426 427 26 May 26 May Also, the upper works above the water need a good caulking, because the woodwork, due to heavy rolling, has opened at the seams in various places. The upper pintle of the rudder is completely loose, and also two other pintles, where the nails have worked loose; these therefore need to be removed in order to put the rudder back in order, while the fourth gudgeon from the top on the sternpost is also loose and its nails have worked out, which needs to be reduced slightly. On the sternpost, the two cheek pieces for the tackles for lifting the rudder are also broken, which will need to be replaced. In the rigging, the top of the foremast is broken off just above the shrouds, item the fore topmast and fore topgallant mast, for which new ones are required. The foretop, with two cross-trees and one trestletree on the starboard side, was smashed to pieces when the upper rigging fell overboard, as were both mast caps of the foremast and fore topgallant mast with its cross-trees, and on that occasion the top of the main topgallant mast and the main topsail yard were also broken off squarely in the middle, likewise half of the main mast cap was split open, and the rim of the maintop was damaged, all of which needs to be repaired and replaced. 446 Sir 447 1 June Our accountant general, to whom your inquiry was referred, having diligently examined the accounts of the period in question, has reported to us on the subject of them and laid before us an account of the quantities and prices of Patna opium delivered to the Dutch Company from the year 1785/6 to 1789/90 inclusively. A copy of this account we have the honor to enclose. You will observe it states that in the year 1785/6 the quantity of opium delivered was 700 chests, and so the charge is made in an account current dated Calcutta the 14th of January 1788, which we have by us, authenticated by the signature of Mr. William Young, who was then agent to the opium contractor, Mr. Stephen Sulivan. But wishing to satisfy as fully as we can the inquiry you have been desired to make with regard to the prices which the contractor had charged to the English Company for the deliveries of opium to you in 1785 and 1786, we caused the accounts of that time to be examined and acquainted you with it. We deem it necessary to observe that Mr. Young, in a letter dated the 16th of January 1786, urged that he was under the necessity of tendering paper in liquidation of the balance of his account with the Company, having been obliged from the great scarcity of cash to receive paper both from the Danes and Dutch in discharge of their opium, a circumstance which, if it be accurate, will materially affect the point on which you have been required to take strict information. The advances to Mr. Young for the provision and manufacture of Bahar opium were made wholly in the specie current in the Bahar districts. From the cargo of the ship Het Spaarne, which returned damaged in the Ganges, eight bales of coarse linens and two bales of gunnies having been brought hither, which had become wet due to the heavy weather that vessel encountered, the Honorable Chief Administrator showed from the first a piece of garras cloth that was entirely smothered and rotten, whereby his honor communicated that all the rest had been delivered to be washed anew, after which he will sort them again and report in writing which of them are found damaged and smothered, of which it is resolved to keep this record. It was resolved to send copies of both matters to the Kasimbazar Chief, the Honorable Cornelis van Citters, who was then Chief of Patna, accompanied by the extract of the patriarchal missive of 11 December 1788 dealing with this, with orders to provide such extensive elucidation and clarification on its contents and all that further concerns this affair that the Most Noble and Right Honorable Gentlemen Majores may be fully and most clearly informed of everything relating thereto, as well as, upon receipt of an answer to this, to communicate from it to the English gentlemen that which may serve to satisfy the request made by their honors regarding this. 454. 455 4 June 1 June Sergeant Kramer promoted to Adjutant in place of the deceased de Vielinghoff, and Corporal Fredrik appointed Sergeant in his place. The Honorable Chief Administrator J. One from the Honourable Martinus Mekern, Chief at Tuticorin, of the 12th of the preceding month of May, the latter being also produced and read aloud, being of the following content: Right Honourable Sir, This morning, most unexpectedly, I received news that the snow Crofts, in which the chank shells—about which the Honourable Mr. van de Graaff has probably already informed Your Right Honourable in advance—were laden at Madras, has arrived in such a poor condition that it was deemed dangerous to let the vessel proceed with its cargo to Bengal. Mr. Kindersley, thinking that the chank shells belonged to me because they are insured in my name, had the goodness to take an interest in the matter and to compel the captain to tranship the chank shells into another vessel for his account and transport them to Bengal. Since no time could be lost in this matter, and the Honourable Mr. van de Graaff had previously requested me to insure the chank shells without fixing the price of the insurance, I have given orders to insure the chank shells anew for the voyage from Madras to Bengal, and requested Mr. Kindersley 709 462 463 22 June 22 June Further report of what was done in this matter to report to Your Right Honourable how much this insurance amounts to, with all the expenses which this case has caused at Madras, in order that Your Right Honourable might deduct all these expenses from the freight money. For Captain Elliot, according to the second article of the conditions, ought to have departed directly for Bengal, and he is therefore responsible for all the costs and damages caused by his deviation from the conditions. The insurance which I paid the first time amounts at 5 percent to 487½ star pagodas, of which I requested Mr. Kindersley to claim back a proportional part; and if the underwriters will not consent to this, I shall ask for further orders from the Honourable Mr. van de Graaff. But since it is not advisable to involve ourselves in lawsuits at Madras, where legal costs are terrible, it is not to be expected that anything of this item will be recovered; it would be best if Captain Elliot took this upon himself. Insertion of a memorandum of expenses incurred in minting the bar silver at the Calcutta mint. Note by the Honorable Director regarding further information received by His Honour concerning 10 pieces of bonds. ought to be entrusted to the Junior Merchant Blume, also because he, being the most experienced and well-informed in the customs and practices of private traders, knows best how to act in order to counter the caveats raised by the underwriters and to compel them to fulfill their obligations. Thus, on account of all this, it has been deemed good and agreed to entrust this entire affair to the said Junior Merchant Blume, handing over the aforementioned letters and papers, and consequently to authorize him to receive, manage, and sell the chanks in such a manner and way as he shall judge best to preserve and pursue the right that the Company holds against the underwriters through the insurance effected from Ceylon to Bengal, provided that, according to the letter of the communicated duplicate letter of 11 March last from the said Honorable Governor Van de Graaf of Ceylon, he be allowed to enjoy a commission of 5 percent. Besides the aforementioned duplicate letter from Ceylon, another was also received, dated the 10th of that month, the original of which had not yet arrived when that dispatch was sent to the Ministers there under the 9th of this month. On this occasion, the Honorable Director declared that it had since been brought to His Honour, together with the 10 pieces of bonds mentioned therein, to be exchanged with Mr. William Hollings for receipts of the Carnatic Bank pursuant to the contract entered into with that gentleman in this regard and detailed extensively in the said letter, of which, at the request of His Honour, it was agreed to keep this record. This order, however reasonable in itself, gave the said Captain some occasion for objection, whereupon the petitioner first received as an answer in the cabin, but bluntly thereupon, that it will likely be too full, thus with the crew, adding further thereto: and if that does not suit you, then under the longboat, or as everyone who has sailed knows what this means: with the pigs. 473 22 June 22 June Another discharged comforter of the sick readmitted into the same service on departure for Batavia. to grant pardon, but as this belongs solely to the Noble High Government of the Netherlands Indies, it was approved and resolved to refer the petitioner with his request to Their High Nobilities, and furthermore to allow him to prepare another petition to submit on an appropriate occasion, and to order the Chief, the Honorable Cornelis van Citters, to provide him with points of rescription. By another request presented by Hendrik van der Heiden, who arrived in the previous year as a comforter of the sick on the ship Straaten and was discharged from the Company's service at his own instance on 26 January of this year; a request being made for readmission into the service in his former capacity, since unforeseen occurrences have deprived him of the means to support his family in burgher status, it was therefore resolved to grant this, and thus to readmit the petitioner into the Company's service as a comforter of the sick and to grant him the salary of 24 guilders per month which he previously earned, and furthermore, since he cannot be employed here, to place him as such aboard the ship het Spaarne and to sail with it to the Capital. The Kassembazaar Chief, the Honorable Cornelis van Citters Aarnoutsz, acknowledging by letter from that office dated the 17th of this month the receipt of the papers sent to him pursuant to the resolution of the 1st of this month concerning the collection of opium in the years 1785 and 1786, and promising to prepare an account of his conduct with such clarification as shall be useful to the matter, in the firm trust thereby to remove all unfavorable impressions that might exist with regard to him, it was resolved to make note thereof and to await that account. Having answered the Honorable in friendly terms, it was made known by the Noble Director that, in the aforementioned separate letter from the Noble High Government of the Indies, the filling of the post of Trade Bookkeeper, Purser, and Invoice Master having been graciously deferred to his Honour, he deemed it expedient to appoint thereto the Junior Merchant, Pay Bookkeeper, and Vendue Master Johannes Cornelis Heyning, whose place, upon the proposal of his Honour, was subsequently filled by the Junior Merchant and First Packer Balthazar Constantijn Diderik Bouman, to be replaced as such by the present Bookkeeper and Second Packer Hans Jacob Holst; all these appointments, however, subject to the further respected approval of the said Noble High Government of the Indies, of all of which it was understood to keep this record. According to the aforementioned separate letter to the Noble Director: Right Noble Sir, Mr. Isaac Titsingh. Subsequently, the following document, dedicated to this Council, submitted by the aforementioned Honorable, Esteemed, and Honorable Sir, designated Commander of Coromandel, was read out, reading as follows: To that end, I am striving to balance the current Hugli Trade Journal as closely as possible. Upon the opening of the packet handed to us at the last meeting of the 2nd of this month and the reading through of the letters of the Honorable High Indian Government found therein, addressed both to the present Ministry of Coromandel and to me, in my capacity as successor to the Honorable Sir Tadama, the desire of Their High Excellencies having become evident to me to dispatch the packet boat De Expeditie, sent hither to fetch me, at the earliest opportunity to Ceylon in order to be able to repatriate from there by 1 October, I immediately deemed it necessary to apply all diligence to arrange the settlement of my Company and domestic affairs in such a manner that I can undertake the voyage to the place of my destination by the 20th of the coming month at the latest, all the more so because that time is considered the best to be able to arrive speedily at the place where my presence is most urgently required. All that I can offer is to request in writing, if necessary, those who should properly have this money, just as with my other creditors, that I shall make every possible effort, on account of the slight prospect of any improvement in fortune, to settle the matter within three to four years and to pay out to each their share, according to the statement to be submitted to me, understood clearly to be of the principal, for as far as the interest is concerned, that must certainly be regarded as lapsed since misfortune, and not ill will, has made it impossible for me to satisfy the principal, let alone the interest. I also request hereupon your Honorable Sternness's serious and favorable reflection, having the honor to be with the utmost respect. Thirdly, with respect to the honor to be shown to His Right Honorable upon taking leave from the assembly of Justice, of which in a similar case there is no precedent here locally, and it was thus deemed necessary to make an arrangement, to determine that His Right Honorable, upon appearing in that body to take leave after the reading of the extract minute whereby his appointment as governor of Coromandel was brought to their Honors' notice, shall be requested by the President to take a seat beside him on his right hand, and that furthermore, after paying the customary compliments, two members and the secretary shall escort His Right Honorable from the assembly hall and to his residence, during which time and until that commission reports to the Council on the execution of the charge assigned to them, the Council must remain assembled, and finally: Fourthly, as it is generally known that what was set down by His Right Honorable regarding his private affairs corresponds in all respects with the truth, and it is thus made impossible for him to satisfy any of his creditors, to state as the opinion of the assembly that the village master Krayenhoff, for the debt to Brindabon Ady, can and ought to join with the other creditors, whom His Right Honorable undertakes, if necessary, to assure in writing that he will make every possible effort to settle the debt within three to four years.

Due to lack of other ballast, resolved to load the same with saltpetre. bookkeeper the Junior Merchant Johannes Cornelis Heyning, it is approved and resolved to have him do the same on that day or on the ultimate of this month regarding the Pay Office, item regarding that which he has under his management as Curator ad lites and Vendue Master, to his appointed replacement the Junior Merchant Balthazar Constantijn Diederik Bouman. According to the record by resolution of 26 May last, the ship the Spaarne being due to resume the voyage to the capital in the following month, it is resolved to have the same prepared for it, and to set its departure date for the 18th. The Commander of the packet boat the Expeditie, the Captain Lieutenant at Sea Jacob Zoeteman, having represented to the Honourable Director that after discharging his brought cargo of copper he will need ballast, as being unable to go to sea without it, and the Equipment Master Levien, upon the inquiry made to him in that regard, having declared that the small quantity of ballast iron on hand, for which the said Captain Lieutenant had actually made a request, was by far not sufficient for it, it was, after deliberation hereupon, for the reason that that vessel is destined to depart from Paliacatta to Ceylon and from there directly to Europe, judged best, for lack of other ballast, to load a consignment of saltpetre therein, as this can be of service on Ceylon or otherwise remain therein for the European voyage, and consequently, because none of that salt is on hand here and due to shortness of time cannot be ordered from Patna, approved and resolved to that end to make a purchase of about 400 bags, 16 July 16 July and to that end to make a purchase of 400 bags, of which samples are produced. The Honourable Director communicates that with the Hercules an English private ship, again a considerable quantity of extra good spices has been brought to Calcutta. Number 68, containing 80 pieces of Gurrahs first sort; of these none were damaged, so it contains the same number again. Number 95: In this pack, 80 pieces of Gurrahs second sort had been packed; upon re-sorting, 27 pieces were culled out, having been found damaged and spoiled; it now holds only 53 pieces. Friday Kassembazaar gentlemen Insertion of the justification letter of the 20th of this month, received of the Honorable van Citters regarding being that promised by the Chief, the the gathering and the prices Honorable Cornelis van Citters Aarnoudsz, of the opium justification regarding the gathering of the opium under under his admin- istration at Patna his administration at Patna and the prices paid for it by the English Contractor in the years 1785 and 1786, and this in compliance with that demanded on his behalf by resolution of this Table of the 1st of June last past, in which document a detailed description appears of how it occurred with that gathering Friday the 23rd of July, Anno 1790. In the morning; absent the Honorable Right Venerable Gentleman, elected Governor of the Coromandel Coast, Iacob Eilbracht, due to duties in the service, and the Master of the Equippage Pieter Levien, on account of indisposition. 23 July To the Right Honorable Stern Gentleman in the first-mentioned year and the means which his Honor had to employ to keep the English Contractor, whom at that time it was of the highest importance to keep as a friend, from unpleasantnesses, with a further statement of the reasons why the opium procured by our servants turns out so much higher in price than that which the English Contractor delivers; reading the same further verbatim as follows: I have, from the extract of the patriarchal letter of the 4th of December 1788 6135 sent to me by your Right Honorable and Honors, seen with sensitive regret the unfavorable objections arisen among the Right Honorable Highly Venerable Lords Masters regarding the transaction with the opium in the year 1785 and the prices spent in that and the following year for that article, concerning which latter, upon their High orders to take satisfactory and authentic information about the prices that were paid at that time for the opium by the English Company to the Contractor, your Right Honorable addressed the Calcutta Government and in that regard received such an answer dated the 21st of May last past as was sent to me alongside the aforementioned patriarchal extract letter, in order to give regarding the one and Right Honorable Stern Gentleman and Gentlemen, The Council Mr. Isaac Titsingh, Ordinary Council of the Netherlands Indies as well as Director of the Company's Trade and Interests in Bengal, Behar, and Orissa, together with 23 July the other such an extensive elucidation and clarification that the aforementioned Lords Masters may be fully and most clearly informed of everything pertaining to that matter. It has, as already stated, been most painful to me to perceive the unfavorable opinions that my manner of acting in this regard has caused among my high superiors, and this all the more as it has always been my first objective to earn the approval of their High Honors by acquitting myself in the entrusted posts as a faithful and zealous servant of my duty and managing the interest of my Lords Masters according to my ability, as I humbly believe to have done also in this case, flattering myself that it will appear from the faithful and unvarnished account which I shall now give of how the gathering of the opium for 1785 took place. When I arrived in Bengal in the month of April of that year, the then ministry had already several times fruitlessly urged the Calcutta Government for the usual order to Patna for the delivery of the opium for that season, which with reason gave rise to apprehension, because of the time already so far advanced, of becoming deprived of that product so necessary for the Indian headquarters, and caused the resolution to be taken on the 29th of that month to authorize me, who was due to depart within a few days for Patna to assume the chief residency there, in case upon my arrival at that office no further order in that regard had been received, if possible to purchase the required quantity from the country in the best practicable manner. Upon arrival at my chief residency, no further orders having been received in this regard, I applied all diligence and zeal to succeed in this important matter, to fulfill the good intentions of your Right Honorable, and to have the satisfaction, although a newcomer there, to give their High Honors convincing proofs of with how much earnestness I had endeavored, to the utmost of my ability, to comply with their desire, with the happy result that I already by letter of the 4th of July thereafter could report having secured about 400 chests, with the preparation of which they were busy. As these four hundred chests did not suffice to satisfy that required by the Batavian demand, I and the remaining servants, after my departure for Houghly, continually urged the Contractor, Mr. William Young, to accommodate us with at least as much ganja or opium juice as before the war was allocated to the Netherlands Company, under the assurance that upon the pressing requests of the Houghly Council the order for that from the Calcutta Government was to be expected daily; however much he, the Contractor, also wished that this order might come, as according with his interest, by virtue of the higher prices that he receives for the opium delivered to us, he refused to comply therewith, out of fear for the displeasure of his superiors and the accountability to which he would expose himself if he delivered more of that juice than might afterward be found to have been allocated to us, since the remainder of the juice that he still had on hand nevertheless had to be prepared, whether the same to
