Consequently, 340 bags of that salt were shipped in the said vessel, and in our letter sent with it to the Ceylon Government, we have left it to Their Honours either to have that bottom cargo remain therein or to employ it elsewhere, for which purpose it has also been debited to that Government. Concerning the cargo of Japan copper unloaded here by that small vessel, the findings, as required, have been inserted into our resolution of the aforementioned 23 July, in which are also recorded the report of the defects found thereon upon inspection, and the usual request for some minor necessities for making the voyage. Both have been properly repaired and provided, and besides this, according to our decision of 25 August, a few medicines were also delivered to supplement those that had been consumed by many illnesses on the voyage hither, the amount of which, to a sum of f 52:3:8, has been made known on the expense account of that small vessel. 133. This time we have had no European ship, therefore we could not follow the order issued by Your High Noble Lands to make it serve to transport a part of the East Indies return cargo or to send a cargo of rice to Ceylon with it. It will also appear therefrom that a few medicines were also delivered, which, according to orders, we have had placed on the account of the third surgeon assigned thereto. §38 The findings regarding the discharged cargo of this vessel served at our session of the 15th of this month. By our disposition taken thereon, in compliance with the positive orders on that subject, the officers were indeed charged for the deficit of 2111½ lb of Nutmegs and the 10 pieces of spoiled Red Cloth found short, which at auction yielded less, with 75 percent on the charged cost amounts. For which reasons we believe that this shortage and spoilage was caused through no fault of the officers; it is on that foundation that we take the liberty of recommending them most respectfully to the favor of Your Right Excellencies. 55. The ordinary annual report of the defects found on the sloops and smaller vessels is inserted in the resolution of 26 May 1790. 58. arrangements for picking up the shipwrecked crew of Belvlied and, if possible, salvaging a part of the cargo, as well as sending the officers of that vessel with the documents to the capital; from our letter dispatched on 25 August of last year, Your High Excellencies will have learned what further came to our knowledge concerning the cargo of that unfortunate ship, and that the King of Arracan took possession of it, or at least of a large part of the Japan copper; furthermore, we have learned from public reports that an uprising arose in that kingdom and that said king was murdered by his subjects, and also that all Europeans have fled from there, so that navigation and trade thither have come to a complete standstill. Paragraph 45. To Your High Excellencies' pleasant approbation of our arrangements regarding the cargo of the wrecked ship Belvlied, and some further particulars in that regard, with the expression of regret over the poor result concerning the order to dispose not merely of a part, as happened in the previous year with the provisions of the Steaalen, but to dispose of the entire cargo, we shall dutifully take note of for our guidance; and we request permission to show, with regard to those provisions, that the two declarations concerning the two barrels of sour beer and the 175 leaked jugs of olive oil, mentioned in the postscript of our letter of 9 February 1790, actually departed among the papers of that vessel and were recorded on the register sent therewith under Number 12, as annexed to the extract resolution of 26 January 1790 dealing with that matter. In what manner the inland offices have fulfilled the Indies Indent. We were deprived of the necessary vessels because all that could be found up to ten hours' distance in the surrounding area had been pressed into service to transport 200 elephants that the Nawab supplied to the English to serve in the war on the Coromandel Coast. Consequently, at the departure of the Vrouwe Agatha, we did not have enough goods on hand to stow that vessel full, and now, although the stock is indeed larger, the bearer of this letter cannot take it all in, even though as much has been shipped aboard her as was at all possible. Upon receipt of the Indies Indent, we immediately, or rather already on 1 September 1790, notified the servants at Kassembazaar and Patna of what was required from their offices in that respect, ordering that the necessary measures for procuring it be put into effect as soon as possible. This has had the result that those goods arrived almost so early that they could already have been dispatched with the Vrouwe Agatha. The silk fabrics, which the usual suppliers—according to the servants' letter of 27 September, treated in our resolution of 26 October—refused to procure without a price increase, were delivered by another merchant at the latest prices, or those of 1786. Upon inspection, alongside the other goods received from those offices, they were found to be very good and sound, as appears from the note kept regarding this in the resolution of 8 February. Regarding the opium sent with the Vrouwe Agatha and reference to previous dispatched letters. Concerning the opium, we have already in our respectful prior letters communicated what is to be said about the 500 chests received from the English government and dispatched per that vessel. An auction had already been held at Calcutta on 21 and 22 December, thus before the receipt of Your Right Excellencies' orders to purchase a further lot. On the 9th of this month we again made the usual request to the English Government regarding our requirement of that juice for the coming Year and fixed the same at 1000 chests, with emphatic insistence that this might for once be complied with; the answer received thereto, inserted in the separate resolution of the 21st of this month, does not permit us to count on a larger quantity than previously. Detail of what pertains to the collection of saltpetre. § 52. In our letter of the spring of 9 April, we communicated our intention to ask for 23000 Maons of Saltpetre from the English Gentlemen, but on account of the uncertainty whether enough shipping space would come to hand to transport that entire parcel, to request at the same time that the quantity might be reduced by as much as we should find ourselves to be in need of; this request has since been made accordingly in a letter, which with the answer received thereto is inserted in our resolution of 26 May last past, by which latter the requested 23000 Maons were granted to us to be received at Patna, or such parts thereof and at such time as we should desire, as at that time it was still unknown to us what Shipping opportunity we were to obtain for the dispatch of that salt, and thus we could not determine the required quantity, it was then deemed best to delay the sending of the order for receipt to our Resident at that Factory until the arrival of the Ships, and learning with the arrival of the Vrouwe Agatha that 63. Poor success of the public auction of European Merchandise held in April 1790. § 56. 65. how the sale of spices stands. particulars on the arrival of that article by the English. could not fetch, either at that auction or at all the following ones that we have held and at which they were repeatedly put up for auction again, anywhere near that amount was bid, so we hope that Your High Noblenesses will be pleased to consent to our proposal to send all of them to the High Government, since to our regret we must declare that here, at least at those prices, they are unsaleable. 158 Concerning the Spices, it appeared to us at the auction held in April that the traders therein had formed a collusion among themselves and one would not bid above the other; we therefore deemed it best to hold them back in the certain expectation that prices would rise, as for the present no further arrivals were expected. But to our regret we had to hear that in the beginning of July a considerable parcel was brought to Calcutta by an English private ship, as our resolution of the 16th of that month demonstrates and we have already had the honor to communicate by our letter of 25 August; this naturally had to have a great influence on the prices and caused us, on 5 August when we deliberated for how much and in what manner to let the goods go at the auction that was announced for the following day, to resolve to sell the stock still on hand if the fixed prices were bid for it, and we had the pleasure of seeing the entire remainder change hands for cash even above that determination of the master, as 66. difficulties encountered in the sale of Japan copper. a parcel of that metal sold out of hand. reasons why. this also has been dealt with more circumstantially in the said letter. Paragraph 59 The Japan Copper, which by reason of the financial necessity described in the said resolution we were obliged to sell, if not wholly, at least for half cash, we resolved to let go if it fetched f7: 40:-:- the maund of 76 lb, when on the invoice price of f22: 1: 35 per cento lb it would make a profit of 165 1/188/1 per cento, which we believed in the present times, so unfortunate for all trade in Bengal, to be no objectionable advance, but it could not realize that price, because, according to the resolution of the 6th of the said month of August, in which the result of that auction is recorded, no more than f7: 39: 8:- half in cash and half in bonds was bid for it. 74. Sale of the merchandise brought by the Vrouwe Agatha. Return of §64 inserted. A portion thereof. Report of the 163 received from the vessel the Vrouwe Agatha. We held the first public auction on the 9th of November of the previous year for the merchandise, at which, according to the minute kept by resolution of that date, the following were sold: The Nutmegs from fr: 4172:-: to fr: 450:-: the maon of 68 lb. The Mace from fr: 650:-:- to fr: 602:-:- the same maon, with 3 maon of Cloves at the fixed price for every maon of Nutmegs or Mace for which it was sold. The Pepper from fr: 211: 12:- to fr: 25: 8:- the maon of 76 lb., and The Arrack from fr 100:-: to fr: 92:-:- the leaguer. Some particulars regarding the Japanese copper: in order to somewhat provide for the extreme necessity, which is detailed at length in that resolution, we had decided, if necessary, to accept half cash and half bonds at the aforesaid auctions; however, as it could fetch no more than st: 37: 4:- to fr 39 to part with the maon, nothing of it was sold. Yet, according to the minute in the resolution of the 11th of December, some buyers having appeared who offered for the same fr: 110:-:- in bonds, we arranged another public auction of it against the 17th of that month, at which, according to the entry in the resolution of that date, a quantity of 3050 maons, or 231800 pounds, was sold at fr: 111:-:- the maon, yielding, after deduction of the 2 per cent for prompt payment, on the cost price of f 24:15:- the hundred lb, a profit of 166 3/8 4/5 per cent. We also sold at that time for bonds, from the quantity of Cloves in stock of up to circa 80000 pounds, 40 maons at fr: 200:-:- the maon of 68 lb. However much we are also convinced of the lawfulness and fairness of this tax and therefore, as appears from the petition of the Mogul merchants in Septbr: 1789, have dismissed the representations made in this regard from time to time, in the certain expectation that a fitting steadfastness in this matter would have overcome the aversion shown against it, we nevertheless now find ourselves compelled to declare that it is, at least for the present time, not possible to continue the levying of these tolls, because this must result in the complete decay of the colony and be extremely detrimental to the company, instead of bringing profit as was intended with the establishment thereof, and for those reasons could easily break up. However much the necessity of the abolition of these tolls has become apparent to us, we have nevertheless not dared to take it upon ourselves to proceed thereto on our own authority or without the esteemed consent and approval of Your High Nobilities, and therefore decided to request that beforehand, yet in the meantime, as the matter permitted no delay without fearing the worst consequences, suspended the further collection until Your High Nobilities' answer hereto shall have been received, and it is on account of all the aforementioned that we most respectfully request Your High Nobilities to liberate the inhabitants of this village from these tolls, at least for the present, and until such time as a greater flourishing of the private trade and the reviving of the colony brought about thereby will allow introducing the same with less detriment and inconvenience to them. 81. The amount of the revenues collected by the fiscal. Paragraph 71. With regard to the outstanding debts, there is again nothing else to report than that the debt of Ram Kissor has not yet been settled, but that such, according to a communication from the Director recorded in the resolution of the 8th of this month, will probably take place in the course of the following month, as the dispute between the heirs of that man has finally been settled to the extent that the arbitrators now only have to decide upon the division of some houses belonging thereto. The proceeds of this entire consignment of bar silver, as already cited here before, were spent on procuring the items requested on the Indian requisition, without anything of it being used for other purposes; also, only a small portion of that money came here and all the rest remained in Calcutta, namely of the first parcel one lakh of rupees, which, as appears from what was noted in the resolution of 26 October past, we had requested the English Government to retain from the proceeds thereof and have transferred to Their Honors' Treasury in deduction of the amount for the opium and saltpeter that we were to receive and which had to be paid from it anyway. We thereby saved not only the expenses of bringing and fetching, but also some interest which was calculated on the opium up to the day of payment; and then also 28000 rupees, which according to what was noted in the just-mentioned resolution, those gentlemen had paid to the servants at Kassembazaar and Patna upon our request made for that purpose, because the restamping did not seem likely to proceed as rapidly as was needed to provide those offices with what was required for the goods ordered to be procured there. 84. In what manner, without incurring debts, the most necessary expenses were settled. §79. Difficulties in paying off the rest. §80. remains of the first consignment of cotton goods, etc., which moreover still had to be delivered to the English Government as the due balance, so that nothing of it will be left, provided there is no deficit. We hope that the use which was made of the silver will obtain the approval of your Right Excellencies. Although we again, as now for years on end, had to cope with the greatest lack of money for the household, we have nevertheless also this time succeeded, through the help of the few cash funds which the successively held public sales produced, in satisfying the most pressing expenses without increasing our debts through money loans, for which moreover there is no opportunity. That which, according to our last description, the unpaid payment orders of 1788/9 amounted to, has been paid off from this and from the surplus of the silver received per the Spaarne, and the remainder has been spent only in the most economical manner on the most indispensable expenditures, as may appear from the accompanying papers and in particular the cash employment statement. In November last the distress was at its greatest, as appears from the resolution of the 9th of that month, when on Ultimo October there had been only a supply of ƒ7: 6603: 15 2/35 in cash, whereas on the other hand, besides the further requirements described there, the unpaid payment orders under Ultimo August previous alone amounted to circa 80000 rupees. The holders thereof, who for the most part are the respective administrators and, for the progress of the service, had to borrow the necessary funds successively in their administrations at up to 12 and even 15 per cent interest, daily complained to the Director about this, demonstrating that they were bound to ruin themselves thereby and could no longer keep things going unless they received payment in order to relieve themselves of those oppressive interest charges. We resolved however, because the spices, pepper and arrack that were on hand could by far not yield the necessary amount, to sell the Japan copper also for cash, or if that would not succeed, half for cash and half for debentures; but the outcome, as has already been related above under the sale, did not answer expectations. From that which the remaining articles then yielded, circa a quarter of the payment orders was paid off. The prospect of how the remainder will be satisfied depends on obtaining cash for the copper, and the little that the spices received with the Bark have rendered or will still render will barely be able to suffice for such expenses as must strictly be paid monthly. 85. Demonstration of the impossibility of finding this out of the sale, and request for the dispatch of a considerable sum for relief. §81. The payment orders granted in the current book year that can tolerate any delay at all remain, notwithstanding the repeated complaints of the holders, likewise unpaid, and will on Ultimo August next also amount to a considerable sum. This, added to the outstanding arrears of the previous year, must constitute a considerable sum, which we dare not flatter ourselves can be found from the sale of merchandise, because, as has already been demonstrated herebefore, most trade is completely stagnant. Although we also decided on that day to issue the requested assignations for the said bond, for the reason that the credit of the Company did not allow refusing such any longer, since, as has been said, it should already have been paid off three years ago, we were nevertheless freed from it, because a discount that was in his opinion too large was demanded from the holder, who wished to sell the same for remittance, wherefore he spent the greater part of the principal and interest thereof at the auction held in December on Japanese copper, which may well be regarded as the principal cause that the said mineral, which is very low in price at Calcutta, then still rose to sr: 118: -:— the maund. Report on the money employment at Kassembazaar. Section 89. With respect to monetary affairs there is not much to say regarding Kassembazaar. Apart from the 10,000 rupees remitted thither through the assistance of the English Government for the provision of what was requested for that office by the Indian Indent, we have, as much as our small supply permitted, supported the servants from time to time in their needs for the household, which, however, has not been sufficient, since unpaid orders from previous years also still continue to run there. The receipts and expenditures at that office 92. were accounted for in the memorandum of the money employment received from there, which is annexed behind the one of Hooghly, and the usual monthly report regarding this has been made to us by the servants, under transmission of their cash and expense accounts, by letters of 27 September, 25 October, 6 November, and 11 December of the previous year, likewise 11 February recently. And to Patna, remittance made thither. Disapproval of a money negotiation carried out at that office, and the resident charged with the compensation of the interest. Upon this, in the letter of the 25th of that month, dealt with in our resolution of 25 November, he made a detailed demonstration of the necessity of the early advance on cloths for the Japanese chintzes, which were not to be had by purchase on the market but had to be manufactured, and of the speed which he thought had to be made with the dispatch of the saltpetre to prevent a transshipment, which would have noticeably delayed the voyage and caused heavier expenses. 93. This latter came into our consideration, and we understood that money was really needed immediately for the hiring of the vessels and the expenditure of fr: 3000:-:— made for that purpose had not been avoidable, wherefore we also decided to take the interest thereon for the account of the Company, but to leave the remainder to the account of him, the Resident; as we judged that both the cloth and the packaging supplier could have been persuaded to await the arrival of the promised money, or, if they refused this and for a short time did not have that small credit to spare for the Company from whom they had previously enjoyed so many advantages, they did not deserve and thus ought not to be employed. 94. Batta memorandum. § 92. By resolution. Carpentry and Repairs. § 93. The amount of repairs during the latest financial year. Hospital. a brief report thereof was provided monthly as usual upon the forwarding of the cash and expense accounts in the Resident's letters of 26 May, 10 August, 2 October, and 15 December of last year, item 1 January of this year. We conclude this head by mentioning that the Batta memorandum for the last 12 months was inserted in our resolution of the 8th of this month, and, since the fortifications in Bengal yield nothing, we proceed here directly to the Carpentry and Repairs. The expenditure for the ordinary maintenance of the Company's Buildings here at the Main Office amounted, according to a Memorandum entered by resolution of 11 December last, during the financial year 1789/0, to ƒ 4371:18:8, being ƒ 781:4:- more than the preceding year, which arises from the extraordinary repair that had to be carried out this time to the battery on the beach, which was more than half undermined by the water and would otherwise have collapsed completely by the next rainy season. The condition of the Hospital. § 94: The Hospital here, or rather the buildings belonging thereto, is in a bad state, and at the end of the previous rainy season, one of the rooms of the chief surgeon's residence, together with a section of the side wall of that and the adjacent room, collapsed, on which occasion the Director had an accurate inspection carried out by the Junior Merchant Johan Carel Lodewyk Blume and Ensign Commandant Johan George van Amelingxen, who submitted a detailed report of their findings, which was inserted in the resolution of 25 November. The Director subsequently undertook ocular inspection of everything in person and found all to be as described therein. The reconstruction of the most necessary parts of what had fallen down was taken in hand immediately, as that admitted no delay and could serve to support the remainder somewhat, but regarding further renewal and repairs, no matter how highly necessary that may be, we have not dared to take it upon ourselves without having previously been provided with Your High Nobilities' authorization. We take the liberty of requesting the same herewith, and to refer to the said report as proof of the necessity thereof, furthermore respectfully proposing regarding this to entrust that renewal and repair to a suitable person for that task, who, receiving 10 per cent for his trouble, shall be obliged to confirm the statement of costs under oath, which method appears to us best to ensure that the Company is well served herein and that no more is charged than was genuinely spent. With regard to the write-ins and write-offs, we have the honor to report that in our meetings of 4 May and 31 December of the past year, as well as the 8th of this month, there served the findings on the spices in the past year and those now brought in with the bark De Voorzigtigheid and the ship De Vrouwe Agatha; on these, no other than the usual resolutions were taken, and the judicial minute inserted in the resolution of the 21st of this month shows the swearing-in of those who turned over the garbling, which, along with the tallies and packing slips of the mace suckers, are forwarded in copy under the general appendices. Concerning charges and reimbursements, it has already been cited here before that the Equipment Master Levien has properly satisfied the f 427:7:12 charged hither and imposed on him for reimbursement. The same took place, according to our marginal resolution of 26 October 1790 on the extract invoice of charges received concerning this, with the cost, amounting to f 12:19:-, of two pieces of dherijs of Olmera which were found missing at the head station in a pack destined for Japan, which we imposed as a reimbursement on the junior merchant Balthasar Constantyn Diederik Bouman and the bookkeeper Hans Jacob Holst as packers thereof. On the said 26 October, we also disposed of the f 82:19:-, running on for so long, being the cost of the 19 pieces of Lachoriasses which were found short by the Chamber of Delft from the cargo of the ship Het Huis te Krooswyk, and imposed payment thereof on the heirs of the late Head Administrator Bogaardt, since upon reviewing the papers brought into our meeting concerning this matter, it appeared that the pack of Lachoriasses marked No. 474, sent from here with the said ship in 1778, was charged to the said Chamber by invoice of that vessel dated 14 November of that year.
