Yet in order on the other hand to receive the delivered quantity of rye in six bags without weighing, and to have it accounted for against the cost of the invoiced 57 1/2 gantings. Above the 100 heads of Moorish sailors, to place another 50 pieces on Vreedenburg. With a request to Her High Noble Authorities to discharge the ship's officers from what was deposited by the same. Thus disposed and entered in the margin on the day, month, and year aforesaid. Thus respectfully answered the 11th of January Anno 1791. Was signed: Pantry provisions have been received into the Honorable Company's pantry by the Bookkeeper and Purser Nicolaas Frederik Wolff in the following manner, namely: Arrack api were invoiced as 28 leagers, which should contain 10080 cans. In the same was found 8736 cans. Short: 1344 cans. Conformable to the aforementioned General Regulation, 13 1/3 per cent may be validated here with 1344 cans. Gin, Dutch and native distilled waters were invoiced in 10 cases of 150 bottles. Received here in whole, full bottles, as: Gin: 89 bottles. Distilled waters Dutch: 28 bottles. Ditto ditto native: 29 bottles, making 146 bottles. Short: 4 bottles. For validation, 2 2/3 per cent is permitted here with 4 bottles. Note: One bottle of gin, one of Dutch distilled waters, and 1 bottle of native were broken; item, one bottle of Dutch distilled waters was empty. Dutch vinegar was to be brought in half a leager of 180 cans. Accounted for here: 168 cans. Short: 12 cans. According to the cited General Regulation, 6 2/3 per cent may be validated with 12 cans. The 12th of January Anno 1791. furthermore to provide 10 empty water casks. which the same will show to Their High Noble Lordships, regarding the excess amount charged for the repair of the firearms. On answering the notes on the findings of the trade books of the year 178 2/5. to dispose in the margin, and Their High Noble Lordships sufficient, stagnant state of navigation: finding a good opportunity to engage good young men, it was approved and agreed to send another fifty heads of Moorish sailors with the aforementioned ship, over and above the one hundred heads already placed on it; And upon the request made by petition by the surgeon of the aforementioned ship, to have the chief surgeon of this Directorate provide the necessary medicines for the aforementioned 50 heads of Moorish sailors who are crossing with that vessel in excess of the 100 heads for whom medicines were provided at Batavia. Furthermore, to order the Dispenser to provision the aforementioned fifty heads only for four months, as they will not go on board before the ship is ready for its departure; And finally, for the service of the Moors, in accordance with the request made to that effect by Captain Coblijn, to also provide 10 empty water casks. The elephant tusks sold at a good price. Information having been given by the Lord Director that the Banyan merchant Goos al Hina offered for the imported elephant tusks 135 rupees per 100 lb without deduction of rebate and on condition of collecting and paying for the same in advance, it was agreed, as there is no possibility of obtaining more for that article, to sell and relinquish the same for the offered price in the manner aforementioned; subsequently proceeding to the answering of the notes drafted on the findings presented by the Honorable Visitor General to Their High Noble Lordships on the Surat trade books of the years 178 1/5, it was approved to answer the same with such respect as is set down in the margins of that document, and to present the same in that manner to the aforementioned Authorities by the ship Vreedenburg. And as the assembly flatters itself that the said marginal answer will demonstrate to Their High Noble Lordships that there was in fact not too much charged for the repair and maintenance of the firearms, when Their High Noble Lordships will be pleased to take into gracious consideration that these firearms, having been removed from the ship Trompenburg, as well as the cartridge pouches and belts, were by no means in complete order, so that in that manner they had to be continually passed from one hand to another among untrained sepoys on account of the small number, who then broke one thing, then another, while the remaining firearms, which had to be purchased out of necessity, also required their maintenance from time to time; and included under the charged 12 rupees is the cost of an hourglass and earthen water pots for the guard, which cost 6½ rupees for the account of the vessel, and that the account of the hospital is also not charged too high or otherwise than it has been paid since the establishment of the memorandum of economy, for the reasons set down in detail in the aforementioned answer. It was approved and agreed to respectfully request Their High Noble Lordships, in the outgoing dispatch, to graciously withdraw the compensation imposed by section 47 of Their High Noble Lordships' letter of the 3rd of August for that which was allegedly overcharged for the repair of the firearms and for the hospital; there having been submitted the findings drawn up by the Honorable Trade Bookkeeper from two separate invoices of various charges received from Batavia by the ships Voorschooten and Vreedenburg, dated the 18th of August and 10th of September of the past year, it was approved and agreed to dispose thereon in the margin and thus to record the same in this place. The 12th of January Anno 1791. With a request for relief from the compensation imposed by the aforementioned Their High Noble Lordships. Considering that if a longer stay in the possessions of the Company, whether at Ceylon or elsewhere, were permitted, and thereby the opportunity given completely to alienate in fraudem creditoris the aforementioned estate of his adoptive father, it was approved and understood, not only in view of the aforementioned request made by the English Chief, but most especially because the interest of the Company requires it in the highest degree, very urgently to request the Governor and Council of Ceylon by dispatch to do everything possible to persuade the frequently mentioned Bouwmandje Mandekeergie to come here as soon as possible, and in person to put in order the administration and settlement of the estate of his aforementioned adoptive father and deceased Company broker Mandchergie Gorsedje, as the only means to indemnify the Company and all other creditors to some extent, and at least to satisfy something; and in addition to request the gentlemen of the Ceylon administration very politely to present to the same Bouwmandjen in the name of this assembly and to assure him that the same finds itself very well disposed and ready as far as possible to grant him all assistance and protection for the aforementioned purpose, and to ensure that he will be freed and secure from all unlawful prosecution and personal claim or insolence of the government; this assembly taking this occasion to request of the gentlemen of the Ceylon administration their reply to the letters of this Council of 21 February and 2 August of the previous year, also on the subject of the frequently mentioned Bouwmandjen. It was approved to let Cadet Frederick Reek, who remained here in the hospital from the ship Vroedenburg, serve at the secretariat, where a clerk is lacking due to the departure of the soldier at the pen Cornelis Egidius Meijer; and to grant him for this, subject to the highly favorable approval of their High Excellencies, assistant's subsistence allowance for the time he served there. And above all, by a written writ, to cause to be repeated and renewed in the name of this assembly by the secretary, in the capacity of notary; and this in consideration that the said Salee Tjellebie has requested of the Director that, whereas Edeltjen Kauwtjen, brother of the adopted son of Mandchergie, Bouwmandjen Mandchergie, after having in vain insisted before the local government, under whose jurisdiction he belongs, to compel him, Tjellebie, to make payment, now intended to sue him in court before the Court of Justice in Bombay, by virtue of an act of power of attorney received from his aforementioned brother from Ceylon, he might be provided with some proof of the arrest and attachment that had taken place, in order to be able to protect himself therewith before the said Court of Justice; the act of the secretary, which on the 24th of the said month was delivered to the said Salee Tjellebie by the court messenger Mhamet Aref, being of the following content: Whereas the former brokers of the Honorable Netherlands Company, Mandchergie Gorseedjen and Gowenram Roederam, upon their decease remained indebted in a certain sum of money to the said Company, for the recovery of which the Director, in the month of May 1789, through the court messenger Mhamet Aref, placed an arrest or attachment upon all such moneys and goods as the Turkish merchant Salee Tjellebie might owe to the aforesaid brokers, or to the first-named, Mandchergie Gorseedjen, so much as shall appear upon settlement of accounts; with prohibition to the said Salee Tjellebie from handing over any moneys or goods to the heir of the aforesaid Mandchergie, or his brother Edeltjen Kauwtjen, calling himself the authorized agent of the same, before and until the Company shall have been satisfied; and which arrest the Director and Council caused to be repeated on the 20th of April of the past year through the brokers of the said Honorable Company, Palaatjen, Ram Naraen, Tavaatjen, Nagerdas, and Pramsinker Gowenram; so it is that I, Carolus Lijnis, secretary and notary of the Surat Directorate, by order and authorization of the Honorable, Respected Abraham Josias Sluijsken, head of the Dutch nation and Director on behalf of the Honorable Netherlands Company, together with the Council, do hereby once more repeat the arrest and attachment placed as aforesaid, in the name and on behalf of the aforementioned Company, with prohibition to the aforesaid merchant, Salee Tjellebie, from paying or handing over any moneys or anything whatsoever to the aforesaid heir of Mandchergie Gorseedje, Bouwmandjen Mandchergie, or his brother Edeltjen Kauwtjen, or to anyone whosoever, before and until the aforesaid Company shall have been satisfied, and this arrest properly lifted. It was approved and understood to allow the contracting to proceed, and accordingly to conclude with the usual linen suppliers the following contract. Contract concluded between the undersigned Director on behalf of the Noble Dutch Company on the one part, and the suppliers Beramptje Souraabjes and Hoormoodje Kettingje on the other part, concerning the purchase and provision of linens, silk cloths, and cotton yarns in this year 1791. Article 1. The contracting is made, with respect to the quantities of goods, Pro Patria and the Cape of Good Hope, according to the requisitions received dated the 20th November 1789 and 20th May 1790 respectively for this year 1791. 2. And with respect to the goods for the head settlement and the Indies, according to the provisional requisition received for the year 1792 dated in the Castle of Batavia the 16th August 1790. 3. The delivery must take place, with respect to the assortments, length, and width, as well as the soundness and quality of the cotton and silk cloths, cotton yarns, etc., according to and in conformity with the samples in use with the Company and the deliveries previously made; in particular, they shall ensure that the Chelasses of 11 wiesa and of 9 wiesa are manufactured in small checks, and the different sorts of bherms, wide, long 19 to 20, wide 5 1/8 ule, shall again be delivered this year as was done in anno passati according to the Resolution of the 28th April 1790 with respect to the quantities and quality, namely 400 pieces of fine Bherms and 1200 pieces of ordinary. 4. For the provision of all the aforementioned goods, the suppliers shall be credited and paid the prices which were paid for the same in the past year as shown by the contract of contracting of the 22nd March 1790, with an increase on the same of 5 percent in view of the present, unheard-of dearness of cotton and the great lack of provisions. 5. From which it follows that they shall have to deliver the flag cloths demanded in the aforesaid requisitions with a reduction of one percent on the prices last paid, since an advance in price of 6 percent on the last delivered was granted to them by Resolution of the 22nd October 1790. 6. The suppliers bind themselves to the delivery of all the same for the aforementioned prices, under these express conditions: firstly, that to begin and complete the deliveries there shall be advanced to them beforehand immediately 50000 Ropijen, before the 1st May next again 50000 Ropijen, on the 1st July following a similar 50000, and on the 5th September another 50000 Ropijen, and subsequently after the goods are received; and secondly, that they shall not be obliged to deliver any greater quantities of linens, silk cloths, and yarns for the prices specified hereinbefore, even if more should be requested in the petitions expected from Batavia in October next, but that on their part they can suffice with the delivery of those quantities and assortments which have been given to them and which must also be received by the Company without change. 7. If it should happen that it were found impracticable to cause the suppliers this year again to enjoy those privileges and prerogatives which the Company previously held at Brootchia, with respect to the toll-free export from there of such goods as are gathered at the aforementioned place and its environs, such as saaogosjes, diverse Bastassen, niquaniassen, Bherms, Canroots, and cotton yarns, the Company shall accommodate the said suppliers therein, but in such a case they shall have to handle and export the goods under one name or another, and as if belonging to other merchants. 8. Also, 4½ percent shall be credited to the suppliers for invoice charges on everything that they purchase at Brootchia, Cambait, and Brodera or their environs and ordinarily bring here by water. 9. On the other hand, the suppliers shall be obliged to bring nothing but sound goods to the warehouse, and if occasionally any pieces should be found among them that are deceitfully woven or otherwise extraordinarily bad, the same shall not simply be rejected, but confiscated for the benefit of the bazaar commissioners. 10. They shall also, together with the commissioners, make good all such pieces as may occasionally be found short, or damaged, or unsound in well-conditioned bales upon opening in Europe or the Indies, according to solid testimony, namely the suppliers three-fourths and the bazaar commissioners one-fourth of the cost of the same. 11. The suppliers bind themselves to make the entire delivery according to the specification given to them and to bring the goods to the bazaar, namely those for the Netherlands and the Cape by the 20th December of this year, and those for Batavia and the Indies by the 20th January following, provided and under this express condition that the advances stipulated for them beforehand, as specified in Article 6, are promptly made to them. 12. All the goods which are not ready in time and may arrive later shall remain for the account of the suppliers, whenever the Council shall judge such to accord with the service of the Noble Company.
