Justification of Schleuder on the report of the examiners. it was approved and agreed to grant her aforementioned request, but nonetheless to instruct the officials at Trinkonomaale to seize and monetize the estate of the late administrator Lever immediately for the security of the Company, and to have the proceeds thereof deposited in the Company's treasury, until the aforementioned deficit shall have been liquidated. Disposition on the justification of the second examiner of Soksten, Upon the report inserted by resolution of the 16th of March of the previous year from the second examiner of Soksten, the justification of the aforementioned consumption bookkeeper Schleuder was received, stating: 1 that the write-offs made in the consumption account of August 1790 for the financial year 1788/9 had occurred because the provisions for 1788/9, due to lack of inventory, could not be made in the same financial year, and therefore had to be credited upon supply in 1789/90. 2 that the entry and writing-off of the goods found running on debit and credit was done to obtain a clean balance in the books, in order to prevent errors in the making of requisitions. 3 that the supply of writing materials for the benefit of the military department was done according to the measure of necessity, and in accordance with the supply in former years. 4 that the supply of writing materials to the chief surgeon of the hospital has been done since the year 1785, because in the said year just as much writing material was sent from Kolombo for him, without written instructions that he had to pay for it. Reviewed and approved were the general resolutions of this assembly of the 28th and 29th of April and the 1st and 4th of this month, the resolutions concerning the military department of the said dates, the resolutions concerning the native department of the 29th of April and the 4th of this month, and the secret resolution of the last-mentioned date, whereof it is understood to keep this record. The 18th of May 1791. Business regarding Galle. Business regarding the gold and silver specie of Abo that are stored in the Company's cash box, to let them be delivered to the buyers. Upon the report of the former Galle Master Attendant Abo, that he has sold the gold and silver specie, which were brought from the Cape of Good Hope for his account and stored in the Company's great cash chest here, at a 50 percent advance, it is approved and understood to let whatever remains thereof be delivered to the buyers, provided they first count the purchase sum into the Company's treasury, and it is likewise understood to have that part thereof which, according to the resolutions of the 9th and 24th of February last, was employed for the Company, also brought into account with a 50 percent advance. Approval of a Galle resolution containing: To have paid to Clamart a certain advance amount. 1. To have paid to the lieutenant of artillery Clamart the sum of 6 rixdollars and 12 stivers which he advanced to the coolies hired by him, with the qualification of the Commander Sluijsken, for his transport to Matara in the service of the Company. To take over rice from the free merchant Sluijsken. 2. 581 The 12th of May 1791. had anchored there in the outer roads in order to provide themselves with drinking water and refreshments, had departed from there again on the 6th following, and that they had since received report from Mature that the said frigate and sloop had touched at the bays of Belligam, Mirisse, and Nielwelle, had surveyed and sounded them by sending out their boats, and had inquired of the fishermen who were at sea as to who exercised authority at Belligam. It was, after deliberation, because such a proceeding cannot be allowed to pass unnoticed, approved and resolved to complain thereof to the General Government in Calcutta, and meanwhile to order the officials at Gale to obtain secretarial depositions regarding this matter and send them hither. Because the inner canal from time to time becomes filled with mud and other filth, and the paddies with drinking water, owing to the shallowness, cannot reach that level where the water conduit begins, along which the drinking water for the ships and sloops is conveyed to the sea-strand, the Governor had charged the Captain-Lieutenant of Engineers Toenander to investigate and report how this inconvenience could best be remedied, just as he has complied therewith in the report inserted below: To the Right Honorable, Highly Esteemed Lord, Willem Jacob van de Graaff, Ordinary Councillor of Dutch India, Governor and Director of the Island of Ceylon with its dependencies, etc., etc. Right Honorable, Highly Esteemed, High Commanding Lord! It pleased Your Right Honorable to order the undersigned to conduct an investigation into how one might in the best and easiest manner convey the water from the water paddies to the sea. Consequently, the undersigned has examined the condition of the canal and found that it has become very filled and shallow, which would not only cause very much work to dig out, but one can also foresee that a deepening would not last long, since so many water spouts discharge into this canal. The humble draftsman has therefore carried out a leveling along the aforementioned canal, as can be seen on the attached profile and plan, and found that the upper rim of the present small water cistern marked with the letter A is lower than point No. 4 at the stairs in front of the ammunition house by 5 feet 3 1/8 inches, so that one can thus convey the water from the said stairs into the water cistern marked with the letter A. One could even construct a water conduit from the bridge at the Rotterdam Gate into the said cistern, but because this distance is very long and it is deep enough at the stairs No. 4 even in the dry season, the humble draftsman is of the opinion that it would be best, where the wall of the canal near the bridge has collapsed, to deepen a place as large as a paddy, and to build brick pillars marked with the letters B and C at both ends, upon which one can lay the beam to which a pump may be attached to pump the water directly out of the paddies; subsequently to make a small cistern marked with the letter D, from where the water can run through a lead pipe, which lies in a small covered brick gutter made for it, into the cistern marked with the letter A; and in this way it would proceed much more smoothly to get the water up, or into the cistern marked with the letter C, than to carry it up the stairs with buckets. I hope herewith to have complied with the highly honored orders, in which expectation I remain with the deepest respect. The undersigned have the honor to inform Your Right Honorable that on the 12th of this month they have drawn up the twelve-month balance on the books of 1789/90, and take the liberty most respectfully to inquire of Your Right Honorable whether they shall proceed with the closing of the aforesaid books without at the same time confronting the administrations, or whether they will have to perform this confrontation. The undersigned find themselves on this occasion most urgently compelled to put the aforementioned question to Your Right Honorable, because without express orders they dare not proceed to the prescribed confrontation, since thereby the complete execution of the work of 1789/90 will take a few months longer than otherwise. The undersigned clearly understand that while the time at present for the work of the current year 1789/90 has elapsed so considerably, their duty is none other than to leave the confrontations aside for the present and to occupy themselves solely with the closing of the books of 1789/90, in order subsequently to be able to proceed as soon as possible to the statement of accounts and other papers; however, the desire to do good work makes the undersigned wish to be authorized by order to carry out the confrontations of the administrations before the closing of the books, whereby all further errors regarding the balances will be prevented, even though the completion of the general work will, as stated, be delayed a few months longer thereby. They are very much concerned that in the future they will encounter more painful and grievous marks of disgrace, both from Your Right Honourable and from Their High Mightinesses and the Lords Majors, if their department continues to remain perpetually behindhand. The undersigned declare that they will not be able to avoid this unless some relief is brought to their work, which has been markedly increased, both by the withdrawal of the books of the offices of Trinconomale, Batticaloa, and Kalpitiya, and by the various very voluminous papers that now, according to the latest order of the Lords Majors, must be prepared more than previously. Report of Tornbauer regarding how many sick can be lodged in the hospital of Trinconomale, to be forwarded to Your High Honours. Regarding the inquiry made by this government by letter of the 15th of April last to the officials at Trinkonomale, asking what sorts of unloading vessels are required and whether they could not be constructed there; it having been communicated by them in a letter of the 27th following that tonis of middling size are of the greatest utility for unloading and loading and for other services, and that the same could indeed be built there, but that the wages of labour are more expensive there than at other places where such vessels are constructed. It was resolved and agreed to order the Trinconomale officials to state the number and charters of the unloading vessels that they need to the Chief of Batikaloa, in order to have the same built there. In compliance with the question of the Noble High Indian Government by missive of the 30th of September last, paragraph 125, there has arrived an inserted report below from the ad interim chief of Trinkonomale Tornbauer, containing how many sick can be lodged there in the hospital. No. 3: a piece of Muries, long 20 and broad 2 1/4 cobidos, ditto 5 rixdollars, ditto 7 rixdollars 36 stuivers. No. 4: ditto, long 17 1/2 and broad 2 1/8 cobidos, ditto 3 rixdollars, ditto 5 rixdollars. Number three has been very good and, according to length and breadth, a good assortment for the fatherland under the name of perie Moenoemoelam, but bleached. A quantity of red is also demanded annually, but these must not cost more, including bleaching wages etc., than 34 67/90 pagodas per corge, being the price of the opposite coast. Linen contract concluded at Tuticorin Committee regarding Trincomalee Disposition on the findings of the confrontation held of the petty cash box at Trincomalee. they absolutely refused to accept the same at the price of 340 pieces per pagodas determined by resolution of 1 May, and yet pressed very urgently for money, and moreover it was deemed very necessary that the linen trade should be commenced the sooner the better because Mr. Jorin was vigorously proceeding to purchase linen and cotton: regarding which the Tuticorin Chief Mekern, by secret letter of the 25th of this month, further reported that he had had to decide all the more to disburse the aforesaid rupees below the prescribed price in order to prevent intrusions into the Company's trade, since the Residents at Kilkare had informed him that a private merchant from Madras had sent a commission to the natives at Kilkare to procure linen for one hundred thousand pagodas, for which the money would be provided from time to time by wealthy money changers, and because he judged that this small loss could not outweigh the detriment that would be caused to the Company by the interlopers if the trade were to stall any longer. There has been reviewed the Findings, received from Jaffna and inserted below, of the confrontation held between the administration of the Company's petty cash box at Trincomalee and the Trincomalee trade books of the year 1785/6, provided with the remarks of the first examiner Issendorp, upon which, after deliberation, disposition has been made as is noted at each paragraph. It has been approved and understood, after deliberation, by virtue of the aforementioned very pressing motives, as well as in consideration of the fact that the price for which the aforementioned Bombay rupees have now been relinquished is the same for which the Surat rupees have repeatedly been issued; and which not only corresponds closely enough to the price for which these rupees were withdrawn at the public auction, but also amounts to more than three-eighths percent more than what money changers, as appears above, have presently estimated them to be worth, to approve the aforesaid decision. Furthermore, after review, it has been approved and understood to approve the new contract for the supply of linens and cotton yarn concluded between the servants and the merchants at Tuticorin and inserted into the aforesaid resolution of 20 May, as adapted to the demands of the past year, as the same is hereby approved.
