Outgoing Separate Letters The promises of the Alfur people to give direct notice of arriving or passing ships, as well as smaller vessels, pirates, or other unlicensed traders, are fulfilled by those mountain peoples according to promise. But it often takes 2 to 3 days before I receive that news at the fortress, especially from the directions of Fogij, Waijsama, Massaretta, and Amblauwen; by then, such vessels, namely those that in the west monsoon intend to go to Ambon and Banda, have already passed. But in the east monsoon and west monsoon, also upon receiving reports that there are hostile pirates on the coasts, the salutary orders given in succession are promptly executed, and they are pursued and sought out as far as possible by the resident himself with an armed cruiser. But as for sending a copy of the aforementioned instruction and conference minutes to the Postholder of Manipa, I find this unnecessary, and your fear of a siege of Fort Bouro in your absence to be completely groundless; at least, no grounds for it are presented by you. The letters that are received during my absence from Java and from the neighboring Governments of Ternate and Makassar must be opened and read in meeting, and answered according to the resolution taken thereupon, if the matters are of such a nature that they cannot well be postponed until my return; while the incoming general as well as secret rescripts from Their High Excellencies must likewise be opened and read in meeting, dealt with as expeditiously as possible, and the necessary resolutions taken in reply. The packets brought from the subordinate offices shall be opened by the Honorable Secunde alone and answered as the nature of the business requires, that is to say, if they are not of such importance as to require taking the advice of the other members; otherwise, and if they require haste, the majority must be followed, and the answer immediately directed accordingly. Whenever the Honorable Secunde deems it necessary to convene the meeting for any emerging matters of importance outside the aforementioned, this must be done as often as such circumstances require, and I must be informed of what is resolved, under transmission of a copy of the resolution, if there is time and opportunity for it, provided this can take place without considerable delay to the paperwork for Batavia and the Netherlands. The Honorable Secunde shall issue the watchword in the evening at the usual time with the necessary orders for the following day, as well as take care that the gates of the Castle and the barriers are closed at the appointed hours. The signing of passes, both large and small without distinction, likewise remains under the department of His Honor during my absence, with this signature: in the absence of the Governor; however, no more may be granted to the clove-producing offices, as the harvest is at hand and already partly brought into the barns. Whenever anything out of the ordinary happens among the garrison, the Captain-Commandant Ostrowshij is obliged to give notice thereof immediately to the Honorable Secunde, and the matter must be remedied with His Honor, and if necessary also with the advice of the Council; however, offenses or faults requiring a heavier punishment or correction than military discipline must be reported to the interim Fiscal, in order to act in such cases as his office and duty require. The Honorable Secunde shall also keep good supervision regarding the management of affairs, both with respect to the general housekeeping and whatever else relates to it, and particularly focus his attention so that the laborer does not idle and the works in progress continue; no less do I recommend to His Honor's care the supervision over the administrations, so that no frauds of any kind can be committed. As soon as the money from the recently auctioned linens has come in, an auction must be held of the linens and cotton brought with the small ship the Jonge Orangeboom, together with the remaining linens, keeping in mind that as much is retained as is required for daily provisions until the last day of February 1793, so as not to be compelled to proceed to disadvantageous purchases, just as during my government this has never yet happened nor been necessary. Against an unexpected fire both inside and outside the Castle, care must be taken as much as possible, and the orders in case of fire and alarm must be observed. Whenever dry weather permits, the powder magazines on the east and west sides must not only be aired, but the gunpowder must also be turned, with careful inspection to see whether moisture or dampness has occurred, to which end I place the keys of the powder magazines into the hands of the Honorable Secunde. The powder recently brought from Samarang and found to be unserviceable must be sent back at the first opportunity, at the credited price, while at the same time a copy of the report of that commission must be sent to the administration there, after it has first been sworn here before the Council of Justice to prevent all objections. While Lingen must necessarily be sent to Sawaij to deliver the requisition, and can then also take along that of Manipa at the same time, as it is not very much out of the way, since the commandant of Sawaij as well as the Postholder of Manipa cannot reasonably be required to collect their necessities with their own vessels in the long run, and such is also by no means advisable in order to prevent the risk and the danger that can easily arise therefrom, though one had to submit to this in the past year because no Company vessel could be spared for that purpose. And since Their Right Excellencies, by Their most respected separate letter of 18 January 1791, delivered first with the ship Houglij, were pleased to order that the Tidore prince, Major Kaitzili Melkeddin, be sent to Batavia at the first opportunity, I recommend that Your Honour grant transport to that Prince with his family and retinue on the ship Houglij, for which purpose he must be sent in time with family and retinue to Saparoua, with one of the pantchialings at hand or else by another opportunity. Noted the receipt, etc., and the meeting held thereon: We have had the honor to receive Your Right Honourables' respected Secret Letter of the 15th of December in the original, over which we, together with Their Highest Commissioner, Mr. Schilling, deliberated at the session of the 31st of March and took the necessary decisions, to the handling of which now proceeding, we reply thereto with respect. The establishment of a new post at Oedjiek. The calculated Aru expedition expenses have already been sent. Shortage of 's Gravezande has been communicated. We have on this, immediately upon the arrival of Commissioner Schilling, since there had previously been no opportunity for it, made a beginning, and authorization was granted to Provisional Commandant Constants to relieve the post of Oedjiek, and to build a new one, as compact as possible, to accommodate circa 30 men on the corner of the village of Wammer or on the cliff, and to raise its walls on the edge of the aforementioned cliff. However, the aforesaid Commandant has communicated by letter of 21 May to the Commissioner that, after inspection, the cliff chosen for that purpose is full of dangerous cracks, and thus unusable for the intended aim. However, because of the confused reasons in his letter, and the discord seemingly common in Aru, it was proposed by Commissioner Schilling at the session of 9 June, and further resolved, to send the Commandant of the Militia Palgarij, who has knowledge of the Aru lands and places as he was there in the year 1790 with the expedition, with the first available opportunity thither, in order, according to his judgment and the orders to be given from here as far as knowledge of matters can be obtained, to establish on the most suitable and at the same time most fertile and healthiest place a new post, as compact as possible, but with the necessary dwellings and places for storing whatever that post requires, and upon his return to bring hither the Resident van Eijk, willingly or unwillingly, together with the Lieutenant and Provisional Commandant Constants, if he can be spared there without harmful consequences, for which a suitable non-commissioned officer, if one can be found there, will be left behind as postholder. The calculated Aru expedition expenses of the year 1791 requested by Your Right Honourables, we had the honour to send under cover of our respectful letter of 25 July. Regarding the enormous shortage of the former Chief Administrator 's Gravezande, and the arrangements made by Commissioner Schilling to prevent damages thereby to the Honourable Company, we have humbly communicated in the letter serving to accompany the aforesaid 's Gravezande dated 2 June, and we further refer to the report that the Commissioner has made to Your Right Honourables; humbly pleading on behalf of this new administration that the negligence which seems to have occurred with prior knowledge under an arbitrary and despotic rule such as that of the departed Governor Haga, may not be attributed to this government, as his Honour himself states in the Secret Letter of the past year dated 30 September, paragraph 16, that he had long had knowledge of the disreputable deeds of 's Gravezande, and thus his Honour, according to office and duty, ought to have guarded against it; this entire government confessing to have had no knowledge thereof, since Mr. Haga never spoke of it until the moment that the Chief Administration was taken from 's Gravezande! Regarding the recommendation of Your Right Honourables to make all possible efforts to fulfill the promise of the former Governor Haga to contribute what is feasible toward the introduction and observance regarding the garrison and the regulations for the Mess Master, appearing in the considerations of the Gentlemen of the Military Commission, we, and in particular the first signatory, keep for dutiful observance, and say once more with respect that the meager and barren soil of Banda provides little assistance toward the necessary food, that the provisions brought in from elsewhere are insufficient for the maintenance of an entire province, since the suppliers, convinced of the embarrassment in which people here must live without them, sell the same at enormously high prices, for which reason the Mess Master, even with frugal planning, must still serve very meagerly, while he is glad that the salted meat and bacon, cadjang, etc., in kind are provided to great help for him. For what is necessary, we respectfully present to Your Right Honourables the report from the head regarding the mess provisions for one month shown specifically, which we have had prepared not according to the annual custom, but in accordance with the truth. My considerations on this weighty point I respectfully commend to the wiser judgment and direction of your High Nobles, and which mainly consist in: The outfitting of that Commander with whatever is required for the construction of a new post at Wammer or at such a place as shall best suit the local situation of the country. The costs that will be necessary to bring everything into good effect in order to prevent annual repairs, will, as one looks ahead, and however great the promises to practice economy may be, become a considerable sum and an onerous expense for the Company, the more so—to speak frankly—since one sees no prospect of defraying them from the country's products for a long time, and then one still remains uncertain whether that post, considering the expenses, will answer expectations at all!
