182 185 2 March 2 March Decision to send the papers for Europe partly by the Spaarne and partly by the bark. Departure date determined. The Bark de Voorzigtigheid having been properly inspected by specially appointed commissioners, and the following report having been submitted regarding the defects found thereon: can be sent from here the General Description and Trade Books, for the conveyance of which, owing to the late arrival in the Ganges of the ship the Spaarne, which cannot depart again before the end of this month, a sloop would otherwise have to be employed to prevent them from arriving at Batavia as late as last year; and after deliberation upon this matter with the well-mentioned His Honour, everything being understood accordingly, it has been approved and agreed, in the hope that the aforementioned Their High Excellencies will be pleased to approve this for the reasons given, to let the said bark return to the capital and to set its dispatch for the 12th of this month, by which time it can be ready, as it has come up here in front of the Lodge and can thus quickly be repaired of the few defects found thereon. Insertion of the report on necessities for the bark. 2 March To the Right Honourable Master Isaac Titsingh, Member of the Council of Dutch India and Director of the Company's Trade in Bengal, etc., etc. Right Honourable Sir, In compliance with Your Right Honourable's most esteemed order, we, the specially appointed commissioners, have repaired on board the Bark de Voorzigtigheid, lying here at anchor off Chinsura, and in the presence of the Master of Equipage Pieter Levien and in the presence of the Master Carpenter Michiel Groenewoudt, have accurately inspected the same, both outside and inside, as well as its ropes and spars, and found it as we have the honour to present to Your Right Honourable below, namely: The said bark is in all respects sound and strong, without any noteworthy defects. Nothing could be discovered on the rigging either, as far as inspection could be made, except that the running rigging is somewhat worn. The spars are also sound and good, except for the fore-topgallant mast and the gaff, both of which are broken and thus require new ones. The boat must be caulked and greased. This is all that we have been able to discover on this small vessel; consequently, we judge the same capable, after it has been properly caulked, greased, and provided with the necessary items, of undertaking its voyage to Batavia in peace. The undersigned Bookkeeper, under the heavy burden of the work of his department, also having to care for the proper preparation of books and papers which are annually dispatched from the trade office, and regarding which since last transport, starting with the books of 1787, a beginning was made with the dispatch of such as are required above the previously customary ones extraordinarily for the Netherlands, takes the liberty herewith to present a list of the books and papers which are now brought in readiness, both for the Netherlands and Batavia, to depart shortly with the bark De Voorzigtigheid, to the end that, with the pleasure of Your Right Honorable and Honors, together with this his address in copy, it may be communicated to Kassembazaar and Patna, in order to be confronted there against the registers of papers which were sent hither on 10 November 1789 from Patna and on 3 February 1790 from Kassembazaar, and to perceive what is needed for observing a proper regularity of the order established in this regard. Examination of the same showing that the difference in the expense items compared to the stipulation in both book years is to be attributed to the same causes, it was deemed best to limit the investigation to the latter, of which the prepared comparison, the said memorandum, served at the session of the 23rd of the previous month, and was inserted by the resolution of that date. That comparison, expressly arranged more clearly and in greater detail for that purpose than before, having subsequently been examined with all accuracy and attentiveness, the reason for the increase and decrease of each expense item compared with the stipulation in the aforementioned memorandum was found to be stated in such detail that for its further elucidation nothing else could be added than that the lower amount of expenses on the whole is to be attributed to the reduced volume of business in this Directorate, the successive arrangements and changes made regarding some of the expense items, and indeed primarily to the changed times and circumstances compared with those when this memorandum was drawn up, all of which causes this document, for the intended purpose for which it was prepared, to be of little or no use any longer for Bengal. On which grounds, after recording all the foregoing, it appeared necessary to make such changes therein as are consistent with the present state of the times, and accordingly, since the recently received extract from the general resolutions of the Castle of Batavia of the aforementioned 22nd of August 1788, by which it was ordered by circular to revise the memorandum of retrenchment, also tends to that end, upon the proposal of the Honorable Director it was approved and agreed, after the departure of the ships, to appoint a commission to examine the aforementioned memorandum item by item with the required accuracy and to report to this assembly wherein the expenses borne by everyone consist, in order thereafter to draw up another memorandum that is more applicable to the present, and in the meantime respectfully to bring all this to the knowledge of the Honorable High Indian Government in the letter soon to be dispatched. From the prohibition enacted the day before yesterday on the export of slaves born here in the country, the following Placard being framed: Mr. Isaac Titsingh, Extraordinary Councilor of Netherlands India and Director on behalf of the Dutch East India Company in Bengal, together with the Council, to all those who shall see or hear this read, Greetings. Whereas experience has shown that, notwithstanding the successive placards issued against the buying and selling of slaves for trade, this vile trade is carried on heavily and extensively in this colony, and thereby an opportunity is given to such self-interested persons as make themselves guilty of reducing the natives to slavery by shameful and unlawful means to continue in these bad practices of theirs, and this evil can therefore be stopped and countered in no other way than by a general prohibition against exporting any slaves who are natives of the country; so it is that today in the Council of Policy here it was resolved henceforth to prohibit all Company servants assigned to the ships and vessels departing from here, and all and everyone whoever it may be on private ships and vessels sailing under the Dutch flag and pass, from taking along and transporting any bondsmen whatsoever who are natives of this country, under penalty that the offender, for each male or female slave who contrary to this prohibition on the aforementioned ships or vessels to

That it has also been taken into consideration that most, if not all, of the Company's servants and other residents maintain in their households native slaves of this country for their service, who were either bought in a lawful manner or born in their houses during the slavery of the parents, which persons, in case they must depart from here and travel out of the country, whether in the service or otherwise, would be injured in the highest degree in their possessions if the aforesaid prohibition were also extended to their intention; while on the other hand, or if one did not include them at all under that prohibition, this would in time again give occasion to illicit persons to export others for trade under the name of domestic slaves; thus, in order to provide for this as well, it has also been approved by the said Council of Policy that all such persons, whether Company's servants or others who have resided here, upon departure out of the country, must form an exact list of the native bondmen born here who belong to their household and whom they are inclined to take with them, and submit it to the Honourable Council of Justice of this factory, with the request for the necessary license for that purpose, which their Honours are qualified to grant if no reasons to the contrary present themselves, or else to dispose otherwise on such requests as they shall judge proper, in order thereby to meet the objective. J: Muller, who were commissioned to receive the same, that the goods have turned out well in accordance with the invoice, except for the tar, on which they have found a shortage of 3¼ barrels; NB: these 20 barrels were brought explicitly for Bengal in June 1788 by the ship Schelde from Amsterdam. Blusker. lb 3 2 262 263 26 March 26 March as well as a certain shipboard resolution whereby the steward of the said keel was degraded, and the same having been signed by the invoice-keeper, it was resolved to have all that was requested delivered and supplied, including the medicines, seeing that the supplies received in Europe served solely for the outward voyage and were consumed thereon. Among several other shipboard resolutions taken on board the said ship Het Spaarne and delivered to the secretariat here by its captain, Anthonij Hendrik Stoete, there is also one found whereby the steward on that keel, Jan Adolph Lindeman, was removed from that post for such reasons as the said resolution sets forth. Extraordinary Ship's Council held on the Honorable East India Company ship Het Spaarne, sailing at the North Latitude and Longitude of [illegible], on Monday the 6th of April 1789. Present: all the members. The first subscriber made known to the members that the person Jan Adolph Lindeman of Raatte, having come on board in the capacity of steward, was utterly incapable and entirely useless for that service, and indeed as up to this moment he had not given me the slightest accounting of the provisions consumed, much less could there be the least certainty regarding the daily consumption of water both for the cook and otherwise; secondly, he gave no report on the condition of the water casks or whether they were full; and finally, he understood absolutely nothing concerning stowage, so that for these and other reasons he would become dangerous in the future if allowed to continue in that post, as one would then face many disasters, principally the shifting of the casks as well as the improper management in broaching and emptying the water casks, etc. In short, he had already used all patience and forbearance with him, but in vain, since in addition to his ignorance he had so little ambition and regard for his profession, so that it was necessary to appoint a more capable person in his place. After maturely deliberating upon this with one another, it was found proper for the greatest welfare, in order to be assured in the future of the constant consumption of provisions, water, etc., to demote him to a sailor at 11 guilders.
