Pursuant to Your Honor's further, highly esteemed order by letter of the 18th of this month, I informed the Sultan of Indrapoura that the Governor and Council of Bencoolen had informed Your Honor in reply: That it was by no means their intention to encourage or protect any of those people who had defected from Indrapoura to English territory to remain over there; and that the Sultan of Indrapoura was indeed permitted to make every effort to persuade those people to return. But that, on the other hand, they also requested that the Sultan of Indrapoura likewise observe the exact same conduct regarding such persons who, during that same period, had left English territory and placed themselves under his protection again. And I further earnestly admonished him to let this notice given to him serve for his strict compliance, having furthermore, pursuant to Your Honor's highly esteemed order, once again and repeatedly recommended to him that he should by no means fail to reassure his subjects currently still residing on English territory that, upon their return, they would suffer not the least trouble or vexation from him on account of their departure from his country, since this was the only and best means to encourage those people to return quickly. Whether the admonitions and instructions already given by him to that end have been complied with and have taken effect, he has not yet reported to me; but he did state that in about a month or so he would come here, and then at the same time present to Your Honor a person entitled to succeed the deceased Mangkubumi, which presumably will also be the contents of his letter to Your Honor enclosed herewith. Recommending our persons to the attention of I am directed by the Deputy Governor and the Council of Fort Marlbro under date the 23d June to communicate to you that it is not their intention to encourage or protect the subjects of the Sultan of Indrapoura who have run into these districts during the late troubles between the young Sultan of Moco Moco and the Sultan of Indrapoura, but that they have free permission to return to their country, and the Sultan of Indrapoura is at liberty to use his best endeavors to prevail on them to return; but at the same time the Governor and Council expect the same treatment from him in regard to such inhabitants of this country who have now settled in his districts under his protection. I do not doubt that, on account of the friendship in which both the Companies presently stand, you will be very readily inclined to comply with this just claim. Prudence Sir, Having seen by your letter dated 13 May that you could not understand it because you had no one who understood the Dutch language, I have the honour to inform you hereby in French, as you requested me, of the matter it contained. It was, Sir, to reclaim subjects of the Dutch Company who were born in Indrapoera and who retreated to Mocco Mocco during the recent troubles with Radja Moeda. The Sultan of Indrapoera addressed himself to me and informed me that Chiefs as well as common Malays had fled from his land out of fear of Radja Moeda, and that all these people are presently staying in the territories of Mocco Mocco. It is for this reason, Sir, that I find myself obliged to reclaim all these people and to ask you to order them to return as quickly as possible to the land of their birth and to the protection of their sovereign, the Dutch Company. I do not doubt, Sir, that you find this reclamation very just, and that you will have the kindness to comply with it in accordance with the mutual harmony that has always been observed until now. You may assure those people that they have nothing to fear and that the Sultan has the order to accept them and not to punish them. Some time ago I wrote to Mr. Campbell, the Resident of Mocco Mocco, on the subject of a large quantity of subjects of the Dutch Company from their territories in Indrapoera who, during the troubles with Radja Moeda, had fled and taken refuge in the territories of Mocco Mocco, reclaiming those people and asking Mr. Campbell to be so kind as to send them back to their native country which they had left. Thereupon, Mr. Campbell replied to me that although he wished to satisfy me, it was beyond his power, and that he was obliged first to request your orders in this matter. It is for this reason, Gentlemen, that I now take the liberty of sending this letter to you to ask you to kindly give that order to Mr. Campbell, flattering myself that you will find very just the reclamation that I made therein, and that you will not refuse to return the people who only fled for fear of war and the devastation that Radja Moeda had brought to their native country. The reason that, in this reclamation, I first addressed myself to Mr. Campbell and not directly to you is because Mr. Campbell had previously written to me several times regarding the affairs and troubles that the English Company had with Radja Moeda, which led me to suppose that he had sufficient power to arrange this, not believing that the matter was of such great consequence. Being now informed by him to the contrary, I cannot fail to make my address herein to you, awaiting your obliging reply, and being with great esteem, Sir, Gentlemen. [illegible] to deign to bypass the Almighty's merciful blessings upon Your High Noblenesses, His Highest Honored Family, and the precious interests of the [illegible], yet an economically sound calculation of burdens and profits, both to encourage the highly respected Lords and Masters to manage the extreme step toward a sorrowful hardship for the poor Christian residents here, and also to be able to reassure themselves that the fatherly Heart—which is beseeched of them through the continuation of a small assessment here—will not find itself burdened with great costs, which in other cases the obligation, which Your High Noble and Right Honorables presently acknowledge to have toward all worthy Dutch residents, would demand of them to avoid. In this condition then, High Noble and Right Honorable Lords, I take the liberty to attach this humble writing, partly as a petition for Padang's residents, and partly as an enlargement of the Considerations submitted by me in the past year on the 22nd of December. Paragraph 302. The principal matter that I shall seek to demonstrate herein will consist: First, in a project for a firmly defined and regulated trade, such as could be maintained on good grounds, so that the same, though repeatedly languishing, may yet be sustained, with an indication of the profits that are to be expected from such a trade, as well as the grounds upon which one might flatter oneself with the possibility of this trade. Secondly, in a distribution of the burdens that will provisionally be required for the maintenance of such a trade, accompanied by the indication of a slight increase and considerable reduction thereof in comparison with the assessment as it presently is. In this situation then, High Noble and Honorable Gentlemen, I take the liberty to attach this modest draft partly as a petition for the Padang residents, and partly as an elaboration on the documents submitted by me in the past year, dated 22 December. The principal matter that I shall demonstrate in this shall consist: Firstly, in a project for a limited and regulated trade that could be maintained on good grounds, even though currently languishing, with an indication of what is to be expected from such trade, as well as the grounds upon which one could rely for the possibility of this trade. even at the main office in Batavia, for lack of unloading vessels, the so-called tjunias were hired for this purpose, and under all the circumstances in which the Company might resolve to maintain this coast, but which must have as their basis the most economical household and the least trouble, while losing sight of splendor a little, I therefore judge that for this reason one can currently manage with one pantjallang and a pair of parmaijangs to do what is necessary for the unloading of the ship, and that the use for which one might otherwise often need the pantjallang may provisionally be disregarded. Such a parmaijang, when the humble subscriber was still at Batavia, when new cost about 300 Rd s or slightly more. The maintenance of such a parmaijang, for a pair of good anchor ropes of black coir, an iron grapnel, straw sails, an attap roof made upon it, calking, and greasing, will at most amount to 3 to 40:0 ƒ in a year.
