The 2nd April A:o 1791. we proceeded to the great bulwark outside the northeast gate of the Company's wharf and after having conducted a careful examination found that almost all the outer planks over a length of 48 feet were worm-eaten and that the inner planks were completely decayed and rotten and therefore require a speedy repair, which according to the opinion of the carpenters will have to be done by putting in a sheet piling, just as had to be done to the remaining part of the same palisade in A:o 1789 and had a particularly good result, seeing that the outer planks are so decayed and the piles worm-eaten that they cannot bear or withstand the rushing waters and that there is no possibility of nailing on new planks underwater, even if the piles themselves were sufficient for it. Subsequently we proceeded to the dwelling house of the Honorable Second and Head Administrator Monte, and there in the presence of the said moody inspected the ceiling under the plaster of the entire small middle hall, and found: that the beams upon which that plaster rests are worm-eaten, as was also found in A:o 1788 regarding the beams in the front gallery, and that therefore they should be remedied immediately and replaced by other beams, in order to prevent greater expenses in time; furthermore the moody told us that by placing 46 small beams or rafters of between 4½ to 6 inches wide, and 4½ inches thick between the openings where the decayed wood continually crumbles away, the said hall can be repaired again. Wherewith we have the honor to remain with all respect, below stood: Right Honorable Sir, lower: Your Right Honorable's humble and obedient servants, was signed: G:t Piper and G: E: Roeff, in the margin: Souratta the 2nd April A:o 1745. And whereas it appears therefrom, regarding the aforementioned palisade or bulwark, that almost all the outer planks thereof, starting from the end of the sheet piling, which was placed for the other part of the same palisade, according to the Resolution of this assembly of the 24th March 1788, upwards, to a length of 48 feet, are completely worm-eaten, and the inner planks decayed and rotten, and therefore require a speedy repair, and regarding the house of the Head Administrator, that the beams and ceiling on which the plaster of the entire small middle hall rests are completely decayed and consumed, and likewise ought to be remedied; it was approved and resolved to have the aforementioned defect on the frequently mentioned bulwark repaired and restored, by joining and placing a sheet piling to that which was placed there in 1788 according to the Resolution of the 28th March mentioned above, to a length of 48 feet, whereby that entire palisade will then be provided with a new row of piles worked into one another as a sheet piling, and will be able to ward off the currents of the river for many years to come and to spare the Company the expenditure of a considerable sum, which otherwise would be required for the construction of a stone wall, at least barring any unforeseen and rarely occurring heavy floods; and to also have the plaster in the small middle hall of the house of the Honorable Head Administrator repaired, by placing 46 small beams or rafters 5½ to 6 wide and 4½ inches thick between the openings of the decayed and crumbling beams, just and in such manner as was done with another part of the same house

To the Armenian merchant Stephanus Agabab letters of recommendation to the Cochin ministry granted. — It is understood that the said repair to the house, according to the resolution of this meeting of the 20th of October 1788, it being further understood to contract out the said repairs to the lowest bidder and to have them carried out as soon as possible. The Armenian merchant here, Stephanus Agabab, having submitted a request by petition that letters of recommendation may be granted to him to the gentlemen ministers at Cochin, in order that they may be pleased to deliver to his agent sent thither, Framjee Beramptje, under proper receipt, such sum of 21,559 rupees as was sent hither to him in the past year by his fellow merchants, the Armenian merchants at Batavia, Iohannes Manuel Sareman, Manik Iacob Tans, and Wartan Caspar, with the ship Demenarij under consignment of Captain Paerdekooper, and by the latter, since he could not make the voyage to Surat, delivered and stored in the Company's treasury at Cochin. It has been approved and agreed to grant him the said request, and to that end to dispatch the necessary letters to the gentlemen ministers there, as well as to insert the petition itself here. — as will appear to Your Right Honorable from the receipt granted for its reception and the deed of obligation of the aforesaid Captain Paardekooper dated the 2nd of November aforesaid, which he takes the liberty to append hereto in original under Letter A with the urgent request that, after the same shall have been examined by Your Right Honorable, it may be exchanged for an authentic copy. Repairs both to the great piling, according to the account drawn up thereof amounting to a sum of 21,559 rupees, and to the sluice of the Honorable Head Administrator, the Remonstrant having thus now been deprived of this aforementioned sum for almost a year, to his great damage and disadvantage. And that he, for that reason and in order to protect himself from further damage, has now resolved to send the Parsi Fraamtje Boramptje expressly to Cochim to collect the aforementioned moneys, for the receipt of which the Remonstrant previously authorized the Armenian merchant Wartan Casper, mentioned above, on the 8th of September 1790 at Batavia before the Notary Mr. Johannes Nicolaes Bostbier and witnesses, which he adds hereto in original under Piece E, with the request that, after examination, he may also exchange it for an authentic copy, and furthermore, for complete abundance of caution, has authorized him by notarial power of attorney. Resolution of the 4th of this month, we the undersigned as specially appointed commissioners have proceeded to the Company vessels lying off the garden Sorgvliet, namely the smalschip the Batavier, the horry the Charlotta, and the country boat, and there, in the presence of two native ship carpenters and a master sailmaker, have most accurately examined and verified to what extent the demand for necessities and repairs, as submitted by the equipage overseer Masser according to the attached demand itself, ought to be met. And we have the honor most dutifully to report to Your Right Honorable and Honorable, that everything stated in the aforementioned demand, to our best knowledge and judgment, has presented itself such that the necessities could likewise be granted. Subsequently, we have also proceeded with the aforementioned carpenters into the holds of both vessels, and there first of all accurately inspected in the smalschip the Batavier the bulkhead standing in the same, and found that, apart from some small cracks in three or four planks through which no hand can be put, the same is intact, good, and in well-conditioned state, the planks fitting properly into each other and even the nails all being clenched through and through. Secondly, we have also accurately inspected the bulkhead of the horry the Charlotta, and found that the same is firm, strong, and irreproachable, the nails likewise being clenched through and through as in the bulkhead of the smalschip the Batavier. Nothing in the least being perceivable on both bulkheads of the aforementioned vessels that any theft of goods could take place during the unloading and loading from the Company ships arriving in the roads, which both master carpenters also declared to us, that no plank can be torn loose without violence. Hoping herewith to have complied with the esteemed intention of Your Right Honorable, we sign with all respect. Below stood: Right Honorable Sir and Gentlemen.
