Taken in this serves hereby only for the honored consideration of your Most Honorable Greatness. delivered present Most Honorable, Great, and Respected Lord Governor, with all possible zeal has been continued, to such an extent that there is now a very large quantity of lands, both Company and private, whereupon the cinnamon grows very luxuriantly. That this work, as it expands, becomes more and more laborious to maintain, and over time will become even more so, so much that it will be very difficult continually to see to the proper clearing of the ground and the maintenance of the fences, which nevertheless is strictly necessary if the Company is in the long run to have the great benefits from it which this so useful undertaking has already brought to the Honorable Company and can continually bring. That your petitioners, having for that reason spoken with the other faithful headmen and cinnamon peelers, have agreed to propose the following, which your petitioners according to their best knowledge judge will be of very great use and benefit for the Honorable Company, namely: 1. To divide all Company and such private cinnamon gardens as shall be chosen by the cinnamon peelers, by 5 to 6 amunams of land, and assign them as a paraveni to each cinnamon peeler, in order that each one may deliver from it as closely as possible his obligatory cinnamon annually to the Company, and on the condition that each must properly clear such a parcel of land of brushwood and provide it with fences, which they shall do for the ordinary maintenance that they continually enjoy, because these duties are their own natural work, and thus they will regard these lands as an acquired paraveni from which to satisfy their obligation; when and in which manner the cinnamon gardens are divided, many from both the Corle peoples and from the Mahabadde will obtain large and small opportunities to plant new cinnamon gardens. 2. That the cinnamon peelers to whom the lands are assigned in this manner may be permitted to have, upon the parcel of land of 5 or 6 amunams ceded to their care in the aforesaid manner, a piece of land measuring from 18 to 20 rods square to build their peeling sheds and a dwelling, and to plant the ground remaining thereof with some coconut trees; and in case there should be no empty spaces on such lands to be ceded in the aforesaid manner, that a piece of land of equal size from the adjacent waste lands may then be ceded to them for the same purpose. 3. That this arrangement being introduced, to such cinnamon peelers who distinguish themselves above others in their work, and especially in the good maintenance of the gardens, such a premium for the refreshment of their hearts may be promised as shall be found appropriate according to the importance of this work. 4. That for the lands which in the aforesaid manner are assigned to the cinnamon peelers, written certificates may be given, beginning with No 1, containing the name of the cinnamon peeler and stating that he and his heirs shall possess this piece of land as a paraveni in order to peel thereon both the obligatory and the purchase cinnamon, provided that they keep these lands properly planted with cinnamon and maintained, for which purpose a commission could be sent every year, and provided that they do not expand beyond the 18 or 20 rods square determined above, and that all the rest of these lands shall accordingly remain for the cinnamon, on pain of being declared immediately forfeited of their rights thereto if they act otherwise. 5. That since the cinnamon peelers have neither time nor opportunity to build their houses and peeling sheds themselves, and as this is also the work of the Corle peoples, this may therefore remain on the old footing, as well as the supplying of pots and pans. The cinnamon lands that are not divided in this manner can serve for the remaining cinnamon peelers, insofar as they are not placed in the forests; and it is highly necessary that the order given to ensure that cattle do not wander into the cinnamon gardens be renewed everywhere, as here and there it is not very well observed.
