Lansz 3871 The appointed time having arrived to report to Your Right Honourable Worships on all that has occurred at this office during the recently expired financial year 1789/90, I hereby take the liberty of presenting a Compendium thereof to Your Right Honourable Worships; providing accurate indications of everything that may be of any interest, in so far as this is possible concerning trade, as the books of Batticaloa are now kept at the main office in Colombo, in accordance with Your Right Honourable Worships' respected orders by letters of 23 February 1788 and 12 August 1789. This task will be all the more pleasant for me to perform this year, as a large portion of the arrangements established by Your Right Honourable Worships to promote the well-being of the inhabitants of these lands and the interests of the Company have been implemented without hindrance; and that it will not only appear from this Compendium that the Country's revenues have thereby considerably increased, but also that I can report with certainty to Your Right Honourable Worships that this advantageous state will continue to increase year by year until the complete introduction of good order, and in proportion the populace will become wealthier and more flourishing, which I already mentioned a year ago in the Compendium. A few months after my arrival as chief here in 1784, it became clearly evident to me that the management regarding the collection of the Company's Tithe duty from the Nelij crop was highly defective. Some rough estimates convinced me that the number of inhabitants under Batticaloa could, at the very least, be estimated at no fewer than 25000 souls, who collectively had to subsist on rice because of the lack of other tree fruits from the land; the condition of the land not easily permitting the successful cultivation of the latter without much care, until the country becomes somewhat more populated. These observations served as proof to me that the Company year after year had been defrauded of roughly about half by the native chiefs, who had managed the collection of the aforementioned duty up to that time; upon which it should also be noted that this very considerable shortfall was by no means for the relief of the common farmer, but solely for the benefit of the aforementioned chiefs and various other people who enriched themselves thereby. Concerning this matter, I took the liberty of making my thoughts known in writing on 4 December 1784 to the then Honorable Governor Falck, of blessed memory, and further to Your Right Honorable and Highly Esteemed Worships in a small Memorial of 31 March 1785. In it I mentioned that there was no doubt, if another order were introduced for the collection of the Tithe, that this duty could yield 40000 parras a year. Since then, through the favorable assistance of Your Right Honorable and Highly Esteemed Worships, a new arrangement in the territorial service of these Districts has successively come into being, and the outcome has fully proven that my statement in this regard was very well founded; while the tithe has yielded more from year to year, and especially in this last crop, which because of the lack of good seed corn can almost be called meager, yielding 4207 Amunams and 5 12. Markals, or 42071 3/6 parras; which is much more than as much as the last 10 years in the time of the Honorable Franke taken on average, or in the proportion of 16250 to 42071. For the sake of brevity, I shall not presently detain Your Right Honorable and Highly Esteemed Worships concerning the well-founded hope that exists of seeing the duty on the Nelij crop rise even higher; having demonstrated this extensively and sufficiently in my Memorial concerning these lands of 10 June 1786 and 16 March 1789. It will only be sufficient to repeat that the continuation of the adopted plan to reduce the obligations of the common farmers and to have the burdens borne proportionately by the other inhabitants, who were sufficiently free of burdens, is the only capable means to that end, and they must be continually registered for this purpose. With respect to this last point, in accordance with the authorization of Your Right Honorable and Highly Esteemed Worships by dispatch of 1 July of the past year, several arrangements have already been accomplished in this book-year; both regarding what was prescribed by the Land Plakaat of 27 June 1789, and concerning the Head-census of the inhabitants, the said Census having been conducted and thereafter the necessary arrangements in the District of the Fort having been fully advanced. A brief specification and comparison of the Company's revenues in this last book-year 1789/90 with those of 1775/76, which is the most profitable during the 18-year administration of my predecessor the Honorable Franke, because the tithe yielded the most then, will clearly demonstrate to Your Right Honorable and Highly Esteemed Worships how much the Company's Land Revenues have increased. Next I inspected the Giant's Tank, which is a large piece of low land surrounded by an earthen dike on the west and south sides, within which the water was retained during the rainy season in order to irrigate the fields with it during the dry monsoon. On the 9th of July of the previous year I had the honor to write extensively to Your Right Honorable, Most Worshipful Grandeur about this, see annex marked A, therefore I write here, for the sake of brevity, only the main points. In order to carry out that investigation with the utmost accuracy possible to me, I first measured the aforementioned dam or dike on a large scale and subsequently performed a leveling along the same, from the map and profile made thereof, which I have the honor to present herewith, and from my humble letter of the 16th of August last, see letter B, may it please Your Right Honorable, Valiant, Most Worshipful Grandeur to highly favorably see that the said dam is breached in several places, and in others again washed away and become low. To be able to judge with certainty the usefulness of this work, I needed to know both the size of the Tank and of the fields that could be irrigated from it; namely, therefore, I had the Manaar surveyor Sneider measure the upper side of the Tank, as well as have a survey made of all the lands that can be irrigated from the Giant's Tank and turned into good sowing fields, with the exception of all brackish soils, and it was found through this survey that the Giant's Tank is 3121 morgens in size, and the surrounding lands suitable for fields 25935 morgens. The map made of this and the instructions I gave to the said surveyor, I likewise have the honor to enclose herewith, see letter C. I considered it necessary to obtain some clarifications from the chiefs and inhabitants of Mantotte and Nanathan; therefore I drew up the questionnaire attached hereto under letter D, which was translated for them at the secretariat of Manaar, and to which they delivered the corresponding answers in writing in Tamil. From this may it please Your Right Honorable, Most Worshipful Grandeur to favorably see that there are currently 22 villages or fields of purchased lands and 2 ditto unpurchased lying within the Giant's Tank, but notwithstanding this, it appears from the answer to the seventh question that they nevertheless greatly wish that the Giant's Tank may be restored, with regard to indemnifying those who have their sowing fields in the Tank 3876. The said dam has broken through in various places, and in some places is very long and washed away; the length thereof I cannot determine now without measuring, because the old maps are very inaccurate. On the south side I went a good half hour further along this dam than the maps determine it, and on the north side, where because of the heavy forest I could not come very far this time, the difference according to the statement of the chiefs and inhabitants is much greater. According to one of the maps the stone dam in the Musali river lies at a distance of 48000 feet from those places on the dam of Kattoekarre where at that time the maps were made, they thought to let the water from the Musali river run in. The course between these said two places is according to this map E.S.E. and W.N.W., and according to the other map the aforesaid place on the dam of Kattoekare would lie 2600 roods from the aforesaid stone dam or weir in a direction of S.E. and N.W., which are all great differences to rely upon such papers. From the place in the Musali river where the stone weir or dam is laid, an arm of the river goes northward which later below unites with the great river. In this arm, according to the maps, someone who was called Vos had some small stones brought together of which something is still to be seen; intended according to the projects of that time to lay a dam there, in order to hold the water there and make it run through a small stream along the river up to the Giant's Tank. The water above the masonry stone dam in the Musali river was, to my estimation, circa 12 feet lower than the dam, and in the arm there was from the high-standing water above the said dam or weir about 8 to 9 feet fall down to the small work begun by Vos. If one wanted to lay a dam at the work of Vos, it would surely have to be built 20 feet high, to be level with the masonry stone weir. The water stands, according to the statements of the chiefs and inhabitants in rainy times, often more than a man's height over the weir; if one sets this at 6 feet, and that the bed of the arm lies 12 feet lower than the weir, then the watercourse that runs through the arm would in this case be 18 feet deep. I walked along the small stream that was pointed out to me and said to be the same through which the water would flow to the Giant's Tank. In two places I saw heaps of small stones piled upon one another, which I was told was the work performed in the time of the Noble Lords Gollenesse or Steinhoff. Regarding this, I must only observe that it was by no means a giant's work, and according to my slight understanding it was altogether wrong to construct this excavation in such a manner, because in very many places streams come out of the country which would choke this canal with collapsing sand and cause inevitable breaches. It is also only a small stretch of the way where any sign of a stream or canal is to be seen; the rest was only flat land where the inhabitants told me that in former times the intention 9. —. 5=- Boats to carry over was to dig a stream.
