letter of June 2nd, received on the 11th following. The chief draftsman, already prior to the receipt of Your Right Honourable's further orders, has repeatedly and fruitlessly admonished Lieutenant Diederiksz to submit the engineer reports; an extract of the instructions has now been provided to him. We take the humble liberty of presenting to Your Right Honourable, annexed hereto, a report from the chief draftsman containing considerations regarding the means to provide the settlement of Trincomalee with the necessary buildings. With the bark De Gustaff there has arrived from Galle Lieutenant Charles de Weldrist, together with a corporal and five privates of the Wartenberg detachment. Annexed hereto we have the honor to present to the same a report of the two captains, Kahle and Koonman, commissioned to take inventory of the artillery and ammunition stores both here and at Oostenburg; according to their report, a deficit was found of: 269 lb. gunpowder saltpeter 99 ½ purified 333 ¾ crude 40 1/3 lb. sulfur 114 lb. nails 8 copper [illegible] We humbly request Your Right Honourable's authorization to be permitted to write off this deficit in the books. In the night of the 3rd to the 4th of this month, there deserted with the Company's boat: the private rifleman Michael Rood from Strasbourg, from the guard in the covered way, with full arms; the private David Leber from Berghaderen of the De Meuron Regiment, from sentry duty, also with full arms; the private Matthias Böhm from Nijmegen of the Wartenberg Regiment; two assistants, Carl Christoffel Krol from Koningk and Johan Willem Harmanze from Solingen; a sailor, Arie from Rotterdam, flagman of Trincomalee; and a sailor To the same as above. sailor of the ship Meeuwtje, Jan Schoote from Gouda. On October 17th, the detachment of the Regiment Meuron arrived here, which had been stationed at Wieramaenne, consisting of 1 captain lieutenant, 1 quartermaster, 2 sergeants, 1 drummer, and 35 corporals and privates. To the same as above. I have had the honour to receive your Right Honourable's circular letter of the 30th of December last. In dutiful observance of the dispositions mentioned therein, deductions for uniform items shall in future no longer be made from the monthly pay of the military stationed here, and regarding the Trincomalee Detachment, the commanding Captain Diabert shall await written instructions from Trincomalee concerning this matter. Likewise, in accordance with your Right Honourable's intentions, field allowances shall be provided from the first of this month to the officers of the troops detached here in the country. Furthermore, I have the honour to subscribe myself with all due respect and reverence, signed as above, in the margin, Batticaloa, the 27th of January 1792. To the same as above. The letters from your Right Honourable dated the 17th and 30th of December last, I have had the honour to receive, etc. The Sipahi troops graciously promised by your Right Honourable in the former letter, I shall await along the road from the Magampattoo and the Panoa districts, solely requesting that your Right Honourable please send some written instructions ahead so that everything may be in readiness upon their arrival in the District of Batticaloa. If a Captain for the Eastern Company here present should arrive by the same opportunity, he could, with your Right Honourable's approval, receive orders to remain at Tsjiaar in the Panoa district to await the bulk of his company there, as in the latter part of February I shall send people thither with the Assistant, to reoccupy that post if circumstances permit, as I have already taken the liberty to report to your Right Honourable in my respectful ordinary letter of the 8th of September last. That the construction of the redoubt at Wieramone met with your Right Honourable's approval was most gratifying to me. The parapet of this work has suffered some damage here and there from heavy rains during this bad monsoon, which I shall also cause to be repaired as soon as possible. Furthermore, I have the honour to subscribe myself with all due respect, signed as above, in the margin, Batticaloa, the 27th of January 1792. Pursuant to the authorization obtained from your Right Honourable by ordinary letter of the 22nd of December of the past year, the 12-oared boat that arrived from Trincomalee has, according to my proposal by circular letter of the 27th of October prior, been raised by 10 inches at the gunwale, and subsequently properly rigged and equipped to serve as a cruising vessel along the coast, both to the north and to the south of Batticaloa, whereby early compliance can be rendered to your Right Honourable's orders and intentions regarding cruising, as mentioned in the circular letter from the Military Department, dated the 6th of October last. From Trincomalee, at my request, two European sailors were sent with the aforementioned boat to sail upon it, but as one of them is always sickly and neither of them knows how to write or is capable of keeping a journal, I was compelled to place the invalid gunner Gerrit van Lochem, an assistant, and a soldier of the garrison on the said boat with one of the aforementioned sailors, on condition of enjoying double board money and ordinary ship's rations; to them have been added a tindal and five native sailors who receive monthly, the former 6 and the latter 4 Rupees, and 2 parras of paddy. The just-mentioned invalid gunner Gerrit van Lochem accompanied Captain Nagel on all the cruising expeditions of the previous war and seems to me very well able to carry out with discretion the instructions handed to him, a copy of which is herewith offered for your Right Honourable's approval. Likewise, a note or inventory of all that has been provided here for the outfitting of this cruising vessel. Having no ship's compass in stock here, I have determined the first voyage of this cruising vessel today to the north as far as Trincomalee, in order to fetch one there. Furthermore, I have the honour to subscribe myself with all due respect and reverence, signed as above, in the margin, Batticaloa, the 15th of February 1792. As I took the liberty to communicate to your Right Honourable in my respectful letter of the 30th of January last, I have endeavored as much as possible to prevent the transport of salt to the Kandyan territory, and I fully trust that the measures taken will now be sufficient until the months of July and August, when salt will again be produced. To the same as before I have had the honor to receive Your Right Honorable, Highly Respected missives of 26 March and the 4th of this month, to which this serves as a dutiful reply. That, subject to the approval of Your Right Honorable, and without any detriment to the service, I have further arranged the matter concerning the cruiser boat De Postiljon in a less costly manner for the Company, namely as follows: The second European sailor has been sent back separately to Trincomalee; the Tindal and two native sailors have been discharged; and in place of the latter three, three Company slaves who are good sailors have been placed upon the said boat, with the addition of a small allowance of one parra of paddy and four and a half fanams per month. In accordance with Your Right Honorable's intention, the prescribed amendment or addition has been made to the first article of the instructions to the commander of the cruiser boat. Captain Mahomet Tangerang, who is presently stationed with his company at Karemoene in the Kortepattoe, will, according to Your Right Honorable's orders from Trincomalee, be sent to the European commander, Lieutenant Bartols, at Wieramoene, in order to take over as captain of the company of Malays raised here. The pay of this latter company of Easterners raised here is, as Your Right Honorable is aware, one-third less than all the other native troops on Ceylon, from the lieutenant down to the last private soldier inclusive; and I request to be informed whether the aforementioned Captain Mahomet Tangerang will retain his 26 rixdollars. If, according to my proposal, a lieutenant could have been sent here, he would have been able to keep his lieutenant's pay while holding the rank of captain in the local company. To place non-commissioned officers with the new captain into the company at present will not be very feasible, because, with the exception of one corporal, the company is fully staffed, and the difference in pay, which can to some extent be accepted with the captain, cannot take place between the non-commissioned officers and privates. Thus, to fill the vacant corporal's position, if one wishes to pass over the old hands in the company, only one private should come along with the captain. The aforementioned Conselia Pedie has recently sent two of the persons who fled with him to the Kandyan territory, from the Wellasse to the Accrepattoe mountains, to impose a contribution of foodstuffs for his maintenance upon the Veddas and Sinhalese inhabitants there, but this has failed him, according to the reports given to me and the enclosed account of his own brother-in-law Kaderamen Pedie, who came to me a few days ago with five Kamanjes or chiefs of the forest Veddas of the Accrepattoe mountains. In order to prevent further such undertakings, I have sent with a Kangaan known to this district six sepoys to patrol there for a few weeks. The five chiefs of the Veddas aforesaid have promised to deliver directly to the Company yearly each one Maon or 24 lb of new wax, according to their old obligations, which they attest to have settled annually with the chief of Accrepattoe. Subject to the further pleasure of Your Right Honorable, I have released the old Moor Maamonaij after a month's detention, upon the promise made by him to come and give me within 20 days certain news of everything going on in Willetge, in return for which I have also promised him upon his return the post of second Mohandiram or chief of the Boyeros. Pursuant to what was recommended in that regard by Your Right Honorable, I shall neglect nothing to become informed as far as possible of the places where the Kandyans have erected magazines and rest houses, as well as of their situation and the roads leading thereto. The old talk that the Kandyans would descend to this side with this new or full moon has recently been spread again, however unfavorable the chance would be for them compared to the past year. I was also informed yesterday that the Dissava of Wellasse has had rest houses erected at Pattepaleaar, 3 hours from the limits of Nawelaar in the province of Nadekadoe. I shall be informed in a few days whether this is the truth, or merely an appendage to the first news mentioned above. The pay and rations of the invalid Eastern corporal Senne and soldier Wossum have been issued here according to Your Right Honourable and Highly Respected Sir's instruction. I also have the honour to communicate herewith to Your Right Honourable and Highly Respected Sir that the detachment of the Regiment de Meuron, which was stationed at Wiehemeene during this west monsoon, departed back across the sea to Trinkonomaale on the 15th following the requisition of Major Johndaacr by letter of the 8th of this month. Since no men are now stationed in the Pannoese any longer, and as I judged it necessary to leave some soldiers in the province of Accrepattoe, situated nearby, during the bad monsoon, the half company of sepoys of Captain Chaik Hoesin marched on the 13th of this month from Wiekemoene to Pam Olewiel in the said province, in order to remain there during the bad monsoon with the approval of Your Right Honourable and Highly Respected Sir; Captain Chaik Hoesen himself as well, and because his company has suffered much in these districts for two years and has performed the heavy duties almost alone, the location of the village Samblewiel was expressly chosen as being on the seashore and much healthier during the rainy season than at Wieremoene. Likewise, the commanders of the ordinary guard posts and those whom it further concerns will be given the necessary instructions to inform them that the order formerly issued by Your Right Honourable and Highly Respected Sir, prohibiting all communication with the King's subjects, has now been withdrawn by Your Right Honourable and Highly Respected Sir, and that consequently the inhabitants on both sides must be allowed the freedom to associate and trade together just as before.
