November Tuesday the 23rd in the morning at half past five we had the thonies row up between Rotten Island and Kaswaris Island, and having set sail from there towards seven o'clock, we arrived through calms, sailing and rowing, around 10 o'clock at the bank Nagerepaar. Depth 7, 7½, 8, to 8½ fathoms of water. The landmarks of the bearings are: the island Allelande West-Southwest; the fort of Tutukorijen West by North; the mountain Tannekoendel Northwest by West; the high tree of Rotten Island and the mountain Oeloegoemalle West-Northwest. This bank is estimated to be over and across well over a quarter mile long and wide, and lies 2½ miles from Tutukorijn, the nearest shore. We began the inspection with favorable weather and wind conditions after the thonies were distributed across the bank at a quarter past ten o'clock at the north end, 1790. November and we finished the same at 1¼ past twelve o'clock in the afternoon at the south end of the bank with the following result. The thony of the commissioners had divers dive 12 times in 7½ to 8 fathoms of water and obtained 9 living and 7 dead oysters, together with some kalikaij and sjarckos. The thony of the native chiefs had divers dive 17 times in 7, 7½, to 8 fathoms of water and obtained 101 living and three dead oysters. The first Armanese thony had divers dive 13 times in 7½, 8, to 8½ fathoms of water and obtained 120 living and 15 dead oysters. Furthermore, they lie 2½ miles off Tutukorijn, the nearest shore. Wednesday the 24th we remained on shore, as the divers and the thony crews were very fatigued from the difficult labor of yesterday, and meanwhile had the oysters gathered yesterday opened this morning in the presence of the commissioners of the Armane who were invited for that purpose and had appeared before your Honor, namely: 480 pieces from Nagerepaar, of which 209 of 5 to 5½ years, 118 of 4 to 4½ years, 153 of 3½ years; and 584 pieces from Ottie and Oedoedewiepaar, of which 279 of 5 to 5½ years, 154 of 4 to 4½ years, 151 of 3½ years. Upon sorting these oysters, as usual asked by us of the Moor Segoe Tambie Markan as well as the Armanese divers regarding their age, the first-mentioned replied that these, like all the other oysters, were one year older than they were written down, and thus the oldest among them were already 6 to 6½ years and the youngest 4½ years old; and the divers said that the oysters had already reached their maturity, and thus could no longer remain lying on the banks. November. 10th. asked whether it would not prove more profitable if the oysters, although they were too old as reported by him, remained on the banks for another year, because if the oysters of 4, 4 1/2 and 3 1/2 years become one year older, they will contain more and better pearls, even though some of the oldest oysters might open in the meantime. The same replied that the oysters are ripe enough and must therefore be fished up, further saying that if an equal number of oysters of 5, 5 1/2 years and of 4 and 4 1/2 were opened, the pearls coming from them would show that just as many pearls would come from the oysters of 5 to 5 1/2 years as from those of 4 to 4 1/2 years. And to test this, 100 oysters of 5 to 5 1/2 years and another 100 of 4 to 4 1/2 years were each kept separate, but the pearls that came from the first lot clearly showed the natural difference that occurs in testing, not only in quantity but also in the size of the pearls, 100 oysters of 5 to 5 1/2 years having yielded considerably more and better pearls than the other 100 of 4 to 4 1/2 years. Subsequently all the oysters were opened and the pearls found therein sorted, recorded, and sealed in two separate packages handed over to Your Esteemed Self for safekeeping. These pearls, with their value, are detailed in the valuation list to be found hereafter. Thursday the 25th in the morning past 5 o'clock we departed for sea and, on account of the calm, by sailing and rowing, only arrived at half past eight at the north side of the bank situated nearest to Oetie and Oedoediwiepaar, named Klatiepaar. The pearls that came from them, which are noted with their value hereafter, were provisionally sorted, recorded, and sealed in a paper packet, handed over to Your Esteemed Self for safekeeping. 3682 Anno 1790. November can have prospect of an advantageous fishery, since as the oysters become riper, they also contain more and better pearls. And although the divers make difficulties as to whether the oysters will remain lying for another year, because several oysters were found on the banks, which they attribute to the poison of the kalikaij and soeram that they have detected on the banks, they nonetheless testify to be of the opinion that the oysters ought to remain lying until they are another year older, because it would yield a miserable fishery if the oysters were to be fished up now before they are truly ripe. And because, as far as the difficulty is concerned that the oysters might meanwhile be lost through the poison of the kalikaij and soeram, this is of little consequence, since the kalikaij and soeram do indeed kill young oysters, but cannot easily inflict harm on old oysters like those of 4 to 5 years. Anno 1790. November In order not to disturb the banks too much, seeing that the oysters had not attained their proper ripeness, we continually admonished the divers, both of our thonies and those of the arrmane, only to inspect accurately the condition of the oysters on the banks, and after they had made a couple of good dives on each bank, not to bring up each time more oysters than was necessary for a sample. The collective divers unanimously declared, upon our express inquiry into the quantity of oysters, that on all the same banks oysters lie scattered almost everywhere; in some places in lots of 10, 15, 20, 25 to 40 together, and again in some places in lots of two to 5, and also by single ones, and that also here and there between them some places are found where no oysters lie, 3684 Anno 1790. November so that, drawing the seven banks together according to a calculation made, they reckon that two-thirds of the same are occupied with oysters, that one can bring up there in a fishery in each dive from 10, 15, 20, 25 to about 50 oysters, and that on the remaining one-third part of these banks no oysters are to be found. Furthermore, our divers declared upon our inquiry that there were oysters enough on the seven banks for thirteen days to be fished with 60 thonies and 300 stones, dividing the days as follows: on Taddoetanmarkanpaar and Koeritjanpaar, half a day; on Nageriepaar, for four days; on Oetie and Gedie Deurepaar, for four days; on Wantieuw Troepagepaar, for four days; and on Klatiepaar, for half a day. The Moor Segoe Tambie Markan and the Armaneese divers asserted to the contrary in the presence of our native chiefs and divers that on the seven banks oysters enough are to be found, at the very least, for a fishery of 20 days with 60 thonies and 300 divers; but the last-mentioned declared that they could not agree with this generous estimate, testifying that, according to a calculation made in accordance with the extent of the banks and the oysters found thereon, in all conscience they could not set the fishery for longer than thirteen days. Saturday the 27th, all the pearls that successively came out of the brought-up oysters, to the number of 2877 pieces, were, upon the honored order of Your Right Honorable, caused to be examined in the presence of us, the undersigned, and the commissioners of the arrmane.

The aforementioned six packets marked Letters A, B, C, D, E, and F having subsequently been enclosed in an envelope and sealed with the signets of us the undersigned and those of the Armanese commissioners, were handed over to Your Right Honourable; the described pearls from 2877 oysters from the 7 inspected pearl banks named Paddoetan Markan Paar, Koeritjan Paar, Waantieuw Aroepage Paar, Nagere Paar, Oetie and Vedoedewie Paar, and Klatie Paar. Upon further order of Your Right Honourable, we have further presented to the headmen and divers the objection of the Armanese servants that the oysters are ripe and ought to be fished up, but the divers have persistently declared that the oldest oysters are really not under 5 to 5 1/2 years of age and that they are thus not ripe, and would have to remain on the banks for another year to hope for a profitable fishery, since the oysters, as they become riper, also contain more and better pearls; but that they cannot deny that more dead oysters of all kinds of age have been found than is usually found, which causes them concern whether the oysters will remain alive on the banks for another year; and with this advice of the divers, the headmen have concurred. We hope and wish that these our proceedings will in all respects carry the highly esteemed pleasure of Your Right Honourable, and furthermore we have the honour to remain with all respect and high esteem. A copy of the valuation of pearls collected during the inspection, and to put you in a better position to judge this paper, I attach hereto: 3. An extract of the report of the pearl bank inspection in the year 1770, containing the oysters collected in this inspection, and 4. A copy of the valuation of pearls found in these oysters. In report No 1, you will see, Sir, that the oysters were not found to be at full maturity. The oldest were of 5 years and of 5½ years, and the majority of oysters were of 4½ and of 3½ years. That this report is accurate is proven by the preceding reports, for the report of 1788 states that the oysters were of 1, 2, 3, and 4 years, and consequently the oysters at present could no longer be older than 5 or 5½ years. The pearls found in the oysters confirm the correctness of the report, as 2877 oysters are valued at only 1 Madura fanam, or 1000 oysters for about 2 1/3 fanam. The papers of the inspection of the year 1770, when the banks were found in a state for a fishery, will clearly prove that the value of pearls is too inferior to undertake a fishery. The servants employed on your behalf in the inspection were of the opinion that the oysters were of 6½ years and in a state to undertake a fishery. But knowing by experience that the natives in general and the Moors in particular are always filled with the desire to have a pearl fishery without reflecting whether it can be done with profit, I find myself obliged to inform you that at the beginning of the inspection I tested the people employed by you, and what I found was that they had no knowledge of the business of a pearl fishery. Among the divers employed on our side, there are those who maintain that this is caused by the soeram and calicai, two sorts of animals which are like poison to the oysters, but the best-informed people say that one always finds dead oysters of all sorts of ages, and that the soeram and calicai do more harm to small oysters than when they have reached the age in which they are currently found; that one can never guarantee that the oysters will be found in a subsequent year, as they can be lost through several circumstances, but that for the rest the fear that the oysters will die in the following year does not appear well-founded, as they do not yet approach the age of 7 years and that long experience has proven that there is nothing to fear for the oysters before the age of 7 years. They add that even if one wished to undertake a fishery, one could not count on more than 13 days with 60 dhonies and 300 divers (your employees make the calculation for 20 days with the same dhonies and divers), and that the yield of the oysters gives such a miserable prospect that it would hardly be worth the trouble to undertake it, and that consequently they were of the opinion that one should let the oysters rest for another year, since then there was hope that one could undertake a fishery with success. Friday, 3 December, in the morning at 10 o'clock, arrived at Tirunelveli and directly at the residence of the Superintendent of the Madura Lowlands on behalf of the English Company, Mr. Benjamin Torin. After exchanging the initial compliments, His Honour brought me into his writing chamber and, having been given a seat next to him, I said in French, as well and haltingly as I could, that I had been sent by Your Right Honourable from Tuticorin at His Honour's desire to be present at the opening and examination of the sample pearls, and at the same time requested him to determine the time and place where and when His Honour pleased to have this done. His Honour replied that he would immediately have the people required for this assembled at the cutcherry, being the general audience place, if I wished to go thither with His Honour to be present thereat, asking whether I needed fresh coolies for my palanquin to convey me thither. I thanked His Honour for the kind offer of fresh coolies, as my own coolies, although somewhat fatigued from the journey, had agreed to carry me to the cutcherry, and upon my reply that I was ready at any moment to follow His Honour thither, His Honour ordered his interpreter to have the commissioners and others who had assisted in the inspection on behalf of the palace, as well as some other persons knowledgeable about pearls, come to the cutcherry, and further had the palanquins prepared. Meanwhile, His Honour had me told in Malabar by translation through the English interpreter that it appeared Mr. Mekern had no desire to hold a fishery this time, notwithstanding that the palace people who had assisted in the inspection of the seven pearl banks had submitted to His Honour a favourable report on their condition, adding further that His Honour was nevertheless inclined to hold a fishery on the basis of this report. I replied that the people who had attended the inspection on behalf of the Dutch Company had unanimously declared that the oysters, the oldest of which were no more than 5 to 5½ years old, were too young to be fished up, and that they ought therefore to remain on the banks for another year until they are 6 to 6½ years old, since only then could a fishery be held with good prospects, whereas it would yield a very miserable fishery if the young oysters were fished up now; and that for the rest Mr. Mekern would rather desire that a fishery be held now, during the English administration and while Mr. Torin had the management of affairs at Tirunelveli in his hands, because matters could now be arranged far more easily than later, should the natives regain control of the administration. In the meantime, the palanquins being ready, we departed for the cutcherry and arrived there after half an hour, where a crowd of old, dignified native notables together with some merchants and pearl experts were gathered, sitting on a white carpet spread over the floor of the entire chamber, in the middle of which stood a small table. After Mr. Torin, who had arrived there just before me, had assigned me a seat beside His Honour at the table, he took a letter from Your Right Honourable out of his writing drawer and said to me through the translation of the English interpreter: Mr. Mekern has written me some long letters against holding a fishery. I am almost made listless by having to waste so much time on this matter to the neglect of business of far greater importance, compared to which the fishery is a trifling matter, adding that His Honour had summoned the sample pearls in order to have them appraised at Tirunelveli by the pearl merchants, since it was not amiss to know what the pearls were worth at Tirunelveli as well as at Tuticorin, and that as I was now present, I could attend this appraisal and hear what the experts at Tirunelveli thought about holding a fishery, so that upon my return I could inform Your Right Honourable of it all. Thereafter the packet of sample pearls was opened and handed over to the pearl experts for appraisal, and while they were occupied with this, Mr. Torin asked me how long it had been since a fishery was held prior to the last fishery in the year 1787 in the time of Mr. Dost. My answer was that before the last fishery, for many years, and as I recalled, since the year 1747 or 1749, there had been no fishery. had assisted at Tuticorin and therefore had knowledge of the age of the oysters, could indeed state whether the oysters were old or young and whether they ought to be fished up or remain longer on the banks, but that in the latter case it was an impossible matter to be able to assure that the oysters would not be lost, because in the meantime they could very easily perish due to various accidents at sea, which one cannot foresee or determine in advance. To this Mr. Torin said: In such an uncertain case one can do no better than to have all the oysters fished up and to be content with whatever comes of it, and besides this, I must take the reports of my people, who claim that the oysters are old enough to be fished up and that otherwise they will be lost in a year's time, just as much for the truth as Mr. Mekern takes the report of the people at Tuticorin, who on the contrary say that the oysters are too young and ought to remain for another year, without them being able to assure that the oysters will not be lost in the meantime. If the Dutch Company wished to postpone the fishery for another year, then I shall be content if the 7 banks on which oysters are currently found were divided. I shall lease out half of them without delay for the account of the English Company and test how the fishery, against which so many difficulties are opposed, will turn out, in order to be able to judge better concerning this in the future. For, His Honour added thereto, I have in the time of Mr. Irwin spoken several times with him about the pearl fisheries, and have been of His Honour's opinion that it is always better, when ripe oysters are found on the banks, to have the same fished up at once, albeit with less profit, rather than to wait until the oysters become riper in the hope of greater profit, in the uncertainty of whether the oysters will remain there so long. I said that I had only been sent by Your Honours to be present at the opening and examining of the sample pearls, and that I therefore considered myself unauthorized to reply to all this; but that having performed the inspection of the 7 banks as a fellow commissioner, I could assure His Honour in particular that it would be a great pity if the oysters, which are still too young for a fishery, were fished up so early, because the condition of the oysters on the said banks promises a profitable fishery if the same were postponed for another year. And because it was already two o'clock in the afternoon, at the proposal of Mr. Torin I left the chief interpreter in the katcheri until the pearls should be valued, and went home with His Honour, where some English gentlemen who were invited to dinner were waiting for His Honour's arrival. Past five o'clock in the evening, while we were still sitting at the table, the packet with pearls was brought back with the valuation lists. I requested permission and went to my tent, which had been prepared for my lodging next to the small garden house, in order to translate the notes of the valuation made by the chief interpreter, which translation I have the honour to present herewith, and as soon as I was done with that work, I gave notice thereof to Mr. Torin and that, if His Honour would permit me, I desired to depart for Tuticorin at once, but His Honour told me that I ought to remain until the next day, since His Honour still had something to tell me when he came to the katcheri, and that I could then at the same time hear what the natives of Tirunelveli say concerning the holding of a fishery. that this last difference consisted in this, because the value of each sjeuw of the first sort of pearls called Anij during the fishery season at Tutukorijn is calculated at 5 pagooden, and the value of the other sorts in proportion to this, whereas the appraisers of Tirnevelli have set the value of each sjeuw of Anij pearls at 8 pagooden during the fishery season, and at 10 pagooden in other ordinary times, and that they have also calculated the value of the other sorts of pearls accordingly. That this, however, was beside the point, since pearls can stand higher in price in one place than in another, but that in order to see whether a profitable fishery can be held, there has been at all times, as the old papers also indicate, a special calculation according to which the pearls of every 1000 oysters must yield, in wadduwge or middle sort pearls, at least to the value of 32 fanums, each sjeuw calculated at 12 1/2 fanums, the higher and lower sorts of pearls from the aforementioned 1000 oysters not being included therein, and that the Wadduwoe pearls from 2877 oysters of the 7 banks recently inspected, according to this calculation, amount to no more than 7 fanums, making for the 1000 oysters a good 2 1/3 fanums. My answer was that the calculation of the waddiwge pearls at 12 1/2 fanums each sjeuw was not the actual value of the pearls, since a sjeuw of wadduwoe pearls is worth much more according to the appraisal list of Tutukorijn sent by the Honorable Mr. Mekern to his Honor, whereby the price thereof during the fishery season is calculated as usual at 4 pagooden each sjeuw; but that 12 1/2 fanums for each sjeuw of wadduwoe pearls is merely set in order that, based upon this and upon the reports regarding the quantity and condition of the oysters on the banks that are to be fished, an estimate can be made as to whether a profitable fishery is to be expected or not. To this Mr. Torin replied, then, if a fishery is currently held according to this estimate, under which the 1000 oysters are currently set at a good 2 1/3 fanums, it would turn out one third less profitable, whereas according to the same premise the 1000 oysters must otherwise amount to 3 1/2 fanums for a good fishery. This matters not, since in the present case it is better to be content with little profit, given the uncertainty of whether the oysters will remain lying for another year. However, for my part, I thought it would be a pity if the oysters were harvested so early, since, according to the unanimous view of the oyster experts at Tuticorin, they are still too young and ought to remain on the banks for another year; and because it appeared to me that the damage which the kalikan and suram cause to the oysters in the meantime will not be as great as the benefit to be expected from a fishery if the oysters are a year older, because the kalikai and suram do kill young oysters, but cannot do much harm to mature oysters. Mr. Torin replied again that, on the contrary, his Honour was of the opinion that the oysters ought to be fished up. 3702. agreed, if the merchants and money changers commit themselves to give at least 50000 sjatkerons for it, because if their calculation rests on good grounds, they ought to be able to roughly guarantee the calculated sum; which I also pointed out to Mr. Torin. But seeing that this proposal met with too much opposition and that we also would not be able to insist on a calculation which, according to our own grounds, was erroneous, I further proposed to Mr. Torin that the lease of the fishery should not run lower than a certain sum to be determined by both partners; not only to prevent the damage that we suffer at present from the lease running too low, but especially because the pearl fisheries, which formerly have always been considerable articles, would completely fall into discredit through too low a lease, and that I would think for our share that the lease should come very close to equaling the lease of the year 1787, which amounted to 33500 rixdollars, which make very close to 16000 pagodas.
