Brother's friendly letter written on the 30th of May 1791 I have received very well, and understood its contents, containing: that Your Right Honourable had a few days ago received a letter for me from Their High Excellencies the Governor General and the Council of the Indies, and that the same informed Brother that it was the answer to my letter written to the same on the 5th of the light of Djoema dielachier 1717, which Brother had the pleasure of transmitting to me, not doubting that its contents would be agreeable to me in all respects, especially because Brother had instructed the Chief of Rheede upon delivering it to solemnly assure me further in the name of Their High Excellencies the Governor General and the Council of the Indies that the esteem and friendship of the Company towards me will remain steadfast and sincere, just as of old, and that Their High Excellencies will give me striking proof thereof on all occurring occasions. And that since it would also appear to me from the aforesaid letter that Their High Excellencies gladly wished to comply with my request and desire to obtain a wife from the Company, as also to give each of my two brothers, the Pangerangs Mangcoeboemie and Boemie Notto, a wife through the Company, Brother kindly notified me that, in accordance with the authorization of Their High Excellencies to make every possible effort to ensure that, in caring for my well-being, as much as possible was also contributed to my pleasure, as well as that the choice to be made for my brothers was as much as possible also to their satisfaction, Brother had long turned his thoughts to how Brother could best answer to the trust placed in Brother by me, the result of which was that Brother hoped to have found a worthy consort for me in the eldest daughter of the Regent of Pamacassang, since Brother had received a very favourable report of her personal qualities, figure, and countenance. Also that Brother's intention was to choose the second daughter of the said Regent of Pamacassang for my brother Pangerang Mangcoeboemie, and for Pangerang Boemie Notto the second daughter of the first Regent at Pattij who is 14 years old, although not yet fully marriageable, as being the only one among the children of the coast regents who could be considered as an eligible choice. Furthermore, if it should now please me to be satisfied with this choice both for myself and for my brothers, and the princes were also content with it, Brother would then cause the said Regents of Pamacassang and Pattij, together with their wives and children, to come to Samarang, in order to be fetched there by an embassy that I shall please to appoint for that purpose, and escorted to my court, while Brother requested that I please inform Brother which ceremonies I would like to see observed in that regard, besides that which took place in the year 1781 at my first marriage. Also that since Their High Excellencies had agreed to my request for 100 pieces of carbines and 50 pairs of pistols against payment, Brother would send them to me very soon, together with the gilded paper received for me from Batavia. Furthermore, that the Chief of Rheede would hand over to me the Act of Ratification whereby the contract that was concluded by my prime minister in the past year with the prime minister of His Highness the Sultan, under my approval and royal seal for the settlement of the arisen disputes, has been approved and confirmed by Their High Excellencies, so that peace and tranquility will now be permanent on Java forever, to the salvation and prosperity of me and my Empire. Furthermore, we have the honor to present to Your High Nobilities two letters, one from the Emperor and the other from the Sultan, serving, as we are informed, in reply to the letters written by Your High Nobilities to those Princes regarding the change in the administration of this Government, while the Emperor in his letter moreover still mentions the aforementioned solemnized marriages. The Sultan having already made a renewed request several times for the 150 pieces of flintlocks with Bayonets that are still lacking from the number of 300 pieces granted for delivery by Your High Nobilities, the fulfillment thereof will now take effect as opportunity allows, which we hope will meet with the approval of Your High Nobilities. The survey of the Coffee plantations having recently been completed, we have the honor to present hereby to Your High Nobilities a summary compiled from the reports received, from which it appears that the number of Trees amounts to 1954292 pieces, at which that cultivation will be left until further orders. Now, in order to facilitate the transport of these three companies as much as possible, I qualified the administrator of Sourabaija on the 6th of this month to have the aforementioned company of Sumenappers come over to Sourabaija, and to make it depart for Batavia with the small vessel Rembang, which is still expected from Timor, with orders to ensure that the small vessel calls at Sourabaija or Grissee and is detained there for that purpose, yet also with the qualification, if contrary to expectation that small vessel might already have passed before the receipt of my orders, to then directly charter one or two vessels in a manner suitable for the Company and with them dispatch that company to Batavia, provided he can be assured in that case that they could be there before the turning of the monsoon, and that the space then remaining in the same or of the same is filled with products, and that in the contrary case it would be unnecessary to proceed with the recruitment of those military men. Meanwhile, concerning the pepper cultivation, I can inform Your High Nobilities with pleasure that according to the reports presently received thereof, the vines that have already been planted in the Surakarta empire amount to a number of 227553; that in Djoejocarta and the various districts Mattarin, Padjang, Cedoe, Bagaleen, and the Mantjanagara lands, 240192 dadap trees have been planted, and that under these already for a large part the pepper has been planted and the remainder are to be planted further in the upcoming bad monsoon, which would have happened even sooner had not the natives assured that the dadap tree must first be provided with proper space in order to keep the pepper planted underneath it growing; and I can further assure Your High Nobilities that all possible efforts will continuously be made by me to cause this useful cultivation to increase more and more. Since, by reason of the not very favorable outcome of the rice crop here on Java, and the uncertainty in which one still remains regarding its collection, necessity demands that provision be made in the first place for the Company's own requirements, and subsequently also for an adequate transport to Batavia; so I have thus far continually adhered to the established precautions for only a moderate export of that grain to the outer islands. Concerning native affairs, I am, with Your High Nobilities, fully of the opinion that it is in all respects advisable, prior to the departure of the son of the late former Panumbahan of Mampauwa, Maas Joerip, who is currently staying here, whether to Mampauwa or to Sambas, to confer first on this matter with the present Panumbahan and Sultan Sarief, in order to discover whether any weighty objections stand against it. And although the said Maas Ioerip appears to me not very inclined to return to one of the aforesaid places, at least not for the present, I shall nevertheless, pursuant to the said remark of Your High Nobilities and the authorization simultaneously granted to me therein, confer on this with the present Panumbahan of Mampauwa and Sultan Sarief, in order to obtain the necessary information regarding the state of affairs there and the consequences that may result from this departure. And since the said Maas Joerip can presently, through his industry, provide for his own necessary sustenance here; so the 28th of October 1791, in the trust that through this the aforesaid objectives will also be fulfilled. With the indigo cultivation in Djocjocarta I also flatter myself that it will succeed according to wish; at least I can assure Your High Nobilities that all possible trouble is taken for its improvement. I have also made him understand that it would be unfair for the Company to support him any longer, and on that account he has then also voluntarily renounced, starting with the upcoming month of December, the monthly gratuity granted to him on the Company's behalf, and has likewise undertaken to remain here nevertheless until the further order of Your High Nobilities. And although the Emperor has consented with so much readiness to the dispatch of his prime minister to Djoejocarta to pay a reciprocal and dutiful compliment to the Sultan, this dispatch has nonetheless as yet been unable to take effect on account of the indisposition of the Sultan; nevertheless I shall, when occasion offers, dutifully fulfill the instructions of Your High Nobilities to express to the Emperor Your High Nobilities' sentiments regarding this. I shall also not fail, on an occurring occasion, to inform the said His Highness and the princes his brothers that the good outcome of the women purchased for them was likewise very agreeable to Your High Nobilities. Meanwhile I respectfully thank Your High Nobilities for the favorable approval regarding the intended delivery of the 150 pieces of flintlocks with bayonets, which are still lacking from the number of 300 pieces granted by Your High Nobilities to the Sultan. With relation to private shipping and trade, I trust that in due time I shall be able to give your High Noblenesses the most pleasant reports regarding the good outcome of the undertaking to remove the sandbank before the mouth of the Samarang River, and when this work shall have been accomplished, I shall also endeavor to introduce a suitable means to relieve the Company as much as possible of the costs in this regard. The reflection that your High Noblenesses were pleased to cast so favorably among the servants upon the proposal of Mr. Greeve and myself, such that the very same were pleased thereupon to appoint Captain Lieutenant Joseph Lannet as effective Major, to readmit the former Captain Carel Fredrik van Boze into the Company's service to serve as Captain in the Infantry, and also to promote Lieutenant Frans George Brauch to Captain, obliges me greatly, and I cannot refrain from expressing my bounden gratitude to your High Noblenesses for this favor, together with and alongside the aforementioned persons. Furthermore, I have the honor hereby to inform your High Noblenesses that the private vessel the Geertruijda, which I chartered in accordance with your qualification for transport to Batavia of the two companies of Madurese being enlisted into service for Ceilon, with the recruitment of whom they were zealously occupied according to the reports recently received from Sourabaija, has taken on board at Joana 50 coijangs of timber and 180 of rice, and with that has already undertaken the voyage to Sidoajoe on the 21st of this month, in order to take on board there the aforementioned two companies of Madurese, and then depart immediately for Batavia. High Noble, Right Honourable, and Right Venerable Lord, and Right Noble and Honourable Lords! In my letters of submission dated 18 October last, I had the honour to inform your High Mightinesses that the Pangerang of Sumanap, upon his request made to me to that end, had consented to recruit only one company of Sumanap soldiers consisting of 125 heads for the Government of Ceylon, instead of the two companies initially demanded from him by me in accordance with your High Mightinesses' highly esteemed missive of 30 September last. In conformity with this concession, I then wrote to the Commander in the Eastern Salient, Anthonij Barkey, in a separate letter of the 6th of the said month of October, to take into the Company's service one company of soldiers for the said government; however, from the reply that the said commander sent to me, I noticed that he had incorrectly executed this order of mine, 9 November 1791. stating therein "that he had sent the necessary "written instructions to recruit two companies of Sumanap warriors for "Ceylon, but in case they could not be assembled by the end of October "last, to let this take effect for only one "company." I therefore made known to him, in my separate missive of the 22nd of the aforementioned month, that he had understood my aforementioned order erroneously, with a recommendation to execute my commands strictly in the future; but I was nevertheless obliged to acquiesce in this, as the shortness of time forbade me from making any changes therein, because these could have caused nothing but confusion. Concerning this, the said Commander has now justified himself in a separate missive of 31 October last, stating that this was not so much to be imputed to him as to the Pangerang of "Sumanap himself, as the latter, in the letter which he had received "at the same time as my orders, had instructed his Bupati not only "to recruit two companies of soldiers, but also to ensure that both "of them would be ready in Sourabaija without fail upon the Pangerang's "return to the Eastern Salient, which had also been literally carried out "by the Bupati, and that he, the Commander, had considered that he should 9 November 1791. And this is also the reason why, instead of one company of Sumanap soldiers being recruited, as I previously informed your High Mightinesses, two companies of these soldiers have been taken into service for Ceylon. I hope that your High Mightinesses, for the aforementioned reasons cited by him, the Commander, will be pleased to look upon this favourably, especially because this was done with a good intention, and did not act directly against your High Mightinesses' orders, which dictated recruiting one to two companies of those soldiers. Regarding the transport of the said soldiers, I have also already informed your High Mightinesses in my separate missive of 20 October last that a private sloop was chartered for 600 rixdollars; however, the aforementioned Commander has now informed me in a letter of the 2nd of this month that upon the embarkation of the said two companies, it was found that the space in it was too cramped for the transport of 250 men, besides its own crew, and that he was therefore, for lack of other means, forced to have a portion of them transfer into five cruiser vessels, so as to make the voyage to Batavia together and under convoy of the sloop. According to what I proposed to the said Commander, the aforementioned men could have been sent entirely by the Company's pantjallangs and the cruiser vessels, had those hulls been present together at Sourabaija; however, one of the pantjallangs had not yet returned from Batavia, and the cruiser vessels had also partly not yet returned from Samarang, while the others were employed both to bring the Madurese soldiers from Bancallang and the rations to the small vessel De Geertruida, which was then anchored off Sidaijoe, and it was therefore impossible to let the transport of those Sumanap soldiers take place other than with a chartered private sloop. 9 November 1791. the 16th of November 1791. from the Bookkeeper and Head on the island of Bawean Hendrik Fredriks of the 30th of October last, reporting that 40 Iranun pirate vessels equipped with 4- and 6-lb cannon had engaged in battle before the river of Banjarmasin with a Company bark, which was fortunately relieved by the Banjarese and brought into the river, and these pirates were said to intend to turn their course toward Java, on account of which, upon receipt of this news, I directly informed all the outstation Residents of this, in order to notify the Regents subordinate to them of this and to be constantly on their guard against this rabble. The Major under the Regiment of the Duke of Württemberg of Ostheim, commanding the companies of that Regiment currently stationed here, having been ordered by me to state specifically how many soldiers there were among the aforementioned companies who, due to the consequences of chronic illnesses or otherwise, were unable to perform their service, has given me by a note the names of sixteen such soldiers, whom I then directly ordered, in accordance with article 26 of the Capitulation entered into with the aforementioned Duke, to be paid only half of their wages without emoluments, until I shall have learned your Right Excellencies' pleasure both regarding them and all others who might find themselves in the same situation in the future, and I consequently respectfully request your Right Excellencies to inform me whether your Right Excellencies desire that these soldiers, in accordance with what the Cape ministers decided on a memorial submitted to them by the Colonel Commandant of that Regiment von Hügel, and communicated to your Right Excellencies by letter of the 5th of March last, be sent to Batavia at the first opportunity, to be transported to Europe as incapacitated and performing ship duties for their board, and whether I may meanwhile allow them to be issued the aforementioned half month's wages. the 16th November 1791. and shall obey the orders of the Chief of the Artillery where the same is garrisoned, having to perform a distinct and very extensive service according to the nature of their weapons, and in order to make them consequently capable in all operations, shall have at their head a Captain, being the Chief of the Company etcetera; and although the Captain and the other officers of that Company, as well as the non-commissioned officers and gunners, also enjoy higher pay than the infantrymen according to article 11 of the aforementioned Capitulation. And this conduct, as irregular as it is improper, has even advanced so far that the chief of the aforementioned artillery company no longer has any administration over its management, neither in the receipt and disbursement of the pay to the same, nor in the clothing and in other respects, notwithstanding that it is stipulated in article 11 that to the Captain of the Artillery shall be paid upon his signature the wages and emoluments of the officers, non-commissioned officers, and privates of his Company, and in article 15 it is contracted that in the event the soldiers are provided with new clothes, the cost thereof shall then be deducted from the soldiers, as is customary in other services, provided this is done with fairness, whereof the Commandant and Chief of the Regiment and the Captain of the Artillery shall render an account to the governor of the place where they shall be garrisoned. I have spoken with the aforementioned Major Ottheim as well as the Captain of that Company about this, but they could give me no other answer than that they knew very well that the current manner of proceeding was contrary to the Capitulation, but that Colonel van Hugel at the Cape had told their Captain that he had orders to do so, without their ever having seen that order, however; and that if any change were now made in this, the same would necessarily tend to the prejudice of their Captain, since, being one of the oldest Captains, he would soon have to rise in rank to Major due to the reported decease of Lieutenant Colonel van Sat and the first Major Stekman, and besides this, officers who had served under him had been placed in the Infantry who would then be placed above him in rank, so that he would have to serve under their commands. Yet however much I grasp the difficulty of this for the Captain, especially as he has in the meantime until now been deprived of the administration of his Company and has had to perform his service as an infantryman, I am nevertheless of the opinion that the present direction over the aforementioned Company cannot be left on this present footing, but that one must adhere strictly to the Capitulation in this regard as well as in all other matters, or at least that I am obliged to bring all this to the attention of Your High Nobilities, so that I cannot be held responsible in the future for the adverse consequences that must and will necessarily flow therefrom, to the end that Your High Nobilities might have the opportunity to confer about this with the aforementioned Colonel van Hugel upon his arrival at Batavia, and to take such disposition as Your High Nobilities shall judge to be fitting.
