Extract of the Homeland General Dispatch written by the Honorable, Highly Esteemed Gentlemen Seventeen from the Homeland to Their Right Excellencies the Governor-General and the Council of the Indies in Batavia, dated Amsterdam, December 11, 1790, containing the matter of Sumatra's West Coast. Section 208. Concerning the West Coast of Sumatra, noting beforehand that the copies of the letters written by the employees to you have not been received from there, and that they should therefore be ordered to exercise more attentiveness in this regard in the future. We must in this matter with all respect bring under the attention of Your Right Excellencies, that after the departure of the Company ship from this Coast, which is ordinarily the last that returns towards Batavia, there is no longer any opportunity to send any letters to Batavia, and thus the copies that could not possibly all be made at the departure of the ship of all required papers, cannot be sent earlier than the following year, and in which we have up to today never been in default. We furthermore gather from your reply to our remarks made in the year 1787 regarding the required retrenchments and reduction of the establishment on this Coast, that however much you say to have persisted in the plan of an economical administration there, and therefore also have not permitted the proposal of the employees to erect expensive fortifications, it is nevertheless far from having answered our manifested desire that the arrangement would be made such that the Company would not suffer any loss thereby; for although the profits in the financial year 1786/7, compared to those of 1785/6, did indeed increase by f 19,429:7:-, on the other hand the expenses were also f 21,061:14:8 more, and the office on its own went backward by f 81,9120:5:-, being f 1,632:5:8 more than the year before. You say indeed that the same have very well considered that the Company ought not to reside here with damage and loss, and also believe that if the expenses could be kept at 40 to 50,000 guilders, and if you were enabled, through the provision of gold here for the collection of textiles in Coromandel, to satisfy the requirement of Padang from direct collection, this office could become advantageous for the Company. Yet meanwhile the expenses in 1786/7 have already risen to circa f 60,000, and the Company has in that year and the previous one taken together lost f 3,608 thereby, without counting the expenses of the ships that brought the provisions and collected the products, which expenses surely could not have been made good by the advance on the products. Section 209. The expenses have thus already amounted to much more than the amount specified by you that the same should only run to if the Company were to enjoy any benefit from this establishment. If we now take into consideration that this office in former times used to serve before they were sent back towards Batavia for another repair, as then serves as immediate proof of this the prepared finding of the year 1787/8, which shows that the expenses in that financial year amounted to no more than f 4,736:15:8. 5. And although the expenses in the first three financial years, for the reasons already frequently brought before the eyes of Your Right Excellencies, must have surmounted the profits. 6. We nevertheless dare, although we cannot substantiate this with certainty since the trade books of the last two financial years have not yet been completed, state here with much certainty that with regard to the costs that fall here, the Coast in the last three financial years has made some progress, which could contribute to some alleviation of what was consumed in deficit during the first three financial years. 7. While the manner of maintaining this establishment, with only some necessary changes made according to circumstances of time, has always been determined as inexpensively as was fixed for it in the plan of the Right Honorable, Valiant Gentleman Johannes Siberg. 8. And since in the past year a pantjallang and a lighter were sent back by us towards Batavia, with a request to be excused from them from now on, and the office is thereby even more reduced and lessened by two vessels that otherwise were additionally fixed in the highly mentioned plan. Closing. Wishing to overlook with Your Right Excellencies' customary generous magnanimity the all-ruler's tender blessings over Your Right Excellencies, Your honored family, and the precious interests of the Company.

which in the course of years could never bear fruit, but on the contrary was always considered a burden, without it ever having been possible to make a profitable establishment out of it; that mercantile interests therefore do not warrant incurring expenses there, and that political interests do not require it either, as we have explained at large in our abovementioned missive of 21 December 1787. Then, we testify that in our present uncertain outlook we can find no compelling reason strong enough to deviate from the instructions given in our aforementioned letter, namely to regulate the expenditures of this establishment in such a manner that if the revenues of this office cannot exceed the expenses, they must at least equal each other; and that all arrangements which do not meet this standard must be abolished, in order to introduce instead the plan of the Councillor Extraordinary Siberg, insofar as it provides means to maintain this establishment in an inexpensive manner. § 210. And since we declared very earnestly in the aforementioned instruction that we did not come to that decision except after mature deliberation and consideration of all the circumstances that could be of any influence in this matter, and Your Honors have also brought forward no reasons why the maintenance should not be adjusted along the lines of the plan of Mr. Siberg, we also still persist in our previous order, with the responsibility that was attached to it at that time with respect to those who would not have properly cooperated in the compliance and execution of our orders given in that regard, who would be held accountable for the damages arising therefrom. We therefore expect to be informed at the first convenient opportunity of the effect which this instruction of ours will have had, and which reductions and abolitions of expenditures and burdens will have taken place as a consequence thereof. § 211. Not without displeasure do we see from the general report communicated to us by Your Honors that regarding this establishment the same negligence took place at Batavia as that about which we reflected under the matter of Palembang; namely, that to this coast too a pantjallang was sent without having been provided with a double hull, as a result of which that vessel soon had to be sent back to the main station to be repaired. It surprises us very much that, while the danger of worms in the rivers is so generally known, and the Master Shipwright should have taken care of this beforehand, Your Honors did not seriously reproach that servant for this negligence of his. 3/4. The pantjallangs sent afterwards having always been provided with a double hull. § 9. As also, by further reductions in their domestic expenses and allowances recommended by Your Right Noble, wherein one must console oneself as a servant, however hard it may fall, to still have to do without the meager means of subsistence that one already only receives. § 10. Thus it is natural that the expenses, both of this and of the following years, are still considerably reduced. § 11. Having, according to a rough calculation made, the expenses of this coast in the financial year 1793/94 amounted to no more than between 41000 and 43000 guilders. § 12. Truly, Right Noble and Right Honorable Sirs, may I, with all due respect, express myself thus: from a small amount thereof, 160 men, namely 50 servants and 25 slaves, alongside 1 pantjallang and 1 lighter, were maintained for six months, and the second pantjallang for a whole year, and from which was also paid the enclosing with a palisade of the Company garden done in that year, to the amount of 1641 guilders, 2 stivers, 8 penningen. § 13. We hope that this may serve as proof of our frugality, both to Your Right Nobles and to the highly respected Gentlemen and Masters. Section 212. The necessary spars and other timber for the repair of the small vessel the Cornelia Adriana, which had returned from an abortive voyage to Timor, as appears from Your Honors' already mentioned conclusion. § 15. Regarding the payment for the trade books of the year 1787/8, the first signatories have never failed to fulfill the office entrusted to them. Their debts of the year 1779/80 are unknown to the first signatories. Why the gentleman Visitor General found it necessary to claim the moneys for the prepared trade books remains unknown to us. To Their Right Excellencies, may it graciously please Your Excellencies, with that generosity so characteristic of Your Excellencies, to allow that which, in dutiful obedience, has already been paid into the treasury here for that purpose, to be received back again. Section 64. By Your Right Excellencies' highly respected letter of August 24 of the past year, Section 63, it was ordered that the first signatories determine the extent to which each should fairly participate in the payment for the two trade books drawn up at Batavia for the year 1787/8 and 1788/9. Section 65. Thus we have the honor to serve Your Right Excellencies with a humble reply thereto: that there has never been the least dispute between the two first signatories regarding this matter, but that both had agreed between themselves upon their first arrival here that each must bear the burdens of his own service, on the grounds that everyone is obliged to fulfill the office entrusted to him and whose title he bears. And if the trade bookkeeper, which capacity is assigned here to the second-in-command, does not find himself able to do his work and on that account must incur some expenses, the Chief incurs no less expense, given the weak state of the Company here, to purchase peace and quiet in the land, in which expenses the trade bookkeeper likewise does not participate. Section 66. It has also appeared to us that in the Trade Books drawn up at Batavia there have continued to run 11,250 pieces of Kopdaalders, and this under the name of Realen van Agten. Section 69. The transmitted Invoice of the hooker ship De Standvastigheijd, with which these monies were sent to us in the Year 1788, shows that we received no Spanish dollars but copper pieces. Section 70. The Grand Cash Book currently on hand among the Trade Papers of the Year 1787/1788 and 1788/1789 demonstrates that this coin species was already then disbursed at 60 stivers per piece, and for that reason ought to have been written off in the Books of that Year. Section 71. But this not having occurred, and the same now being given at 64 stivers. Section 72.
