Yet from the beginning this number has appeared large to me, as it truly is in comparison to this place, where so many posts must be garrisoned, and such heavy detachments must be placed on the cruising vessels that our garrison is always very weakened, just as today, while I write this, it consists of no more than 276 heads, of which 33 are still in the hospital and 5 are under dressing. Yet it seems to me, subject to favorable correction, that relative to Riouw no reduction can be found by enlisting residents among the garrison, since there are none other than Chinese, who are not suited to the profession of arms; however, in case of troubles, one can make useful use of this nation by employing them as assistants at the artillery, which has also always taken place here. Moreover, I see no difficulty in disposing of this product again at 14. - sps. without it lying unpurchased in the warehouses for two months. I have acted likewise with regard to the sulfur earth, which the prince must deliver at 12. - Sps per bhaar, and for which I stand surety that the Company can make a profit of at least 50 per cent without ever storing it in its warehouses. I hope that Your Right Noblenesses will be pleased favorably to approve this provisional agreement, which is fixed for the duration of only two years. that Your High Nobilities will suspect my veneration in this matter, but favorably permit me respectfully to reveal the reasons: which are, that I did not know to whose negligence this was to be ascribed, and upon whom the charge is incumbent: and indeed for the reason that I, more than has ever occurred, was not only personally present at the examination of those timbers, but also gave such orders that I could not and might not have thought that any defect whatsoever could have occurred therein. The measuring and examination is always performed by the master shipwright in the presence and under the supervision of the master of equipment and two commissioners expressly appointed for that purpose; however, I had additionally appointed three private individuals who were impartial and knowledgeable in woodwork, and in addition to this I requested the captain of the ship Noord Holland to inspect them as well, and further to issue orders on board his vessel that his officers, upon receipt, should keep a close watch that no timber whatsoever was received which had the slightest defect, but immediately to send such back to shore; which the said captain promised to comply with, and with regard to the first point, namely his own examination, he indeed fulfilled. Since all this has now occurred under my own eyes with so much accuracy, and on my part no delay could have been made in taking measures, Your High Nobilities will surely justify my embarrassment as to whom to charge for that amount. The more so because I am assured that no bad faith or deliberate omissions took place, indeed could not even have taken place, because a supplier of a rejected and genuinely worm-eaten mast can always obtain ample from private individuals what the Company pays him for a sound one of the same size. And although a mast timber is infected by worms, it is nevertheless not unusable, because a mast timber cannot have this defect throughout its entirety, and is thus employable as a yard or bowsprit. Yet far be it from me to assert and propose herewith to accept such for the Company. Worm-eating is a defect that does not exist in a mast timber at the felling, but infects it during the transit from Siac to Malacca, and especially if by one accident or another one must drag it somewhat in hauling it onto the shore, and one must let it lie low for a few days longer in the mud on the beach. However much I am convinced that the examination of those mast timbers this past year was done with all exactitude, far be it from me to cast suspicion through this assurance on the report given by the commander and chief master of equipment, but I even place full faith in their finding and report; nevertheless, I doubt whether those defects found were present on them here upon shipment. A broken and cracked mast timber can never be dispatched from here, because of the many eyes that supervise it and no one has any interest in it. However, it is very possible that upon receipt a broken or cracked mast timber is discovered, and especially of this kind, some of which are spars: which, if heavy mast timber happens to fall during loading, might easily break, without this being attributable to anyone's carelessness, since one cannot always handle an unwieldy piece of timber of such heaviness as one wishes. If, upon unloading the mast timbers at the island of Onrust, one is obliged to bring them into the water before they come ashore, and is sometimes prevented by business from hauling them directly onto dry land, a delay of a few days, if the trouble from shipworms there is as great as here, would be enough to be able to discover the worm in it; but, not knowing this, I shall not even make a conjecture about it. promise to do everything possible that might serve to clear the fairway in and around the Strait of Malacca; We solemnly testify to Your High Excellencies that, in order to comply with this, we have not unnecessarily kept a single Company vessel suitable for cruising idle in these roads, but have always dispatched the same wherever we believed it necessary that the Company's flag should be displayed. Although we have not completely succeeded in this according to our wishes, we nevertheless have reason to be content with the good outcome of the measures taken by us to occupy the area and prevent their predatory designs. If we had only had to be mindful of the annual pirates, we would perhaps have seen none, or at least no pirate vessels of any note, in this strait this year. However, a Sulu fleet of 67 heavily manned vessels, which is sometimes united but mostly divided under four princes who are their chiefs, has obliged us to pay the closest attention to their designs and movements. What we have done to thwart their evil intentions was partly brought to the notice of Your High Excellencies in our secret and separate letters of 13 September, 15 and 28 October, but we respectfully take the liberty, with regard to further actions, to report to Your High Excellencies, presenting the secret advices going over today and the letters exchanged in this regard with the Master of the Equipage, Jan Hendrik Meijer, to whom we entrusted the command of that cruising operation, that the Sulu pirates took all possible care to avoid encountering the Company's force, which was not difficult for them due to the layout of this strait. After the fruitless attempt made by them against the Company's garrison at Pera, they sailed to the north, and the Master of the Equipage, Meijer, deemed it proper not to follow them into uncertainty, so as not to expose the possession at Pera to the danger of being overrun if that rabble received intelligence of his departure and repaired thither in the meantime. Reports were subsequently received that most of their vessels, in pursuit of their predatory intentions, had proceeded to the far side of Poeloe Pinang in the neighborhood of Queda, and We, at our session of 1 September of the past year, as appears from our secret resolution of that day, took into serious consideration what we ought to do in this matter, and resolved that, however necessary the expulsion of these formidable pirates who inflict all kinds of damage on petty trade along this strait may be, it could nevertheless, in the present case, be of momentous consequence for the Company if the necessary measures were not framed with all circumspection, especially since, by a bad choice in this matter, one might in the consequences lose more with the Quedan, whose inflicted very great damage upon trade at that place, so that even a considerable force of theirs, on the night of 2 December last, landed on Poeloe Pinang, though out of range of the fort, and committed incursions and plundering against the most prominent inhabitants, whereby they caused great consternation among the inhabitants and halted all external trade; in consequence of which Governor Light found himself obliged to throw up several batteries and platforms, and at the same time to recall the ships and vessels that had departed with and under the command of Commodore Cornwallis to the Andaman Islands, just as the same have already actually arrived back there, though, as it is said, on account of sickness and deaths among their crews, which also agrees with the writing of the Master of the Equipage, Meijer, dated 15 January of this year. Further reports in this regard mention that the King of Queda is said to have engaged the Sulu pirates to enter into his service for the sum of 60000 Spanish Reals and to help him in pressing his claim which he has upon the English for the cession of Poeloe Pinang; this also appears to be certain, not only from the verbal accounts of Englishmen successively arriving here from that place, but also from a private letter sent by Governor Light to the first undersigned, in which that gentleman says that the King of Queda had engaged the Iranun pirates to try their fortune there: an extract of this letter we take the liberty to present to Your High Excellencies among the enclosures to this document.

whose conduct has always been peaceful and neutral with respect to the Company and her enemies, than could be gained by driving out the Solockers. For this reason, we judge it best provisionally to cease the pursuit of the Solockers in order not to become entangled in the disputes that Queda has with the English, and to order the Master of the Equippage to return hither, yet with orders to provide for the Perak garrison by leaving behind two vessels. Vide our letter of 22 January of the current year. Rumors, of lesser certainty however, report that the Siamese is assembling a considerable force of vessels at Singora in order, as that report states, to seek out Said Ali and punish him for the plundering committed by him at that place this past year. According to a report from the Malay Intje Kamies, who came from Pahan with his wife and children to fetch them and proceed to Salangoor, the Siamese are said to have reported this to the King of Trangano, adding that even if they intended to call at Trangano, the king nevertheless should not be dismayed and no harm would befall them, as punishing Said Ali was their sole intention. However, we feel we must think otherwise about this and maintain that it is more likely they wish to pay the long-threatened visit to Trangano, or if it is true that they are proceeding to these straits with such a considerable force, it will be to join their power to that of Queda, which prince is a vassal of, and whose realm is tributary to, that of Siam, in order thus to assist the Quedan in pursuing his claim, which he seems to demand in earnest. Section 3. However much we are convinced that Trangano's old King not only harbors peace-loving sentiments with respect to himself, but that he also, as an old and discerning Prince whose counsel carries great weight with others due to his advancing years, genuinely seeks to prevent all estrangement, a polite and circumspect mistrust is nonetheless our most solemn duty, since we cannot doubt the authenticity of those rumors which assured us that this Prince had entered into a provisional Contract with the English Captain Glass on his voyage from Trangano to Bengal. If the said Captain were less destitute, and it depended solely on his conviction to satisfy the injured claimants in the case of Ong Bonghoea, we would consider ourselves obliged to take up this matter de novo; but this would presently be fruitless, and upon a judicial investigation it would be found to be a matter not easily untangled. Section 6. The destitute circumstances of the Riouw Captain Whoa have prevented us from being more exacting in settling his case against those interested in the estate of Ong Bonghoea, but the pretext of that Captain, as if that clerk had not been heard against him at Riouw, is a mere subterfuge, since those people were sent from here to Riouw for that purpose during the time of the late Resident Baumgarten; and since that person, namely the clerk, has since departed for Batavia, and he thus knows that one cannot confront them against him, he employs this pretext. Section 5. Radja Ali, who departed for Siantang to fetch his family, has been very ill there, which prevented his return; however, the first undersigned received a letter from that Prince a few days ago, wherein he gives notice of returning again shortly, whereupon we do not doubt that he will formally accede by a solemn act to the Contract concluded between the Company and the realm of Salangoor. To confront that Prince with a conduct so visibly deceitful as this in a resolute, unvarnished manner, and to add an implicit threat thereto, can be done very suitably upon his arrival here, and will be able to have more influence on him orally than by a letter, which, according to the custom of the country, is always read aloud upon receipt for the ears of every subject. Since the Prince would thereby be humiliated but made no more inclined to advance the Company's interest, we think it best provisionally to postpone this until the Prince's arrival here, when we can at the same time confer with him concerning the dispatch to Poeloe Pinang of the articles of the treaty drafted by the late Mr. De Bruin, as well as concerning the Contract itself.

Section 7. The present state of affairs on Riouw visibly requires that for now no change be made regarding the chiefs of the Chinese nation there, and it is undeniably best to let the same remain for a while under the administration of two chiefs, under a strict and fair supervision of the Resident, upon whose just and equitable ruling the certain decision of their domestic disputes will greatly depend. However, whether we shall ever succeed in making the number of the Eijmuiders sufficiently proportionate to that of the Cantongers, we doubt very much, because the number of the Eymuic Chinese, who are all traders and arrive on Riouw annually, does not, or by nothing worth mentioning, surpass that number which dies there in a year or returns again upon the departure of the junks. Section 8. Although the mutual disputes that formerly took place both between the chiefs and between the subordinates of both nations seem to have been decided to the satisfaction of both, and peace and mutual harmony exist among them on both sides, a discord has nevertheless arisen anew, which has broken out no less dangerously and far more excessively with regard to committed acts of violence, even to such an extent that the Resident, in order to prevent a bloodbath and to check the incited mob, had to lend a strong hand to the Cantongese inhabitants of the lower camp, who have been formally attacked up to two times by the mountain Chinese, or those who inland sustain themselves by boiling gambier, even so that at the first time the house of the Cantongese Captain Whoa was plundered, and at the second the aforementioned Captain had to take flight to the upper camp, or that of the Eijmuiders, which cost several persons their lives. What the actual reason is does not appear from the Resident's secret letter of 18 October; it even appears from his separate letter of 20 January sent to the first signatory that he does not yet know the reason for certain, since he writes: in order to discover the essential difference behind these disturbances, I am busy taking the necessary remedies and shall, after investigation made, render Your High Nobilities the most obedient report. The Prince of Trangano had everything ready in the month of October for his crossing, and one of Sultan Machmoet's grandees of the realm, Radja Indra Bongsoe, was to have accompanied His Highness hither; and although that Prince has not made known to us by a letter what the reason is that his crossing did not proceed, the reports regarding it are certain enough to establish that fear of both the Elanongers and the Siamese is the cause of it, since the rumors arriving at that time from Singora to Trangano report, as is said, that there were also 18 Soloc or Elanong vessels. obtained, along with several others, a leader who was quite as dangerous as Tjo Ahien, in the person of one Tjin Nio, surnamed Weeder. And although he did not show himself publicly at their head, and also still stayed in and around the camp, they nevertheless, as is firmly believed, on his advice attacked those of the Cantonese camp several times under the command of others, which cost many lives on both sides and also incited the Cantonese to retaliation. What our proposal to mediate this matter was, Your High Nobilities will have gathered from our secret letter of 16 December written to the Resident, in which we also ordered him to state to us the reasons from which these disputes originally arose. The Resident complied with this in a letter of 29 March last, and found that the root cause was a dispute over the boundary of the ladangs or plantations. And because Captain Whoa did not settle these disputes, concerning which several persons had presented themselves to him, indeed did not even ask the Resident for advice in this regard, and concealed the faults of many of his nation from the Resident, this dispute turned into hatred, and finally erupted one by one into tumultuous acts of violence that cost many their lives. The Resident, in the aforementioned letter, attributes the imprudent conduct of Captain Whoa to his ignorance and incapacity to direct affairs. Captain Whoa also acknowledges this himself, but blames it on his declining bodily strength and then sickly condition, which moved him to request his discharge as Captain, as he indeed did, but at the same time requested that his former services might be taken into consideration so that this would occur with preservation of his rank. The Resident, seeing that he, Whoa, was not capable of properly performing that service any further, provisionally granted him his retirement, and provisionally appointed Tan Bienko as Head over the entire nation. But he also proposed to us, because one person could not very well govern the entire nation, to appoint one or two Lieutenants from among the Cantonese to assist him. We then accepted the discharge of Whoa, and discharged him with preservation of his rank, provided it appeared that he, Whoa, had given no reason for this through vexatious conduct toward the rebellious populace, and that he was free of all extortion in that regard, and had merely erred out of ignorance. However, as to the Resident's request to appoint one or two Lieutenants from among the Cantonese to assist Tan Bienko, we could not approve this at all, as this would again give cause for dispute, because many of the Cantonese would bring their disputes solely for decision to the Lieutenant as being of their nation, and upon the death of Tan Bienko we would be obliged to appoint a Cantonese as Captain, which on Riouw has never been approved or practicable. Nevertheless, in consideration of the heavy work and trouble for one man as Head over so extensive a nation, we ordered the Resident to inquire carefully into the conduct and ability of one Iong Louanko, who was proposed and pointed out to us not only by trusted persons who know Riouw closely, but also by Batavian and Javanese anachodas, as practically the only man who in due time could replace Captain Tan Bienko. The report from the Resident in this regard having arrived, it was in accordance with the reports we had of him, which caused us to decide to appoint him as Lieutenant. Upon the assurance of the Resident that there were no accusations against Captain Whoa, we also granted the request of the said Captain. We hope that these our decisions, with which we solely intended the restoration of peace and harmony among that nation, being in accordance with the interest of the Company, will meet with Your High Nobilities' approval. 41 a Memorandum and the annexed Considerations on the requisitions of their Honors given by the First Signer, as are shown to be annexed according to the attached register, and brought to the table at our session today by the First Signer pursuant to the Resolution of this date. In order to make the execution of their Honors' weighty Commission as easy as possible for their Honors, we deemed it proper to give their Honors inspection of all successively exchanged letters, offering extracts thereof relative to that which their Honors might deem necessary for the accomplishment of the Commission, as we have indeed delivered the same. And because we were not certain whether their Honors might not first call at Riouw before their arrival here, we have, by a letter dated the 27th of October last, which we also have the honor to enclose herewith, attempted to give their Honors the necessary elucidation and copies of such articles as we could suppose related to Riouw's fortification works and the state of defense affairs, at the same time explaining the reasons that existed for the retention of that conquest, and further an order to the Resident to disclose everything to their Honors and provide the necessary clarification on one and the other. 80 However, as this has become superfluous through the arrival of their Honors here without having previously been to Riouw, we shall await their Honors' sentiment on the aforementioned points. The well-mentioned Gentlemen have delivered to us a plan or map of Malacca, being a copy of the survey and its dimensions made by Major de Reimer, but His Gallant Honor has not yet had time to form a plan of what should be constructed on Mount Bouquit China, but has disclosed his sentiment regarding this to the First Signer, whereby His Gallant Honor proposes a guardhouse provided with two points and a dry ditch around it, and is at the same time, as are we, of the opinion that the present work is too extensive, and thereby requires far more men for defense than can usually be spared here. We shall likewise await His Gallant Honor's plan to be formed regarding this and the orders of Your High Excellencies. Among the enclosures to the general dispatches received from Your High Excellencies per the Ystroom under date of the 28th of June and 23rd of September, having received the Extract from the general Dispatch dated the 11th of December 1790, we saw from the same that § 204 contains a strict order not to enter into any negotiations with Riouw's former ruler Sultan Machmoet and his grandees of the realm; we therefore resolved to make use of the presence of the Honorable Gentlemen Vaillant, Verheull, and Graevestein, and to request the First Signer to ask the necessary elucidation from their Honors in that regard, as to whether one should adhere to the literal sense of the aforementioned Extract, or rather to Your High Excellencies' qualification founded upon the basis of the First Signer's Separate Dispatch dated the 13th of September 1798 addressed to Your High Excellencies, of which the First Signer has delivered a copy with his letter written to their Honors in that regard. However, in reply to the Governor's request made in that regard, their Honors stated by Dispatch dated the 16th of December last that, although their Honors cannot express an opinion regarding what should or should not be done in this case, their Honors are of the opinion that Your High Excellencies sent the aforementioned Extract hither without thereby retracting His Supreme qualification given, and that the First Signer's positions contained in the aforementioned Separate letter of the 13th of September 1798 rest on good grounds and are well-reasoned. The First Signer, in his respectful secret letters of the 11th of September, communicated to Your High Excellencies the reasons for the departure of the cutter Java to Linga, adding the Instructions and the Report of Lieutenant Moerman in that regard, as well as a map of that Island made by that officer. Paragraph 22: Regarding the Württembergers, orders for their detention having now been given by Your High Noblenesses and the sepoys having already departed for Batavia, I have furthermore noted that Your High Noblenesses have decided to leave the timber forests of Wellerie untouched for another 15 years, and have issued the necessary orders for the conservation of those forests. The Right Honourable Governor-General and the Honourable Councillors of the Indies have received a letter for Brother, which Their Excellencies inform me is the reply to Brother's missive written to Their Excellencies on the 5th of the light of Djoemaddelachier in the year Djimawal 1717. I therefore have the pleasure of transmitting that letter herewith to Brother; not doubting that its contents will be agreeable to Your Highness in every respect, especially since I have ordered the Chief of the Roadstead, upon its delivery, to further solemnly assure Brother in the name of Their High Nobilities the Governor-General and the Councillors of the Indies that the respect and friendship of the Company towards Your Highness will remain constant and sincere, just as of old, and that Their High Nobilities will provide Brother with striking proof thereof on all forthcoming occasions. And since it will also appear to Brother from the aforementioned letter that Their High Nobilities are pleased to comply with the request and desire of Brother to obtain a wife from the Company, and also to provide a wife through the Company for Your Highness's two brothers, the Pangerangs Mangcoeboemie and Boemie Notto, I hereby kindly inform Brother that, in accordance with the authority of Their High Nobilities to make every possible effort to ensure that, in caring for Your Highness's well-being, the greatest possible satisfaction is brought to Brother, and likewise that the choice to be made for Your Highness's brothers may be to their greatest satisfaction, I have long considered how I might best respond to the trust placed in me by Brother; the result of which has been that in the eldest daughter of the Regent of Pamacassang, I hope to have found a worthy consort for Brother, since a very favourable report has been given to me concerning her personal qualities, stature, and countenance. Furthermore, it was my intention to choose the second daughter of the aforementioned Regent of Pamacassang for Your Highness's brother the Pangerang Mangcoeboemie. And for the Pangerang Boemie Notto, the second daughter of the first Regent of Pattij, who, being 14 years old, although not yet fully marriageable, is the only one among the children of the coastal Regents who can be taken into consideration as an eligible person. If it now pleases Your Highness to take satisfaction in this choice, both for Your Highness himself and for Your Highness's brothers, and if those princes are also content with it, I shall then have the aforementioned Regents of Pamacassang and Pattij come hither alongside their wives and children, in order then to be fetched from here by an embassy that Your Highness shall be pleased to appoint for that purpose, and to be escorted to Brother's court, whilst I request that Brother be pleased to inform me which ceremonies Brother would like to see observed in that regard, beyond that which took place in the year 1781 at Brother's first marriage. Brother's request for 100 carbines and 50 pairs of pistols against payment having also been granted by Their High Nobilities, I shall send these to Brother in the coming days, alongside the gilded paper received from Batavia for Brother. Furthermore, the Chief of the Roadstead will hand over to Brother the Act of Ratification whereby the contract concluded in the past year by Brother's administrators with the administrator of His Highness the Sultan under Brother's approval and princely seal, for the settlement of the arisen disputes, has been approved and confirmed by Their High Nobilities, so that peace and quiet shall now be permanent on Java forever, to the benefit and prosperity of Brother and his realm. On this occasion, I also kindly inform Brother that on account of the demise of the Head Regent of Samarang, the Adijpattij Soero di Mongollo, Their High Nobilities have appointed thereto in his stead his nephew, the second Regent of Damak Morto Nogorro, who has been honoured with the title and name of Adijpattij Soero Dimongollo.
