and weapons, for the protection of Paleakatta should Tipoo Sultan march into the lowlands of Karnatika with his military force, have decided to send to Paleakatta by the vessel of the Honorable van Halm: 1 officer, 2 sergeants, 3 corporals, 1 drummer, 1 fifer, and 24 European privates, as well as 1 captain, 1 lieutenant, 1 ensign, 1 European drillmaster, 4 sergeants, 4 corporals, 1 fifer, 1 drummer, and 64 Eastern privates, with their weapons, and to reinforce the garrison of Jaffanapatnam by having the Company's burghers perform service at the usual pay. Which having been deliberated upon, it was taken into consideration: That by the various detachments which have had to be made, both to Batavia and to Koetsiem, the Ceylon garrisons have been so notably weakened that, however inclined one might otherwise be to render some assistance to the Paliakatsche Ministers, no more men can presently be spared without stripping this Island too greatly. That the fortune of war is certainly always more or less fickle, and thus one cannot know to that extent what unexpected outcomes things can sometimes have, but that should the English Army be less fortunate than one may reasonably hope according to all appearances, and should Tipoo Sultan thereby gain room to push through to the Coromandel Coast, the small capability of Paleakatta, even with the reinforcement requested by the ministers, would not be able to accomplish much against it. That apart from such unhoped-for and unforeseen misfortunes, one seems with reason to be allowed to presume that the English Government, at a time when General Medors, Governor of Madras, places himself at the head of the armies to begin an offensive war against Tipoo Sultan, will not have neglected at the same time to take such measures as may serve to secure the countryside against raiding parties. That one cannot doubt that if things, contrary to all expectation, should take such a turn that there could be some well-founded apprehension for Paleakatta, the Ministers, in such a case and upon conferring with the English Government about it, will not find it disinclined to keep in view the safety of Pallakeatta as much as can be done in the measures which it would then have to take; and that in any case, when affairs are disposed toward it, the Ministers, deeming it advisable, could bring the cash and the best effects of the Company into safety for as long as is necessary by sending them to Madras. And it has therefore been approved and agreed to order the Jaffna servants to leave their aforesaid resolution unexecuted, and thus not only to send not a single man from their garrison without having previously requested and received the express authorization of this Government, but also, as a consequence thereof, not to enlist the burghers to perform service for the reinforcement of the garrison. Furthermore, it is also agreed to give notice of this decision, under the aforesaid remarks, to the Ministers at Paleacatta, and thereby to remind them that whenever they have any requests to make of the Ceylon Government in the future, as was the request made in this case to the Jaffna servants, to make the same directly to this Government, and then to provide such opening of affairs as is necessary on such occasions. Whereupon deliberation was held, and taking into consideration that it has nowhere been demonstrated in a reliable manner that the bulk of the people would truly desire the Honorable van Angelbeek to be removed from Matara, and also that nothing has been brought to the charge of the said van Angelbeek before this Government up to now from which one might reasonably suppose that his Honor has given any cause for such far-reaching discontent among the people, or that his Honor has behaved badly in any other respects during the time his Honor held the administration of the Matara Disavony, but that it could nevertheless well be that the mutineers, now that matters have been brought so far by them, harbor a secret fear that their many and far-reaching outrages, even if forgiven, would be less forgotten by a Disava under whose eyes they were committed than by a new Disava to whom their persons are less known and who was not an eyewitness thereto. For which reason, and in order finally to leave no means untried, it was approved and agreed by majority of votes to authorize the Lord Commander Sluijsken, if it should appear to his Honor that the removal of the Honorable Disava van Angelbeek could in any respect serve to promote tranquility, then to allow the Honorable Disava van Angelbeek to cross over to Galle for some time, either under the pretext of having to exercise authority there during his Honor's absence, or under such other 2519 pretext as he shall deem fit, in order to effect this removal in a reputable manner, against which the said Kraijenhoff was of the opinion: That the Honorable Disava van Angelbeek ought to continue in his entrusted post, which he held with so much cordial care and attentiveness during the time his Honor was Administrator of Galle, until it shall appear that there are knowingly matters to his charge that could cause him to forfeit his service or make his removal from there absolutely necessary; since his Honor maintains that no one, even for the public interest, ought to be innocently relieved of his well-entrusted post except in case of absolute necessity for the promotion of the common tranquility, in which condition there are not to be found the upheavals and gatherings currently still maintained in the Matara Disavony by a party of blind and ill-disposed inhabitants, who in these their so punishable actions, as it appeared to him in more than one respect, underhandedly
