Report of the survey. Of the defects found upon survey of the bark De Voorzigtigheid, having come in today and subsequently resumed, being the following Report: To the Right Honorable Stern Sir Mr. Isaac Titsingh Councillor of the Netherlands Indies as well as Director of the Company's Important Trade and Interests in the Kingdoms of Bengal, Bihar and Orissa, etc., etc. Right Honorable Stern Sir, In fulfillment of Your Right Honorable's esteemed written order, we, the appointed commissioners, have proceeded on board the bark De Voorzigtigheid, lying anchored here before Chinsurah, and inspected the same in the presence of the Master Attendant of this Directorate Pieter Levien and in the presence of the Master Shipwright Michiel Groenewoudt, exactly both inside and outside the board as well as its entire rigging, spars, and found as we have the honor to present to Your Right Honorable here below: No notable defects could be discovered therein that are worth mentioning. The spars are also all sound and good, except for a broken gaff and hawse-piece, for which new ones are required. On the standing rigging nothing could be discovered, only some running rigging that is worn out. - The pintles of the rudder must be provided with new bushings because they are worn out. In the hold some pieces of ceiling planks must be placed against the side. - The fore and main tops must be provided with new rims, which have rotted due to water penetration. Outside the hull some pieces are needed in the wood sheathing, which have been damaged by the unloading vessels. - so it was resolved to have the one and the other repaired and provided, insofar as nothing might already have been done by order of the Noble Lord Director. The master Hermanus Pieter Murt, commanding the aforementioned bark De Voorzigtigheid, to [illegible] for the necessities required for that vessel to undertake the voyage to the capital, having presented the following petition and therein mentioned inventory: The boat must be provided with a new rudder and gunwale. This being all that we have been able to discover on this vessel, we deem the same completely capable, after it shall be properly caulked, greased, and provided with the aforementioned repairs, to undertake the projected voyage whithersoever it may please Your Right Honorable. 8th March Yield of the cloves and Japanese copper sold in December. A public sale announced for the 19th of this month. The balance of January amounts to, and at the foot of that credit it appears that unpaid are the warrants N. 2, 8, 17, 18, 19, 20, and 21 to an amount of S=r 1497:5:11. Remaining within this, continuing to run unpaid, as can be seen at the foot of this debit, the amount of the warrant L: O: of April last past amounting to s=t 649:4:4. We hope hereby to have complied with the purpose of Your Right Honorable and Worships, and we have the honor to sign ourselves with all high esteem and respect. On this occasion, upon the proposal of the Honorable Director, it was approved and resolved to announce another public sale for the 19th of this month of the bar copper, spices, and further goods still on hand, in the hope that the same may have a better result than the one held in the previous month, as otherwise, on account of the stock of the said mineral, it will not be suitable to place a new requisition for it. 155 156 8 March 8 March Deliberation on the extract letters from the Gentlemen Masters. Answer prepared by the Honorable Director not inserting into the resolution the contract for 1787. such as those of Patna, being, along with the Resident's letter of the ultimo of the latter month, and the examination and recount thereof having yielded nothing to note, it was understood to approve and pass the same; while the memorandum is not to be found in the Hugli resolutions. Thereafter, upon the proposal of the Honorable Director, entering into deliberation over the contents of the extracts received this season from the highly respected letters of the Right Honorable Gentlemen Seventeen to Their High Mightinesses the Honorable High Indian Government dated 9 November 1789, in so far as such will not be dealt with under the deliberation to be held regarding the letters and annexes received from Their said High Mightinesses, there was produced and read by His Honor the answer already prepared to most of the paragraphs, including also those that concern the Director in particular or relate to reports and matters previously handled by His Honor in his separate letters, and subsequently, to satisfy the honored requisition of the Gentlemen Masters in § 216, Elucidation regarding the memorandum of contracting and allocation among the merchants, to give reasons why for the year 1787 the memorandum of contracting and allocation among the merchants was not inserted, there was shown to the meeting the unfinished and unconcluded allocation memorandum of the contract concluded with the merchants on 28 March 1787, which His Honor declared was at that time drawn up this far after the closing of the contract pursuant to the standing orders for that purpose, and subsequently remained so in order to be continued and put entirely in order when success would also have been achieved regarding the aurangs that were then still deficient, but that this did not take place, and the completed portion of this contract, for reasons discussed in detail by His Honor in the read answer, having had such an unfortunate outcome as is generally known, this document thus remained imperfect and was omitted as unnecessary, and that this forms the sole and real cause 158 8 March 8 March Decision to offer to the Gentlemen Masters a certain address and annexes submitted by the remaining attorneys of Mr. Ross. why the same was not produced in Council and inserted into the Resolutions according to constant custom; thus, upon the proposal of the Director, it was approved and resolved to make all this known in respectful answer to that paragraph, and at His Honor's express desire to declare that the members of the meeting, man for man, are convinced that this unfinished allocation memorandum was indeed arranged in such manner at that time, since the antiquity of the paper and handwriting demonstrates this most clearly. Subsequently, the Honorable Director produced an address submitted by the Junior Merchant Johan Carel Lodewijk Polume and the Bookkeeper and First Sworn Clerk at the Secretariat Teunis van den Broeck, as remaining attorneys of the former Director Johannes Matthias Ross, together with two annexes attached thereto, whereby the same, in order to remove the unfavorable opinion which Their Right Worshipfuls according to the 247th paragraph of the said missive seem to hold regarding them, give an account of the circumstances that took place at the departure of the said Mr. Ross, which they declare upon their word to be the true and simple state of affairs, with the request that the same may be offered to Their Right Worshipfuls in answer to the said paragraph, accompanied by their humble prayer that it may please Their Honors to take what is dealt with therein into favorable consideration, in which case they do not doubt but that Their well-known justice and generosity will not only acquit them of unfaithfulness but also restore them to that favor and that trust which they believe themselves not unworthy of; thus, out of conviction that these persons, both in the account regarding their administration and accounting of the left-behind affairs of their said principal as the same was previously sworn to by them, as well as in the present

Neglected settlement with the merchants mentioned under section 254. were released from their suretyship by Their High Mightinesses' letter to this ministry dated 31st December 1788, and it having already previously been declared under oath by his attorneys and further stated in a petition submitted yesterday that they have nothing in hand belonging to their principal, but on the contrary that they, or properly speaking one of them, are considerably in advance on his behalf, and it is not known that anything of his has remained behind or is in the possession of anyone else. Their High Noble Excellencies having pleased, in section 24, to order that the memoranda concerning delivered linens, required under section 253 of the aforesaid General Home Letter, be presented to Their Right Honorable Excellencies, with a recommendation to employ greater accuracy and activity in the future in drawing up and transmitting the customary papers, and to oblige whoever is charged with this task to do so; it was accordingly agreed to record to that end that the Honorable Director has already issued orders for the preparation of those papers, and that, the Head Administrator of that time having since passed away, no reason can be given as to why they were not drawn up and sent at that time, or upon the dispatch of the goods. 176 9th March 9th March In what manner the order of Their High Excellencies regarding the required elucidation has been satisfied by Mr. Ross in this respect, it being declared that the advance provision of gunnies, required for the saltpeter which they thought they would receive from the English Government in the year 1785, was actually made by him and the delivery also took place, but that the receipt of the saltpeter having had no effect, the same remained stored in the warehouses in the Company's lodge until the following year and was then handed over by him in kind to his successor, the junior merchant Domburgh, while he in the meantime, and while those goods were in kind in the warehouses, restituted the outstanding balance of his account, by which he could not have been credited for the same, because such does not take place earlier than at the dispatch of the merchandise for which the packaging is consumed; furthermore, concerning the linens of fr: 20000:-:- of the monies advanced to him by the then Patna chief, the Honorable Cornelis van Citters, Nevenaudsr currently also being here, it being testified that those monies received back were actually employed for the dispatch of the saltpeter and further expenses just as was allotted at that time from Patna, and that he considered himself fortunate to have been able to recover them then, because otherwise everything would have had to come to a standstill, by which he believes that even greater disadvantages would have been caused. The aforesaid Their High Excellencies in § 31 of that missive also still holding forth the remark made by the Gentlemen Directors at the 265th paragraph regarding the elucidations given by the Honorable Director concerning the conduct of the former Director Ross in confidence that the restitution made by the Supplier... so it has been approved and understood to set down this one and the other in answer to the said paragraphs of the Homeland missive and to leave, with respect, to the disposition of the Honorable High Indian Government whether the reimbursement of the interests ought to take place or not. 177 178 In order to satisfy the desire of Their High Excellencies in that regard, namely that the Council in general ought to examine those points and give the requested elucidation thereon as required, an extract from His Honor's separate missive written to the Honorable High Indian Government dated 31st March 1787, beginning with § 30 and ending with § 65, was presented to the meeting by His Honor in that regard, at the same time upon the offering complaining about such open signs of distrust and submitting for consideration how much this must disgust anyone who has honor and ambition for the service of the Company; after which the Lord Director retired from the meeting hall in order to give the members full freedom for deliberation, who thereupon among themselves resumed the said extract with all the attention and attentiveness that was required in a matter to which the High Rulers attach so much importance, and after having read and considered 9th March the contents written therein, it was declared head for head by them, all of whom, with the exception of the Equippage Master Levien, were under the administration of Director Ross in Bengal, that in so far as the actions of the said Director Ross regarding the three points mentioned therein are known to them, the same are described in those reports truthfully and with sincerity; that consequently they also could not have given any further or greater clarifications in that regard if such had been demanded of them at the time when the Honorable Lord Director was pleased to take upon himself to supply the required elucidation on those points to Their High Excellencies in his separate letter, and finally that also now, to their knowledge, to satisfy the honored requisition of the Honorable High Respectable Gentlemen Masters, nothing can be added to those reports which could lend them any further light. Sparen. — Having come to the meeting, it was subsequently approved and understood to let all of this serve as a respectful reply to the said 2655, and, upon the express desire of His Honour, to attach the read extract as an annex thereto, as proof that it corresponds with the letter from which it was extracted. - Under the main section of the letters from the Honourable High Indian Government, it being noted at Section 32 of the formal resolution that the failure of the ship 't Spaarne to arrive with the remaining description has again caused the business concerning Bengal to be postponed until 27th September, when that ship had not yet arrived, which Their High Excellencies attribute to its late dispatch, therefore also recommending further and earnestly not to detain the last ship beyond the specified time for justification; it was approved and understood to represent in that regard, with all due respect, that every possible effort is constantly made to get the ships away as early as feasible and at the appointed time, but now for years in succession, due to one or another arising circumstance, among which the late arrival of some must also be counted, one has been so unfortunate as never to have succeeded in this; that the Spaarne in the previous year only reached the Ganges in the middle of February, then had to be brought up to Volthee, unloaded, surveyed, and repaired of the defects found, which included the making and setting in of a new mast, with all of which, due to the distant location of that roadstead, much time had to elapse, as well as with reloading, so that it was by no means possible to have it brought into readiness before or on the ultimate fixed departure day, being the 20th March; that subsequently having been dispatched from here on the 9th April and having reached the sea on the 17th, according to the pilot's testimony with a favourable opportunity, one entertained hope that it would still make a reasonable voyage and arrive at the headquarters in good time, but that, when it was thought that the voyage was already half completed, one had to hear with regret and unexpectedly how, after having been at sea for about a month, it had returned inside, which the Master of Equipage believed could well have been avoided, as it appeared to him from the logbook that when that vessel happened to lose its rigging, it had already progressed so far that according to reckoning it was positioned 39 miles East by South and East-Southeast from the southernmost part of the Great Andamans, and thus in his judgment could better have steered for Malacca than return to this river to repair the suffered damage. - All of which, it is hoped, will be taken into consideration by Their High Excellencies, and this meeting thus favourably acquitted of any neglect of duty in the late dispatch of that vessel. - On this occasion, discussion also being held regarding the departure of the bark De Voorzigtigheid, which has been brought up to this lodge for convenience and to save costs in unloading and loading, and it being noted by the Honourable Lord Director that it will again not be possible to dispatch the same on the appointed day, or the 20th of this month, because the opium bought at Calcutta at public auction (which was held on the 28th February) did not arrive here earlier than yesterday, and several days must still elapse before the same will be properly reweighed, examined, and packed in bales; that, however, all proper expedition and speed will be made with everything, and that vessel, as soon as the opium and linens are loaded and it is further fully stowed with gunny sacks, can provisionally drift down the river, and in the meantime while that is underway, the remaining missing papers can be prepared and sent after it, which latter His Honour believed can take place by the 25th of this month, when it will be only five days later than the orders specify for the ultimate departure day; it was, according to the well-mentioned His Honour's proposal thereto, approved and understood to cause the said bark to drift down as soon as the opium and the rest shall be loaded, and the dispatch of the papers from here 181 182 9th March 9th March Planned measures for a speedy dispatch of the Voorzigtigheid day

Since by § 22 of the aforementioned letter of 2nd July 1790 Their High Nobilities ordered that, as the delivery of sailcloth for the ship Straalen was only done in the rough, it could thus not be verified at the Capital whether the provision thereof complied with the orders, an investigation should be made here regarding this matter and the necessary elucidation given, the Sea Captain and Master of Equipage Pieter Levien produced to that end the following: Specific account which, after reconsideration, being judged to satisfy the requirement of the Noble High Indies Government, it was decided to set this down in respectful reply thereto. The said Noble High Indies Government having stated in § 63 of the previously mentioned formal reply that it would be agreeable if, beyond the 300 chests of Opium ceded to us by the English, another 300 chests could be secured at the auction in Calcutta and delivered to Their Honors, it was decided to note regarding this that, according to the communication of the Honorable Director, the Honorable Chief Administrator went to Calcutta in person for that purpose and purchased 243 chests of that juice at f 577:-.- on average per chest, lack of money not having permitted a larger purchase. Regarding the authorization cited in § 64 given by separate letter to the Honorable Director of 6th July of last year for the collection of as much saltpetre as can be shipped, unless private Englishmen could be encouraged to deliver it at the price determined by that letter, it was decided to note that the available shipping opportunity did not permit a larger shipment than 3000 bags, which, according to previous resolutions, were received from the English at Patna; and that according to communication from the said Honorable Director, His Honor has as much as possible encouraged private Englishmen to transport saltpetre to Batavia at 7 to 7½ rixdollars the picul, but that the great employment of ships by the English Government for the transport of an enormous quantity of rice to Madras and Bombay, as well as horses, cattle, and all kinds of war necessities to Coromandel, is certainly the principal reason that only a few have gone. 187 188 9th March 9th March Demonstration of the impossibility of complying with the order concerning the spices purchased here by foreign nations. In what manner the form of admonition was read aloud. The order regarding the employment of private clerks will be followed, and the amount disbursed for it by Eilbracht refunded. in the Council of the Indies on 2nd September 1790, and an annexed model of how that work ought to be handled now having been received among the appendices, it was agreed—since through this, as well as through the retrenchment plan that is shortly to be introduced here, what the said Committee has already carried out in this matter is rendered null and useless—to instruct the same to take that work in hand anew and to bring it to a conclusion with all possible dispatch, according to the lesser scope of the Directorate. Under the main heading of Foreign Nations at section 115, Their High Noble Excellencies having recommended to ascertain and report, if possible, what quantities of spices foreign nations, especially North Americans, have purchased here and exported in recent years, with a specification of the sorts thereof and the prices that were paid for them; it was agreed to reply respectfully thereto that such is utterly impossible here, because foreign Europeans rarely attend our auctions, but rather many native Calcutta merchants come, which latter buy for themselves or, if they do so on commission, nevertheless always have everything registered under their own or other Bengali names, so that one does not get to know for whom the purchase actually takes place. According to section 120, Their High Noble Excellencies having been pleased to approve for this time that the former Trade Bookkeeper Eilbracht, for want of scribes, took three private clerks into service, with the remark that he should not have proceeded to do so without the authorization of this assembly; it was agreed to let this remark serve for instruction, and to have the 540 florins disbursed for that purpose by Mr. Eilbracht refunded. Together with an extract from the minutes of the resolution in the Council of the Indies on 20th October 1789, there was also received here the form of admonition as it was read aloud to the Company's servants in the assembly of Their High Noble Excellencies, pursuant to the instruction of the Lords Masters by secret missive to the High Government of 15th December 1788, which form was sent hither for instruction as to how this was handled at the main capital; thus, upon the proposal of the Noble Director, it was approved and agreed to summon all the Company's servants to the assembly at the next session—excluding the junior clerks and minor staff who have no custody or administration of the Company's goods and monies—and according to that form to administer that admonition and warning. 189 190 9th March 9th March Arrangements devised concerning the introduction of the order regarding the paraph and taking in of the stamped papers. The report on the completed examination of the Directorate Journal inserted. for the benefit of the institution established at the capital for the clerks, it is, upon the proposal of the Honorable Director, approved and resolved to entrust this to the merchants Adrianus Gerardus Kraajenhoff and Lodewijk Reael de Bas: It is also, upon the aforementioned proposal, approved and resolved to demand from the Sea Captain and Master of the Equipage, Pieter Levien, what was circularly ordained by extract from the frequently mentioned minutes of 21 June 1790, namely to provide a detailed report regarding the various timbers available here in this country, for what purpose the same can serve or are employed, and how much they cost, along with the dispatch to the capital of samples of the different types. Yet another extract from the aforementioned minutes of 27 July 1790, circularly ordering, when requisitioning medicines, to note the number of persons for whom they are requisitioned, it is resolved to note in this regard that this order cannot be made applicable to Bengal, as the chief surgeon here must pay for the medicines and does not receive them on the Company's behalf. The business concerning the aforementioned letters and papers having ended herewith, the report submitted by the members of the meeting, the Sea Captain and Master of the Equipage Pieter Levien and the Merchant and Warehouse Master Lodewijk Reael de Bas, regarding the completed examination of the Directorate Journal of the year 1789/90 was finally resumed, reading as follows. Upon comparing the just-mentioned books against the Main Journal, all accounts have been properly entered and no discrepancies reveal themselves, on account of which there is nothing to remark. Aarenoodsz, who, with the prior knowledge of the Noble Lord Director, is currently present here, having been introduced into the assembly and having been assigned a seat to the right hand of the aforementioned his Honour according to his rank; it was accordingly agreed thereafter to keep this record thereof. Findings of the Deficits and Defects on the discharged Cargo of the recently arrived Company's Bark De Voorzigtigheid, according to the Invoice dated Batavia in the Castle the 28th Octbr: 1790 and the Reports to be mentioned, namely: In the Great Treasury: Have been received by the undersigned in the presence of the ordinary Commissioners according to their Report: the Seven Hundred Bars of silver bars sent over in chests. In the Trade Warehouses: According to the report of the Administrator of the same, in the presence of the ordinary Commissioners and in the presence of the Commander of the abovementioned Bark, the following goods: 40 chests of Nutmegs sprinkled with Cloves, which, having been reweighed by the Judicial Members de Masse and van Amelungzen, were found to weigh too little by 231 lb Gross and 214½ lb Net. 8 bundles of Mace, on whose Gross weight 57 lb was found to be deficient; the Memoranda of the Gross weight at Batavia, which are usually annexed to the Invoice, were not sent over this time and during the delivery with the Agatha, yet they were marked on the chests. The valiant gentlemen Harmanus Peter Merk, Captain Lieutenant at sea, commanding the bark De Voorzigtigheid lying at anchor before this Lodge, and Dirk van Someren, Second Lieutenant on the said vessel, Who, having found an extraordinary underweight of 214½ lb. upon the delivery of the spices brought here with the aforesaid bark, declared for the truth: That the chests, such as they received and loaded them at Batavia, remained in good condition and were delivered by them without the slightest damage or breakage being discovered on them; That their contents must therefore correspond in every part with what was received at Batavia, not counting the usual drying-in, and that we, the declarants, can give no other reason for this extraordinary underweight than That, namely, when handling the chests of nutmegs on board, they discovered that a considerable quantity of dust fell from their seams, to such an extent even that during the weighing of the aforesaid chests to the commissioners sent on board for their collection, the scale pans were as if covered with it; That we, the declarants, gathered a good deal of this dust and kept it for their justification, which, during the passing of this document, they showed to the sworn clerk and witnesses, affirming that this is the very dust that fell from the chests and was gathered by them in the manner aforesaid; That from this it appears that an extraordinary mite infestation must have taken place among the aforementioned spices, and that this must therefore be the cause of the aforesaid underweight; Ending herewith their declaration, which they affirmed to contain the pure truth, and to be ready at all times, if required, to confirm it with a solemn oath. Thus done at Hougly in Bengale, in the presence of this; taking into consideration that these nutmegs have indeed been in a very mite-eaten state, and the loss of the dust described in that declaration naturally had to reduce their weight, together with the fact that the spoiled cloth was in the crate No. 201, which, according to what was noted on the invoice received from it at the main office, was packed with the omission of the lead with which it was lined on the inside, and upon arrival here was found to have burst open, certainly caused by the swelling of the cloth which, by some accident or other, must have become damp or packed wet therein, for which reasons the officers also seem to bear no blame for this underweight and spoilage; however, since the orders concerning this dictate positively to charge them for it, it has been approved and understood by disposition upon the said management, together and each individually for their discharge and for the defense of the resolution to take the same into consideration there and upon deliberation of both matters, Harmanus Bloemink and Daniel Anthonij Overbeek, clerks, as witnesses.
