Smack Colombo To the Right Honourable, Highly Esteemed, High and Mighty Lord Willem Jakob van de Graaff Ordinary Councillor of the Dutch Indies, Governor and Director of the Island of Ceylon and its Dependencies, as well as the Council Right Honourable, Highly Esteemed, High and Mighty Lord and Lords! Since the financial year 1795/8 has passed and with this a year of the Vanni admodiation has expired, I hereby bring, in accordance with my dutiful obligation, before Your Excellencies' eyes the account of the Vanni administration closed on the last of August last, so that Your Right Honourable Excellencies may examine herewith the provisions made which, according to the admodiation, are charged to the Company, and those which are charged to me. The closed original account, in which the provisions and receipts are indicated in greater detail as usual, I have sent to Jaffna to the trade officials for verification, in order to act therewith according to custom; and this which I hereby offer to Your Excellencies is its compendium. If Your Right Honourable Excellencies would please examine the account, it will appear that this year my provisions Cochin 8 December to Mannar 12 November Considering List of the arrived and departed barks and sloops at the roadstead of Colombo 5 years before the English war, namely from September 1775 to August 1780. 1625 sloop Sunda Departure 12 November to Tuticorin 19 October to Beruwala 5 January 18 October to Beruwala 18 January to Cochin 10 November to Tuticorin 3 October 16 November 24 May 8 November to Galle 12 December 24 February 6 April 7 June 16 July 20 November to Tuticorin 3 October to Cochin 10 June ditto Tuticorin 27 July ditto Tuticorin 17 August ditto Beruwala Tuticorin Tuticorin ditto Galle Cochin 1626 in the admodiation in cash exceeded the income by four hundred twenty-two rixdollars and fifteen stuivers; and this surplus provision in money, calculated against paddy at 24 stuivers per parra and deducted from the lease sum of paddy, and also deducted from this lease sum the incurred costs for transport of the paddy and percentages to commissioners and tax collectors, shows that in my favor, on account of the cash advance and for means of subsistence, there remain 7810 parras; but with this surplus I cannot make my profit this year, since this paddy is kept in the country in order to lend out as seed corn to the cultivators that which does not serve for rations. How far I have progressed with the improvement of the cultivation appears from my humble missive of the 29th of September last; according to it, the lease sum this year in paddy was 7816 parras more than in the last-passed financial year; and if Providence provides the usual rain, the outlook remains no less favorable for making good progress in the improvement. During the work of improvement, a few slight difficulties have occurred to me, of which I also humbly give notice to Your Right Honourable Excellencies. 1. The tank-makers of Vaddukoddai are not inclined to work under overseers, as my plan entails, but continue to work according to old custom without overseers, as many or as few hours of the day or at night by moonlight as they see fit; their payment takes place according to the calculation of the cubit measure of the earth that they throw up in length, breadth, and height; and when they have finished a piece of work, I send an Adigar with a couple of native commissioners and have the work inspected, and according to their report the tank-makers are paid by me on account of the owner of the tank field. 2. During my country visit, I inspected several dilapidated tanks which were reported by the native commissioners as repairable; however, because the passage from Colombo to Trincomalee runs through them, and which could not be diverted without taking a large detour, and because various inhabitants have settled on the high grounds in the catchment areas of the tanks and have sown the lands within the tanks, so that upon the damming of the water they would have to be cleared, for these reasons I have resolved to leave these tanks as they are, the more so as there are still plenty of dilapidated tanks at hand without owners, which can be repaired successively as enthusiasts present themselves for them. 3. The honor of receiving Your Right Honourable Excellencies' venerated letter of the 28th of September last informs me that Their High Excellencies of Batavia have not written favorably about the arrangements made. 1627 Honorable Sirs, look upon the admodiation with no favorable eye, not flattering the Company to incur expenses for the improvement of agriculture. For notwithstanding that in Your Right Honorable Council, as appears from the letter of 27 March 1790, the decision turned out favorably to accommodate the farmer as much as possible with cash for the repair of the collapsed tanks, this could be complied with only to a very small extent due to a lack of money, since as of the end of August 1789 my requested sum was 4898 rixdollars. So that after deducting this debt from the revenues, the entire advance to the farmer in 1789 and 1790 comes to 1070 rixdollars and the loaned seed corn to 4505 parras, as can be verified in the books: consequently, on this footing, no progress could be made with the improvement. Yet, in order to remedy this defect, I have made the proposal, not out of self-interest but with the best intentions, and offered my modest means on very reasonable terms, as an expedient to thereby increase the Company's revenues, and to cooperate so that Ceylon's inhabitants could find their sustenance from the Matara, Batticaloa, and Vanni lands, instead of having to pay 36 to 40 stuivers per parra of nelly from the opposite coast, as is still done to this day, and by which, as is known, all minted and unminted gold and silver has left the country, since copper coin is not current on the opposite coast. So that the pagoda of 102 stuivers value has risen to 160 stuivers, and the rupee of 30 stuivers value to 48 stuivers, and to my modest insights there is no more suitable and fitting means to remedy this deficiency than the promotion of the nelly cultivation; and if one is pleased to take into consideration the loss of Nagapatnam, which was Ceylon's granary, and the uninterrupted unrest on the opposite coast, of whose settlement in the long run not the least certainty can be established, Ceylon will apparently always run the risk of remaining destitute of grains, and from this source of necessity my plan of admodiation has originated. The accounts of receipts and disbursements have been kept on the customary footing since the past financial year of this convention took place, the leasing was held in the presence of commissioners, the revenues and disbursements appear in the books at Jaffnapatnam, as indicated by the compendia respectfully presented herewith. Servants and the entire establishment are in the same state as at the beginning of the admodiation on 1 September 1790; the management has remained on the same footing, just as it ought to remain according to the convention, as if there were no admodiation, thus completely under the honored orders and commands of Your Right Honorable and the revered Government of Jaffna, so that while Their High Mightinesses disavow the admodiation, Your Right Honorable might apparently have displeasure from this, and it would be very unpleasant and indiscreet for me under the displeasure. pleasure of Their High Nobles to persist in the entered Convention, it is thus that I, with all due discretion for the reasons cited, most humbly request Your Right Honourable to take this matter of lease into further consideration; whether Your Right Honourable might also find it advisable to cause this Convention to be revoked, in which case I have the honour to testify that, in order to render to Their High Nobles and Your Right Honourable the most due satisfaction, I very willingly desist from it under the assurance that I, whether in lease or without lease, will undertake everything possible that ought to be done for the advancement of the cultivation, namely under lease through my own modest means, and without Convention, only insofar as I am provided with the necessary means thereto, in which case I likewise humbly request Their revered orders that my advance of money and nelly for the service of the cultivation may be placed on the Company's account. I also trust that Your Right Honourable will please do me the justice to acknowledge that I have done everything that could be done towards achieving Your Right Honourable's objective in improving the cultivation. As it appears that under a modest assistance from the Company, and during the crop failures experienced in the financial years 1785/6, 1787/8, 1788/9, the improvement has resulted in the lease assessment of nelly this year amounting to 28000 paaras, compared with the lease assessment in the year 1785 from a flourishing harvest which yielded 14000 paaras, thus through the improvement the revenue for the Company is a principal amount higher, and consequently also the harvest for the needy inhabitants, which this year amounts to two hundred eighty thousand paaras. Thus a great relief for the country's inhabitants, so that one now has very favourable prospects under more ample assistance and loans under good supervision, is evident and indeed indisputable. If Your Right Honourable please now make such arrangements as are best in accordance with the master's interest and the approval of Their High Nobles and Your Right Honourable's satisfaction, then I hope all will go well. Having well considered and reflected on everything to avoid the true cause of Their High Nobles' displeasure, if only it were known to me, it occurred to me among other things whether Their High Nobles might perhaps find the lease too complicated and harmful for the Company: in which case, if my guess should hit the mark at all, I assume the humble boldness to believe that the Wannij will remain for all future times a country of importance, for the greatest part for reasons of cultivation already cited, and on the other part that it is presently in this critical time, as it appears to me, most necessary to keep this stretch of land between Jaffanapatnam and Trincomalee, being 48 hours, under good supervision, on account of correspondence of the Candian court with the powers across the water, and the... Having surveyed and measured the same, and putting it to paper, I have indicated how much land is currently cultivated, how many lands have been abandoned for 5 to 6 years for lack of water or have been lying fallow for even more years and are now overgrown with scrub and brushwood. I have also measured all the main and minor roads, as far as it was necessary in my judgment, and marked them on the map, as well as all the small tanks of each village, several of which, however, could not be delimited because they are only surrounded by dikes on the lower sides and border upon brushwood on the upper sides. During the measuring, I inquired precisely into the condition of the currently cultivated or abandoned tanks and other lands, as far as time, opportunity, and the knowledge of the old inhabitants permitted and provided. I found that all the sown fields are divided into 4 sorts, whereof the first sort is calculated to yield 30, 35 to 40-fold and more, the second sort 16, 20 to 25-fold, the third 10, 12 to 15-fold, and the fourth 4, 6 to 8-fold, or on average yielding 15 to 16-fold. Captain Foenander has therefore calculated too low when he sets this at only 10-fold, the more so as most fields are of the first and second sort and few of the third and fourth. I was assured that the tanks can be made suitable for the cultivation of the first sort of sown fields, and that the remaining lands, a few places excepted, can also serve for the first and second sorts of fields, so that one may assume with certainty that the said region is one of the most suitable for agriculture in Ceylon. The currently cultivated lands amount to 2666 morgen of land. These are sown annually, but nevertheless half or fully one third thereof is lost due to lack of water and therefore yields little profit. The lands that have been abandoned for 5 to 6 years amount to 1989 morgen, and those for more years 606 morgen, together 5261 morgen of both cultivated and fallow fields. The tanks that one could determine amount to nearly 9166 morgen, and the remainder will make up fully 3000 morgen, thus all tanks together 12272 morgen. There remain a further 8000 morgen of these forests, which for the greatest part are very suitable for sown fields; a few of them lie somewhat high and have a stony soil, but can nevertheless very well be used for gardens, dwellings, and pastures. The Honorable Captain Foenander mentions in his submitted report regarding the Giant's Tank that if the dam of Kattekarroe were repaired, he does not doubt that the tank would fill with water every year when it rains. Of this I am also fully assured. In addition, I have questioned all the old inhabitants in this regard, but could never obtain a satisfactory answer; I have also investigated how far landward the said tank of Kattekarroe can receive its water from the uplands, and whether no streams or watercourses discharge into it, but I always received the answer that they had no knowledge thereof, and my certainty. thus could not give a satisfactory answer thereto, much less point out any brooks or watercourses, except for the ditch whereof Captain Foenander made mention, and which I have also surveyed and indicated on the map. Through this aforementioned ditch, even when it does not rain at the place itself, much water comes into the Giant's Tank, and also, as Captain Foenander has noted, several brooks discharge into the Moeselies River, which, if one were to prevent this discharge—which is done by extending the southern arm of the dam—can be led into the Giant's Tank, and which, having been done, is beyond all doubt sufficient to obtain the necessary water in the Giant's Tank even in dry years, without requiring the same from the Moeseliese River itself. All the villages that lie inside the Giant's Tank still need to be surveyed, and at the same time an exact investigation must be made into all the brooks or watercourses that currently discharge into the Giant's Tank, as well as those which one could still lead into it; only then will one be able to judge and be assured whether the Giant's Tank can receive enough water. I presume that the benefits that will be derived from the lands lying below and to the sides of Kattekarae once this dam is repaired will be much greater than what has been stated in the report of Captain Foenander, especially when the land is governed according to the laws of the country and according to the intention of Your Right Honourable, with gentleness and disinterestedness, whereby the inhabitants who have fled to the Noegere and elsewhere will soon return, just as I myself experienced during my presence there: In the month of April last, good rain fell in this region, and I saw several families, who had previously removed themselves from there on account of famine as well as other reasons, return; they assured me that many others would follow if they were assisted by a good administration with some support in plow cattle and tools etc., and I believe I am certain that this assertion is sincere, for they have their own fields in this country and are accustomed to harvesting their own grains; currently they must serve as hired coolies among strangers at certain times and will thus, beyond all doubt, return as soon as they know that they can work their lands with fruitfulness; and I believe that from other parts some inhabitants will betake themselves to this delightful country once it has first been brought into good condition. To the Right Honorable Highly Respected Lord Willem Jacob van De Graaff, Ordinary Councillor of the Dutch East Indies, Governor and Director of the Island of Ceylon and its dependencies. Right Honorable Highly Respected High Commanding Lord. Pursuant to your Right Honorable Highly Respected highly honored orders to accurately survey and investigate whether the so-called Reuse Tank could be restored, and if so, what this would approximately cost, and what benefit one could with certainty expect from it, I first went into the country together with the Manaar chief Ebell to inspect the said Tank. We were first brought to a place on the Moesseliese River where a weir of large hewn quarry stones has been piled up. This weir was previously regarded by both the inhabitants and others as a part of the Reuse Tank; a branch was also shown to me which takes its source a little below the weir from an arm of the river, which the inhabitants believed to have been the course through which the water from the Moesseliese River was supposed to have flowed to the Reuse Tank. I walked along the said branch and immediately noticed the impossibility of their supposition, all the more so because the said branch leads to nothing, more than 2½ hours' walk away from the Reuse Tank. Subsequently, I inspected the Reuse Tank, which is a large piece of low-lying land surrounded by an earthen dike on the west and south sides, within which the water was retained during the rainy season in order to irrigate the fields with it in the dry monsoon. I had the honor to write extensively to your Right Honorable Highly Respected about this on July 9 last, see annex letter A, and therefore I write here, for the sake of brevity, only the essential points. To carry out this investigation with the utmost possible accuracy, I first measured the aforementioned dam or dike on a large scale and then carried out a levelling along the same, from the maps and profile made thereof, which I have the honor to submit herewith, and from my humble letter of August 16 last, see letter B, your Right Honorable, Highly Respected Lordship will be pleased to see that the said dam has been breached in several places and in others has been washed away and leveled over time. In order to be able to judge the feasibility of this work with certainty, I needed to know both the size of the Tank and the fields that could be irrigated from it; therefore, I had the upper surface of the Tank measured by the Manaar surveyor Sneeder, and also had a measurement carried out of all the lands that could be irrigated from the Reuse Tank and turned into good arable fields, with the exclusion of all brackish soils, and through this survey it was discovered that the Reuse Tank measures 3121 morgens, and the surrounding lands suitable for fields measure 25935 morgens. Nor is it any great trouble to make fields on all the uncultivated lands lying outside the Giant's Tank, since only the small scrub and thorns need to be cleared away and the necessary small dikes placed between the fields; and therefore it would not be unreasonable that all those who, undisturbed by this work, retain their fields and yet benefit from the work, should assist the others who lose their fields in making new ones in their place. If Your Right Honourable Esteemed Worships should resolve to repair the aforementioned Giant's Tank, then 7019 cubic rods of earth would have to be raised upon the embankment and in the breaches to give it the required height and thickness. It is also necessary that five sluices be placed in the dike or embankment, through which the water can be discharged on whichever side it is needed. These sluices ought to stand at the outer end of vaulted culverts, which culverts and sluices must be made large enough that in a short time one can release as much water as is required for the irrigation of extensive surfaces. According to my idea, these culverts must be at least 4 feet wide at the base, 3 feet at the sides, the radius of the arch 2 feet, thus the entire height inside the culvert being 5 feet. Being made in this manner, one would be able at the end of the dry monsoon, when the water has been discharged from the tank, to inspect these culverts from within and, if any minor defects appear, repair them in good time, which cannot be done with smaller culverts. At the east end of the embankment it would be necessary to build a weir, over which the excess water could flow freely in heavy rainy years without damaging the embankment. According to my idea, the embankment will be 22 feet higher than the lowest lands inside the tank, and 24 feet higher than point No. 1. The weir will be 4 feet lower than the crest of the embankment; in this manner the embankment would never run the risk of being flooded or breached, against which one must take great care, for an unfortunate breach would not only endanger the people, houses, and cattle below from drowning, but the crops of an entire year could also be lost thereby. But since the tank lies higher toward the side of the high land, one cannot calculate the average depth of the water at more than 12 feet, and therefore one would not be able to irrigate therewith more than 6 times a year; but this is also enough, for during the rainy season one does not need to take water from the tank, and the crop of the main harvest, which is sown in the month of 8ber and harvested in the months of February and March, would need to be irrigated at most three times.
