1284. 1285. The 6th November 1790. The 6th November 1790. Decision on the request of the renter of the passes for the past financial year, Don Joan Rasanajega Kannagasoeria Modliaar, regarding the request submitted by him by petition, to grant a reduction of 425 rixdollars, by which amount the aforesaid rent yielded less in this financial year compared to the past financial year, because of the damages he suffered due to the prevalence of the smallpox, and because the other renters have also received such a reduction on account of the aforesaid disease. Which having been deliberated upon, it was taken into consideration that in granting a reduction to the renters, the difference between the rent sum of two consecutive financial years cannot always serve as a basis, but that attention must also be paid to the circumstances that may have caused the damage. And it is therefore approved and understood to order the Jaffna servants to have the claim of the aforesaid renter of the passes investigated by two members of the council, who subsequently must submit a report on what kind of reduction, according to their view, ought to be granted to the said renter. Received from Galle an address from the overseer of the korle Van Schuler, whereby he, as co-surety of the former Master of the Equipage Abo, regarding the coir accounted for too little by him, makes known that he has taken over and liquidated the estate of the said Abo, which had been sealed on account of this deficit, and that the same will yield no more than a good 8000 rixdollars, of which, since everything has not yet come in, he has provisionally paid 8000 rixdollars into the Company's treasury at Galle; but since 4400 rixdollars are still lacking to indemnify the Company, which he, together with the co-surety who departed for Bengal, the Honorable Hendrik Lieve Crap, would have to pay, he therefore requests that the moneys that the aforesaid former Master of the Equipage Abo still has at the Cape of Good Hope might be retained there and credited to this government, in order that, after the Company shall have been satisfied regarding the further deficit of the said Abo, the remainder may serve preferentially for the indemnification of the sureties; and that to that end there might also be added to that capital all that has been paid on bills of exchange drawn by the aforesaid Abo, as having occurred against the interest of the Company and of the sureties, and contrary to the written instructions given by this government and the Galle servants to the Cape ministry; and that therefore, in particular, a sum of 4000 rixdollars, received by the administrator Van der Spar on a bill of exchange from the often-mentioned Abo from his attorneys at the Cape, might be deposited into the Company's treasury at Galle. And after deliberation, it was approved and understood to grant the first part of the petitioner's request; and thus to request the ministers at the Cape of Good Hope to have the moneys that Abo might still have under his attorneys paid by them into the Company's treasury and to have the amount thereof credited hither; and it is understood to write to the servants at Galle to let Abo be notified of this resolution, and to have announced to him therewith that if he desires that those remaining funds also be sent here, the aforesaid resolution will be left without execution if he immediately pays the amount thereof into the treasury at Galle, or gives sufficient sureties to indemnify the Company for all that is due for the deficit in his administration, and on other items imposed on him for reimbursement; but it is furthermore approved to provisionally postpone the decision on the second request of the petitioner regarding the bills of exchange granted by Abo. 1286. 1287. It being taken into consideration that it is highly necessary that there be a lieutenant dissave in the Matara Dissavony to assist the dissave, who cannot possibly keep an eye alone on all the acts of the inhabitants and the conduct of the chiefs both towards the same and in the service of the Company, as is demonstrated in detail by the Galle resolution of the 1st April of this year, and by a separate letter from the Commander Sluijsken of the 9th September attached thereto, whereby it is even proposed to place four lieutenant dissaves in the Matara Dissavony: It is approved and understood to appoint the junior merchant Van Schuler as lieutenant dissave of Matara with the title and rank of merchant, and with retention of his seat in the Political Council at Galle, and to nominate him to the Honorable High Indian Government to be confirmed in that post, and to be proposed to the Lords Masters for obtaining the effective status and salary of merchant. In place of the said Van Schuler, it was approved and understood to appoint as Captain of the Galle Korle the bookkeeper Roosmalecolq, who through his 12-year function as secretary of the Landraad, both at Galle and here, has acquired knowledge.

And it is furthermore, in consideration that charging this higher price to the whole delivered panes and those cut to a smaller size, with the entire cost of the remaining broken pieces, not only hinders their sale, but also that the use of the same in the Company's service comes to its own expense, approved and agreed to write off the amount of the aforesaid broken panes after deduction of what those cut down should cost pro rata to their size, and to write off the red earth in crayons in the general account, but on the other hand to credit the hand Bibles as well as the red earth and the pencil to the advantage of the main account, and that with the sums of money at which the children's Bibles and the red earth in crayons have been charged. Per Company The 9th November 1790 The 9th November 1790. since the entirely delivered pieces for reasons mentioned in § 10 are only taken in with their own charged value, and to order the warehouse masters that, if the vase lanterns and small carboys, which were received instead of the charged bell lanterns and large carboys, cannot be written off for the charged prices, and provided that all members who were present at the opening of the cases in which the glassware mentioned in paragraphs 10 and 11 was unpacked, together with the unpacking slips that were found in the said cases, § 12. 1302. 1313. Meat The 9th of November 1790. The 9th of November 1790. It has been approved and agreed to write off the allocated ullage on this meat, but that which has turned green and has been found unfit for distribution shall be thrown into the sea, and the value thereof, along with that which was delivered short beyond this, shall be charged to the ship's officers for compensation. The butter and Spanish wine delivered short shall be validated to the ship's officers, but that which they have accounted for short beyond this shall be charged to them for compensation. According to invoice 35 barrels weighing gross 19884 and tare 3780 lb, thus making per barrel 460 lb net, together net lb 16104. Declaration delivered 35 barrels together marked gross 19884, comes to 568 4/35 lb gross per barrel; of these 35 barrels 32 have been full and the meat found to be good; the remaining three were found, upon opening the bunghole, to be dry and without brine, of which two the meat had a good smell, whereas on the contrary the meat of the third barrel had a foul smell; these three barrels together weighed gross 1587, namely one barrel 449, the second 610, and the third 528 lb; these three barrels having been opened and weighed, the first barrel delivered in meat lb 305, the second barrel delivered in meat lb 402, the third in good and distributable meat lb 212, together lb 919. And in meat turned green, which cannot be issued for rations, 176 lb, which is shown herewith as a surplus. Of the remaining 32 barrels, the ship's officers, according to the order of the High Indies Government of 14 February 1769, have opened 1 barrel that is marked gross 564 and with the brine weighed 696 lb, which contained 409 lb net; and the ordinary commissioners treated in the same manner a barrel that is marked gross 566 and with the brine weighed 656 lb, opened it, and found therein 413 lb net; thus both together 822 lb net, comes to 410 lb per barrel, according to which the calculation of the content of 32 barrels has been made, that is lb 13120, together lb 14039. Thus less, with and besides the 176 lb of meat turned green from the above-mentioned third barrel, a quantity of lb 2065. By the Indies resolution of 14 February 1769, 5 percent is permitted hereon, that is lb 805, thus delivered short lb 1260. Spanish wine According to invoice 1 half-aam, having to contain kann 49. Captain Lourenties declares upon his oath of office, with respect to the 35 barrels of meat, of which 3 were found without brine, that they were all received by them unopened in the mother country; regarding the casks with wine and beer, that they had been lying in the hold where one could not reach them to take the necessary precautions; concerning the broken bottles of wine in the cases and the flasks with strong liquor in the cellars: Surplus. November: 1790: It is understood to have these iron and cable hawsers taken in and accounted for according to the contents indicated here beside, No: 23: §: 22: in consideration that the sail yarn the chest in which this sail yarn was found, approved and understood, to let the damaged goods be sold at public auction for the current value and to write off the lesser amount thereof according to invoice, as well-conditioned.- It was approved to write off the found canvas, sailcloth, and gray hemp canvas, because the chests in which they were kept were live. that this must have been caused by the working of the ship; and with regard to the half aams of oil, that although they had been situated in a good place, through which one could have the hoops of the same driven tight each time, the leakage of the same meanwhile would have been caused by the fermenting heat in the hold. However, because the number of casks, chests, and cellars has not been delivered, the undersigned considers that the extraordinary wastages occurred thereon should not be charged to the ship's officers for payment, but that the wastages which exceed the customary 10 percent, will have to be charged to the goods themselves, that the ten percent, alongside the broken and burst flasks and bottles, empty and without liquor, as well as the spoiled and unissuable meat after the date of these 3 items shall have been thrown away, written off, and the empty bottles sold publicly for the current value.
