The Lord Visitor General, instead of noting this and investigating thereafter, goes to another extreme, and proceeding upon the false premise that he had just laid down, namely that a guilder was equivalent in value to a Surat rupee, he says that one can, without prejudice, reduce a guilder to a lump of silver worth thirty Indian stuivers; and this truly does not tend to the prejudice of his purse, but it would indeed tend to our prejudice if their High Noble Excellencies thought as incorrectly as he does. The calculation which the Lord Visitor General makes to demonstrate that, in the expenditure of ƒ 201943:, there would have been a loss of ƒ 71411:9:8:, is too remarkable for us to pass over in silence. These ƒ 201943: served for the payment of pag 48660 8/3, for which the merchants delivered linen. The question was now solely what the actual intrinsic value of these 48660 89/3. pagodas was in relation to other coin species: according to the determinations that we ourselves have made with regard to the intrinsic value of the coin species, 48660 8/35. pagodas are equal to ƒ 201943. If one wishes to make the calculation in Indian money, one will see the sum that we had to pay, and that we have paid, balance completely; for to pay a certain quantity of money with other pieces of money, one must keep in mind that both pieces are calculated in an equal and equivalent manner, because one cannot pass off unequal parts as equal parts. To come now to the report of the Assayer Schalem himself; we in no way doubt the authenticity of the weight of the guilder that the Assayer weighed; but we could have wished that the same had been assayed, which could still have been done, even though the guilder was clipped. guilders taken from the heap were assayed, one at 10 penningen 22. grains and the other at 10. penningen 20 grains. The first undersigned took some from the heap upon receipt of the guilders, in order to send them as samples into the country, and retained two of them, which have not yet been in circulation; and thus can have lost nothing yet. We take the liberty of presenting these two guilders herewith to Your Right Honourable, along with two other guilders and a new three-guilder piece, these single guilders having been found to weigh 6. 23/32. Engels and the three-guilder piece just as much as three single guilders. Hereupon rested the objections that the merchants have raised repeatedly, namely that upon exchanging the particular coin species they could not obtain as many Company pagodas as were charged to them for it, which we have consistently dismissed on the grounds that, although their claim that they could not exchange the money they receive for as many Company pagodas as were charged to them was well founded, they, who at the public tenders could not have counted on anything other than an average price for the pagodas, could not complain about the higher price of the pagodas except as an accidental loss of profit, which they could not with any reasonableness claim from the Company. Finally, we believe that from this it fully appears that, although the guilders, according to the report of the Mint Master Dammann, were found to be 1/6 percent above the Netherlands value, which we did not know previously, they were nevertheless issued above the value at which they stood in relation to the pagoda when the expenditure was made, and that, since the contracts are made in Company pagodas and the payments must be regulated accordingly, the guilders could thus not be issued any higher than they were issued. Tinnevelly November 1791 to be occasion to alter from 5 to 6 percent in favour of the Company. I have only to remark with all due respect to the Government of Batavia, they will find on making the actual experiment, that though they may approve of other terms laid before them of passing these coins in this country, their orders to that purpose cannot be effected. And as the above coins are by no means in demand here in any possession, the revenues which are directly remitted to the amount of His Highness the Nabob's revenues from Tinnevelly to Madras, I think you have much credit in being able to pass such coins to so much advantage. Resolution taken in Council brought in, suddenly causes the price of money to fall, and this so much the more if by one accident or another no foreign money changers arrive from other places to exchange these coinages; whereupon the following questions being put to the deponents by me, first clerk, in the presence of the witnesses, they answered thereto as noted in the margin of each question. Question 1. How much can one estimate the difference between the highest price and between the lowest price of the coinages, or rather how much is the greatest difference that the coinages rise and fall? Answer: That one can hardly determine this, but that one might say that the silver coinages and Company pagodas, in order to reach the highest price, could still rise about three percent higher than they currently stand, and on the other hand fall about 2½ percent to reach the lowest prices, so that one could estimate the greatest difference between the coinages at 5 percent. Question 2. Whether they have ever seen or heard that the coinages have risen so high in price that one could obtain a Company pagoda for three Surat rupees? Answer: That they have never seen or heard that one could obtain a Company pagoda for 3 Surat rupees, and that they would gladly receive a lot of Company pagodas for 3¼ rupees, as a small profit would also be left for them. Question 3. Whether they have ever seen or heard that the coinages have risen so high that one has been able to exchange three Dutch guilders for a Company pagoda? Answer: No, and that there are presently so few in circulation that one can hardly determine the price. Finally, the deponents declared that all that they have stated hereinbefore contains the pure truth, undertaking to confirm the same on oath if desired. Resolution taken in Council are exchanged circumstances change, such as by the rise and fall of the fanums in the country, according to which the price of the pagoda is regulated, and after that the price of the remaining coin species; while the rise and fall of the coin species likewise depends greatly on the quantities that are in circulation and whether many or few merchants from foreign parts come to exchange them, as a large parcel of one or another coin species brought in all at once causes the price of money suddenly to fall, and this so much the more if, by some chance or another, no foreign money changers come from other places to exchange these coin species. Herewith the deponents conclude this their given and rendered declaration, which they testify to contain the pure and upright truth, giving as reason for their knowledge that they have in their own person handled, heard, seen, and attended everything declared herein, and still have very good memory thereof, and further being ready, as in the text, to confirm the same by oath. I have had the great honor of receiving your most respected letter of the 3rd of December last, and I take due note that the lease entered into concerning the Wannij lands shall remain in effect until their High Excellencies' decision regarding my three proposals on this matter has arrived. In very humble reply to these honored orders, I submit: That, as I have stated on several occasions, the Wannij soils are capable of producing these crops, along with others such as cotton, etc., etc., but that initial expenditures are required to lead the way for the native inhabitants, who are not accustomed to cultivating these products. To that end, I have already planted a quantity. However, it will make the farmer averse to planting these products with effort and expense if he must immediately deliver the first harvest to the Company's warehouse at a low price. In my humble opinion, one should not fix the delivery quota at the beginning, but rather buy up these products at a higher price until the plantation has expanded, after which it can be done more conveniently to set a fixed price on the products. I know of no better means to achieve the desired objective. Regarding the procurement of an accurate map and description of the Wannij: may your Right Honorable kindly recall that I already made a humble request in the year 1790 to have the Wannij provinces surveyed and mapped, which was also favorably granted by your Right Honorable, since there is no special map of it and I have hitherto made do with a copy from the old Jaffna map of the Wannij section; however, it is on such a small scale that I cannot even mark the villages passed through during the land inspections, much less all the hamlets, which number 600, and the rivers and roads; and even if one wished to enlarge that map, the rivers, villages, and borders of the province, and the borders between the Company's and the King's lands, could still not be plotted with any accuracy without surveying, as I have observed during the land inspections that the cross-sectional distances from East to West and South to North do not agree with the map. Since to this day the promised surveyor from Jaffna has not yet appeared to begin this work, no accurate map can be submitted until this surveying work is finished, and I will then also be able to submit an accurate description along with the map. Thus the undersigned thinks, subject to the wiser judgment of your Right Honourable Sirs, that it would be beneficial to indemnify the captain in this extraordinary case, because if the contrary should occur, it would certainly deter other ship authorities from providing any refreshment to the poor sick out of their private purses. Whereupon having been deliberated and taken into consideration that the aforementioned provisions made and the necessity thereof are proven by a resolution of the ship's council of the 12. September of the past year, and by a declaration of the senior and junior officers of the said vessel; that it is certainly to be attributed to the good care and praiseworthy provision of the aforementioned Captain that this ship, which, not counting the stay at Texel and in False Bay, has been on voyage for about 9. months, had no more dead than one between Texel and the Cape, and four from the Cape to Koetsiem; and that it is therefore equitable that he be reimbursed for what he has provided from his private purse for the preservation of the healthy and the refreshment of the sick, so that by refusing this, the ship captains are not deterred from such provisions.
