Presenting our persons to the attention of Your Right Honors with all humility, and this with few satisfactory examples that we found. Section 172. Expenses caused by carelessness or self-interest, which at times are found out of ignorance, at times out of mistaken notions in the bookkeeping of one thing or another, and give a superficial appearance of overly generous provisions, will further reveal themselves not to be such when they are gathered together under their proper headings, rather than being written off under other accounts. This Your Right Honors will especially perceive in that which has put the account of the Native Regents in arrears, which could partly have been written off under extraordinary expenses of travel and war, or the gift account, if the bookkeepers had not, for reasons stated in the justification, placed this on the account of the Regents. Section 173. The alterations that are found here and there in provisions which were not made previously, but which now, upon the reoccupation, had to be made according to the circumstances of the times, we hope Your Right Honors will view in this light, as having acted out of the best intentions to arrange everything for the good and for the preservation of the Company's precious effects and servants. It would be all the more painful to us if we were to be regarded in this matter as having erred and exceeded the regulations, and on that account might be constrained to some compensation for damages. Section 174. For, believing to have acted as we thought became honorable servants and as the circumstances of the times required, the reproached errors will, if they are so found in the first financial year, also be found in the 4 subsequent financial years, and thus any compensation that would have to be made in this first financial year would take place for 5 years. Section 175. This, Right Honorable and Highly Esteemed Sirs, if we may express ourselves with respect (for it touches the private purse of the humble first signer, who has treated and caused to be provided for reasons pertaining to the common service), would never have happened had the departed Gentleman Visitateur-General better observed his duty. Section 176. The trade books of the year 1785/1786 were sent towards Batavia in the month [illegible] and arrived there. Section 177. Then the Gentleman Visitateur-General had ample 4 months' time to examine them until the ship departed. After the ship, the pinnace departed much later [illegible] if we may express it with respectful humility, that had he only spent two months examining these books in the first place, because they contain the establishment of a new trading post, and one could have seen therein where the servants departed from the previous rule, and whether there were reasonable grounds for it or not; in which case the first finding would directly have been a basis for the peace of mind of the servants, but that in the first financial year on some articles, such as in the provision of round and hospital tallow candles and lamp oil, which were so employed and enjoyed by no private individual, also [illegible] the restitution of that which remains for the first bookkeeper, who according to his best judgment [illegible]. 119 his honored family and the precious interests of the Company's interests. Thus, if now one thing or another should displease, then it is not to be reproached to us alone, and it would be an immense burden if we were obliged to compensate for 5 years what, according to Your High Nobilities' higher and wiser insight, should have been handled differently in the first financial year; which, if it had been pointed out to us, could have been omitted or rectified by us directly in the second financial year. Paragraph 124. But as we must now in this matter first await Your High Nobilities' further superior resolution upon the transmitted reply to the findings, we shall bring the interests of the Honored Company to the attention of the aforementioned gentleman Visitor General; the necessary orders having been given so that a higher disposition could have been made thereon, which was not clearly enough followed up, since we are only now receiving the findings. A provisional [illegible] was made, with His very same noble generosity to pass over, to implore the Almighty His rich blessings upon Your Right Honorables, His most honored Family, and the precious interests of the Honorable Company. We present our persons to the attention of Your Right Honorables with all humility and bring this to your notice, of which we however provisionally make [illegible]. Section 130. The humble First Signer, having been so fortunate as to give His most same some satisfaction with the Considerations drawn up by him and sent to Your Right Honorables on 22 December 1789 concerning the condition and prospects of the trade and the advantage of the Company here; and having not been able at that time, for lack of further time, to complete that Memorial entirely, takes the liberty herewith to present to Your Right Honorables a further Addition to the intended Considerations belonging thereto, which will provide Your Right Honorables with a detailed and speculative calculation on everything at hand, arranged however solely according to the present poor condition of this coast, and the slight prospect of actual improvement thereof as long as Pulo Penang remains in existence. Section 131. And as the proposals made therein are not burdensome, and as the humble First Signer flatters himself, are in all parts arranged as they can be chosen in accordance with the interest of the highly respected Lords and Masters, as well as with regard to the security of their effects here; so the same humbly requests Your Right Honorables that it may graciously please Your Right Honorables to hold us obliged in this to make some mention of a provisional disposition concerning the servants disturbed by the same and rested in their proposals with regard to such articles as can be done, to take provisionally some high disposition, so that the affairs here may proceed, and this coast be reduced to the diminished scale which can contribute much to the reduction of costs. Section 132. The Pay Books of the year 1788/1789, having been put in order by the Pay Bookkeeper van Bessell, as he flatters himself that they ought to be, are now sent over to Batavia, accompanied by a report regarding such entries of which he has not been able to obtain further clarification. Section 133. While the humble First Signer takes the liberty to bring also under Your Right Honorables' notice in this matter, that if any improper issues should be discovered in them, that some improper issues have occurred, the Honorable Heemskerk, under whose administration such occurred, and that it may graciously please Your Right Honorables to consider, that firstly the humble First Signer has not had the least connection or direction therein, and that secondly the errors that might occur in the compilation of the pay books are not to be imputed to him, but to that person who had the charge of them, namely the former bookkeeper Jan van Heemskerk, who was the first compiler of these books; and if there should be anything due on that account, such should be charged to his deceased account, which is more than a year's salary ahead. Also the pay books are being sent, Cornelia Adriana here, would be 19504 9/90, the last book for which the same have been set on the requisition. We submit this with all humility to Your High Noble Honors, praying to the Ruler of all, through His gracious blessings upon Your High Noble Honors, Your highly esteemed family, and the precious interests of the Honorable Company. Commending our persons to the attention of Your High Noble Honors for further high decision, which remains humbly deferred. Paragraph 134. With the pay books of the latest financial year 1783/4 also being transferred from the year 1789/90, we must humbly bring to the attention of Your High Noble Honors the continuous complaints of the military personnel who were detained here from the small vessel the Cornelia Adriana, which was destined for Timor. Paragraph 135. The accounts of these people were sent to Timor with another vessel, and have not yet returned, so that for two years now these detained soldiers from the ship the Cornelia Adriana have been able to enjoy nothing, except for the small amount that may be paid out to a debt collector, which falls very short for a soldier who already has a meager income, giving much occasion for murmuring and far-reaching insolence, while their accounts, as we have almost certain indications, were sent to Timor so that the others receive good monthly pay. Paragraph 136. It is for this reason that we humbly implore Your High Noble Honors' high orders for these people, that their pay accounts may be delivered to them, or, in case they should not yet have arrived in Batavia, a humble request that we may receive high authorization to provide them with such an advance as could be found appropriate according to their status in Batavia, which should be properly provided to them by the Honorable Company. Paragraph 137. We now take the liberty herewith to present to Your High Noble Honors the requisition of necessities and merchandise for this coast, for the favorable fulfillment of which we humbly petition Your High Noble Honors. The sulfur in such manner, clearance of the cash box, done this morning, the papers to close it. When one brother fares better than another, it already awakens jealousy and begets manslaughter; what jealousy then does it not awaken when one place or one lineage is more prosperous than another? It is impossible in this to describe the true nature and disposition of the character of these people; let it suffice that it is all attributable to the whimsical and unreasoning heart of the 13 Cottas.
