That, as far as their made complaints about fines and parels are concerned, things which to some extent are to be regarded as consequences of old customs, which we, because of the misuse of the same, have already partly abolished, they have all accumulated over times long before the chief of Ranhon had the administration at Manaar, and that although none of these complaints could be properly proven, we nevertheless have cared for the interest of those who, even only on probable grounds, could be presumed to have been given any reason to complain in any manner. Furthermore, Your Right Honourables will see from this that we, in order to make these compensations if they might be found reasonable, and so that it might simultaneously serve as an example for all native servants, have imposed upon the adigaar of Mantotte named Ritnelinge, who was said to have had much connection with this at the time these things are supposed to have occurred, a fine of 2500 rixdollars, although otherwise this Ritnelinge has always given much satisfaction in his official duties, and in respect of the part he may have had in torments of earlier times about which the Parruas complained, is probably not guiltier than would be found a multitude of other native servants of that stamp, if one, if it were otherwise still possible now, would investigate such... ...part of their possessions have taken to heart, and recommended the Ministers to conduct a strict investigation into those who gave cause to this incident, as well as that such persons will be punished according to rigor without respect of persons. We likewise consider this matter as very serious and believe that those people would not have come to such a desperate act... 232. ...and which is so little reputable for the nation under whose protection they ought to stand, without reason having been given to them for it, desiring furthermore in the most serious manner that the ministers will comply with what was written to them by Your Honour, and we expect that a full report of this investigation will be sent to us, and resolve thereupon to explain ourselves further regarding this. ...even the Moors, who constitute a large part of the residents in the Manaar district, as well as others not being Parruas, have since given a very laudable testimony of Bitnesinge in several addresses. Also, no such complaints whatsoever have been made belonging to the time since we have forbidden the demanding of payments of fines without our prior knowledge, other than only those which are determined by successive placards, and the taking of parels. For the rest, it is not the first time that the Manaar Parruas, who in every respect appear to be an arrogant and insolent people, have arrived at such extraordinary steps. 4240. 233. Section 347. It has meanwhile, to us as well as to Your Honour, appeared remarkable that the Manaar chief would have had not the least knowledge of such an intention, nor of the complaints and reasons that had compelled these unfortunate people to that step, and we believe we do not do too much when we call the direction of that chief greatly into doubt, if the newly introduced rents... The fish rent at Manaar was not introduced until after the chief of Ranzon had spoken about it with the headmen and the principal people, and had made them see and acknowledge the reasonableness that they, as well as all other inhabitants of this Island, paid to the Honourable Company the customary duty that the Company collects on caught fish. Neither then, nor at the actual holding of the farming out of the rent, did the headmen or the people give any signs of dissatisfaction with this rent, and they did not even make the least objection to it when the governor, upon his return from Trincomalee in the year 1786, shortly after this rent was introduced, passed through Manaar; nor have any complaints about it come since, and their departure, as far as one has been able to trace during the investigation, was only the work of a party of powerful knaves who, to advance their private objectives, knew how to stir up the people to it, as we have already had the honour to remark in our respectful letter to Their High Honours of 28 April 1787, and which appears further from the confession of the people themselves according to our respectful letter to Their High Honours of 5 October following; whether the people in general were indeed discontented, be it on account of this rent or the betel rent, whereof in the aforementioned letter to...

Their High Mightinesses is spoken of, or on account of any other causes, it was not possible that one had not heard something of it beforehand; during the abovementioned investigation, the farnasses not only brought in no complaints about any grievances against the chief of Ranzon, but we could also never perceive anything other than that the inhabitants were very well pleased with his administration, and upon his subsequent transfer from Manaar it appeared most clearly that the inhabitants in general saw him depart with nothing but respect, whilst truth obliges one to testify that during his administration at Manaar he guarded the Honorable Company's interests with much zeal, that the reasons for that dissatisfaction were noticeable and he, being able to guess the consequences thereof, did not allow that of this knowledge was given to the Governor. When we now also recall the counterfeit money discovered at this office, regarding which we already explained ourselves last year, our doubt becomes even greater whether the chief has treated the matter with true cordiality and is exercising good direction and paying proper attention to all that occurs under his administration. Paragraph 348. The conduct of the ministers regarding this government concerning the financial resources strikes us as extremely strange when we, on the one hand, take into consideration the complaints of a lack of money, the urgent requests to be assisted with substantial sums from the Netherlands, indeed even the striking of the unserviceable metal cannon into money for lack of cash, and when we, on the other hand, take into consideration the successive costly proposals for buying up houses, the construction of fortifications, building of vessels, proposals for excavations, which latter alone will cost the Company 10000 Rixdollars in cash and 16000 parras of rice and thus is calculated at more than 51000 guilders Netherlands money, when we add to that the unauthorized supplies to the French warships, the allocated presents to some Court dignitaries, of which just one in cash amounts to 8300 guilders Netherlands money, and we finally consider how in That we have made no proposals for the buying up of houses, we have already taken the liberty to note above in paragraph 319. We only proposed to appraise the blockhouses which we thought stood too close to the castle, and to notify the owners that for the present, aside from the necessary repairs, they should incur no costs on these houses, lest it might sometimes be deemed necessary that these houses were demolished. This was likewise done, long before the first blockhouses in the old town were demolished. Our concern regarding the matter of the fortifications, we hope Your Right Honorable High Mightinesses will consider as proof of our attention and dutiful care for the security of this Island. The state of affairs in Europe as it has been for some time made it not all too certain whether the peace would be of long duration, and we therefore thought it an unavoidable duty to do everything possible in order to bring ourselves as well as possible into a defensible state. As far as the construction of cruising vessels is concerned, for which the first undersigned governor made the proposal in his separate letter to Their High Mightinesses of 1 April 1787, the governor, be it said with respect, is still humbly of the opinion that the Company could well do to resolve upon this. Without such cruising vessels it will, in his opinion, be at all times very difficult to secure the North side of the Island against roving parties that can plunder the country. We hope that Your Right Honorable High Mightinesses will yourselves find that an all too great thriftiness in this matter would sometimes not be all too beneficial for the Company's true interests. That the expenses of the excavation spoken of here have already been almost fully paid solely by the increased revenues from the nelie since it was completed, we have taken the liberty to note above in paragraph 334. Such extraordinary presents as the present mentioned alongside this, given to the present first royal Adigar, at that time being the Dessave of the Three and Four Korles, are certainly most burdensome, nor was this present given other than because it could not be avoided without giving great offense; but if Your Right Honorable High Mightinesses will be so good as to consider, against that, that a few more bales of cinnamon gathered in the Company's lands than usual amply repay such a present, and that the friendliness or unfriendliness of such Court servants can considerably advance or delay this work,

The land agent of the Nabab Edbanchan, to whom the same was lent, both when he was formerly land regent, and now that he had again been appointed thereto by the Nabab, has caused the Company many vexations: Solely to bring him, if it were possible, to other thoughts, and by obliging him in this manner, to make him more tractable, the Chief Mek has taken it upon himself to make this loan of money. Such loans are certainly always precarious for the servants who make them, and the Chief of Tutukorijn has also not proceeded thereto, except with great hesitation, and in order to prevent that the aforesaid land agent, incited by refusing him a request that he presented with the greatest urgency, should not cause even greater vexations to the Company, against which, under such a government as that of the Nabab, no redress was ever to be obtained by complaining, as has appeared on all occasions. This loan of money was consequently made with the very best and most faithful intentions for the Company, and it is also solely for that reason that we have approved it. The 10000 pagodas mentioned here adjacent have been duly paid to the Company in such a moneyless time, as the servants at Tutukorijn could see fit, and the ministers subsequently approve such /:as we have seen with surprise has also been done by Your Honour:/ in order to lend to the land regent of the Nabab a sum of 10000 pagodas or ƒ41500. –. – Netherlands money, when we take all that into consideration, we cannot hide our displeasure over such a treatment of the financial resources, and must declare that the Company cannot maintain itself on this footing. As it also appears very much to be feared by us that the said land regent will not properly repay this sum, but will much rather know how to make use of this example to cause further unpleasantness to the Company, which he has already attempted to damage so much, and the Company nevertheless ought not to be prejudiced by such arbitrary distributions, we desire that if these funds should not yet have been repaid, the same shall have to be reimbursed into the Company's treasury by those who have given authorization for this expenditure. §. 349. It has appeared very strange to us that the ministers, in their letter of 31 March, report that instead of the head of the artillery Paravicini, who was permitted to leave for the Netherlands, having appointed Captain E: Khun, who was also confirmed in that post by Your Honour according to the letter of 31 July, so many months thereafter in their letter of 29 December, submitted a further request of the said Paravicini, to allow him, during his stay on Ceylon, which on account of private circumstances would still last for some time and was very indefinite, to retain the command over the artillery, which in the meantime they had granted him until further orders from Your Honour. We request to be permitted regarding this item to refer to our currently departing respectful answer to Their High Mightinesses on the order given to us to cause the Company to be reimbursed for the additional expenses caused by the stay in this country of the Major Paravicini. We find in this resolution of the ministers in the first place a very great hardship for Captain Kuhn, who, being appointed and confirmed, is not immediately placed in the exercise of his post, but remains deprived thereof by the pleasure of Major Paravicini, and secondly it is clear that this arrangement will also have been disadvantageous to the Company, for since Captain Kuhn has been appointed and confirmed as head of the Artillery, it is no more than fair that he shall draw the benefits thereof, while it is at the same time not to be assumed that Major Paravicini will have continued to perform that post without likewise drawing the benefits thereof, and it is therefore very probable that the Company will have borne double the costs of such post during the time of the delay of Major Paravicini, on which account we expect that Your Honour will have refused this request, and if double costs should already have been borne by the Company, the same shall be refunded. The junior merchant Augier has since the year 1788 been placed by us at Manapaar as first resident, where he still is. That his petition to be promoted to secretary of police was held for Their High Mightinesses was done solely because we did not deem ourselves authorized to hold back any petitions addressed to Their High Mightinesses. We are no less surprised to find the person of J: I: Augier, who was appointed as junior merchant solely on account of his knowledge of textiles, in order to be employed at a textile-producing office, now placed in a Court of Justice as secretary, and that the ministers could see fit to nominate him in their letter of 29 December 1787 among the applicants for the office of Secretary of Police, and this after our order to place him in the textile trade had been recalled to them by Your Honour's letter of 31 July. We had expected that Your Honour would have ensured that our orders had already long been fulfilled, and we must show our utmost indignation over the improper employment of the said Augier, and above all over the slight attention of the Ministers to our orders, although they were still recalled to them by Your Honour, while we still desire that use be made of him.

the crew of the Tonijs had had a good opportunity to steal paddy, because they could suffice with accounting for the number of bags, which were not all of equal size; that the ship's crew had also acted carelessly during the unrigging and transporting of the paddy, as a result of which two bags had fallen into the sea, and the bindings of several others had come loose, so that the paddy was spilled from them; that although the commissioners had requested the officers to give better orders to the crew, they had been unwilling to do so; that finally, during the unloading, similar indifference had taken place, the paddy having been measured on the deck of the ship with a double parra and dumped loose into the discharging vessels onto a tarpaulin spread out therein. All this indicates such inexcusable carelessness in this matter that we must express our displeasure in the strongest terms to the ministers that they have passed over this matter and made the Company suffer the damage resulting from this carelessness, whereas we believe that the head of Silauw and the ship's officers and the commissioners during the unloading should indeed equally have been held liable for such sloppy practices, and that passing over such acts of negligence must give rise to further neglect of the Company's goods. Since it is the duty of the governors to keep their subordinates to their duty in this regard, and it is no more than fair that when these subordinates, by such incomplete excuses, are to be considered the cause of the damages to the Company, they are also held liable for them, we also desire that this shortage be charged to the ministers who took this resolution. The speedy unloading of the discharging vessels is sometimes urgently necessary, and to this alone is to be attributed the loss of the 17 pieces of native beams of low value mentioned in our respectful letter to the High Excellencies of 5 April 1788, which also shows that we have made the necessary arrangements to prevent such things in the future. The captains of the chartered ships have always claimed that in such circumstances they were only liable for the pieces they had received, and since it was not clear to us that they were further responsible, we had to acquiesce in this and other similar circumstances. While at the same time we must express our dismay at the carelessness that took place during the delivery of the beams, which were unloaded without supervision and handled with great roughness. § 356. Likewise, we must remark that the writing off of the arrack and coconut oil delivered short at Silauw was wrongly decided by the ministers solely on the basis that the skipper had properly delivered the casks, because it is very dubious whether, under honest handling, without this or that incidental circumstance, 23 cans, or rather 13 1/3 percent, could be missing out of 170 cans of coconut oil. We can therefore also not conceal our displeasure about this, as the ministers ought to have investigated the reasons to which this was to be attributed. § 357. The reasons that the ministers have given for the short delivery of 1563 1/4 lb of pepper on a quantity of 20439 lb, or rather over 7 1/2 percent, have seemed very dubious to us. For if it is true that the pepper could have dried in so significantly in such a short passage as that from Colombo to Galle from 19 to 23 January, or rather 26 January, on which day the pepper was unloaded, this provides, however incomprehensible, proof that the necessary supervision was not maintained upon the receipt of that grain; that also pepper that was still so moist ought not to have been shipped; and that therefore the handling of this matter was not conducted with proper care. The pepper is sometimes delivered by the natives when it is not yet quite dry; before it is received into the warehouses, it is indeed laid in the sun for a while when necessary, but one cannot detain the natives too long after that without causing them much displeasure, the more so as one seeks to encourage the delivery thereof as much as possible. We shall nevertheless take care and cause care to be taken against this as much as possible. If the pepper is also delivered by the native in such a state that it can still dry in so considerably, this is very detrimental to the Company, since it thereby receives so many percent less in reality than it credits to the native. § 358. The reasons of excuse offered by the officers of the ship Leviathe regarding the broken-open cellarets of brandy and gin have not seemed very valid to us, the more so as the ministers themselves have noted that with respect to the Cape wine, regarding which the officers nevertheless offered the same reason of excuse, an adulteration took place; it having been, moreover, the duty of the officers, if those cellarets had broken during the storm due to the working of the ship, to provide against it, since from the resolution of the Ceylon ministers it seems must be concluded that these cellarets stood readily accessible, where they state that it could well be that the crew had been able to steal some bottles from those broken cellarets. So we understand that these ministers, both in this case and in general regarding the goods delivered short, have exercised too great a leniency.

The ship de Gouverneur Generaal Mossel departed thither from Gale on the 24th of this month, and therewith we had the honor to dispatch to Your High Mightinesses our respectful letter of the 19th preceding, the duplicate of which accompanies this. §. 102. The ship Beukhout was inspected at Gale by commissioners specially appointed, the incoming reports thereof being inserted into the employees' resolution of the 30th of November last, an extract of which is attached among the appendices hereto, and whereby the employees resolved to have the repairs and provisions carried out on it that were specified as necessary by the aforesaid commissioners. 270 §. 103. Some equipment and other goods provided for the benefit of the said vessel. Furthermore, the Gale employees resolved, by their resolution of the 28th of December last, to have provided to it some equipment, goods, and other necessities requested by the officers of this ship, and we take the liberty to present an extract from the said resolution, which was approved by us, to Your High Mightinesses among the appendices hereto. 4259. The ship de Leviathan was also inspected at Gale and supplied with necessities. §. 104. Likewise, the ship de Leviathan was inspected at Gale by commissioners specially appointed, the reports of which are inserted into the employees' resolution of the 7th of December last, whereby they resolved to have carried out the repairs and provisions deemed necessary. This resolution was approved by us and is forwarded in extract among the appendices. The mainmast of the said vessel has been remedied of its defects. §. 105. The mainmast of this ship was found here to be affected by the woodworms, and we therefore ordered the Gale employees to have it inspected closely. According to an incoming report, a copy of which is attached hereto, the timber was found sound and good, and the mast, with a minor repair, was deemed fit for making the voyage to the Netherlands. We therefore, according to our resolution of the 30th of November last, ordered the Gale employees to have carried out on it and on the other spars of the said ship the provisions specified as necessary in the aforesaid report. 4260. §. 106. Some equipment and other goods supplied to the said ship. Furthermore, the Gale employees resolved, by their resolutions of the 30th of December and the 8th of this month, to have provided to that vessel some equipment and other goods requested by the officers of the ship de Leviathan, and we approved these resolutions, extracts of which are attached among the appendices hereto. §. 107. The consumption accounts of both ships have been examined. Upon the incoming reports from the Gale administrator van der Spar concerning the examination of the consumption accounts of the two aforesaid ships, the Gale employees decided by their resolution of the 13th of this month, which was approved by us and attached in extract among the appendices hereto. 4261. Provisions made also to the ship de Gouverneur Generaal Mossel. §. 108. The Gale employees also resolved, by the said resolution, to have an anchor and a hawser provided to the ship de Gouverneur Generaal Mossel in place of unserviceable ones, as is evident from the declaration inserted into the said resolution. §. 109. Arrival of the ship Voorschoten at Gale. The ship Voorschoten arrived at Gale from Surat on the 18th of this month and the same shall be the bearer of this. 4262. §. 110. Request to send the journal of the ship Gouda to the Netherlands. The Gale employees mistakenly sent to Your High Mightinesses, alongside their letter of the 18th of August 1787, the journal of the ship Gouda; and since the Lords Masters express their utmost displeasure regarding the lack of the same in the Batavia extract §. 281 inserted hereinbefore, we humbly request Your High Mightinesses that the same may still be sent from there to the Netherlands. §. 111. 278 How many barks and sloops are in this government, as appears from the resolutions of the servants dated the 23rd and 25th of September last, of which extracts are added among the annexes to this, together with the copies of two reports submitted by him, both of the outward voyage and of the expeditions made in this Government. 112. We now have 9 barks and sloops in this Government, namely: At Colombo: De Jonge Willem Arnold De Liefde De Gustaaff (carrying two masts) De Hervatting De Kreeft De Chinsura Colombo Gale (both single-masted) At Jaffanapatnam: Ceilon, also with one mast. 279 4262 Defects discovered on the bark De Gustaaf upon inspection at Tutucorin. The Tuticorin servants, based on the report of the master shipwright at the island of Allelande, informed us in their letter of 26 August 1789 that such defects were discovered on the bark De Gustaaf that it might suddenly meet with an accident; yet because the said master simultaneously judged that with some provisions it could still sail for a few months, we have for the present left matters as they were ordered since. Further survey carried out here. Decision to sell it. Paragraph 114. Since then, this bark has been further surveyed here, so far as could be done above water, and upon the report received thereof, which is inserted in our resolution of 7 May past, we decided to have this vessel hauled ashore here for rebuilding. Paragraph 115. But upon further inspection of this vessel, after it had already been hauled ashore, as appears from the report added in copy among the annexes, it having turned out that the same, besides other capital repairs, would at times require an entirely new keel, and that even then it would not be able to sail for more than 7 to 8 years, we have therefore, as well as because the same, although no larger than the single-masted sloop Colombo, nevertheless carries two masts and therefore annually, as appears from a demonstration by the inspector added among the annexes, causes over 1200 guilders more expenses than a single-masted sloop, decided at the session of 14 December last to have the same, with its inventory, except for the ammunition goods, put up for public auction, but not to let it go lower than up to 6000 rixdollars, for which reason it was also held back, as no more was offered for it than 3400 rixdollars. 281 4264 Held back for 6000 rixdollars; it will be repaired and subsequently tried for sale. How the bark De Jonge Willem Arnold has been provided. Paragraph 116. We have therefore decided at the session of 31 December last to proceed with the repair of the same, and shall, after this has been done and the vessel has been brought to sea again, try further whether it can be sold for a suitable price. Paragraph 117. The bark De Jonge Willem Arnold has also in the past year, as appears from our resolution of 1 June, had to be provided with a mainmast and a new double skin. Paragraph 118. Likewise, as appears from our resolution of 14 June, the sloop Colombo had to be provided with a new mainmast. Paragraph 119. Also, according to our resolution of 23 August, there were furnished to the bark De Hervatting a set of new fore-shrouds and mizzen-shrouds, together with various other cordage, since no supplies of such had been made to this vessel since its arrival from Batavia. We take the liberty of presenting to Your High Excellencies among the enclosures hereof the specifications of the expenses incurred for the sloops and minor vessels in the aforementioned fiscal year 1788/9. What was spent on the sloops and minor vessels in the fiscal year 1789/90, we shall have the honor to report to Your High Excellencies on a future occasion, as the trade books are not yet sufficiently advanced to be able to provide this statement at present. Concerning the delivered cargoes, we took measures in the session of 15 November last. § 128. Disposition on the finding of the goods discharged here from the ship Berkhout. On the finding of some goods discharged here from the Batavia cargo of the ship Berkhout, we take the liberty of presenting herewith to Your High Excellencies an extract from our resolution taken thereon. Your High Excellencies will please see therein, among other things, that in 5 cases 519 pieces of porcelain were found broken, notwithstanding that the cases were delivered in good condition; and as the ship's officers have proven by a sworn statement, which is annexed hereto, that these cases were carefully handled on board, we have decided to have the amount thereof charged back to Batavia, subject to the esteemed disposition of Your High Excellencies; and we add here furthermore a sworn statement of the committee members who were present at the unpacking of this porcelain, together with the packing slips found in the cases. In the 4 cases that were transshipped into this vessel from the Amsterdam cargo of the ship Oostzaandam, 47 hats were found short, although the cases were all in good condition. And on the finding of the remaining goods discharged at Gale. The captain declared that he received these cases unopened; but as he signed the Batavian bill of lading for the number of hats, we have, pending further disposition by the Lords Majors, charged the aforementioned shortage to the officers for reimbursement. § 129. Regarding the remainder of the cargo of this vessel discharged at Gale, the officials took measures by their resolution of 28 November last, which is annexed in extract among the enclosures hereof. We have approved this resolution, upon which there is nothing special to remark, except that we determined that the wastage on the rice must be credited to the officers at 67.½. Rds per last; and we have pointed out to the officials for their information that the spice chests must not be opened without absolute necessity, as was done with the 103 chests of cloves brought by this vessel, notwithstanding that warehouse keeper DeLij had agreed to take them into his charge just as they were brought. The finding of the cargo of the ship de Leviathan discharged here is inserted in our resolution of 29 October last, which accompanies this in extract, and to which we take the liberty to refer, as we have nothing special to remark upon it. § 131. Regarding the cargo of this vessel discharged at Gale, the officials took measures by their resolution of 22 December last, which is annexed in extract among the enclosures and was approved by us with these few alterations, namely: That the wastage on the tar must be credited to the officers not with two capital advances, but at 75 percent on the prime cost; That the short-delivered frame saw and large brass compass must not be set off against the crane saw and large iron compass accounted for in excess, but that the shortage must be reimbursed by the officers, and the excess credited to them; and That they must also be credited with 54 ¼ lb of rice for the allowed wastage of 100 lb per Coyang of 3200 lb, on the 617592 lb that remained on board here according to our aforementioned resolution, after deducting the 19245 lb delivered short at Gale. On the 19th of this month, we received from Gale the resolution of the servants from the 15th prior, concerning the disposal of the cargo discharged there from the ship Gouverneur Generaal Mossel, which we have approved, and a copy of which is included among the annexes. From the said resolution it appears that the American meat was received in small casks with wooden hoops, most of which were very leaky and some without brine, and that upon opening 10 small casks it was found that the meat in some had turned black and had a pungent smell, and in others was completely spoiled. At Gale, the servants have decided to purchase the necessary gunnies and gunny bags at the ordinary prices, namely the gunnies at 12 stivers each and the 100 bags at 10 rixdollars, and this decision we approved by resolution of 2 September. The required arrack has been contracted there at 32 rixdollars the leaguer, as appears from the resolutions of 7 and 27 September last. §. 137. At Tutukorijn, in accordance with what was noted in our resolution of 4 May, and as we have reported here before in §. 84, there were purchased 305 4276. at Trinkenomale §. 139. The vessel of the English Captain Elliot, which, according to the intention expressed in our respectful letter of 7 May last, took on freight the chanks purchased at Tutukorijn in order to transport them to Bengal, arrived at Madras in such poor condition that the chanks there had to be transshipped into another ship, belonging to a Captain Newton; but when only about half of the chanks had been taken out, Elliot's vessel could no longer hold out in the roadstead of Madras, and consequently had to take refuge in the port of Coringa, which it was nevertheless unable to reach, as it sank en route with the remaining 207 4277. the ship arrived safely at Calcutta what the insurance company at Madras objected remaining chanks. §. 141.
