31 December 83 for the opium you may purchase at the Company's vendue, to be allowed to pay with Bills of Exchange drawn on the Governor General and Supreme Council at Batavia. Directions have been given for the delivery of 500 Chests of Opium to your Order, at the usual time on account of the present year; and we have desired that a supply of ten thousand Maunds of Salt Petre may also be set apart for your use. We should be glad if the quantity of this article in store admitted of our making over to you now at or near Calcutta the number of Maunds you desire, but we find that this will not be in our power. Should it however be convenient to you to receive it as formerly at Patna, it may be delivered immediately. And upon that which arose from this, an answer was written from here on the same day in the following manner: Calcutta To His Excellency The Most Noble and Right Honorable Lord Charles, Earl of Cornwallis, Governor General, and The Honorable Members of the Supreme Council of Fort William Right Honorable Lord, Honorable Sirs, This morning we were honored with Your Excellency and Honors' missive of the 2nd instant. 31 December 85 We thank you for the order given regarding the delivery of the 500 chests of opium allotted to us from the collection of the latest season, and we shall have the same duly received. Yet we express our regret that a similar favor regarding the requested ten thousand Maunds of saltpetre cannot be granted to us, since we fully relied upon Your Excellency and Honors' obliging assurance by letter of 4 May last, namely that the necessary orders had been given henceforth to deliver the saltpetre, which was annually to be allotted to our Company, to our agents at Calcutta. And we have taken our measures accordingly, and would suffer a considerable disappointment in case any change occurred therein. Our ship is currently loading and is thus waiting for the saltpetre which must serve as its ballast. Time is already too far advanced to have the same brought from Patna now. We therefore take the liberty to urge Your Excellency and Honors once more most politely that its delivery may take place at Calcutta, and that we may henceforth hold to the aforesaid promise by letter of 4 May 1791. We solicit to be favored with a speedy reply to this and have the honor to be, with the highest esteem, Right Honorable Lord, Honorable Sirs, Your Excellency and Honors' most humble and most obedient servants, was signed: J. 31 December 81 31 December To the Honorable Isaac Titsingh, Esquire, Director, etc., and Council at Chinsurah. Honorable Sirs, We have been favored with your letter of the 20th instant. It is entirely within our knowledge that on the 4th of May 1791 we expressed our compliance with your request that the saltpetre allotted annually to the Dutch Company should thenceforth be delivered to their agents in Calcutta. But as we were not apprised as soon as we could have wished whether the Dutch Company would take up any proportion of saltpetre for the present year, we had not provided for the supply, which we certainly should have done if we had received earlier notice that you would require it. It was not, therefore, convenient to us to have the quantity you mentioned delivered immediately at Calcutta, and we suggested a delivery at Patna as affording the means of an earlier supply than can be given here without impediment to our own affairs. However, in consequence of your present application, which is urgent as you have a ship in readiness to receive the saltpetre, we have the pleasure to acquaint you that, to meet your convenience, ten thousand maunds may be delivered immediately to your order at Diamond Harbour, or it shall be delivered at Calcutta as soon as a dispatch, which we expect daily, shall arrive at the Presidency. Regarding the acquisition of opium by bill of exchange, Their High Excellencies will be informed by the next dispatch. The saltpetre to be requested in the future immediately upon receipt of the requisitions. Thus it is resolved to make a record of these matters, to have the opium and saltpetre received as soon as practicable, and furthermore to express to Their High Excellencies, the Supreme Government of the Indies, our regret at the poor outcome of the efforts made here to purchase the remaining 500 chests of opium, there being at present absolutely no prospect thereof, now that the English, upon receiving news that their treasury in China was abundantly supplied with cash, have withdrawn the advertisement noted by resolution of the 20th of November last, and as a consequence thereof will certainly refuse to accept bills of exchange for those amounts, while the continuing lack of money renders the purchase thereof for cash impossible. It being further observed from the aforesaid letter that the English gentlemen, as one of the reasons why they had not provided for the supply of our share of the saltpetre crop for this season, stated that request had not been made early enough for it, it has therefore been further resolved for the future to decree that this request shall be made immediately after the receipt of the requisitions, and after the quantity has been determined which the shipping capacity will permit for transport. The report submitted by the commissioners who received the opium at Calcutta, showing that the 500 chests this time contain a net weight of 66816 1/2 lb, making a favourable difference of 921 1/2 lb compared to last year's parcel, and that according to the testimony of the native examiners the quality is also better; so it is agreed to note this here, and to have that report sworn to in order to be presented in original to the Noble High Indian Government, together with an English certificate delivered into the hands of the said commissioners at Calcutta, granted by the persons who, by order of the English Government, examined the opium manufactured at Patna in the year 1789/90, which is inserted here for inspection: We the underwritten having in obedience to the orders of the Governor General in Council duly examined sundry samples indiscriminately taken from one thousand three hundred and eighty chests of opium manufactured at Patna in the year 1789/90 on account of the United Company of Merchants of England trading to the East Indies, are of opinion that the said opium is of a good quality and fully equal to the muster. In the cloth hall, according to another report from the aforementioned commissioners, there are no defects, nor also in the equipage warehouses, as appears from the report of the Bookkeeper H. Bloemink and Assistant C. G. Merkel, as well as at the timber wharf, according to the report of the commissioned assistants F. W. Wischel and J. C. Burchardt. In the dispensary warehouses, according to the report of the assistants J. van den Berg and Geg. Herklots, no defects are found either. Artillery and armory goods are, according to the report of the Adjutant J. G. Kramer and J. Fredrick: 60 pieces of powder barrels attacked and damaged by white ants 4 swivels and rammers unserviceable 3 common powder horns 1 piece hanger with iron hilt unserviceable 3 half pikes wood drum grenadier pouches sword frogs. The cash balances are, according to the report of the Junior Merchants A. de Maff and L. A. Right Honorable, Valiant Sir, Respected Councilors: In compliance with the resolution of your Right Honorable, Valiant, and Honorable Assembly of 23 September 1754, the undersigned, in accordance with the oath taken at the commencement of their duties, have duly reviewed the Cash Accounts for the months of September, October, and November 1790, compared them with the receipted warrants and the Contra Cash Book, and found them to agree therewith: the balance of the month of September being ƒ 8771:13: 1/5 [or] ƒ 10965:16:8. From a return submitted to the Board of the goods sold by private sale and at the public auction in August of the past year, as well as the Japan copper disposed of by private contract pursuant to the resolution of the 7th of that month, it was agreed to note hereby that on a purchase cost of ƒ 18378:12:8, after deduction of ƒ 342:3:8 which was lost on the damaged goods returned from the Spaarne, a profit was gained amounting to ƒ 84340:5:8, constituting 459 percent. 8th February. 8th February. Reasons why nine cases of velvets and broadcloths sent to Batavia are to go back. The General Return of all the Dutch and European merchandise, as well as Provisions and other goods, sold at this office in the past financial year 1789/90, having subsequently also been reviewed, and it being shown thereby that on a purchase amount of ƒ 46914:12:8, after deduction of what was lost on some spoiled and damaged goods to the amount of ƒ 656:1:8, an amount was gained of ƒ 127080:14:– or 270 percent gross, it was agreed to record this herewith; noting that the small amount of this profit obtained on the trade in comparison with some previous financial years must be attributed to the loss of the valuable cargo that was so unfortunately lost with the ship Belvliedt, which constituted practically our full requisition of merchandise for that year, which, to the sincere regret of the assembly, will cause a very disadvantageous appearance of the state of the Directorate for this occasion. The Return of the auction held since, or in the month of November of the past year, having also already been prepared and produced today, it was agreed to note therefrom as well that, according to the same, on a purchase amount of ƒ 24751:16:8, a profit was made of ƒ 48183:19:–, or 194 percent gross. Whereas, according to the report of the Honorable Chief Administrator, the garbling of the nutmegs and mace brought by the bark De Voorzigtigheid may be accomplished towards the end of the month, it is, upon the proposal of the Noble Lord Director, approved and agreed to announce an auction of the same, the Japan copper, and the arrack for Wednesday the 23rd of this month, and also to have an advertisement thereof placed in the Calcutta newspapers. 15 8 February 8 February Resolution to also send certain tasteless cinnamon thither, and for the use of the household to request... of the ship De Vrouwe Agatha to Batavia are charged. various cases of velvets and cloths, because since the requisition made for them the circumstances in this country, due to the war that has arisen between the English and Tipu Sultan and the resulting and ever-increasing shortage of money, have come to such an extremity that virtually all trade, especially in such articles, has come to a standstill, and renders these goods entirely unsaleable, as the successive auctions that have been held serve to prove, since at them nothing worthy of note of the European merchandise and absolutely nothing of the on-hand cloths and velvets was sold, and thereby the apprehension concerning this that had already arisen in the previous year has been confirmed, on account of which it was proposed to the Right Honorable High Indian Government to be permitted to send to the Headquarters all such goods as could not yield 50 percent advance here; so it was, upon His Honour's proposal made to that effect, approved and agreed to send back to Batavia with the ship De Vrouwe Agatha the said nine cases of velvets and cloths, just as they were received, with a respectful request to the said High Honours to approve this for the aforesaid weighty reasons, and in the hope that those goods may find a better use at that place than here, where, now that there is no prospect of when trade will revive again, they would have to remain uselessly in the warehouses for years and be exposed to great decay. The merchant and warehouse master Lodewijk Reael de Bas having reported that the remaining cinnamon, from which from time to time the best was picked out upon delivery, is entirely scentless and tasteless and thus completely unsaleable; so it was approved and agreed to send the same also to the Headquarters, and in the outgoing requisition to make a request for a small quantity of that bark, solely for the service of the household. 21 8th February 8th February that route in Europe and such an increased consumption would have caused it naturally to rise gradually once again to that relative value which it truly possesses in comparison with other sorts of Indigo, I take the humble honor to set down here what I have been able to investigate and also gradually come to learn about it. Ever since they obtained the Dewani of Bengal in 1765, the English Company from Europe has annually recommended the improvement of agriculture and, among other things, the Indigo Culture. From time immemorial, a sort of these dye-stuffs has been made in Bengal by the native inhabitants for their own use, but too bad and too crude to be of service for trade and export. The English government here, being inclined to comply with the repeated recommendations of their Superiors, contracted through their Board of Trade around 1778/9 with a certain Mr. Prinsep for the supply of a quantity of Indigo of around 300 maunds or 35,000 pounds at 220 Sicca rupees per maund, and the money was advanced to him, as is customary with public tenders. And he established an Indigo manufactory after the European or West Indian manner, but as it was able to yield little Indigo in the first and second year, he took his recourse to the Inland Indigo from Agra and Delhi, which costs from 30 to 100 rupees per maund, and fulfilled his contract with it. Note: Fifty years ago, Agra Indigo was exported from Surat to Europe by the Dutch Company to the amount of 150 to 200,000 lbs annually. The contractor being encouraged by this, he increased his annual contract with the Board of Trade to one, two, and three thousand maunds, or 75,000, 150,000 to 225,000 lbs per year, and which continued in this manner until 1784, when others were stirred up by his great profits and also obtained contracts alongside him with the Company, and also established Indigo manufactories here and there in the Provinces, whereby the contracted price gradually fell from 220 to 200 to 180 Sicca rupees. The quantity was also somewhat divided among them and also augmented to 4 to 6,000 maunds or 3 to 400,000 lbs. However, since all the newly established Indigo manufactories together could not furnish one-eighth of it, these new contractors did the same as their colleague and predecessor, and bought Inland Indigo and fulfilled their contracts with it. And all this was managed and directed by the Board of Trade at Calcutta; and thus, from time to time, eight to ten Indigo manufactories were established scattered throughout the Provinces in Bengal, besides two to three other Indigo manufactories whose owners had no share in the said contracts; but the article of Indigo also being included among the permitted private trade allowances of the English Company ship officers, it was always purchased by them as well as by others. The Company in London meanwhile suffered, under this new system or experiment to introduce the Indigo Culture and the improvement of agriculture in its Bengal provinces by contract, enormous losses year after year, which it consoled itself with from time to time in the hope of improvement, and that, meanwhile, agriculture and the revenues in its provinces nonetheless gained by it, at least as much as had to be actually distributed annually in cash among its subjects for the planting, cultivating, and making of the Indigo, in order to obtain such large quantities as two, three, to four hundred thousand pounds. Nota: possibly without dreaming that the Company's money was being sent abroad to the Mughal territory, buying the Indigo there, and promoting the agriculture of the Mughal territory instead of that in its Bengal provinces—and on top of that still suffering the enormous losses annually on the sale of the Indigo in London. Which, however, strange as this must seem, did indeed all happen in this manner, without anyone, neither in England nor here in Bengal, ever having noticed it, and even not until this very moment; but

However, in Europe, due to the continuous heavy annual losses, and after an eight-year vain hope of improvement, they finally grew tired of it, and in 1787/8 the Company from Europe suddenly prohibited all further contracts or purchases of indigo, but left it open to anyone who wished to ship the indigo on freight on the Company's ships, subject to the payment of such freight charges, duties, etc., etc., both here and in England, as is customary with it in the shipment of goods on private account on the Company's ships; and now all the indigo contractors and indigo manufacturers were left to themselves. The Government here, being apprehensive or informed that all these contractors, through the lack of financial advances, would now also let their own indigo manufactories already established within the provinces fall into decay again, and that all shipments of indigo from here to Europe would suddenly cease, adopted a system of money advances, advancing money in certain terms to everyone without distinction of where the indigo was brought from, upon the samples submitted by them, up to about half the value of what such samples were judged here to be worth in Europe; and the indigo was to be shipped on freight on the Company's ships to London for the account and risk of the owner, and further to be sold at the Company's sales in London. And from the proceeds there was to be deducted or withheld: The amount advanced here by the Company, calculated at 2 shillings current the current rupee, but which had to be repaid with an advance of 3½ pence or 2 shillings 3½ pence for the current rupee; furthermore The freight; the duties or recognition fees, etc. And the surplus was to be paid out to the order of the owner in London. This method was generally considered very favorable, and not only kept the already established indigo manufactories going for that time, but also prompted many other persons to ship indigo in that manner on private account and to speculate in inland or Agra and Delhi indigo; and proposals were made and samples submitted for fully 7 to 8000 maunds, or five to six hundred thousand pounds of indigo, and money was also advanced upon it by the Government in the aforementioned manner; and in 1788/9 very considerable quantities, at least [illegible] thereof, were also shipped to Europe. But the outcome of this experiment teaches that, although the Company does not lose by it but rather gains, yet through the large and various deductions made by the Company under diverse names, together with enormous short-weights for which no recourse against the Company remains, the owners or shippers of the indigo suffer considerable losses thereby, and several of the speculators have been totally ruined by it, because the charges of freight, diverse duties and recognition fees, the enormous short-weights, with the 3½ pence per rupee sold rate of exchange, leave nothing per balance in Europe, and there is even indeed a deficit; and that consequently this method must now of itself cease again; as also that the indigo manufactories already established within the province threaten to stand still and fall into decay again; to which is added that the Company is currently very short of money due to the war and can make no advances, not even on the collection of its home demand of raw silk; which product has also recently been declared by proclamation that anyone who wishes may ship and dispatch it on freight on the Company's ships for their own private account. The distance between Bengal and Europe, and the consequent long time required of at least two to three years to be able to liquidate the accounts of shipped goods, together with the high interest of 12 percent per year in this country, along with many more other inconveniences, all caused by the far distance from here to Europe, thus present so many obstacles by which the reception and progress of the indigo cultivation in Bengal is impeded, and its downfall seems no longer to be far off, unless the government devises an equitable means to prevent this; and if such a means is put into effect, the Bengal Provinces may also in time produce so much 22

24 25 8th Feb: 8th Feb: ...yield much Indigo that will even exceed all expectation. The established Indigo Manufactories are built in the manner of the West Indies and made of lime and stone, yet much larger and more extensive, and are generally adapted to make 150 to five hundred m. of Indigo, or from 10 to 35000 lb of Indigo annually; and the time or the months that one can work in this country is ordinarily from June to October. The Indigo seed is sown in March, April, and May, and becomes ready for cutting in the latter part of June, and continues until mid-October, when the seed begins to set, which is ripe and gathered in December, the plant or the shrub becoming entirely withered, not as in the winter in Europe; however, the lower stem remains alive and sprouts out again in March, but the plant is generally uprooted and sown fresh and anew every year, the practice of sowing Indigo instead of planting it being in use throughout the entire Hindostan Empire. The cultivation of the Indigo plant takes place in this country through the husbandman, to whom in the various villages it is contracted out annually, to each farmer as much as he is inclined to take, 18 1/2 or a whole morgen of land; and in this manner, within the circumference of a few hours and up to fifty to a hundred villages, a considerable quantity of Indigo greens is gathered. And since all the Indigo plants ripen from July to September and thus must be processed, these are the reasons why the Indigo manufactories here are so much more extensive than in the West Indies, and in order to be able to make such a quantity of 10 to 35000 lb, whereas an Indigo manufactory or plantation in the West Indies ordinarily yields only five to seven thousand pounds annually, which is primarily caused by the fact that the Indigo is cultivated by one's own slaves and is thus limited, while here in Bengal, through the multitude of hands of which the Indigo maker can avail himself, he can raise a much larger quantity of Indigo plants without concerning himself with bondsmen, etc. The hardships to which the Indigo plant is subject in the West Indies, often causing bad harvests, it is likewise subject to here in this country, and one year differs very considerably from the other. As for the quality of the Indigo plant in this country, it is judged to be as good as any found in all America and elsewhere; but the short time of only three months to which the Indigo manufacture here is limited to process the fully grown plants, or else let them dry up and run to seed, is the reason that not always that attention can be paid to it as would otherwise happen; the Indigo from one and the same Indigo manufactory is thus also often greatly different in quality. I hope that this description may answer the desires of the Lords Masters, as containing all that has come to my knowledge and that I have possibly been able to experience regarding the Indigo culture, etc. in this country. And in further dutiful obedience to comply with the orders of the High Indian Government contained in Their Highnesses' extract letter dated Batavia the 9th of October 1784: "And whereas the Lords Masters have requested Your Honor's report regarding the Indigo being gathered by the English, and we shall thus receive a copy thereof, we therefore order Your Honor to provide us with samples of the various sorts of Indigo that are produced in Bengal." Thus, accompanying this are some samples, being of diverse sorts and qualities, which according to reports are sold in England from nine English shillings down to three English shillings, and even less, being from 100 stuivers down to 30 stuivers per pound, but the largest parcels are nevertheless of the middle sorts from 3 1/2 to 5 1/2 English shillings or from 40 to 60 stuivers per pound. The petition drawn up by the Warehouse Master Bas for the compensation of his expenses will be forwarded to Batavia. and after resumption thereof, it having been judged that as those dye samples closely meet the requirement of the aforementioned Honorable High Mightinesses, to offer the same in originali to Their High Noble Indulgences at the earliest opportunity, or even with the Vrouwe Agathee, so that, should Their High Noble Indulgences be pleased to approve, it may be forwarded to Europe by an earlier opportunity than can be done from here; and on that note further to record that, according to a communication from the Honorable Director, the said Junior Merchant Blume, in obedience to the order of their aforementioned High Noble Indulgences regarding this, has packed in a small box various samples of those dye substances prepared in Bengal, with a statement of the prices for which they were sold in England, and delivered it to the Secretariat, which is also to be forwarded. The bar silver received with the bark De Voorzigtigheid from the principal place of coinage at Calcutta, consisting of 700 bars, was, upon the proposal of the Honorable Director, approved and resolved to be sent to the Calcutta mint for restamping under the supervision of the Junior Merchant Johan Carel Lodewijk Blume, as soon as it shall have been reweighed. Furthermore, in replying to their missive, to request the said Gentlemen Ministers not to dispose further of any servants stationed here, as at present no more can be spared; and at the same time to inform Their Honors that the young Assistant Daniel Anthony Overbeek, to whom permission was already given in the session of the 31st of December last to proceed thither, has, on account of being burdened with a wife and household, despite all his efforts made to that end, not yet been able to find passage.
