Pursuant to Your Right Honorable's highly venerated order, the visitation of the churches and schools this year, having been entrusted to the special care of the undersigned, and having been completed in the month of March, I consider it to be my deeply bound duty to report in all submissiveness to Your Right Honorable both of my proceedings and findings. As far as my proceedings are concerned, in my manner of conduct I generally observed the previous custom. In the mornings I usually proceeded to the school around half past 8 or 9 o'clock, then having the schoolmaster first read a chapter from God's Holy Word, the Law of the Lord, and our 12 Articles of Faith, as time permitted us; upon which, after the children of the school were all gathered together, I humbled myself before God, praying for a bountiful blessing upon these my proceedings. I examined each in their task in which they had been instructed, thus each according to their years and capacity. Subsequently, I received the adult heathens who wished to be baptized upon their confession of faith. Thereafter I examined the progress of the pupils in reading and writing, and subsequently, in most schools, I examined the schoolmasters in the divine truths. After that, first the adults and then the children were baptized; subsequently, I married those who wished to enter into matrimony. With this, after a cordial wish for the Lord's precious blessing upon those present, I took my leave. Regarding the findings with respect to the progress of the school-going youth, each in their task, I must bear witness that it differed greatly from one school to another. Regarding the number of members, the newly accepted baptized Heathens, baptized Children, married persons, in each school the number of schoolchildren, and what they are instructed in, appears to Your Right Honourable in the report list of the Tomb-keeper. On this occasion of the school visitation, the Lord's Holy Communion was also administered by me, the undersigned, at Palkisse, at Moerottoe, Paniture, Harrene, Diegam, Agglewatte, Kaliture, and Berbekij, whereas previously the Lord's Holy Communion was only administered at Valkisse, Paniture, Workene, Diegam, Agglewatte, and Kalituke, it has now, at the request of the congregations, also been administered at Moerotte and Berberij. The packet boat De Zeeuw arrived here from Colombo on the 2nd of January, and returned thither on the 10th following. The ship Demerarie arrived here on the 5th of May from Colombo, and departed again on the 12th following for Gale. The packet boat De Zeeman arrived here on the 20th of May and departed from here on the 29th of July following directly for the Netherlands. The packet boat De Star, destined from the Cape of Good Hope for Cochin, arrived here on the 2nd of August, and being provided with a pilot, departed the next day for Colombo. The said packet boat returned here from Colombo on the 26th of August, in order, according to the recommendations of the Ceylon Government, to be detained here until the Honorable Councillor Ordinary and Governor of Malabar, Van Angelbeek, shall have disposed of the destination of the same; whereupon this vessel returned again to Colombo on the 10th of October. Chittiaar No 41 1246 1247 Chittiaar sold the said eight elephants for 2811 rixdollars. To be paid in pagodas calculated at 10 fanams each, that having been the exchange rate of the same at the time, that the said Waijtialingen not only paid that amount, but also in addition, according to the honoured letter of Your Right Honourable of 18 August last, paid into the Company's treasury the profit that he had gained on the aforesaid eight elephants, being 1157 rixdollars and 22½ fanams, and that this profit is actually what he should have paid for the pagodas, according to the conditions entered into by him upon the purchase of those eight elephants. To the Captain and Land Regent of the Vanni, the Honourable Nagel, we have communicated, while forwarding an extract from Your Right Honourable's highly respected letter of 23 September of last year, that Your Right Honourable wrote to us that the same has approved, by letter of 19 June 1789, the prices determined by us by Resolution of 24 August 1790 for the elephants being caught and delivered; and the deduction of 12 percent proposed by the Vanniyar chiefs, and ordered, under the conditions also mentioned in the aforesaid Resolution, to have as many elephants caught in the Vanni as we saw opportunity to sell again immediately, and to have the payment for the elephants that might be delivered take place immediately after their delivery, in order to encourage the inhabitants of the Vanni even more to the hunt, and according to Your Right Honourable's further order, in the said letter of 23 December of last year, immediately demanded from the said Honourable Nagel 50 large and distinguished elephants, and he has requested us to send to the Vanni 20 hunting animals to serve for the capture of the elephants, and to deduct 12 percent from that which is granted to the inhabitants for the catching and delivering of the elephants. 24 No 41 ten

We have also sent 6 elephants to the Wannij, and, because there were no more hunting beasts here, requested Your Right Honourable Worships to be pleased to provide us with the Jaffna hunting beasts mentioned in our humble letter of 4 November 1790, together with what is still missing supplemented by Colombo or other hunting beasts; and at the session of 27 October last year it was resolved that, if the inhabitants should be satisfied that from the amount allotted to them by resolution of 24 August 1790 after deduction of 12 percent for the capture of the elephants, another 12 percent be deducted for the mudaliyars as a reward for their trouble expended therein, then to deduct the same and give it to the mudaliyars, and not to accept any further proposal from the mudaliyars nor from the inhabitants, since it would entirely not do that the Company should have to adapt itself to the inclination of its inhabitants. And upon that Your Right Honourable Worships, by Colombo missive of 29 November, required of us a statement of the 13 Wannij hunting beasts sent hither from the Wannij in the year 1788, namely: how many of the same were in existence and where the rest had remained; and this statement having been sent by us together with our letter of 9 September 1790, directly to the Wannij, see Colombo missive of 17 December, 9 hunting beasts were dispatched, together with another two tusked elephants, with instructions to the said Honourable Nagel to retain the two tusked ones in the Wannij if they could serve as hunting beasts, otherwise to send them hither for trade, also approving our abovementioned resolution of 27 October by letter of 31 December last year, and of this approval notice was given to the said Honourable Nagel. Because of the two tusked elephants, as appears from our humble letter of 17 March of this year, one had collapsed, the captain and land-regent of the Wannij, the Honourable Nagel, has sent us only one, and of the 46 elephants captured in the Wannij there have successively been sent to us: 25 elephants, namely: 5 tusked, 11 aliya, and 9 females, of which one was not suitable for trade, since the remaining 21 elephants had collapsed, namely: 7 aliyas and 14 females. Upon the report required by Your Right Honourable Worships by letter of 27 April as to how the elephant hunt in the Wannij had turned out, how many elephants had been captured, of what size, and whether all had already been brought hither, how much the purchase cost of these elephants amounted to, and how much the further expenses would amount to that had to be incurred to bring them up to the stables here, how many of the beasts brought in had already been sold, for how much, and when the remainder would be sold, we sent to the same, by letter of 12 May 1791, a note from which it appeared how many elephants had been delivered and had collapsed, and how much had been paid to the Wannij mudaliyars for those elephants, and communicated that the elephant hunt in the Wannij was being continued, that the first signatory of this was in negotiations to sell the elephants, and that, because the captain and land-regent of the Wannij, the Honourable Nagel, had sent us no account of the expenses incurred for the capture of the elephants in the Wannij, we could not state to Your Right Honourable Worships how much expense had been incurred for that and further had to be incurred. Having been ordered by letter of 17 November 1790 to sell here by public auction the salable young horses found on the islands De Twee Gebroeders, and to provide your Right Honourable with a list or a short description thereof, so that the interested parties, both in Kolombo and in Gale, may see whether there are horses among them to their liking, and consequently may give a commission for the purchase thereof, and in order to notify your Right Honourable of the day of the sale whenever this sale might take place by public auction, we ordered the said Lieutenant von Mijbrink to provide us with the horses along with a short description thereof. Such a short description of the salable horses was sent by the said von Mijbrink to us, and by us to your Right Honourable, alongside our humble letter of 24 February last, and of the receipt thereof your Right Honourable informed us by his most esteemed letter of 6 March, and at the same time further instructed us to sell the said horses according to what was written in the letter of 17 November past, and not to keep any of the same here, because the costs of the stud farm were already running rather high; but we could not sell the horses and thus inform your Right Honourable of the day of sale, because his same Honour, by his esteemed letter of 19 May 1791, had ordered us to notify the said Lieutenant von Mijbrink that the public in Kolombo and Gale had been made aware, by affixing placards, that the 12 young stallions on the islands De Twee Gebroeders were for sale, and that those who might take a liking to them could address themselves to him, and that he could proceed with the sale in accordance with the order given by your Right Honourable by letter of 23 July 1790, without waiting for the interested parties from the direction of Gale and Kolombo (if they did not address themselves in time). We had the honour to receive the letter with which we were favoured by Your Honours on the 6th of the past month. It has nowhere appeared to us that His Highness the Nabob of Carnatic has undertaken anything against our trade and privileges on the Madura and Marawa coasts, and the Company on its part also maintains the treaty mentioned in our previous letter. We therefore do not understand what orders they could be that His Highness would have refused to issue in accordance therewith. There are, therefore, no reasons on either side, Gentlemen, not to hold the aforesaid treaty in force and in its full value. Visser Mr. Peter Bøttger, formerly merchant at Tranquebar, being indebted to the East India Company at Copenhagen in an amount of over sixty thousand crowns, secretly escaped the lawful prosecution of the said Company and took up residence at Karikal; while at the same time Mr. Christiani, in the service of the said Company, and who is essentially the one who caused that loss by entrusting such a considerable amount to Mr. Bøttger, was arrested. Whereupon Mr. Bøttger exerted himself to obtain a safeguard from us, which he obtained from us without difficulty, since this served the King's interest, as he had purchased all the goods belonging to the Company. No sooner had Mr. Bøttger arrived at Tranquebar than an arrangement was made, through which the gentlemen, Gentlemen. To Mr. van de Graaff, Governor, and the Gentlemen of the Council at Colombo 1 99 1266 rent Christiani Christiani and Bøttger granted their bond for the amount of 61649 crowns and 34 skillings Danish money. Renouncing at the same time all possible protections, after which Mr. Bøttger returned to Karikal, and Mr. Christiani was set at liberty. Pursuant to their granted bond, we demanded from those gentlemen payment of the amount which they were to pay in deduction on the 15th January 1791. Mr. Christiani has paid us [illegible] crowns Danish money, but Mr. Bøttger has disappointed us in our expectations by paying nothing. From the copies accompanying this, Your Honours will perceive the contents of the documents, and we are assured that Your Honour will agree with us regarding our indisputable right to claim a man who has failed in all his promises and engagements. Therefore it is that we request Your Honour not to grant any protection to Mr. Bøttger should he request such of Your Honours, but on the contrary to detain him there until we have him fetched. Likewise, we request that Your Honour, pursuant thereto, be pleased to send the necessary orders to Your Honours' subordinate factories. We do not doubt in the least that the friendship which has always prevailed between our respective Courts will favour our requests as well as the justice of the matter requires.
