To reject the proposal of the Gale officials to appoint the blacksmith Willem van der Sloot as master journeyman. Whereupon deliberation being held and taking into consideration that this piece of land formerly served as a public burial ground, in which the bodies even of Commanders and other prominent qualified persons lie buried, it has been approved and agreed to disapprove the aforementioned resolution. It having been proposed by the Gale officials by letter of the 3rd of this month to appoint the blacksmith Willem van der Sloot as master journeyman at his current pay on account of the sickly condition of the master smith, taking into consideration that the regulations do not assign a master journeyman to the Gale blacksmith shop, it has been approved and agreed to reject the aforementioned proposal, but to grant the officials permission, in the event of illness or absence of the master smith, to entrust the supervision of the work to the said van der Sloot. Received from Gale a petition from the pay-bookkeeper Martheze, wherein he, as shahbandar, complains that the Gale merchants refuse to pay him the four rixdollars that this Government granted to the shahbandar there by letter of the 18th of September 1747 for the inspection of each inland vessel, because for some time they have had the vessels built as outrigger dhonis and maintain that such vessels are not included in the aforementioned order, even though they make voyages to Trincomalee, and even to Coromandel, whereby he suffers great loss in his otherwise very modest income. And after deliberation, it has been approved and agreed to decree that for each vessel built as an outrigger dhoni, when it is used for the transport of merchandise, two rixdollars must be paid to the shahbandar for the inspection, unless these vessels are as large as the ordinary inland vessels, in which case four rixdollars must be paid for each, in accordance with the determination in the aforementioned letter. Approbal of a Gale resolution regarding some allowances to be made to the chief surgeon for curing a certain convict. That also in the various small districts, which make up the interior lands of the Kingdom, an inventory has been made of all persons who, by virtue of their possessions, are obliged to military service, and of their firearms and other weapons. That a few days ago there was an unusual state assembly, which was said to have been held in the King's palace with closed doors until late at night, but that the First Royal Adigar had not been admitted to this assembly, because he is thought to be too well-disposed to the interests of the Company. Resolution taken in the Council of Ceylon The Honorable Colonel The Honorable Dissave The Honorable Pay Bookkeeper To provide a Dutch rope to the packet boat The 4th February 1791 of which it is understood to make no mention here, so that it might not occasionally leak out and place the man in the greatest danger. That this message was brought by a person who shortly before had been sent to His Honour by him once again, and that the same contained: That the dissaves of the Seven and of the Three and Four Korales had departed from their houses on an auspicious day to other nearby situated houses, in order to have the reputation that they had commenced the journey. That the day of their departure had not yet arrived, but that the Lord Governor had no reason to be uneasy about this. That if they should nevertheless undertake anything, the peoples of the Three and Four Korales and of the Seven Korales could likely easily be brought to submit themselves under the protection of the Company, and that this was particularly to be expected from Saffregam, though one should not make a beginning with that first. That in the following night another man arrived, saying that he was sent by the aforesaid courtier with a slip of ola wrapped in his hair, which was of the following content: I shall take the necessary care that the two persons coming down assemble no people. Here is not the least power. The aforesaid two men will have no opportunity to do anything. The Lord need not be in the least uneasy about this; if they should undertake anything, Your Honour may freely act at your pleasure. That the bearer of this ola has confessed to having knowledge of the above-mentioned verbal messenger, who both departed from Kandy two days before him; and that this messenger himself, upon his arrival, had excused himself for having been somewhat long on the road because of an ailment that he showed to have on his leg. Whereupon, having deliberated, it has been taken into consideration that there are no reasons to doubt the authenticity of the aforesaid reports, much less the good faith of the sender thereof, who on all occasions has given proofs of goodwill towards the Company, and that whether these reports be true or false, it nevertheless can do no harm to be on guard, the more so as the rumors of preparations in the kingdom still continue, and one has even received word these days from the Chilaw district that some Company subjects, having gone to the Seven Korales to purchase horned cattle there, were seized by the King's people, and that the headman of that place had caused the purchased horned cattle to be taken from them and had them put into prison. It is therefore resolved and agreed to reinforce the post at Hangwella, and for that purpose to detach thither two companies of infantry and a detachment of artillery of the Regiment de Meuron, together with a company of Moorish sepoys, and to assign the command over all the troops detached there to the Honorable Colonel de Meuron, who has offered his service for this purpose, upon such instructions as have now been drafted by the Lord Governor, The 6th February 1791 Instruction for Colonel Meuron Colonel Meuron shall march with his detachment to Hangwella. Being there, he shall cause patrols to be made under the district as far as shall be necessary according to his judgment. If armed people or troops of armed Kandiyans present themselves in the vicinity of his post, he shall cause them to be warned that they must go back, and failing to do so, compel them thereto by force, ordering not to refrain from firing on those who should wish to pass the post by force. At Hangwella His Honour will find a company of Malays commanded by Lieutenant Doldrig, whom His Honour shall take under his orders and add to his detachment. The Company's inhabitants must be protected against all foreign violence according to what shall be found to be necessary and possible. Every day His Honor shall make reports to me, the undersigned, and furthermore as often as anything of importance occurs that His Honor shall judge to be of weight to report to me. Colombo, the 4th of February 1791 /signed:/ J. van de Graaf Taking into consideration that if the Court of Kandy truly has the intention to break with the Company, it will probably attempt, as happened in the previous war, to induce the Company's subjects to defect, and that however much the inhabitants at present, at least outwardly, conduct themselves peacefully, one can nevertheless not rely entirely thereon; to which is added that the Galle servants by letter of the 12th of January last communicated that the inhabitants in the Matara Dessavony showed themselves uneasy whether the general pardon granted to them on account of the recent revolt could remain in effect forever, without the servants having reported, either by letters of the 15th thereof or before, whether such uneasiness among the inhabitants of that Dessavony truly takes place. In the uncertainty of what may be of this, if there might perhaps be some uneasiness among the inhabitants 4 February 1791 concerning their recent or other actions, and they thereby might be moved to join the Kandians, it has been approved and agreed, for their reassurance, to have published in the Colombo Dessavony as well as in the Galle Korale and in the Matara Dessavony a further Act whereby they are further assured of a complete pardon on account of all that transpired in the recent revolt, and that no investigation thereof shall be made, provided that everyone henceforth conducts himself as befits good, obedient, and faithful inhabitants, with a serious warning that against those who henceforth make themselves guilty of acts of insubordination proceedings will be instituted with the utmost severity according to the laws and placards of the country; and it is thereby also agreed to immediately halt all investigations that are presently underway here as well as at Galle and Matara, and to have the documents belonging thereto filed under seal in the secret chest, and to recall the first clerk Sybrands from Matara. It is further agreed to instruct the said Lieutenant Dessave, after the aforementioned announcement shall have been made by him, subsequently as if on his own initiative, in a confidential and friendly manner, to add thereto that he expects of the aforementioned chiefs that they will not further look askance at, nor show or maintain any displeasure against, any of those, whomever it might be, whether they are subordinate to them or not, who in any manner took part in these things, 4 February 1791 but that everything shall be considered by them as forgotten and wiped from memory, as if those things had never happened, to the end that mutual trust may thereby be restored in the most perfect and complete manner. The 9th February 1791 There was read a letter received from the Dessave of the Three and Four Korales, in answer to the letter written to them by the Honorable Colombo Dessave pursuant to the Resolution of the 31st January last, stating: That it was seen from the planets that a misfortune was impending, and that because it appeared from the planets, therefore the unusual movements about which they had been asked were indeed The 9th February 1791 really so. That all the chiefs were about to descend to the Dessavonies and other lands to make a levy of the lascorins to take them into their lascorin service, and to take the other inhabitants to make tanks and dams and thus make the country flourish. That it was true that they had begun in this manner, and that they were very pleased with the letter sent from here to ask them about it. That since the evil portent of the planets was such, if the mutual friendship continues, no foreign enemy will have any opportunity. That if therefore the shores and lands that previously belonged to the King's jurisdiction were returned to the Court, the friendship between the Court and the Company would thereby become greater and one would have an easier opportunity to quickly overcome foreign enemies. That one has never heard that there could be an enemy who would have planned any attacks against the King or the Kandyan Kingdom, and that if there were anything to it, this Government certainly could have had knowledge thereof before all others, and would have informed the King thereof first. That one therefore cannot understand why all such unusual movements should be necessary, but that since one nonetheless notes from the received letter that the matters which were heard here only by rumors are really so, without the causes The 9th February 1791 thereof having been made known to this Government, as was expected would have been done today according to the 24th article of the Peace Treaty, if the same had or could have any relation to the interests of the Company, one therefore only requests that the Court dignitaries do not station themselves here near the boundaries with many armed men, especially since the Commanders of Puttalam, Chilaw, and other places, who must prevent all attacks, could in due course be deceived thereby; and That finally there shall be added the assurance that, just as the Company has always observed the treaty sacredly and without deviation, Her Honorable Company will also continue to do so, without making any breaches thereof or making any changes therein. Report of the findings concerning the fortifications and Company buildings in Colombo, which the undersigned discovered during the rounds on the 2nd of this month, namely: The curtain between Den Briel and Enckhuysen, as well as the merlons on both of these bastions, need to be plastered in several places. The Artillery guardhouse is in hand to be repaired and the roof tiles relayed. The pillars of the gate to Klippenburg need to be pointed. The Blacksmith's shop needs a major repair, as the beams and the roof rest on props. The Carpenter's shop is in fairly good order; only the timber shed must be made entirely new, and that at the earliest, as it is on the verge of collapsing.
