386 Resolution taken in the Council of Ceylon The Honorable Dissave The Honorable Colonel The Honorable Pay Bookkeeper to packet boat de Haas a Dutch to have supplied 15 February 1791 to submit a report, was undersigned Colombo, 8 January 1791, signed P. Foenander. After deliberation, it was approved and agreed to grant authorization to have the defects noted in the aforementioned report remedied according to necessity, provided that whatever requires the greatest haste is taken in hand and completed first. Upon a report received from the Head of the Ceylon Artillery, the Honorable Colonel Paravicini di Capelli, stating that he has gradually had a number of new gun carriages manufactured to assist the subordinate offices, and also to be able to send models thither in accordance with the order of all breastworks, but that as most of these carriages are laid up untrimmed and four carriages and four limbers are now being made for the regiment de Meuron, the established number of craftsmen, especially the blacksmiths, is insufficient; after deliberation, it was approved and agreed to authorize the aforementioned Honorable Paravicini, in accordance with his request made therein, to hire the necessary craftsmen for the period of three and four months. There was read a report from the Captain Lieutenant of Engineers Foenander, concerning the work carried out on the fortifications and buildings here in the month of January of this year, and it was agreed to insert the said report below: Report of what has been carried out this month on the fortifications and the Company's buildings in the Castle of Colombo, namely: On the glacis before the bastion Rotterdam and on the excavation of the old foundations and scale of the dam at the Beer, as well as on the cleaning of the ramparts and walls, the following worked: 25 adult coolies 18 grown boys, hired hands 16 small [illegible] from the 1st to mid-month 2 kanganies and 54 Sinhalese coolies from mid-month to the end of the month 2 kanganies and 55 Sinhalese coolies According to the weekly reports, 4 masons, Company servants, 20 hired masons, and 1 master carpenter have done the following on the fortifications: The stoop of the officers' guard at Delft floored anew, completed. At the guards Delft and behind the Berg, new posts installed, completed. Behind Delft, the small galley and the place where the water lies at the Water Gate, completed. The wall at the Lascoreen guard raised, completed. In the Dispensary, the stoves repaired, completed. At the Government House, the roof repaired on one side, completed. At the Dispensary, the foundation and the outer wall pointed, completed. The following is currently in hand, to wit: On one wing of the new ammunition house, begun laying the foundation; on the other, busy excavating the foundation. On the foundation and the outer walls of the trade warehouse, still busy masonry work. On the point Delft, busy plastering and whitewashing, as well as repairing the breastworks. In the sewers, new grates are being installed. At the guard Rotterdam, busy and nearly finished with repairing and re-roofing the entire roof. From the weekly reports it can be seen in detail how the workers were daily divided and employed; in the accompanying account it is specified which and how many masonry materials were consumed on the aforementioned works this month, there being under my custody today no other remnants than five and one-eighth lasts of masonry lime. 15 February To the Right Honorable, Highly Venerable, High Commanding Lord, The Right Honorable, Highly Venerable Lord Willem Jacob van de Graaff, Ordinary Councillor of Dutch India, Governor and Director of the Island of Ceylon with its dependencies. Right Honorable, Highly Venerable, High Commanding Lord, The undersigned overseer has the honor to inform Your Right Honorable that to the hired and Sinhalese coolies who from the 1st to the last of January of this year worked on the fortification works here under the supervision of the Honorable Captain Engineer Foenander, according to the voucher respectfully attached hereto, the following payment was made by him, to wit: 15 February 1791 The most necessary repairs that ought to be done first can be seen in the submitted report of 3 January of this year, as well as from the survey of the warehouses belonging under the Storekeeper and Equipment Master. Regarding the said drawing by Major Reimer, I am of the opinion that the talus of the spillway on the outside can be made much steeper, whereby one saves much, both in masonry materials as well as in time and costs; it is a mathematical truth that a falling body increases in its velocity and impact in proportion to its perpendicular height, so the same water, when it flows over an inclined spillway, has at the same horizon the same native January impact of Council

The 15th February 1791 thrust, as when it falls perpendicularly, and therefore, according to my idea, it is better to make the slope steeper. I most humbly request Your Right Honorable, Highly Esteemed Sir to be pleased to give me further orders in this regard, and for greater elucidation, I have the honor to present herewith a plan of the overflow, as I think the same ought to be made. I have the honor to be with the deepest high esteem, Below stood: Right Honorable, Highly Esteemed, High Commanding Sir. Lower: Your Right Honorable, Highly Esteemed Sir's humble and obedient servant. Was signed: P. Toenander. In the margin stood: Colombo, the 7th February 1791. After deliberation and in consideration that the thoughts of the said Engineer are well-founded, it was approved and understood to authorize him to act according to his proposal in the repair of the aforesaid overflow. There was also read a report inserted below from the said Engineer Toenander: Pursuant to Your Right Honorable, Highly Esteemed, Highly Honored order to state what will be necessary for the construction of a new gunpowder mill, the undersigned first went to the master gunpowder maker and inspected the copper and iron works of the dismantled Galle gunpowder mill which the said master has under his care, and found these iron and copper works in a condition to be employed in another gunpowder mill, only the iron cap and the iron spindle at the top, along with the iron mountings of the shaft, are missing. The undersigned cannot fail to bring respectfully to Your Right Honorable, Highly Esteemed attention that, according to his idea, it would be better to: Right Honorable, Highly Esteemed, High Commanding Sir. The 15th February 1791 set up the gunpowder mill that has already been made, rather than to make one without wheelwork that necessarily works very slowly, the more so because the stones lie prepared and it would make very little difference in the buildings. For firstly, the stones must go inside a casing if the machine is to produce a good effect; this casing must be attached to a shaft that has support above and below. Consequently, a heavy beam must lie below, to which the shaft is fixed, and to place such a beam, sufficient pillars must be bricked up. Thus it amounts to the same in costs whether one makes a mill with or without wheelwork, with only this difference, that a small square building was prepared for the mill; and because according to Article 9 in the resolution of 21 October last it was ordered that no new buildings may be constructed without written orders, the humble subscriber requests to be provided with a necessary order, as also that the master of the wagonmakers, who made the mill, may be ordered to make the remaining pieces. And after deliberation, it was approved and understood by a majority of votes to authorize the said Engineer to use what has already been prepared for a gunpowder mill according to his proposal, and to have what is still missing made as soon as possible at the wagonmaker's shop; against which the Honorable Chief Administrator maintained that the authorization of the Honorable High Indian Government must first be requested for that purpose. Thus done and resolved in the Castle of Colombo on the day, month, and year written above. That same man will now come down again to fetch sulfur, and also to see if he can persuade some Javanese to come. The aforesaid man is not very dark, but somewhat yellowish in color, tall of stature, and thin of body. He has a rather large wart on the eyebrow of his right eye. It would be good if the Company placed some Javanese on the borders of the Three and Four Korles and Seven Korles. These could keep quiet by day and by night proceed here and there into the King's land and plunder the houses of the inhabitants. Otherwise, the Company has nothing but expenses by sending commandos; one ought somewhat to show that one intends to use force. The persons named Peroemaal Kondoja, Narajena, Aarie Nettoea, Wela Joedanettoea, Wenkette Krisna, and Walleil Wase Goeroenaga have departed from here with some goods and are currently at Jaffna to go to the coast. If nothing can be learned from what they carry with them, it might be well if orders were sent not to allow them to return to Kandy. There having been submitted by the Chiefs of the Ceylon Militia and Artillery two lists of the old and infirm military personnel who are currently in this Government and who, according to the proposal of the gentlemen of the Military Commission, ought to be placed under the Invalids Corps, consisting of 208 heads of the infantry, namely 2 lieutenants 2 ensigns 17 sergeants 1 capitain des armes 17 corporals 2 drummers 167 soldiers 42 heads of the Artillery, to wit 1 lieutenant with the salary of the ordinary fireworker 2 bombardiers 5 gunners 34 assistants. After deliberation, it was approved and understood to place these men, in so far as they do not choose to repatriate, according to the arrangement of the gentlemen of the Military Commission, under the Invalids Corps, and to have the pay of the non-commissioned officers and privates, who currently earn more than is stipulated for the first contract, written back as of 1st April next to the lowest pay determined by the regulations for each rank, namely: The sergeants and bombardiers to ƒ 20 each The capitain des armes, corporals, and gunners to ƒ 14 each The drummers, soldiers, and assistants to ƒ 9 each. And since among the aforementioned officers of the infantry are Lieutenant Francois de Lille and Ensign Coenraad Koopman, who are already pensioned: it was approved and understood to cause the pension allocated to them to cease as of the last day of February last, and on the other hand, from the 1st of this current month, to let them be provided with the pay and emoluments determined for their ranks. Furthermore, to prevent confusion, it was approved and understood to cause all these invalids, as well as those who will in due time be placed under the Invalids Corps, to be written off directly from the ordinary pay books, and to order the pay servants of Colombo and Galle to keep separate books for the invalids from 1st April next, just as is done here for the eastern military, and it was nevertheless understood to propose to the Honorable Supreme Government of the Indies whether the same might approve that the invalids be entirely excluded from the pay books, and that consequently only simple nominal rolls be kept thereof, as is done with the regiment De Meuron, and regarding the sepoys, Sumanappers, and Madurese who are stationed in this government. Since the Negombo Resident van Ranzouw, in the present circumstances, often has to travel to Chilaw and elsewhere in the country where his presence is required, and needs to have permanent coolies for that purpose so as not to have to wait for coolies from the country every time, it was, upon his request made to that end, approved and understood to authorize him to hire twenty permanent coolies and keep them in service until further orders, at four rupees and one parra of rice per month each. The Honorable Pay Bookkeeper regarding the Court of Kandia, and concerning that which in His Honor's opinion ought to be done if it should come to a war. The objective of the Court of Kandia was, in all probability, to see whether it could take possession of the lands of Puttelang and Silauw by surprise, and to support this unexpected move by simultaneously sending some Court dignitaries to all the lowlands bordering the Company's old possessions, in order to test to what extent this would intimidate the inhabitants of the Company's old possessions and stir them up so as to lead them more easily to disobedient acts. This undertaking seems to have been on the point of being carried out when Putelang and Silauw were provided with sufficient garrisons, and at the same time a detachment was stationed at Hangewelle, in order to be all the more at hand against all eventualities. According to what is learned, this has brought about a considerable cooling, particularly among those Court dignitaries who were destined for the execution of the aforesaid plan and who have now probably found more difficulty in the execution thereof. As soon as these steps were taken, all rumors of the immediate descent of Court dignitaries suddenly ceased, and although reports have come in from time to time as if there were still considerable movement here and there in the lowlands, this is contradicted by further reports, to which one seems to have to give quite as much credit. Inhabitants are once again moving about as usual in the King's lowlands, and the areca buyers, who have also gone there since, are not heard to encounter any obstacles in this trade of theirs. The Honorable Pay Bookkeeper What the intention of the Court may be in the meantime cannot yet be determined for the present. In Kandia, according to all reports that one has been able to obtain, they still continue to drill a number of men and to manufacture bullets and powder. One must therefore prepare for the worst, and in the meantime leave the measures already taken in the state they are now, in order to be able to alter the dispositions as circumstances may require. The fort at Putelang ought to be defended if the Kandians should actually proceed to acts of hostility. The fort, which on account of its advantageous situation can be defended fairly well with a moderate garrison, has Kalpetty behind it, from where the garrison can be constantly relieved and provided with what is necessary. Furthermore, should Putelang be attacked so strongly—which is almost impossible to foresee—the garrison with the ammunition can retreat across the lagoon to Kalpettij. Dismantling Silau certainly cannot take place without causing some sensation; so long as things remain in their present state, it seems best to me to leave everything there as it is at present, but should it come to acts of hostility, it deserves the most serious consideration what further measures one shall take regarding that place. The fort is not located in the most advantageous position. It can, if necessary, be surrounded, whereby the garrison could get into very difficult circumstances. Whether the advantages to be expected from keeping this fort occupied outweigh the inconveniences that may arise from it if one should come to a serious rupture with Kandia, seems very doubtful to me. If the Kandians should make themselves masters of the flat country, it can be of little or no use to keep the communication between Nigombo and Putelang open. Having been transmitted by the Mannar Opperhoofd Ebell, alongside his separate letter of the 11th of February last, a specification inserted hereunder of the expenses incurred for four Nayakkars with their retinue, who arrived last year without any communication from the Court of Kandy, as was otherwise always customary, from the coast at Mannar in order to go to the Court; and because it was not certain at that time what reliance could be placed on this Court, they were detained there as suspicious persons and sent back to the coast in the month of January last. Read a letter from the Honorable Colonel de Meuron, written on the 12th of this month to the Governor, whereby His Honor, on account of the demise of Lieutenant Scholer, makes the proposal to promote Ensign Nicolas Julie Bergeon to lieutenant, and Sub-Lieutenant Abraham Louis Suller to ensign. And after deliberation, it was approved and agreed to give consent to the promotion of Ensign Bergeon to lieutenant, but to decline the proposal for the appointment of an ensign, as the capitulation does not permit more than three ensigns, who are already actually present with the regiment. The Honorable Colonel de Meuron having given to know in his aforesaid letter that the dispersal of the regiment and present circumstances cause him to foresee many difficulties on account of the few officers he presently has, with a request to assign to him the sub-lieutenants who were once granted, but reduced again to the pay of sergeants. Thereupon it was deliberated and taken into consideration that, whereas the sub-lieutenants according to the regulation may have no more than sergeants allowances, it was decided upon the obtained orders from the Lords Masters by resolution of the 23rd of August last, that the sub-lieutenants who are appointed in the future should enjoy no higher allowances than those of sergeants until further orders from the Lords Masters; but that this had the consequence that the Colonel made no nomination to fill the posts that have since fallen vacant, because the meager pay of a sergeant is not sufficient for a sub-lieutenant to subsist decently as an officer. Yet, whereas the regiment nevertheless presently requires more subaltern officers in order to perform the service properly, it was approved and agreed to depart from the aforesaid decision for this time, and to allow that the sub-lieutenants, The 21st of March 1791. Taking into consideration that if matters with the Court of Kandy should come to the point that, according to the proposal of the Governor, inserted by resolution of the 8th of this month, an invasion of the King's land must be undertaken, a Minister so experienced and capable as the Honorable Malabar Governor van Angelbeek in this government, for the interests of the Company, may be of the very highest importance: it is therefore, upon the proposal of the Governor, approved and understood that as soon as Kandy makes a movement from which one can determine with sufficient certainty that the Court actually has the intention to come to actual hostilities with the Company, the aforementioned Mr. van Angelbeek be requested to come over to Ceylon for a temporary visit, in order to plan and put into effect together with this government 11 March 1741 14 March 1791 all such measures as will then be necessary and may serve the best service of the Company, as well as to preside in this meeting during the absence of the Governor, and if meanwhile anything human should happen to His Honour, to assume the authority over Ceylon until the Honorable High Indian Government should have made further arrangements regarding it. The Honorable Pay Bookkeeper. intend to begin, but that there appears to be no desire at all to wage war, but rather that they wish to test whether, by acting as if they had the power to use force, they can regain the beaches, further requesting the already requested clothing and the money for the areca nuts delivered by him; which having been deliberated upon, it has been approved and agreed to send to the said Court dignitary the requested clothing and the areca money in gold specie, which for that purpose may be exchanged from private individuals; and to give notice of the report provided by him concerning the three Court dignitaries to the servants at Trinconomale, the Captain Landregent of the Wannij, and the Chief of Baticaloa, and to recommend them to be on their guard and to take the necessary measures so that the aforementioned Court dignitaries cause no unrest among the inhabitants of the Company, with authorization also granted to the Chief of Baticaloa to request military reinforcements from Trinconomale if necessary, and with orders to the Chief of Trincomale to send a sufficient detachment to Baticaloa upon the first news that the Kandyans intend to invade the Baticaloa lands. 16 March 1791.
