It having been made known by petition from the contractor of mast timbers, Joost Koek, that he is virtually no longer able to provide the Company with mast timbers without exposing himself to considerable loss, because those timbers can only be obtained with great effort and heavy expense, and some of them inside are of such condition that due to dry rot they cannot be used for the Company's service—which defect is not only invisible at felling, but can also only be detected after being brought up and dried for a considerable time, as has become apparent with the mast timbers felled most recently that are to be dispatched with the ship Rotterdams Welvaren, of which two pieces are rotted in such a manner that they cannot be used in the Company's service, for which reason the value of those two pieces of mast timber, which he had already received, has been paid back by him into the Company's treasury; further requesting that this loss may be reimbursed to him, and that he may be put in a position to be less fearful of a ruinous outcome by means of an increase of a few percent on the further timbers to be felled: it is approved and resolved to present a copy of that petition to the Honorable High Indian Government and to support the petitioner's request with recommendations.

Pungel and Mr. J. van Kal, Secretary Upon the opening of the packet brought on the 24th of this month from Riouw with the pantjalling the Toneijn and produced by the Governor, there was found therein an original general letter from the Merchant and Resident Christiaan Godfried Baumgarten dated the 16th instant and a duplicate missive of the 10th of January last alongside various appendices as shown by the register; so after reading the aforementioned original letter it was approved and agreed: Firstly, to qualify the Resident Baumgarten for the sale of two vessels taken by the Ordinary Fireworker Johan Fredik Schutz and partners and brought up there. The sale of two vessels the Resident qualified. Secondly, upon the request made by petition by the surgeon Johan Barthola Eggena stationed there, to permit him to come hither, to be replaced by another. The Surgeon Eggena permitted to come over hither, another to be sent thither in his place. Thirdly, to deliver to the Merchant and Fiscal of this Government David Ruhde the judicial documents received from there among the appendices, concerning the Sergeant of the Madurese warriors Maaskassian and the soldier of that nation Alias, who were sent over in imprisonment, as well as an extract from the aforementioned letter of the Resident under date of the 16th instant, alongside the extract of the journal kept on board the pantjalling the Toneijn, concerning the suicide committed by the mentioned Sergeant Maaskassian during his voyage hither. To the Fiscal Ruhde delivered the judicial documents received from Riouw concerning the Madurese Sergeant Maaskassian and the soldier Alias. Upon the submitted report of the Assistants Johannes Hamel and Jan Jacobus Westerhout, according to which the two pieces of tin sent as a gift by the King of Ligor were found to weigh 99 lb., it is agreed to have that tin entered into the trade books according to custom. The term having expired, it has upon his request been agreed to increase the wage of the Jailer Aron Willem to f 24 per month. On account of the extreme misconduct of the Sergeant Hendrik Theunis, who for some time held post on the hill Bukit China, and through his bad behavior not only neglected some of the Company's goods, but even entirely lost some of them, it is agreed, after a severe correction, to demote him to sailor, reducing his wage to f 9 per month, and to recover the damage caused by him to the Company from his accumulated monthly pay. Upon the urgent request of the titular Sea Captain Jan Hendrik Meijer to be discharged from the service of Land and Surveyor-General on account of his manifold occupations in the service, it has been approved and agreed to condescend thereto, and to reappoint in his place to that post the Junior Merchant and Secretary of Policy Mr. Jacob van Kal, noting herewith that he has taken the oath prescribed for it. Meijer discharged as Surveyor-General. And van Kal appointed in his place. Upon a report of the Judicial Commissioners showing that on the 7th of the current month, from three reams of small-format paper, there were stamped 1268 pieces of stamps, namely: 568 pieces of 1/4 and 700 pieces of 1/8 rixdollars, it is agreed to have them entered into the trade books, in order to be accounted for to the Company by the Honorable Head Administrator Thierens as the initialer thereof. Upon another report of the Honorable Head Administrator Thierens as the initialer of the small stamps, showing the receipt, sales, and remainder of stamps from the end of August 1788 to the end of February last: it is agreed to insert that report herewith, and to record that the monetary proceeds of the sold stamps, amounting to 408 rixdollars, have already, by warrant of the Governor, been transferred into the Company's treasury. The Lieutenant and Commandant of the Riau garrison, Wolterus Amelong, having given notice by a letter dated the 17th of this month, sent hither with the advice boat the Bruinvisch, of the sudden demise of the Honorable Merchant and Resident there, Christiaan Seefried Baumgarten, and the meeting having considered the necessity of electing as soon as possible a person qualified for that purpose to replace him and administer the aforesaid Residency, it has been resolved and agreed, on account of the many years of experience and capability of the pay-bookkeeper and license-master Gerrit Lungel, to elect him as Resident at Riau and to nominate him as such most favorably to the Honorable and Supreme High Government of the Indies in order to obtain the capacity and salary pertaining thereto. The Council having been called together by the Lord Governor, His Honour gave notice that, although it was resolved at the session of the 22nd of this month to send the Company's packet boat de Postlooper to the capital to inform their High Noble Excellencies of the demise of the Riau Resident Christiaan Godfried Baumgarten, His Honour found some apprehension herein, consisting of the following: Firstly, that since the monsoon has already sufficiently passed, it will be very difficult to load into that small vessel the necessary provisions and drinking water for the crew required upon it for a sufficient time for that voyage; Secondly, that since there are as yet no cruisers at sea along the southern part of this strait, and it is thus very likely that the robber brood of Lingga will linger there, to which that small vessel would be exposed, and also that one cannot know whither the notorious Siak pirate Said Alie, who has already put out with thirty vessels, is roaming, who, however (which makes that apprehension greater), has not sailed around the north, but rather to the south of this strait. That His Honour, for these reasons brought forward, submitted for consideration whether it would not be best that one should send that letter in a secure manner to Palembang, and request the Resident there to deliver the same in the best possible manner to their High Noble Excellencies. That His Honour had disposed the Siak Prince Tuanku Laut, who is currently present here, to have a letter delivered to Palembang by one of his vessels manned with trustworthy people of that Prince; that this was a far more secure means for conveying that letter than undertaking the same with the packet boat de Postlooper, since the Siak pirates will not attack that vessel any more than those of Lingga out of fear of the Siak people; and that this can not only be done without expense to the Company, but that one could then also use the Postlooper for the survey of the fairway between Banka and Belitung to be conducted shortly, according to the highly esteemed orders of their High Noble Excellencies. Weighing this proposal, it was approved and resolved to adopt the same accordingly and to suspend the departure of the Company's packet boat. Further, the said letter was reviewed, approved, and signed. The Assistants Johannes Hamel and Jan Jacobus Westerhout reporting in writing that the gift sent the other day by the King of Salangoor was found to weigh one hundred twelve pounds of tin, it was resolved to have that mineral entered into the trade books at the customary value. It was resolved to accept into the Company's service as junior assistant at 16 guilders per month, under a five-year contract, the person of Jan Fredrik Danielsom of Gorcum, who has served on probation for some time at the Trade Warehouse and was found capable. The Secretary of Policy appointed as member of the Orphan Chamber. As a member of the Orphan Chamber, in place of the Junior Merchant Gerrit Pungel who has been appointed Resident of Riouw, it was resolved and agreed to appoint the Junior Merchant and Secretary of Policy, Master Jacob van Kal, and to note hereby that the said Van Kal has taken the oath prescribed for the members of that College. The First Sworn Clerk of Policy appointed as commissioner in the Company's Main Treasury. Further, on the proposal of the Governor, it was resolved and agreed to appoint as commissioner in the Company's Main Treasury, in place of the aforementioned Pungel, the First Sworn Clerk of Policy and Secretary of Justice, Jacob van Haak. The quartermaster Levie Marcus promoted to boatswain. A sergeant to ensign, a corporal to sergeant, and a private to corporal among the sepoy privates promoted. The soldier to Malacca deported. And Malay sent hither from Riouw released from his detention. Confirmation with two drafted letters. As boatswain, with the salary of f 20 per month, it has been approved and agreed, upon his request submitted to that end and upon the expiration of his term, to promote the quartermaster Levie Marcus. Upon the nomination of the Riouw Resident Gerrit Lungel by letter of the 5th of this month, it has been approved and agreed to promote, under the company of the Captain-Lieutenant of the Sepoys serving there, Oemar Chan Naternegger: Sergeant Ramalingon to Ensign, Corporal Chey Mahomt Eenhg to Sergeant, and Private Sepoy Holam Oesing to Corporal, all with the salary standing therefor. Due to misconduct, it has been agreed to deport to Malacca the soldier Johannes Laubert. It has been agreed to release from his detention and let go on his way the Malay Baba Siam, who was sent from Riouw on the bark De Standvastigheid and who was accused there of seduction of deserters, but which was not proven on good grounds. Lastly, two letters drafted by the Honorable Governor were read, namely one to the Resident at Riouw, Gerrit Lungel, and one to the Commandant of the Company's post at Salangor, Christoff Walbeehm, and it was agreed to concur therewith. Receipt of Batavian papers via the bark De Eensgezindheid. A soldier and a drummer accepted into the Company's service. Disposition on the findings at Riouw regarding the cargo of the pantjalling De Toneijn and the galley De Griffioen: the said expended gunpowder and ship's stores are to be written off, and the said commanders are to be debited for what was delivered short. Thierens The findings of the discrepancies in the delivered cargo having been received and reviewed upon confrontation with the cargo delivered at Riouw from the pantjalling De Toneijn and the galley De Griffioen, it was understood, approved, and agreed to act according to the proposal of the Honorable Chief Administrator Thierens, and to debit the pay accounts of their commanders, Cornelis Dirkse Kuijpers and Coenraad Camerloch, for the goods delivered short, as well as to record the findings themselves in the books. Upon their urgent request made to that end, it was approved and agreed to appoint as gunners at the wage of ƒ 14 per month the soldier Jan Janz Lemmet and sailor Bernardus Westerman. Furthermore, it was approved and agreed to let the Assistant and Warehouse Overseer Adrianus Johannes Schadde, who arrived from Riouw due to continual indisposition, perform his service here at the Secretariat of Police. Lastly, it was agreed to approve the resolutions of this board from 4 May to 29 June, together with the secret ones of 8 May and 29 June last included.
