Moorish sailors sent on board the Zuijderburg. — To offer the papers relating thereto to Their High Excellencies with the direct ship. The Pay Bookkeeper Meijer having made known that the agents of the Moorish sailors had presented themselves to him with the request that the 150 Moorish sailors who had been recruited and prepared from time to time might now be sent on board the arrived ship Zuijderburg, in order to prevent desertion, and by making room in their lodgings, to enable them again to recruit further men for the ships still expected, it was approved and agreed to send these men on board immediately, both in consideration of the reasons given by these servants, and because the ship is very weakly manned due to the loss of 34 men through death and sickness, at a time when they will have to work night and day to dispatch the same on time, and because this also saves at least sixty coolies; furthermore, it was resolved to order the Master Attendant to immediately recall the 25 native sailors who, according to the resolution of the 1st of this month, were sent to the ship for assistance. — Hereafter the Director made known to the assembly upon examining the account of the Company's brokers Mandchergie Gorseedje and Gouwenram Roederam that after the receipt of the Ropias 2749: 1:- which have been paid, and after the remaining Ropias 10542: 2: shall also have been satisfied by the latter's heir Bramsinker Gouwenram, as is described in detail in the Resolution of this assembly of the 28th September last, there will then still remain for payment a sum of Ropias 8800: - being the unpaid remainder of a bill of exchange granted on the 26th December 1780 by the aforesaid brokers Mandchergie and Gouwenram for the benefit of the Company, drawn on Mr. Jacob van Heemskerk, then Commander on the West Coast, amounting to 12000 Ropias, on which Their High Excellencies received from the attorney of the aforesaid Mr. van Heemskerk, being Messrs. Elias and von Eratte, a sum of 2000 Rixdollars or 3200 Ropias, and the remaining 5500 Rixdollars were charged to Padang, to be paid there to the Company by the aforementioned former Commander, which, however, did not take place, 179 Inland The 5th December Anno 1791. Ship passage to the Capital to [illegible] in view of the fact that the said place was thereafter taken by the English, and the aforementioned Mr. van Heemskerk was made a prisoner of war, on account of which Their High Excellencies, by their revered resolution of the 5th July 1785, thought fit to charge back the same remaining amount of that bill of exchange, being 5500 Rixdollars or 8800 Ropias, here, to be paid by the aforementioned brokers Mandchergie Gorseedje and Gouwenram Roederam, the drawers of the said bill of exchange, at the same time returning the papers relating to this matter, and that it is utterly impossible to recover anything further from the heirs of the said brokers; wherefore the Director gave to the assembly for consideration whether these papers, which have been kept here in the secret safe, ought not to be offered back to Their High Excellencies, together with the original bill of exchange of the aforementioned deceased brokers, in order to enable Their High Excellencies thereby to collect the aforesaid remaining amount of the same, being as said 5500 Rixdollars or 8800 Ropias, from the aforementioned Mr. van Heemskerk, whereby the debts of the brokers will then be balanced, supposing that it pleases Their High Excellencies to favorably credit the aforementioned heirs of the said brokers with the 10240 Ropias that were once paid by them here to the former Director Basmaan, as described in the aforementioned Resolution of the 27th September of this year. Whereupon having deliberated and considered that what was proposed by the Director is the only way to recover the aforesaid sum for the Company, as it is utterly impossible to obtain anything more from the heirs of the said brokers here, it was approved and agreed to offer the aforesaid bills of exchange, with the papers relating thereto, to Their High Excellencies with the ship departing from here direct to the Capital. The 15th December Anno 1791. emissary of the emperor of Java, who with his retinue has resided here since the month of March of this year, and has been accommodated by his Honour in the Company's Lodge, had presented himself to the Lord Director, requesting that permission might be granted to him, who had departed for Ceylon in the year 1789 on one of the Company's ships after obtaining permission from the High Government of Batavia, to sail back to the capital with and alongside his retinue on the ship Zuijderburg lying in the roads, producing, in order to lend force to this request, a writing granted to him by the Noble Lord Governor of Ceylon van de Graef, dated the 9th October 1789, whereby his Most Noble Strictness requests all Lord commanders of the Company's establishments where this Tommogong might pass to show him all courtesy, friendship and service, and to assist him as far as possible in whatever he might require and come to request. The last preceding Resolution having been resumed and approved, there was read the following Request of the Sea Captain De Treijn, requesting that in the service of his [illegible] Monday The 12th December Anno 1791. before noon All Present Except the Warehouse Master Leman due to indisposition it was approved and understood to grant the aforementioned Tommagong, with the retinue he has with him, passage to the capital on the first departing ship Zuijdenburg, and to notify the Sea Captain De Treijn commanding thereon by extract of this resolution, with a recommendation likewise to treat the said Tommagong with all courtesy and friendship. The undersigned Captain at Sea commanding the Honorable Company ship Zuijderburg lying in the roads, very humbly requests your Right Honorable, that for the service of the said vessel may be granted and provided to him the following indispensable necessities; to wit: 15 Caulkers to caulk the ship from outside and inside 2 Native Carpenters 1 Moorish Galley The repair of the binnacle and Steward lamps mats and nails for matting the hold The tinning of the galley ware Chinese planks or firewood for dunnage Firewood for the service of the ship and Moors two months' wages for the ship's company One month's wages for the Chinese clinch nails for the hoop of the casks 20 lb Tallow or Grease for the lead 2 pieces Lead line and cable-laid granted 20 skeins sail twine, as that given from Batavia has already been consumed due to the poor condition of the sails 2 heavy anchors each of 34 to 3502 lb. 2 ditto cables of 19 to 20 inches if remaining in stock. 1 kedge anchor of 1800 pounds with 1 ditto cable of 11 inches The suppliant giving as reasons concerning the last-mentioned articles, that what was requested therein Whereupon having been deliberated, it was approved and understood, as from the Resolution of this meeting of the 1st of this month, for the service of this keel, one requested heavy anchor with a cable of 18 inches has already been sent on board, and the other anchor when in the Straits of Sunda on the evening of the 7th August near the island Dwars in de weg we came to anchor with the kedge to stop the tide, the same, having run out to its end after lying for about an hour, broke just outside the hawsehole; being then compelled to let fall the heavy anchor in 55 fathoms, and the cable also having run out, the heavy messenger broke upon the swinging of the ship about 15 to 20 fathoms outside the hawsehole, thus losing here a kedge and a heavy anchor with their cables. Subsequently on the 26th November last having arrived at the latitude of 20 degrees and 54 minutes North, and driven east of the Banks by dead calm and fierce currents, we were compelled, in order to avoid all misfortunes, to anchor. The undersigned suppliant addressed himself directly by a letter to the Right Honorable Director Sluijsken, and requested, in order to make every effort to reach the Surat Roads as soon as possible with his vessel, assistance of crew and some refreshments, which took place soon after through the arrival on board of the Equipment Overseer Masser, bringing with him the requested articles, and we then immediately got under sail, but were forced by the continuing calm to let fall the anchor again shortly thereafter, and thus remained lying until the morning of the 30th November; and then found upon heaving the anchor that both arms were broken near the shank, making little or no progress that day, and had to come to anchor again, this being in 20 fathoms of water, we veered out half a cable, which also broke at about 10 fathoms outside the hawsehole, thus losing 45 fathoms of cable with the anchor; while finally, after an inspection of the daily cable and finding that several yarns as well as strands had parted here and there, cut it off and used it for other ship's needs. — Thus lost together, two Anchors and two cables, and requiring two dittos of each, with a kedge anchor and its cables. Submitted a report from the Honorable Chief Administrator regarding such linens as were requested in the now received requisition for 1792: [illegible] to deliver statements from his ship's officers; also, since then, furnished, and to be further furnished for the service of the same: 15 caulkers to caulk the ship; 2 native carpenters to carry out the necessary small repairs; A galley for the Moorish seafarers traveling aboard; The repairing of the watchhouse and dispensary lamps, along with the tinning of the galley utensils; Mats and nails for matting the hold; Chinese planks or firewood for dunnage; Firewood for the service of the ship and the Moors traveling aboard; Clinch nails for the hoops of the casks; 20 pounds of tallow or grease for the lead; 2 pieces of lead lines; and 20 skeins of Bengal sail yarn. Red minium for the present to be left unsold. rupees in the middle of the upcoming month of January, and the remainder at the end of the month of April following thereupon, also without rebate or enjoyment of interest, until the successive collection of the merchandise, to which they shall be obligated before or by the ultimate of August of the coming year. And that it is utterly impossible at present to stipulate any higher prices, seeing that as many as 15 sacks of cloves still lie unsold in the city, notwithstanding they are sold for 5 1/4 rupees in the bazaar, while copper is so cheap that 100 pounds of copper pice can be obtained from the mint for 50 rupees, and that minium is seldom at a higher price in Surat. Whereupon, having deliberated and taken into consideration that the offered prices for the sugar, the tin, and the camphor are very acceptable, the price of the tin at 46 guilders 16 stuivers being fully 2 guilders 6 stuivers per 100 pounds higher than what was sold in April 1740 by the Chamber of Amsterdam, while the camphor at 188 guilders comes close to the price in the Fatherland, it was approved and understood to relinquish the aforementioned three articles for the offered prices and under the stated conditions to the said merchant Meiaram Itsjaram. But regarding the cloves, the Japanese copper, and the red minium, to retain them and not to sell them, and this because the sale of the cloves against the price not being permitted, one will have to wait until the arrival of the nutmegs in order to dispose of such a quantity as may be possible together with them for the determined price; that Their Right Excellencies, in their latest missive now received, already rightly complained that this Gathering had to sell the previous copper in the past year for 50 rupees per 100 pounds; that it is the safest course to wait with this article as well, to see if it might unexpectedly happen that the price were to rise; and that the minium cannot even reach the charged price. 180 The 12th of December Anno 1791. Regarding which last-mentioned article, it being subsequently taken into consideration that this minium is charged: the 500 pounds which were brought with the Demenaij in March 1791 to Cochin, and from there in December following thereupon per Vreedenburg to this place, at 16 guilders 1 stuiver; the 34 pounds which in the past year per Voorschooten and the aforementioned Vreedenburg likewise arrived here directly from the Head Place, at 20 guilders 4 stuivers; and the 4308 pounds which likewise in the past year were sent hither from Ceylon, at 14 guilders 7 stuivers, all per 100 pounds; so that the 11649 pounds which are on hand here cost on average 16 guilders 15 stuivers 8 pfennigs per 100 pounds, and thus much more than ever before; and that the offered price of 10 guilders 10 stuivers, which is certainly the highest that one can expect, in view of the considerable import by English ships, is far below that price and would cause a loss of 14 5/6 per cent; it was approved and understood to send the same minium back as unsaleable here, and namely that which was received from the Head Place with the ship returning directly thither, which is still expected, and 4308 pounds that were sent from Ceylon with the ship Zuijderburg departing for Galle. It was understood to have the Fiscal of Bantam appointed by Their Right Excellencies, and outgoing Cashier Peper, make transfer of the petty cash box under the ultimate of November last to Johannes Kuper, the Cashier appointed in his place by the aforementioned gentlemen. The 19th of December Anno 1791. can be very detrimental to his advancing years, in view of the unbearable hot winds that blow here from March to June, and that he had therefore come to the decision to request discharge from his office and to request permission, after effecting a proper transfer and providing the required surety, to cross over as Director with the ship departing hence for Galle in December of next year 1792, in order to repatriate from there with one of the homeward-bound ships in February 1793, requesting therefore that this his application may be presented to Their High Nobilities in the first outgoing letter, with the request that the same may be pleased to look favorably upon it, and likewise to permit him to continue his journey directly to the Fatherland without being obliged to remain for a year at the Cape, and to take into favorable consideration his present indisposition, his advancing years of almost 58, the period of 28 years which he has served the Company with zeal and fidelity, and finally the great expenses which, as he is considered to have no means, would weigh very heavily upon him at the Cape.
