1454 1243 The Honorable Disava The Honorable Paymaster The Honorable Colonel plan consisting mostly of guard lascorins, who are already fairly skilled in the trade of arms, but that these have declared they cannot subsist on less than two rixdollars per month and one parra of rice for the privates if they are to remain continuously in permanent service, and that the men brought into arms by the Mudaliyar Bandaranaike have likewise requested the same pay, and furthermore that they have requested that if it is approved to uniform them, the uniforms may be provided to them free of charge. Whereupon, having deliberated, it was approved and agreed: 1: that to the aforesaid company of guard lascorins, which shall consist of one Mohandiram, 4 aratchies, 8 canganies, and 1 drummer, 1 fifer, and 86 privates, there shall be paid as salary: to the privates, 2 rixdollars and one parra of rice; to the canganies who serve therein as corporals, 3 rixdollars and 1 1/2 parra of rice; to the aratchies who serve as sergeants, 4 rixdollars and two parras of rice; and that in addition there shall be given to them a free uniform consisting of a short coat of blue baftas with red facings, two shirts, two waistcoats, a cloth, and a cap. 2: that the company of Sinhalese raised in the Hina Korale by the Mudaliyar Bandaranaike shall be composed and paid in the very same manner, and that the same uniform pieces shall also be provided to them free of charge. To the Honorable Dissave To the Honorable Pay-bookkeeper To the Honorable Colonel to the packet boat the Aar to allow a Dutch rope to be provided It has been approved and agreed to bring the mestizos and topasses, who due to current circumstances at Batticaloa, Kalpitiya, Hulftsdorp, Kalutara, and Negombo have been taken into service as soldiers, and who at none of these places are strong enough in numbers to form separate companies from them, into a corps under the name of the Corps of Natives, and that in the short strengths of each of the aforementioned places they shall be carried as detachments of this corps. And an extract hereof shall be given to the Head of the Ceylon Militia to serve for his information. Two accounts inserted below were summarized, concerning provisions made by Captain Uhlenbeek in the past months of June and July, both to the people who worked on the fort of Chilaw and to the spies sent to the King's territory. Account of the cash received and disbursed by the undersigned in the past month of June 1791, viz.: Credit: By sent account of 2 June of the past year, the Honorable Company was owed: Rds 29. 31. Having been informed by the Galle servants by letter of 23 June of the last year that, on the proposal of the Honorable ad interim Matara Dissave Berghuijs, they have granted to the servants employed for the reinforcement of the post at Tangalle as maintenance one rupee and two parras of paddy per month each. It is resolved and understood to approve this allowance. The Honorable Colonel von Drieberg having reported by letter of 27 June of the last year that his Honor, because absolutely nothing was to be obtained at Katuwana for his detachment, had been obliged to purchase 4 oxen daily at 3 rixdollars each, namely 2 for the Company of the Regiment de Meuron and the detachment of artillerymen, and 2 for the two Companies of Easterners; on the question since posed by his Honor by letter of 8 July of the last year whether he might continue on that footing, as in the long run that would not come out cheap and caused a great reduction among the cattle of the inhabitants, in consideration of the fact that the provision of 4 animals per day is cheaper than providing the men with extra subsistence money, it is resolved and understood to authorize the Honorable von Drieberg to continue therewith for the time being. Having been informed by the Galle servants by letter of 4 July of the last year that, in compliance with the order given by this Government by letter of 26 June of the last month, they had not been able to obtain more than 50 hired coolies for the detachment of the Honorable von Drieberg at 3 rixdollars and 1 parra of rice per month each, as they had not been willing to engage themselves for less because in private service they can earn 2 schellings per day. It is resolved and understood to acquiesce therein, and to instruct the servants, according to the recommendation already made by letter of 23 July, to have these coolies and the Matara uliyamers employed with the said detachment relieved as soon as they can obtain other coolies at a cheaper rate. The Galle servants have reported by letter of 21 July that Major Scheede had represented to him that the funeral expenses of the soldiers and assistants, according to the resolution of this Government of the [illegible] recently, cannot be paid from their pay, because half the pay of those who lie in the Hospital must be counted monthly into the Company's treasury, and from the other half there is still deducted monthly 1 rixdollar and 6 stivers, namely 12 stivers to the chief surgeon for bedding, and 42 stivers into the Battalion treasury for the uniforms, so that a soldier who earns 9 guilders has no more than 13 and a half stivers left, whereas the funeral expenses nevertheless consist of the following, namely: For the shroud: 1 rixdollar and 24 stivers For the coffin: 1 rixdollar and 24 stivers For the grave and pall: 2 rixdollars and 24 stivers Together: 5 rixdollars and 24 stivers Whereupon, having deliberated and taking into consideration that the non-commissioned officers and soldiers must always pay their funeral expenses insofar as that can be found from the pay due to them; that consequently by the established order nothing is imposed upon the captains of each company other than that which formerly was done by the pay servants, that is to settle the balance charged to a soldier insofar as can be done from his account which each captain keeps of his company; there shall be allowed in the account to the captain, when he demonstrates from the account of a soldier upon his death that he did not have so much due to him, the deficit charged to the Company just and in such manner as that was also formerly borne by the Company and written off at the pay office to its account; it is resolved and understood that this shall be written to Galle, noting that when a soldier upon his Resolution taken in the Council of Ceylon Number Council Native 6th, 8 January 1791

The Galle servants having requested instruction by letter of the 13th of this month as to whether all the troops detached in the Matara Disavany shall enjoy the agreed extraordinary allowances and field bonus, or whether the troops stationed in Matara who, with the exception of the invalids, march to and fro in part and according to the requirement of the circumstances, shall not also enjoy this bonus. It is approved and resolved to inform the servants that the extraordinary allowances and field bonuses are only granted to the troops who are actually stationed on detachment in the country, and not to those who are in Matara, which must be regarded as an ordinary garrison. Business concerning Batticaloa The Chief of Batticaloa having reported by letter of the 30th of July last that the Company's Malays being recruited there are already 78 men strong, and were soon to be increased with some more men, with the request that, as there are as yet no officers there, the Eastern sergeant of the Soerapati family, named Annes, might be promoted to ensign. The carpenters who worked there are currently busy repairing the old palisades of the covered way before the Rotterdam and Middelburg Bastions. Some of the aforementioned coolies were busy cleaning the ramparts and walls around the fortress, as well as clearing bushes on the esplanade between the pond and the city. The 19th of January 1791. Having taken into consideration that, by granting this request, not only will a good part of the expenses be saved which hitherto have been incurred for the clearing, planting, and maintaining of these plantations, which from time to time become more extensive and laborious, but also to employ the chalia caste for other useful services; it is approved and resolved to cause the Company's cinnamon plantations, both in the Colombo Dissavony as well as in the Galle Korale and in the Matara Dissavony, to be surveyed and divided into plots, each of five morgens, and distributed among the cinnamon peelers, by assigning to each of them who are found inclined thereto a plot, in order henceforth to peel his required cinnamon from it, provided that the surveyor who conducts the survey shall make an accurate map thereof, whereon each plot shall be numbered and at the same time indicated to whom each plot has been assigned, so that written certificates thereof may be granted to each person. That since then, under the administration of the present Right Honourable Lord Governor, this work has been carried on with all possible zeal, to such an extent that there is now a very large quantity of lands, both Company's and private, upon which the cinnamon grows very luxuriantly. That this work, as it expands, becomes more and more laborious to maintain, and will become even more so in the course of time, so much so that it will be very difficult continually to watch over the proper clearing of the lands and the upkeep of the fences, which is nevertheless absolutely necessary if the Company is in the long run to derive from it the great benefits which this so useful undertaking has already brought to the Noble Company and can continually bring. That for this reason, they, the petitioners, having spoken with the other faithful headmen and cinnamon peelers, have agreed to propose the following, which they, the petitioners, according to their best knowledge, deem will be of very great benefit and advantage to the Noble Company: 1. To divide all the Company's and such private cinnamon gardens as are chosen by the cinnamon peelers into plots of 5 to 6 amunams in size, and to allot them as a paraveni holding to each cinnamon peeler, in order that each may deliver from it, as nearly as possible, his required quota of cinnamon annually to the Company, and on the condition that each person must properly clear such a plot of land from undergrowth and provide it with fences, which they shall do for the ordinary maintenance allowances that they constantly enjoy, since these duties are their own natural work, and they will regard these lands as an acquired paraveni holding wherewith to fulfill their obligation. When the cinnamon gardens are divided in this manner, many persons, both of the Korale people and of the Mahabadde, both great and small, will obtain an opportunity to plant new cinnamon gardens. 2.
