The 7th of July 1791. And after deliberation it was approved and agreed to qualify the chief of Batikaloa to send the defective and unserviceable muskets mentioned therein to Trinknomale, insofar as they cannot be repaired there, but to have the unserviceable leather goods of the same destroyed. Leave having been requested by the chief of Batikaloa in the aforesaid letter to be allowed to dry the remaining gunpowder due to its dampness, it was approved and agreed to grant qualification for that purpose. And on this occasion it was also agreed and resolved that the commissioners who assist here and at the subordinate offices in the drying of gunpowder, in addition to what was prescribed by resolution of the 9th of April of the current year, must furthermore indicate in their report concerning the gunpowder that remains after drying how much of it consists of grain powder and how much of dust, and whether the dust powder is good for firing salutes or for any other use. It having been reported by the chief of Kalpettij, Van De Graaff, by letter of the 6th of June of the current year, that the bookkeeper Harmezon, through continuous abuse of strong liquor, is entirely unserviceable for any duty, with a request that he may be dismissed from his office of authorized person, and another be sent from here in his place. After deliberation it was approved and agreed to authorize the aforesaid chief that, if the bookkeeper Harmezon should further exceed the bounds in drink, for the first time that he does so again, to have him given a beating publicly before the guard by two non-commissioned officers, and if he does not improve and makes himself further guilty thereof, to discharge him immediately from the service and give notice thereof to this government; with orders also not only to announce this order to the said Harmezon, but also to carry it out strictly. Lastly, the general letters were summarized and approved.

Resumption of the letters that are to depart with the ships Leijden and Demerarie to the High Indian Government; likewise the general letters that are to be dispatched with the packet boat De Zeemeeuw to the Gentlemen Seventeen and the Gentlemen Directors of the Chambers of Amsterdam and Zeeland: of which it is understood this note is retained. Because the 30,000 rupees which, according to the resolution of May last, were sent to Tuticorin to be employed for the linen trade are barely sufficient for a single month, it has been approved and understood upon the proposal of the Lord Governor, just as the said 30,000 rupees were accepted by secret resolution of [illegible] last, to borrow a further 20,000 pieces, to be repaid from the funds expected with the ships from the fatherland, and also to send these 20,000 rupees to Tuticorin to be employed for the linen trade at the same price as the aforesaid 30,000 pieces were ceded to the merchants, if they cannot be issued more favorably. 1750. 754. The 9th of July 1791. There was resumed a Trincomalee resolution of the 28th of June last, containing the servants' disposition upon an accompanying finding of the Galle cargo of the ship Leijden delivered there, and after deliberation it was approved and understood to approve the said resolution, only with this alteration: that the calculated spillage on the arrack, coconut oil, and coffee, being Ceylon products, must not be credited to the ship's officers at selling price, but at purchase price. 754 755. The 11th of July 1791. To approve the purchase of certain surgeon's instruments. To give notice to the highest authority regarding letting the banished King of Goa have some more money on loan. For the service of the surgeon with the detachment at Attenegal, the following surgeon's instruments having been purchased from private individuals for 25 rixdollars, namely: One saw One curved probe One tourniquet One bone separator One bullet forceps One fragment forceps One cautery iron, and One artery forceps It was approved and agreed to sanction this purchase and to have the aforementioned amount paid from the Company's treasury. Thus done and resolved in the Castle of Colombo on the day, month, and year aforesaid. There was reviewed by circular a petition from the King of Goa, Oesman, relegated here, wherein he makes known that his debt to the Company mentioned in the resolution of the 1st of July 1790, amounting to 1500 rixdollars, has already been reduced to 1115 rixdollars by withholding half of his salary, requesting that an amount of 885 rixdollars may still be advanced to him, as he is in the utmost embarrassment concerning meeting the necessary expenses for the marriage of his two sons, offering, for this sum and his aforementioned remaining debt amounting together to 2000 rixdollars, to mortgage his gold, silver, and furniture, over and above his two already mortgaged properties and two slaves. The Right Honorable Most Venerable Lord Governor having charged Your Honor to hear me on what I had to submit in response to what was recently written in a missive of the 19th of February last by the Director and Council at Surat to the Ceylon Government, to cause me, Boumanjie Manchergie, adopted son and heir of the deceased Company's Broker Manchergie Gorseidjee, to depart for Surat as soon as possible, in order to arrange in person for the administration and recovery of the estate of my late father, both to enable the Company to obtain its claim on the brokers, and to comply with the request made by the English Chief to the Honorable Director Sluysken on account of a petition presented by a certain merchant, Bannebaij Ro: Singie Gokul, I have the honor to inform Your Honor herewith: That the account of the Honorable Dutch Company with my father, Manchergie Gorseidjee, and the since also deceased Banyan merchant Gowenram Roederam, who were the Company's brokers at Surat, was examined by the Right Honorable Most Venerable Lord Governor van de Graaff during His Honor's presence at Surat, and it was found that these brokers were actually still indebted to the Company in a sum of 104399.7 rupees; but that from this had to be deducted 40241 rupees which the brokers paid to Mr. Bosman at the time His Honor was Director, for the account of the Company, as well as a sum of 26497 rupees that was still to come in, and which amount, according to private letters from the Venerable Lord Director Sluysken, has also since come in, so that the estate actually 69

That as regards specifically the claim made by the aforesaid merchant Banna Bhai Rasinghji Gokul against the estate of my late father, it is not true that he has this claim against my father alone, but rather against both deceased brokers, but that it is not possible that he can have a claim for so considerable a sum as he states, and that I believe that when this account is properly examined, it will appear that if the debit and credit entries do not nearly balance each other, at least what he is to receive will be a very small sum; that, on the contrary, I have a claim against him for a sum of money that he owes to my late father, under report that he can settle this matter amicably with my brother, who is my attorney, and the frequently mentioned third broker at Suratta, or, if he sees fit, can address himself concerning this to the Court of Justice at Bombay; and that I maintain, with due respect, that the Dutch government at Suratta does not need to interfere therein. That I request that the Suratta government may be asked to be pleased to lift the attachment that was placed by Director Sluijsken on a large sum of money that the Turkish merchant Saleh Chelebi owes to my late father, so that my brother can receive that money in order to be able to pay my creditors therewith, as I otherwise run the risk that all my immovable property will be sold and I will be totally ruined. Disposition on the reports of the examiners regarding the indications of the pay debited to accounts against the traded amounts of the same in the trade books. being delivered over to the executioner, tied to one of the posts of the gallows, flogged until bleeding, and to be confined for the term of ten years at the place to be designated by this government, in order to work for food outside the chain, with declaration that the prisoner has earned no wages since the day of his detention, and condemnation of him in the costs and expenses of Justice, and the arrested persons Dona Helena and Don Joan both to a fine of ten rixdollars, to be forfeited for the benefit of the Diaconate poor here, but in default thereof, to be tied to a post under the council chamber, one after the other, to be severely sjambokked by the Lascarins of Justice. And after deliberation, it was approved and agreed to confirm the aforementioned sentence, and to designate the island of Delft as the place of confinement of the prisoner Pieter Jansen. Two reports of the examiners Issendorp and van Sohsten were reviewed, along with the appended indications of the pay debited to accounts against the traded amounts of the same in the trade books of the financial years 1787/8 and 1788/9, which were inspected by them; and after deliberation it was approved and agreed to have the indicated errors, consisting of minor matters and incorrect handlings, redressed according to the proposal of the examiners, and to insert the aforementioned reports and indications below. The 22nd of July 1791. to pay off both debt items in full, if he is then permitted to retain the permit for the sale of liquor and suri on the Slave Island elsewhere in a garden, so that he may be enabled to pay off the lesser amount of fifty rixdollars per month to the Honorable Company. After the reading of this request, the said Samlant made known that His Honor has been unable to obtain anything for four months now from the aforementioned Gomes, who was permitted to pay off his father's arrears to the Honorable Company at fifty rixdollars per month, and that he therefore still owes 4150.- rixdollars to the Honorable Company. Which having been deliberated upon and taken into consideration, that if the permit granted to the petitioner to keep a tavern in his garden is revoked, the garden at sale will probably not yield as much as if that permit remains attached to that property, but that an unlimited continuation of this permit might at times in the future tend to the detriment of the city liquor lease and consequently to the damage of the Company, although the same has thus far caused no harm to that lease. It is therefore approved and agreed to permit the petitioner to have his aforementioned garden sold at public auction, and to allow the purchaser to provisionally retain the permit granted to him to keep a tavern in that garden for the period of two years, provided that the petitioner shall not let that garden be knocked down at sale for less than his debts to the Honorable Company and to the Lepers' Fund amount to. Trade books and papers to the Netherlands for the Chamber of Amsterdam, in the exact same manner as are annually sent to Batavia, for the financial year 1791 and subsequently annually, the following: 60 books of large-format paper, 12 bundles of pen quills, 1/8 lb of pencil, 2 books of candous paper, 2 books of blue waste paper, 2 penknives, and 4 lb of wax candles per month. Regarding the scribes, the signatories state that for the books of Kalpitiya, one able youth and one apprentice may be added to their number, as the allocation of three able youths and four apprentices for the books of Trincomalee, Batticaloa, and Kalpitiya, and for providing two sets of trade papers for the Chambers of the Southern and Northern Quarters by resolution of this government dated the 6th of October 1788, has lapsed due to the further arranged regulation that the books of Trincomalee and Batticaloa must be kept there themselves, and by virtue of the change in the provision of the papers for the Southern and Northern Quarters. This being obtained, the Trade Office will lack 2 scribes, as to this Department, the Head Administration included therein, according to the regulation of permanent servants of the 25th of November 1757, was assigned: 10 scribes and 6 apprentices. By resolution of the 21st of April 1791, added for a set of books and papers for the Chamber of Amsterdam: 4 scribes. For the Kalpitiya set: 1 scribe and 1 apprentice. He is of good conduct and understands arithmetic, so that he only lacks experience in the handling of the Company's trade work to be employed with utility. The second was promoted on the 27th of April 1780 to bookkeeper, but owing to his drinking, he was demoted on the 24th of May 1784 to absolute assistant at ƒ 24, and further on the 26th of November 1788 at Trincomalee, where he was stationed, for the same reason was further demoted to apprentice at ƒ 9, after which, having been sent hither, he has now served for about eighteen months in the office under the undersigned. This Kalenberg has repeatedly solicited the undersigned for his former status and salary, under promise of improvement in behavior, and whereas since performing his service under the signatories he has conducted himself reasonably well, the signatories do not wish, as a trial of his so strongly given promises, to pass over recommending him hereby for the aforementioned purpose. The undersigned promise your Noble Right Honorables at once to give notice whenever Kalenberg, resuming his former dissolute ways, should make himself unfit and unworthy of the clerical service. Committee on Jaffnapatnam. of the 6th of November 1790, that the reduction of the interest on the borrowed capital from 6 to 4 1/8 percent as of the first of February 1791 had been made by mistake, since the intention of this government in taking that resolution was truly to make the reduction begin with the end of the first six months of the book year, thus as of the first of March 1791; it is consequently approved and understood to declare this as such hereby and to have an extract of the resolution given to the trade officials. The Lord Governor communicates to the meeting that His Honour, in the absence of opium at the Honorable Company, and because it was necessary for the Easterners, has written to the Captain Landregent of the Wannij, the Honorable Nagel, to send a chest here from the lot purchased by His Honour in the past year, as shown by the resolution of the 13th of March 1790, from the vessel stranded there, just as Read was the report of the Jaffna debtors and running accounts under the last of February last, with the report served thereon by the departed Fiscal Pijken and the resolutions taken thereon by the Jaffna officials in their resolution of the 14th of June 1791, of which an extract is inserted below: And it was disposed thereon as is noted beside each article.
